CHRIST AT THE CENTER
THE SUMMIT PREPARATION MEETING:
THE NEW EVANGELIZATION FOR THE NEW MISSIONARY AGE
Since The Summit: Revitalizing the Domestic Church in 2012, we have been gathering on a
regular basis to continue to support the good work initiated at that time. The next Summit will be
in October 2014 with the theme “Proclaim: Equipping Disciples for a New Missionary Age.” In
order to help parish ministers prepare for the next Summit we will offer Summit Preparation
Meetings. While these meetings are in no way a requirement for those who plan to attend the
Summit on October 6 and 7, 2014, these preparation meetings will help set the stage for the
highly relevant, practical, and impactful event that the Summit is shaping up to be.
At these meetings participants will:
• Be informed of the most up-to-date information on the upcoming Summit.
• Reflect on the practical implications of Evangelii Gaudium (The Joy of the Gospel) by
Pope Francis.
• Discover the resources that will best prepare you for the Summit.
• Begin to strategically “dream big” so as to set the groundwork for moving your parish
from maintenance to mission.
Please Note: Every parish that is represented at one of these meetings will receive one free
copy of Rebuilt: Awakening the Faithful, Reaching the Lost, Making Church Matter by
Michael White and Tom Corcoran (Ave Maria Press, 2013) and The Four Signs of a
Dynamic Catholic: How Engaging 1% of Catholics Could Change the World by Matthew
Kelly, compliments of the Office of the New Evangelization

OFFICE OF THE ARCHBISHOP
THE LIGHT IS ON FOR YOU
As we prepare for “The Light is On For You” (Sacrament of Reconciliation) Lenten
program in all our parishes or regions on the evening of March 18, a question has been
raised as to how to handle situations in which there are “reserved sins.” In response, the
Office of the Chancellor has prepared the following clarification:
In the 1983 Code of Canon Law, there are no longer any such reserved “sins” but a
number of reserved cases which carry certain canonical penalties (i.e. “censures”). In
most cases, the sacrament of reconciliation will involve only the absolution of a penitent
of sin. However in some cases, the sin being confessed also carries with it an automatic,
legal penalty (latae sententiae). Thus, the confessor should keep in mind that the
commission of some sins may also involve actions which carry certain penalties. Of these
penalties, some the confessor can remit definitively, some he can remit “temporarily,”
until the penitent has recourse to the proper authority, and some for which recourse to the
proper authority must be made prior to remission. However, even in these cases in which
recourse must be made for remission of the particular penalty, the confessor can absolve
the sin within the sacramental forum. In the case of danger of death the confessor can
remit validly and licitly virtually all penalties (cf. CIC 976, 977).
There are three kinds of censures: excommunication, interdict, and suspension. An
interdict is similar to an excommunication, only it is a bit less severe and it is inflicted for
less serious offenses. For example, if one were to attack the pope, she or he would get
excommunicated; however, if one attacks a bishop, the penalty incurred is an interdict. A
suspension can be applied only to clerics. If the priest hears any of the sins listed here
below confessed, he needs to be aware that these sins automatically carry with them legal
censures. Thus he needs to consider what must be done to remit the censure. The
following crimes carry with them automatic censures:
Latae Sententiae (i.e., automatic) excommunications:
1. Apostasy, heresy, schism (CIC 1364)
2. Violation of the sacred species (CIC 1367; reserved to Holy See)
3. Physical attack on the pope (CIC 1370; reserved to Holy See)
4. Absolution of an accomplice in a sin against the 6th commandment (CIC 1378;
reserved to Holy See, except in danger of death: cf. CIC 977)
5. Unauthorized ordination of a bishop; this penalty is incurred by both the ordaining
bishop and the bishop who is ordained (CIC 1382; reserved to Holy See)
6. Direct violation by a confessor of the seal of confession (CIC 1388; reserved to Holy
See)
7. Procuring an abortion (CIC 1398)
March 2014 Clergy Communications
2
8. Mechanically recording or divulging by a technical instrument in the communications
media what was said by either a confessor or a penitent in a sacramental confession,
whether performed by oneself or by another (Congregation for the Doctrine of the Faith,
Urbis et Orbis, 23 September AAS 80 (1988): 1367).
N.B. Remission of the penalty of excommunication in nn. 2-6 is reserved to the Holy See.
In order for an automatic censure to be applied, however, several conditions need to be
satisfied. For example, the penitent must have known prior to the action itself that the sin
carried with it the automatic penalty, the sin cannot have been performed as the result of
fear or force, the penitent must have been over age 16 years of age.
Latae Sententiae interdicts:
1. Physical attack on a bishop (CIC 1370)
2. Pretended celebration of the Eucharist by a non-priest (CIC 1378)
3. Attempt to impart sacramental absolution or hear confession by one who cannot do so
validly (CIC 1378)
4. False accusation (denunciation) of a priest of having committed the crime of
solicitation in the confessional (CIC 1390)
5. Attempted marriage, even civil, by a religious in perpetual vows (CIC 1394)
N.B. If the offender is a cleric, then:
the crimes in nn. 1 and 4 result in both automatic interdict and suspension.
the crimes in nn. 2 and 3 result in automatic suspension rather than interdict.
Remittance of the Penalty
Any confessor can remit in the internal sacramental forum an automatic (latae sententiae)
censure of excommunication or interdict which has not been declared if it would be hard
on the penitent to remain in a state of serious sin during the time necessary for the
competent superior to provide [remission]. This faculty applies only to “undeclared”
automatic excommunications and interdicts (i.e., not formally pronounced by the
competent ecclesiastical authority as having been incurred).
In the Archdiocese of Cincinnati, the faculty is granted to all priests having the faculty of
hearing confessions to remit in the internal forum a latae sententiae penalty established
by the law but not yet declared provided the remission is not reserved to the Apostolic
See. Therefore, priests who have received these faculties have the faculty to absolve the
sin and to remit the not yet declared latae sententiae penalty of those confessing the
crime of abortion and the crime of heresy, apostasy and schism. This faculty must be
exercised on behalf of the members of the Archdiocese and those visiting within the
boundaries of the Archdiocese. The Chancery will need to be notified of a latae
sententiae penalty and its remission in the external forum.

3
Only for censures reserved to the Holy See, the penitent must contact Rome; for nonreserved censures, the priest in the Sacrament of Reconciliation may remit them. While
the single prayer of sacramental absolution also carries the effect of remission of
censure(s) in those cases in which the confessor can remit these, if desired for pastoral
reasons the following additional formula for remission, found as Appendix I in the Rite of
Penance, may be used: By the power granted to me, I absolve you from the bond of
excommunication (or suspension or interdict). In the name of the Father, and of the Son,
and of the Holy Spirit. Amen.

PRIESTLY CONVOCATION FOR 2014
February 11, 2014
Dear Father,
The unprecedented two-day event in 2012 called The Summit: Revitalizing the
Domestic Church received an overwhelmingly positive response from the approximately
800 clergy and lay ecclesial ministers of the Archdiocese of Cincinnati who participated.
They left energized and inspired. The good work of The Summit has continued since in
Follow-Through Sessions and Archdiocesan staff consultations with parishes.
Now it is time for a new summit with a new goal. I ask all the priests of the
Archdiocese, Archdiocesan staff, parish staff, and key lay leaders to join me on October
6 -7, 2014 at the Dayton Convention Center for prayer, formation, and visioning under
the title Proclaim: Equipping Disciples for a New Missionary Age. Over these two days,
we will explore what Pope Francis calls the “missionary option” for the Church and for
our ministries.
Those who minister in the Church are all too aware of the challenges facing us –
declining Mass attendance, fewer children receiving religious education, fewer than
needed vocations to the priesthood and religious life, a growing acceptance of secularism
and relativism, and more. In response to these challenges, this summit will be an
opportunity to consider our role as missionary disciples as well as gain skills and
resources for proclaiming Christ in this time and culture.
Once again parish and Archdiocesan staff will have the opportunity to examine
these issues collectively, through keynote presentations and workshops. A new feature
will be opportunities to participate in ministerial forums, designated times for members
of specific ministry groups to discuss issues with each other from their specific
perspective.
Proclaim will serve as our Priestly Convocation for 2014. All active priests of
the Archdiocese are expected to be present unless otherwise excused.

At the same time, all those in parish leadership are invited as well. Please
prayerfully consider and plan for your staff and key leaders to support this important
endeavor with their participation and prayers.
With gratitude and prayerful best wishes, I am,
Sincerely yours in Christ,
Most Reverend Dennis M. Schnurr
Archbishop of Cincinnati

LENTEN REMINDERS – FAST AND ABSTINENCE
Ash Wednesday, March 5, 2014, and Good Friday, April 18, 2014, are days of abstinence
from meat and also days of fast, that is, limited to a single full meal. The other Fridays of the
season of Lent are days of abstinence from meat. The law of abstinence binds all Catholics 14
years and older. The law of fasting binds all Catholics from their 18th birthday until their
59th birthday (canons 97 and 1252).
With regard to Good Friday, the teaching of the Second Vatican Council should be recalled.
Let the paschal fast be kept sacred. Let it be celebrated everywhere on Good
Friday and, where possible, prolonged throughout Holy Saturday, so that the joys
of the Sunday of the Resurrection may be attained with uplifted and clear mind
(Constitution on the Liturgy, No. 110).
With regard to the obligatory days listed above, however, there are frequent questions about the
degree of seriousness of the matter. The teaching of Pope John Paul II may be simply
paraphrased: the obligation to do penance is a serious one; the obligation to observe, as a whole
or “substantially,” the penitential days specified by the Church is also serious. No one should be
scrupulous in this regard; failure to observe an individual day of penance is not considered
serious. People should seek to do more rather than less. Fast and abstinence on the days
prescribed should be considered a minimum response to the Lord’s call to penance and
conversion.
CONFIRMATION AND THE FACULTY TO CONFIRM
The following might be helpful for you regarding Confirmation at the Easter Vigil. For priests
who have been granted the faculties of the Archdiocese of Cincinnati, these are the instructions
for the Faculty to Confirm as found in the Pagella, Clerus Cincinnatensis, Volume XI, No. 1,
pages 257-258. The mandate is given to all priests in the Archdiocese:
1. to baptize and confirm in accordance with canon 883.2 persons who are no longer
infants whom the priest judges suitable for Catholic baptism;
March 2014 Clergy Communications
6
2. to admit into full communion with the Catholic Church and to confirm in accordance
with canon 883.2 previously baptized persons who are no longer infants whom the priest
judges suitable for admission to the Catholic Church;
3. to readmit into full communion with the Catholic Church and to confirm in accordance
with the response to the Pontifical Commission for the Interpretation of the Decrees of
the Second Vatican Council, April 25, 1975, persons beyond infancy who were baptized
Catholic but not confirmed and who later became an apostate or a heretic, whom the
priest judges suitable for readmission to the Catholic Church. (If you have any questions
about whether or not someone later became an apostate or a heretic, please call the
Chancery.)
4. Priests do not have the faculty to confirm a baptized but never confirmed Catholic
who simply has not been active in the practice of the faith without becoming a member of
another Church and now desires to be confirmed and be actively involved in the Church’s
life. In these cases, individual delegation of the archbishop is needed. Priests can seek
such delegation in writing from the Chancery, giving reasons why the delegation is
sought, the name of the person to be delegated, the name of the candidate, and the
intended date of the ceremony.
If you need to request a faculty to confirm, please do so in ample time to receive it before the
Easter Vigil. Also, if you have more than one parish, please include the name of the parish where
the Confirmation will take place. Thank you.
RECORD SEARCHES
We have been asked to search for the baptismal record of the following individuals:

OFFICE OF PROPERTY MANAGEMENT
We are currently improving our website to provide our parishes and schools with helpful project
resources. You can help in several ways:
1. Send us photos of any projects you may have had completed. Provide us with photos of
your project from construction to completion. We will post these on the Archdiocese
website so that your parish can showcase your project. Other parishes and schools
working on projects similar to yours may be able to get some additional inspiration. (If
possible, please send photos of the project only; if people are included in the photos we
may not be able to use them due to privacy issues.)
2. Agree to be a “Project Contact” for your parish or school. Would you like to share
information about your organization’s experience with any of your projects and provide
March 2014 Clergy Communications
13
other organizations with helpful tips and advice? Perhaps you would like to provide
information on a specific contractor or vendor. If someone from your organization is
willing, we will post their name, contact information (phone and/or email) and project
description on the Property Management website so that others can contact them with
questions. By forming a project contact list our hope is that it will be:
a. Easier for organizations to choose good contractors to bid out projects.
b. Easier for organizations to move through the contract process.
c. Easier for organizations to be aware of any potential challenges along the way.
3. Provide information to the Office of Property Management concerning the contractors
that you worked with and what your experience was with them. This information will be
kept internally in the Property Management office and used as a guide when other
parishes and schools contact us for advice.
With your help we can make the Property Management website a valuable reference tool for
parishes and schools in our Archdiocese. We look forward to hearing from you! Please contact
Karen Rolfe at [email protected] with questions or to participate.
STANDARD CONTRACTS
We have some news to share regarding our standard contracts. We have made revisions to the
standard contract for construction, and we have added a suite of additional standard contracts for
use in other types of projects you may be doing. We ask that you use these standard contracts for
your contractor services and projects in your parish. They provide terms and conditions to help
protect your parish contractually. Our office is here for you and is very willing to help you set
up any of these contracts. Please contact Jeff Bohrer at [email protected] or Karen
Rolfe at [email protected] for assistance. The standard contracts are available at the
Property Management website (http://www.catholiccincinnati.org/ministries-offices/propertymanagement/). They include:
•
•
•
•
•
•
Contract to Perform Work (revised): Used for most construction projects and is the
original form from our website.
Contract to Perform Work short form: Used for small construction projects (under
$10,000).
Change Order: Used when the contract scope changes from the original.
Service Agreement: Used for contractors who provide property-related service calls to
your institution or who provide ongoing property services to your institution.
Emergency Service Agreement: Used for situations where emergency property work
must completed. This involves insurance claims and is the form that our insurance
representative, Paul Kenkel, will use when he visits your site to assess emergency work.
Professional Services Agreement: Used when hiring out professional services (i.e.
architectural or engineering).

DEPARTMENT OF PASTORAL SERVICES
FAMILY AND RESPECT LIFE OFFICE (FARLO)
FOCCUS CHANGES COMING IN 2014!
During the past two years, the FOCCUS team has conducted a systematic review of marriage
preparation resources with input from marriage educators across the country and internationally,
in both Catholic and non-Catholic settings. Attention was given to the Inventory and related
materials for couples, facilitators and trainers. The input received was instrumental in the
research and development of FOCCUS 4th Edition.
FOCCUS 4th Edition meets the real life needs of today's couples and those who are preparing
them for marriage by building on the strong research base and cost-effective, trusted userfriendly FOCCUS format. Updates include an all new Catholic edition supporting critical areas
of evangelization and formation for couples preparing to enter into a lifelong marriage in the
Church. Additionally a new section, Couples with Children, is offered for couples when one or
both are bringing children to the marriage.
Incorporating changes to 85% of the previous Inventory, FOCCUS 4th Edition includes new
statements addressing pornography, technology, prayer in marriage and pets along with Manuals
in English and Spanish and Inventories in Catholic, Christian, General, and Orthodox Christian.
An Alternate Inventory, developed at a third grade reading level, is available and recommended
for use with individuals who do not speak English as a first language or who have intellectual or
developmental disabilities. FOCCUS 4th Edition offers professional translation of our most
requested materials in Spanish and Traditional Chinese with additional translations planned for
the future according to need and available resources.
The new, updated binders will be available at a discounted price of $25.00 + shipping for a
period of 6 months, January 1, 2014 – June 30, 2014. Effective July 1, 2014 the binders will
cost $50.00 + shipping. Your parish must be registered with www.FOCCUSincusa.com in order

MEN’S DISCIPLESHIP VISIONING DAY
A vibrant Catholic Church of the 21st century must include men who are intensely committed
disciples of Jesus Christ, servants, and witnesses to the good being done by God in their lives.
We invite all priests, deacons, and lay men of the Archdiocese to join us on Saturday March 22
from 9:00 a.m. – 12:00 noon at the Dayton Pilarczyk Center for a Men’s Discipleship Visioning
Day. Spaces are limited! Together, we will:
•
•
•
•
Examine recent trends of men’s participation in the life and mission of the Church.
Explore principles for effectively discipling the men who are currently within and
currently outside our churches.
Discuss the best practices and current research for applying these principles to our
specific ministry situations.
Share our experiences, concerns, and hopes for the future of men as disciples of Jesus
Christ in the Catholic Church. You can register at http://goo.gl/oJfCIx or contact [email protected] for more

WEEKLY MASS COUNT: IT IS POSSIBLE
After encouraging parishes to consider having a weekly Mass count, I received a wonderful
email from Cindy Reaster about what they do at Our Lady of the Immaculate Conception Church
in Dayton. She gave permission to share the following:
“As I told you on the phone, we have been doing Mass counts for every Mass as long as I can
remember. This is all we do. It's very easy.....very uncomplicated.
In the usher's room they have a stack of Mass Count Sheets. It's a quarter page form for weekend
Masses and a special one for Holy Week.
The lead usher at the first weekend Mass, our 4:30 p.m. Mass, writes the date on the top of the
form. Once everything has calmed down and Mass has started, one of the ushers walks around
the back of the church and takes the count. He/she then writes the count on the form in the
ushers’ room.
The same is done for the next Mass/Masses. At the last Mass of the weekend, once the count is
done, that usher places the count form in the basket where the collection is put. It is then in the
collection bag for that Mass.
On Monday morning, I know to look for it in the collection bag. It is then filed for future use. We
attach ours to the donation/deposit report for that weekend.”

CATHOLIC RELIEF SERVICES RICE BOWL
Catholic Relief Services Rice Bowl, a Lenten program, calls faith communities to pray, fast,
learn and give as one way to answer the Gospel call to assist those most in need in this year’s
program, For Lent, For Life. New this year for Catholic Relief Services Rice Bowl is a spotlight
on religious education. For instance, there is a blessing of the rice bowls that parishes can use at
the beginning of Lent and an end of Lent prayer service to connect Catholic ritual with the global
solidarity that Rice Bowls encourage. To underline our Catholic identity, the CRS spiritual guide
offers students the chance to learn how Catholic saints have served the poorest and most
vulnerable. You can also sign up for the mobile app from CRS Rice Bowl. It is available for
iPhone and Android phones at iTunes and Google Play Store. CRS Rice Bowl includes a 2014
Lenten Spiritual Guide featuring Kenya Guatemala, Philippines, Malawi, and Haiti. Coordinators
and educators also are using a CD Rom of educational and interactive resources for Rice Bowl.
CRS receives 75% of all donations collected in the Archdiocese to support CRS’ programs
around the world
• Agriculture projects help farmers improve harvests;
• Mother and child health projects offer health and nutrition services;
• Water projects bring potable water to communities;
• Microfinance projects provide better incomes;
• Education projects provide opportunities for a better future.
The remaining 25% of all donations fight hunger and poverty in our Archdiocese.
DISTRIBUTING THE LOCAL SHARE OF THE CRS RICE BOWL FUNDS
The Catholic Social Action Office of the Archdiocese has initiated a pilot project to request input
through deanery meetings from parish representatives in selecting organizations to receive the
local portion of CRS Rice Bowl funds. Parish representatives are suggesting local agencies that
address poverty and hunger issues within their deanery. The meetings also give parish promoters
ideas and resources to use in promoting CRS Rice Bowl. Several deanery meetings have already
occurred in St. Lawrence, St. Andrew, St. Francis and Dayton Deaneries, and plans are underway
to reach out to parish representatives in other deaneries who promote the work and resources of
Catholic Relief Services and the Catholic Campaign for Human Development. For more
information about CRS Rice Bowl and the deanery meetings, please contact Pam Long at the
Catholic Social Action office 937.224.3026 or Dave Scharfenberger 513.421.3131x2611.

intricate tapestry of life. Teach us to respect the fragile balance of life and to care for all the gifts
of your creation. Quote from the Holy Father: "Cultivating and caring for creation is an

instruction of God which he gave not only at the beginning of history, but has also given to each
one of us; it is part of his plan; it means making the world increase with responsibility,
transforming it so that it may be a garden, an inhabitable place for us all." -- Pope Francis
(General Audience on UN World Environment Day, June 2013) Care for Creation Tip:
Dishwasher users, should you use the heated drying cycle or air drying? The heated dry cycle
requires more electricity than air-drying or not drying at all. Some environmental groups
calculate that heated drying can demand 25 extra kilowatt-hours per year or more, which will
result in more than 50 pounds of carbon dioxide emissions from a coal-fired plant, along with
other pollutants like sulfur dioxide and nitrogen oxides, which is why the EPA and the most
respected energy conservation organizations advise us not to use the heat-dry feature. Now, 50
pounds may not sound like a lot, but it is cumulative effect of small uses of power like this that
contribute a lot to the 22 tons of CO2 that the average U.S. resident generates every year. To
learn more, visit the Energy Start website at www.energystar.gov.
