ERIE .eA&AL PUBLICATIONS, Thursday, October 28, 1971 by Congressman, Barber B. Conable, Jr. Elbridge Gerry; the genial early Governor of Massachusetts, has a way of popping out of the pages of history every ten years or so to chflT the blood of Incumbent legislators. Incumbency is a tremendous jfl,vani8ge„tQ ihe^aQderh day representative with Ms ability to amplify his voice through the media, but since he speaks primarily to a limited audience and that audience can be changed by gerrymander, he is not invulnerable. The original and still the primary purpose of the Census is the reapportionment and redisricting of the nation's legislatures, and now that, the results are in from the 1970 Census, "we" are all looking forward With trepidation to the redrawing of the lines* The 37th Congressional District is so close to the edge and end of the State that there are not many possibilities for changes if you make normal political assumptions. Demogtaphic changes disclosed by the Census include a decline of population oh the Niagara Frontier, relative to other parts of the State, and so the three oongressional districts there will probably hav£ to reach, into our District to make up the 46£,000 people norm for a 1970 Census congressional district in New York. That will push our boundaries somewhat to the east* but without altering the ethnic, economic or political makeup of the District to a substantial degree. Probably the 37th District wiB still be one-third urban, one-third suburban and one-third rural, with an ethnic balance close to mat of the nation as a whole. Coffee House i>r%m Pack Employers take heart. A Personnel, Manager related the following true story, fits company advertised for a female secretary^ several young ladles applied but lor some reason or other none were qualified to fill the position, except one. Sfie^hadall the necessary quallflcatlonsitseemed including three references of former employers. All these former employers were contacted but they aU gave the same recommendation which was "Do not hire her: unless; you"are prepared to give her the work of three employees because that's the reason she quit us." . It seerns tba the young lady in question believed in eight hours work for eight hours pay. It goes without saying that she was hired and i s kept very busy. On a recent K.L.M. flight from Europe mere was =a different kind of confrontation between passengers and stewards:. A lady of my acquaintance suffers with astibm&, and was tricken while high above the ocean and had tohaveoxygeh, The stewards and stewardesses were very efficientin their duties. No complaints. The man in me next seat however, was aghast to think mat mere was a sick person next to him and besides^, how could he smoke when there was oxygen being used? He demanded that the sick lady be moved to another While the 37th District is not likely to (be changed much, many congressmen are extremely nervous about recent, reports emanating from Albany. The State Legislature does the redlstrictlng, setting die district boundaries; for Con* areas in a political environment far removed from Washington* Normally tms recustripting is done in a_sjgeciai_fljesaioji-^f-the-iegislature-te isolate It (because of its political intensity) from the normal bipartisan grist of the regular session, • It has been assumed until recently that the special session would be held in December, but leaders in Albany have how let it be known that there wouldn't be enough time in December to redistrict both the State Legislature and the Congress. It has been proposed to draw the State Senate and Assembly districts in December and to do the congressional districts a month later. Since the lack-of-tlme argument Isriotvery per- " suasive, some congressmen are viewing this decision with alarm. It tells them that the state legislators want to study their own legislative districts following their^xedistricting, before deciding whether or not they want to run for Congress, in which case they have reserved the possibility of designing for themselves a congress sional district in which the congressional incumbent would not have alargeincumbency advantage. Public Square — Holley part or the plane. It' seems that she was literally dragged out of her seat in order to comply with this passengers 'request'. At this point our lady passenger was rescued by her son and brought back to her original seat, 'the plane operators apologized profusely and with very red faces it appears. M Cider or Coffee and What, would be your reaction to the following episode? You are just entering the Village of Spericerport in your automobile, a t night, when your headlights pick up two young females, Nothihgso very startling about that you say? Of course not, except these jeo called young ladies wereallowing their 'unmehtionables' to drop to the ground every time a car came in sight.: Witnesses considered these girls to b§ junior high age. it seems that one of our neighboring communities had some minor excitement over their fire radios ho less. From" all accounts* the fireman in question was calling his lady friend On the phone from tjhe flrehouse. He neglected to notice that his elbow was resting upon the talk button of the fire radio microphone, the rest will have to be left to the readers imagination.
