Pre-Bid Meeting Additional Information
1. Bid Documents – revised 00200 Proposal and 00500 Agreement (A1 & A2)
Revised Completion Time of Contract and Supplemental Requirements

3. List of Permits: State ERP & CCCL permits, City of Cocoa Water Main (A4)

5. Schedule Constraints for use in Proposed Schedule required submittal
Business, particularly Beach Plaza (between Atlantic Av & beach), have their
lowest season between September-November and their peak season from
March through July.
School (Roosevelt Elementary & CBHS at west end of Minutemen) is out midlate May and back in late August so summer months would be easiest for west
Minutemen construction activity.
6. A Certified MOT Inspector must be onsite during construction activity. Contractor is
responsible for all MOT and required to submit MOT plan prior to construction.
7. REMOVE QUANTITIES for trash/recycle receptacles as they will be provided by the
City waste management contractor – see Schedule of Unit Pricing, provided in Excel
and PDF. (A6 & A7)
8. Alternate Bid Items – minor Outside of Rights-of-Way work including pavement
removal, paver installation and minor landscape installation - CB15-001 Alternate
Items Construction Plans and Unit Pricing. (A8, A9 & A10). Please note that plans
calling for Hunter irrigation components are “or equal” in all plan references.
9. MOT Considerations – primary corridor Business and School traffic (ped, bike, schoolbuses)

Each block along the corridor can be shut down to vehicular traffic - one block at a time for construction ease and time productivity (see below) as there are alternate routes
around each section. Intersections must be left open as necessary to allow the flow of
critical traffic but most intersections (except for Sunset Drive) can be closed down
temporarily for critical construction but should be opened as soon as possible. MOT is the
responsibility of the Contractor and will be discussed further at the Pre-Con Meeting to
assist in MOT plan submittal.
10. February 17, 2015 Mandatory Pre-Bid Meeting Minutes (A11)
11. City will add ten (10) days to Bid Question Period.
Bid Question Period will end on Friday, March 6, 2015 at 5PM.
12. City agrees to add fourteen (14) days to Bid Opening Date.
Bid Opening Date is Friday, March 27, 2015 at 2PM.
Bidder Questions (provided via email to City CFO)
Certified General Contractors:
1. Is there a requirement for this project that the contractor has to be FDOT Prequalified? If
so, is there a specific category?
This project does not require FDOT Prequalification.
2. Will the City be responsible for hiring a 3rd party testing company to perform materials
testing on this project?
Sections 014500 and 014529 of the Technical Specifications define who pays for
testing.
MASCI General Contractor
1. Will the list of bid items (bid form) be provided in Excel format?
Yes, both the Schedule of Unit Pricing and Alternate Item pricing will be emailed to
those firms in attendance at the Mandatory Pre-Bid Meeting. City respectfully
requests that you confirm receipt of these two (2) Excel spreadsheets. (A7 & A10)

Gibbs & Register, Inc.
1. Would the Owner please extend the contract completion by 100 calendar days; from 200
calendar days to 300 calendar days for final completion.
City will extend contract completion by 60 days so that final completion will be
required within 260 calendar days. See #1 of Pre-Bid Meeting Additional
Information.
2. Does the City have special holidays in addition to those listed on page 800-2 of
supplementary general conditions for years 2009-2010?
2015 City Holidays are given the same as provided in Section 00800-2.
3. Could the Engineer provide a larger print size of the issued plans? They are difficult to read
in the 11”x17” format?
High resolution PDF construction plans are now provided on City Bid Webpage.
Bidders are responsible for printing out hard copies of this document as necessary
for review.
4. Could the Owner please clarify the statement made during the pre-bid meeting concerning
closing certain blocks completely, one at a time, but still maintaining one-way traffic clear
to Woodland? Which blocks are not eligible for closure? Does the one way traffic pass
through the closed block or is it detoured onto other routes?

5. Will a construction permit be required from the City of Cocoa Beach?
No, project is fully permitted through the City of Cocoa Beach.
6. Will infiltration and exfiltration testing still be required for the RCP with the storm
chamber system being installed?
No watertight tests will be required of the actual stormwater exfiltration vaults but
all pipes/fittings up to these tanks will be required to be tested per Section 334000.
7. Could the Owner provide a list of alternate approved trench-drain systems in lieu of ACO
Polymer Products for use at the time of bid?
Contractor may provide equal product alternates for City review/approval.

8. If not, we respectfully request an extension to the question cut-off date of 7 calendar days
to submit alternate manufacturers.
