Elbridge Gerry; the genial early Governor of
Massachusetts, has a way of popping out of the
pages of history every ten years or so to chflT
the blood of Incumbent legislators. Incumbency
is a tremendous jfl,vani8ge„tQ ihe^aQderh day
representative with Ms ability to amplify his voice
through the media, but since he speaks primarily
to a limited audience and that audience can be
changed by gerrymander, he is not invulnerable.
The original and still the primary purpose of the
Census is the reapportionment and redisricting
of the nation's legislatures, and now that, the results are in from the 1970 Census, "we" are all
looking forward With trepidation to the redrawing of the lines*
The 37th Congressional District is so close to
the edge and end of the State that there are not
many possibilities for changes if you make normal
political assumptions. Demogtaphic changes disclosed by the Census include a decline of population oh the Niagara Frontier, relative to other
parts of the State, and so the three oongressional districts there will probably hav£ to reach,
into our District to make up the 46£,000 people
norm for a 1970 Census congressional district
in New York. That will push our boundaries
somewhat to the east* but without altering the
ethnic, economic or political makeup of the District to a substantial degree. Probably the 37th
District wiB still be one-third urban, one-third
suburban and one-third rural, with an ethnic
balance close to mat of the nation as a whole.

Employers take heart. A Personnel, Manager related the following true story, fits company

ladles applied but lor some reason or other none
were qualified to fill the position, except one.

On a recent K.L.M. flight from Europe mere

their duties. No complaints. The man in me next
seat however, was aghast to think mat mere was
a sick person next to him and besides^, how could
he smoke when there was oxygen being used? He
demanded that the sick lady be moved to another

changed much, many congressmen are extremely

It has been assumed until recently that the
special session would be held in December, but
leaders in Albany have how let it be known that
there wouldn't be enough time in December to redistrict both the State Legislature and the Congress. It has been proposed to draw the State
Senate and Assembly districts in December and
to do the congressional districts a month later.

Redistricting is a eritieai point in any political
career, and you can expect that there will be a
lot of worried congressmen unless the Legislature can be persuaded to treat congressional r e districting in the same context as its own redistricting,
