The Chair read our anti-harassment policy. b. The anti-harassment officers were declared: Betty-Jo Raddin & Linda Law c. Two items to add to Action Items: Kids Help Phone, Sheatre President, Penny Huettlin had everyone introduce themselves. She also indicated that the AMPA Delegation will be dealt with at next meeting. 3 Adoption of Agenda The Chair declared the agenda adopted as amended. 4 Adoption of Previous Minutes Proc 301-16 – Defeated The Chair declared the minutes of June 16, 2016, adopted as amended. 5 Business Arising from the Previous Minutes Political Action Officer Position was deferred to this meeting to appoint. It will be the duty of the District President until there is a volunteer. Survey Monkey Gold is now for OPT & ESP Bargaining Units only. 6 Report/Concerns of the Bargaining Units The various Presidents spoke about their Bargaining Units’ concerns. 7 Report of the Treasurer The Treasurer spoke to the printed budget report. 8 Provincial Representatives’ Report There was a written report and Cindy Dubue gave a verbal report 9 Action Items a. District Office Insurance Increase – Penny spoke to this as information only. b. District Website – Training will occur on October 19th with Shaun Perry. c. Lobby Day – Paula Walpole & Penny Huettlin will be the two delegates to Lobby Day November 17th. d. White Ribbon Campaign – Posters have been ordered and will be distributed to all worksites. e. Michael Foulds – Endorsement, Financial Support Motion: BIRT District 7 Council endorse Michael Foulds as a candidate for Executive Officer of provincial OSSTF at AMPA 2017. i. Moved: Bonnie Cameron ii. Seconded: Paula Walpole iii. CARRIED – Unanimously Motion: BIRT District 7 Council approve the expenditure of $5000 from District Reserves to support the campaign of Michael Foulds for EO at AMPA 2017, with a detailed report of expenditures to be submitted at the June District council by the campaign team. i. Moved: Bonnie Cameron ii. Seconded: Paula Walpole iii. CARRIED – Weighted Vote Bylaw 9.7.2 states that D7 will provide financial assistance to members of OSSTF District 7 (Bluewater) who are running for Provincial Executive of OSSTF, up to a maximum of $5000.00 per member per campaign, or for OTF up to a maximum of $3000.00 per member per campaign. Such candidates must be approved by District Council in a weighted vote, (A. 2013) f. Labour Council Affiliation Dues Motion: BIRT OSSTF D7 Bluewater pay the affiliation fee of $2000.00 to the Grey Bruce Labour Council. Funds to come from Line #8300. i. Moved: Len Munro ii. Seconded: Krista McCormick iii. CARRIED g. United Way Winter Warmth Program Motion: BIRT OSSTF D7 Bluewater support the United Way Winter Warmth Program with a donation of $500.00. i. Moved: Len Munro ii. Seconded: Gord Cale iii. DEFEATED Motion was then amended to read: BIRT OSSTF D7 Bluewater support the United Way Winter Warmth Program with a donation of $100.00. Funds to come from Line #9300 i. Moved: Gord Cale ii. Seconded: Len Munro iii. CARRIED h. Kids Help Phone Motion: BIRT OSSTF donate $100 to Kids Help Phone. Funds to come from Line #9300 i. Moved: Nancy MacDonald ii. Seconded: Paula Walpole iii. CARRIED i. Sheatre Motion: BIRT OSSTF donate $50.00 to Sheatre. Funds to come from Line #9300 i. Moved: Nancy MacDonald ii. Seconded: Len Munro iii. CARRIED 10 District Officers’ Reports a. Provincial Council i. A verbal report was provided. PPM 159 was discussed. b. Health & Safety i. Power Outage Procedure in place. ii. Bill 132 is now with the board to put in place iii. Brian’s responsibility includes to establish a Violence & Harassment Policy. Motion: BIRT OSSTF pursue costs of First Aid Training for the District Office Manager. i. Moved: Brian Windross ii. Seconded: Paul Scott iii. CARRIED District President is the Supervisor of the Office Manager for Ministry of Labour purposes. c. Ed Services i. A verbal report was provided. Student Awards completed. The future of Student Awards will be discussed at the January 19th District Council Meeting. d. Human Rights/Status of Women i. A written report was provided. e. Grey-Bruce Labour Council i. A verbal report was provided. Labour Council funded transportation for people to attend Rally. Several OSSTF members participated in the Labour Day Parade. f. Political Action i. No report. 11 Adjournment The next District Council meeting is November 24th at Tommy D’s, Hanover The Chair declared the meeting adjourned at 7:20 p.m. .
