> 16GR08299 DUI, 300 N Broad St, (10/3, 2:11 AM).
An officer was patrolling in the 300 block of N. Broad Street when he observed a silver Dodge
Avenger, bearing Indiana Passenger License Plate 748AGX, in the 400 block of N. Broad
Street. The vehicle was stopped at a 45 degree angle in the northbound lane of travel. The
rear of the vehicle was stopped in the northbound lane of travel and the front of the vehicle
stopped in the parking lane adjacent to the northbound lane of travel. As the officer slowly
approached the vehicle in squad car, he observed a person open the passenger side door of
the vehicle. As the officer applied his brakes to stop behind to check the welfare of the
occupants, the passenger inside the vehicle abruptly closed the passenger side door and the
vehicle sped away quickly. The officer paced the vehicle at 43 mph in a clearly marked 20 mph
zone. The officer contacted dispatch to perform a traffic stop at the 900 block of N. Broad
Street. Upon making contact with the driver, who was identified by her Indiana Driver's
License, the officer observed her eyes to be watery and bloodshot, face flushed, slurring of
speech, and trouble locating her driver's license. As the officer spoke with the driver, an odor of
an unknown alcoholic beverage was emitting from inside of the vehicle. The driver advised she
had stopped due to her and her boyfriend arguing. Upon volunteering this information, the
driver began crying. Upon receiving this information, the officer requested the driver to step out
of the vehicle. Upon exiting the vehicle, the officer observed the driver to pull herself from the
vehicle. The officer then advised the driver to walk to the sidewalk located to the east of the
roadway. The officer continued to speak with the driver, at which time the officer was able to
still smell the unknown alcoholic beverage emitting from her person. The officer asked the
driver where she was coming from and she advised she was at Soprano's, located at 840 S.
Broad Street, having a few drinks. The driver admitted she should not have been driving due to
how many drinks she had consumed. The officer asked the driver if she would be willing to
perform the Standard Field Sobriety Tests, at which time she stated, knowingly and willfully,
"No". The officer asked the driver if she would be willing to submit to a Portable Breath Test, at
which time she stated "No". The officer asked the same questions multiple times and the driver
continued to refuse. The officer read the driver the Implied Consent Warning card, distributed
to me at the Indiana Law Enforcement Academy, at which time the driver refused, knowingly
and willfully. The officer then placed the driver in handcuffs, double locked, and checked for
tightness. The officer then placed the driver in the rear passenger seat of the squad car and
transported the driver to the Griffith Police Station. Once in the squad room of the station, the
officer read to the driver the Implied Consent Warning. The driver knowingly and willfully
refused again, stating "No". The officer then placed the driver into the female jail cell at the
police station until transported to the Lake County Jail. The driver granted her boyfriend
permission to take possession of her vehicle. Her boyfriend stated he was driving it to their
residence located in Portage, IN. The driver is being charged with Operating While Intoxicated
and Operating While Intoxicated Endangering A Person.
Page 1 of 25 > 16GR08301 WELFARE CHECK, 600 Blk of N Jay St, (10/3, 8:55 AM).
The SRO officer assigned to Griffith Public Schools, responded to the request of officials at
Wadsworth Elementary School, to conduct a welfare check on the grandfather and legal
guardian of the listed twelve year old student. School officials advised they observed a
disturbance taking place inside a vehicle in the parking lot before school, and upon
investigating further, discovered that the juvenile was attacking his grandfather and refusing to
go inside the school. Eventually he grandfather drove away with the juvenile and later called
him off school for the day. The SRO officer arrived and made contact with the grandfather, who
advised the juvenile began screaming as soon as they departed their residence this morning.
He advised that the juvenile began repeatedly kicking the inside of the passenger door and the
grandfather directed him to stop, after which the juvenile jumped on him and began biting his
arms. The grandfather eventually decided to drive the juvenile home and immediately
contacted the juvenile’s therapist to schedule an emergency appointment for the afternoon.
The officer advised the principal that the grandfather was fine and addressing the issues with
the juvenile. The principal advised she already contacted Child Protective Services to advise
them of the incident.
> 16GR08400 ORDINANCE VIOLATION, 200 Blk of W Main St, (10/3, 9:33 AM).
The code officer has had continuing code violations at a vacant property. The property is the
old Andy's Body Shop. The town has had the property owner in court many times in the past
concerning the same violations. The code officer issued 3 more citations on 10-3-16 for:
1-The condition of his building
2-Tall weeds/grass
3-Various refuse/car parts in the rear.
The code officer will return 10-17-16 and will issue 3 more citations if not corrected.
> 16GR08306 SUSPICIOUS INCIDENT, 100 Blk of N Broad St, (10/3, 2:56 PM).
The SRO officer was contacted via Facebook by a complainant who wished to relay
information regarding suspicious and threatening messages she observed being sent from two
Facebook accounts to her daughter and other young adult females. The messages came from
subjects advising they are clowns and planned to carry out abductions at and near "a park on
Broad Street", possibly Central Park. The complainant sent screen shots of the messages. The
first post was from nineteen year old female #1 who claimed the clowns were asking her for
nude pictures of herself. The first account is named "Billy Sanders" and displays a picture of
Pennywise the Clown from the movie "It" and a birth date of 10-30-99. The other account is
named "Jimmy ThaClown" and displays a profile picture featuring two unknown clowns, one of
them holding a large hammer. A birth date of 12-5-93 is listed. This officer observed a screen
shot of a post made by "Jimmy ThaClown" which reads "S*** imma be over on 49 in Gary later
on we can link then". The officer observed another from the same account which advised he
would be near "49th and Madison" in Gary sometime this evening. The complainant advised
that her nineteen year old daughter was contacted by both accounts and they advised her they
would be attempting to abduct people in the area of a park on Broad Street, possibly meaning
Central Park, sometime this evening. The officer directed the complainant to file a police report
with the Gary Police Department, and advised her that he would pass along the information to
Griffith officers.
Page 2 of 25 > 16GR08307 WANTED ON WARRANT, 900 Blk of E 40th Pl, (10/3, 3:25 PM).
An officer was on patrol when he observed a male subject sitting in front of a residence. The
officer recognized the male by his mug shot in Spillman, when checking local warrants at the
start of the shift. The officer had prior knowledge that the male had an active warrant (45G021407-MC-00110) out of Lake County. The officer observed the male walk across the street and
start talking to his neighbor in the 1300 block of N. Arbogast Street. The officer advised Central
Dispatch of his observations and waited until another officer arrived on scene, before making
contact. The second officer and the reporting officer then made contact with the male subject
and took him into custody without incident. The reporting officer secured the subject in
handcuffs (checked for tightness and double-locked) and placed him into his squad car. The
officer then had dispatch confirm the warrant. Once the warrant was confirmed the officer
transported the male subject to the Lake County jail.
> 16GR08309 HIT & RUN ACCIDENT, 100 Blk of N Broad St, (10/3, 3:36 PM).
An officer was dispatched to meet with a complainant in the lobby of the Griffith Police
Department in reference to a hit and run that had occurred approximately an hour ago. The
complainant stated that about an hour ago, she was parked in front of Grindhouse Cafe, 146
N. Broad Street, facing southwest, when the vehicle to the immediate south of her, began
backing out of the parking spot and sideswiped her SUV. The complainant showed the officer
the damage done to her vehicle, the listed maroon, 2008 Jeep Commander. The vehicle's rear
bumper had white scuff marks and was cracked. The complainant explained that the offending
vehicle was a white hatchback style passenger car with a single male driver, described as
white, average build, in his mid 50's. She also stated that vehicle was dirty and she noticed it
was filled with garbage and had Tennessee license plates that began with the letter "T". The
complainant said the offending vehicle fled southbound, toward Main Street. The officer
advised the complainant that she could contact her insurance company to file a claim, and that
a crash report would be completed to document the incident. Later, the officer reviewed
surveillance footage that monitors traffic in the 100 block of N. Broad Street from the front of
the Griffith Police Department. The video did not show the accident itself, however the officer
found a white hatchback matching the description the complainant gave, traveling southbound
on N. Broad Street, just prior to observing her vehicle just after the accident occurred. The time
was 2:29 PM. The officer took a screen shot and uploaded it to Spillman case files. The vehicle
appears to be a white, 2003-2008 Toyota Matrix XR with a front mounted plate, rear spoiler
and sunroof. The officer cleared without further incident.
> 16GR08310 SUSPICIOUS INCIDENT, 200 Blk of W Ridge Rd, (10/3, 4:35 PM).
Officers responded in reference to a subject possibly drinking a beer inside his vehicle. Upon
arrival, officers observed the vehicle make an illegal turn eastbound on W. Ridge Rd. The
reporting officer conducted a traffic stop in the 200 block of E. Ridge Rd. The officer spoke with
the driver who identified himself. The officer informed the driver of the reason for the traffic
stop. The officer did not detect any signs of impairment. The driver received a verbal warning
for the illegal turn. Officers cleared.
> 16GR08312 ANIMAL CALL, 300 Blk of N South Park Dr, (10/3, 5:29 PM).
The complainant stated a small deer had a broken leg after being struck by an unknown
vehicle, and had been lying in her yard for most of the day. The officer observed the yearling
Page 3 of 25 doe there alive, but had its' right rear leg completely broken apart at the midpoint. It was able
to stand but was obviously suffering a great deal. Officers utilized the snare pole to subdue the
animal and move it to a safe area where it was euthanized. Dispatch located a subject to take
possession of the animal. The releasing officer filled out the required permit from the DNR.
> 16GR08314 THEFT, 900 Blk of W Ash St, (10/3, 6:56 PM).
An officer was dispatched to the 900 block of W. Ash Street, in reference to the theft of bicycle.
Upon arrival, contact was made with the complainant, who advised between the listed dates,
person(s) unknown removed her sons Mongoose bicycle from the garage. The complainant
described the bicycle as being a black BMX style bicycle with green writing on the frame. No
signs of forced entry were observed and nothing of evidentiary value was observed left on
scene. Currently there are no known suspects.
> 16GR08316 THEFT, 200 Blk of E Ridge Rd, (10/3, 7:59 PM).
An officer responded to Pepe's in reference to a theft report. Upon arrival, the officer spoke to
the manager who stated at approximately 6:15 pm on todays date, 3 patrons (1 M/B 60 years
old, 1 F/B 60 years old, 1 F/B 45 years old) left the restaurant without paying for their meal
($74.78). The manager was advised a report would be on file and the officer cleared.
> 16GR08318 THEFT, 200 Blk of E Ridge Rd, (10/3, 9:01 PM).
While at Pepe's in reference case #16GR08316, the manager stated at approximately 7:23 pm
on 10/01/16, 2 patrons (1 M/W 50 years old, 1 F/W 50 years old) left the restaurant without
paying for their meal ($60.39). The manager was advised a report would be on file and the
officer cleared.
> 16GR08320 TRAFFIC VIOLATION, 1200 Blk of E Ridge Rd, (10/3, 9:46 PM).
An officer was conducting a business check at Luke's where he observed a black Nissan
Maxima (bearing IN WTQ701) with an expired registration (05/14/16). The vehicle turned W/B
out of the gas station and was curbed in the 1600 block of N. Arbogast Street. The officer
approached the driver (ID by IN ID Card) and the officer advised her of the reason for the
traffic stop. The driver stated that her license is suspended. A BMV Inquiry showed the driver's
driving privileges were Suspended Prior in Indiana. The driver was advised she will be charged
with DWS Prior and mailed a citation for the same. The driver was released on scene on a PR
Bond and her vehicle was impounded by Ridgeway Towing after the officer conducted an
inventory.
> 16GR08334 FRAUD, 100 Blk of N Broad St, (10/4, 1:47 PM).
On today's date the complainant came to the Griffith Police Department to report fraud by a
contractor. The complainant stated that approximately six months ago she had a few windows
installed by M & M Construction. The person who actually completed the work was a
subcontractor she only knows as Tony Fry(sp). After Fry completed the initial work, the
complainant stated that she came to an agreement with him directly to replace eight more
windows in the house. The complainant stated that she and Fry agreed to a price of $2,400
and she paid him $1,400 in cash on or about 4/14/2016. He has since not started the work or
delivered the windows. The complainant stated that he then promised to return the deposit but
has also yet to do that and he is ignoring her attempts to communicate. The complainant only
Page 4 of 25 knows the suspect by name and has a telephone number of 708-595-****. He is a white male
in his 30's.
> 16GR08336 WANTED ON WARRANT, E Glen Park Ave & N Broad St, (10/4, 2:21 PM).
An officer was on patrol, when he observed a blue Chevrolet Cavalier turn left (southbound)
from E. Glen Pk Avenue onto N. Broad Street. The vehicle made a wide turn and drove over
the lane of travel and into the parking lane. The vehicle then corrected itself and continued
south on Broad Street. The officer got behind the vehicle and continued to observe. The officer
ran a records check on the vehicle registration and on the registration owner of the vehicle.
The registered owner came back with an active warrant (45H04-1608-CM-01167) out of
Hammond, Indiana. The driver of the vehicle matched the description given on the driver's
drivers’ license. The officer activated his emergency lights and curbed the vehicle at 300 N.
Broad Street. The officer made contact with the driver and asked her to confirm her identity.
The driver stated her name. The officer asked the driver to step out of the vehicle. The officer
secured the driver in handcuffs and placed her into the rear of his unit. The officer confirmed
the driver's identify by her Indiana Driver's License. Central Dispatch confirmed the warrant
with Hammond and advised they would meet the officer at the old Griffith Golf Center. The
officer transported the driver to the Griffith Golf Center and released her into the custody of the
Hammond Police Department.
> 16GR08341 WANTED ON WARRANT, 1000 Blk of N Broad St, (10/4, 3:57 PM).
An officer was on patrol, traveling northbound at the 1000 block of N. Broad Street behind a
green Buick LeSabre. The officer ran a registration check on the vehicle and on the registered
owner of the vehicle. The registered owner came back with an IDACS hit for an active warrant
(64D061608CM0073) out of Porter County. The driver of the vehicle matched the driver's
license descriptors and his Spillman mug shot. The officer activated his emergency lights and
curbed the vehicle at 1700 N. Cline Avenue. The officer made contact with the driver and
asked him for his driver's license. The driver handed the officer his Indiana Driver's License
which identified him. The officer then had the driver step out of the vehicle. The officer then
informed the driver that he had a warrant for his arrest. The officer secured the driver in
handcuffs and placed him in the rear of his unit. Central Dispatch confirmed the warrant
through Porter County and advised they would pick him up at Deep River Water Park in
Hobart. The officer transported the driver to Deep River Water Park and released him into the
custody of a Porter County Sheriff.
> 16GR08340 FRAUD, 600 Blk of N Lafayette St, (10/4, 4:01 PM).
An officer was dispatched in reference to a complainant requesting to speak to an officer about
her computer possibly being hacked. Upon arrival, the officer made contact with the
complainant who explained that approximately a month or two ago, she received a notification
on her computer that it had been infected with a virus and to call the number on the message
to fix the problem. The complainant said she called the number and was on the phone with the
unknown business, who requested payment of $600.00 (Six Hundred Dollars) which she paid
using a credit card. For about 3 hours, the complainant stated that she believed she was
talking with a computer support company, but stated that since then the computer problems
she has experienced have worsened & become more frequent. The complainant explained
that her computer is now unusable and that today she received a phone call from an unknown
Page 5 of 25 number stating that they were technical support and would like to issue her a refund, but
needed her bank account information. The complainant did not feel comfortable and hung up
the phone. The officer advised her to cancel her credit cards and inform her bank of the
fraudulent activity. The officer also explained several methods of fixing her computer. The
officer cleared without further incident.
> 16GR08345 DISTURBANCE, 800 Blk of N Broad St, (10/4, 5:24 PM).
Officers were dispatched to 7-11 in reference to a complainant advising that a friend of hers
just punched her and fled northbound on Broad Street in a gray vehicle. Upon our arrival, we
met with the complainant who explained that inside 7-11 she and a friend got into a verbal
argument that turned physical when her friend allegedly punched her in the face. The
complainant stated that she was not hurt in the encounter and refused medical attention. She
also had no signs of injury to her face. The complainant appeared to be under the influence of
an unknown substance because of the way she spoke and acted on scene. Officers felt that
medics should still evaluate the complainant, who later arrived on the scene. The complainant
refused treatment. She was also found to have several marks and bruises in other areas of her
upper body. When she was questioned, she told the reporting officer she fell in a thorn bush.
The complainant was unable to provide any further identifying information, such as phone
number or address, for her friend other than her name, however she said that she knew her for
several years. While the officer continued speaking to the complainant, the second officer went
inside 7-11 and spoke to the clerk who explained that she witnessed the encounter, and saw
the complainant begin calling her friend names before they each began swinging at one
another and before the friend got into her vehicle and fled. The clerk also saw the complainant
attempt to chase her friend as she left. The clerk was unable to access the surveillance
footage from inside the store at the time of the report. The second officer then reported his
findings to the reporting officer, who advised the complainant that because of the contradictory
story given by the witness at the scene, and because it appeared that both parties involved
were equally involved in fighting one another, including the complainant also chasing after her
friend after she tried to leave. The reporting officer informed the complainant that if she wished
to pursue charges against her friend, the officer would charge both her and her friend with
Disorderly Conduct. The complainant then decided not to pursue the matter and departed. The
reporting officer cleared without further incident and the matter is considered closed.
> 16GR08348 CONTROLLED SUBSTANCE, 1700 Blk of N Jay St, (10/4, 8:32 PM).
An officer was traveling N/B in the 1700 block of N. Jay Street and he observed a grey
Chevrolet Malibu parked on the easement in the 1700 block of N. Jay Street, facing S/B. The
officer observed the front interior light of the vehicle was illuminated and the driver’s side front
door was open. Due to the fact that several thefts from vehicles and vehicles rummaged
through have recently occurred in town, the officer conducted a U-Turn and positioned his unit
behind the Malibu and illuminated the vehicle with his spotlight to ensure all was in order. The
officer observed a single occupant begin making furtive movements (reaching toward the rear
of the vehicle) while the officer approached the vehicle. The occupant stated that he lives at
the residence. While speaking to the occupant the officer observed a strong odor of marijuana
emanating from the vehicle. The officer asked the occupant if there was any marijuana inside
the vehicle and he stated he does not think so. The officer asked the occupant several more
times and he continued to avoid the officer’s questions and he began becoming argumentative.
Page 6 of 25 The occupant's father exited the residence and began approaching the officer speaking with
the occupant. The father began yelling "this is bulls***, get off my property!" The officer advised
the father why he was speaking to the son (occupant) and the father and son continued to be
argumentative. The officer had to advise the father several times to step away from him
because he continued to move towards the officer with his hands in front of him in an
aggressive manner. The officer requested another unit and shortly after a second officer
arrived on scene. The reporting officer continued to try to explain to the father and son why he
made contact with the son and both continued to use profanity in a loud and boisterous
manner. The officer explained that the vehicle is parked in the grass facing the wrong way,
both of which are against Griffith Town Code. The officer advised the father and the son to
step to the back of the Malibu with the second officer while the reporting officer searched the
Malibu. The son stated the only marijuana in the vehicle is a roach in an ash tray. The officer
located a roach in the front ash tray as well as a split cigarillo and suspected marijuana under
a blanket in the back seat. When questioned, the son stated that he was "rolling a blunt". A
third officer arrived on scene and informed the father and the son of Griffith Town Ordinance
regarding the parking of vehicles. While speaking to the third officer, the father continued to
state that "this is bulls***" and officers had no right to question his son about what he was
doing. At this time the reporting officer placed the son in handcuffs (double-locked and
checked for tightness) and transported him to Griffith PD. The suspected marijuana tested
positive for marijuana using Nark II Duquenois-Levine Reagent Kit and was placed in the
evidence room. The son was transported to the Lake County Jail and advised he would be
charged with Possession of Marijuana.
> 16GR08349 VANDALISM, 500 Blk of Aster Ln, (10/4, 8:46 PM).
An officer was dispatched in reference to a report of property damage. Upon arrival contact
was made with resident / complainant, who advised between the listed times person(s)
unknown caused damage to his mailbox by knocking it off the wooden post. The reporting
officer inspected the mailbox observing it to be severed from the wooden post. The mailbox
itself did not sustain much damage, however the post along with a wooden support were
broken. Nothing of evidentiary value was observed to be left on scene and currently there are
no known suspects.
> 16GR08350 AGENCY ASSISTANCE, 8100 Blk of Grace Pl, (10/4, 10:29 PM).
An officer was heading home from a side job and was traveling north in the 8100 block of
Grace Place when he observed a vehicle stop in front of a residence that is for sale and
vacant. The officer observed the vehicle's interior light was activated and one person inside of
the vehicle. The officer drove past the vehicle and observed it to be filled with scrap. The
officer drove around the block and observed the vehicle turning east on Duluth. The officer
pulled up to the intersection of Duluth and Grace Place and observed the vehicle make a Uturn and turn left on to Grace Place. The officer watched the vehicle as it turned right onto
Eder. The officer turned left and pulled up to the intersection of Duluth and Grace and
observed the vehicle stopped in the intersection of Grace and Eder for about a minute before
making another U-Turn and heading back west on Eder. The officer looked for the vehicle and
found it stopped on Eder east in the westbound lane of travel. The officer conducted a traffic
stop on the vehicle and contacted the driver and lone occupant of the vehicle. The driver
advised the officer he was looking for his missing cell phone, however the officer observed the
Page 7 of 25 cell phone in a holder attached to the dashboard. The driver claimed the lost his cell phone
somewhere in the area of 8100 Grace Place. While speaking with the driver the officer
detected a strong odor of an intoxicating beverage about his breath and speech was slurred.
The officer obtained an Indiana ID Card from the driver and completed a records check. The
officer learned the driver was wanted by the Newtown County Sheriffs’ Department on an
active warrant for Public Intoxication. Central Dispatch confirmed the warrant and the driver
was taken into custody without incident. An officer of the Highland PD (HIPD) arrived on scene
and advised his department would handle the prisoner transport since the reporting officer was
off-duty. The Highland officer took custody of the driver and transported him to the LCJC
(16HI09534). The officer cleared without further incident.
> 16GR08351 FRAUD, 1500 Blk of N Cline Ave, (10/4, 10:34 PM).
An officer responded in reference to a counterfeit bill that was used in a transaction. Upon
arrival, the officer contacted the shift manager who stated that at approximately 10:25 pm, he
was alerted by a co-worker of a counterfeit bill that was possibly just used. The shift manager
stated when he attempted to stall the subjects described as two black males in a dark SUV,
the subjects then sped off towards the expressway. The shift manager gave a plate of 904DN
and stated that it was an Indiana State Plate. The officer attempted to run the plate through a
local records check, but could not get a return on the plate. The officer took possession of the
counterfeit bill and entered it into evidence. The officer then cleared.
> 16GR08353 SUSPICIOUS INCIDENT, N Jay St & E Glen Park Ave, (10/4, 11:30 M).
Officers responded to the area of N. Jay Street and E. Glen Park Avenue in reference to a
concerned citizen stating that approximately six black males parked an unknown vehicle and
were on foot in the area. Upon arrival, officers observed a vehicle leaving southbound on Jay
Street. An officer conducted a traffic stop and made contact with male #1 and male #2 at the
vehicle. Both stated that they were there with friends searching for a clown. Both stated their
friends departed to their respective residences. Both parties stated that a social media
message was posted that a clown was observed near Wadsworth Elementary School and that
they wanted to see if they could find it. After a routine records check both were released.
Officers then searched the immediate area, never locating any subject dressed as a clown.
Officers then cleared.
> 16GR08354 TRAFFIC VIOLATION, 1800 Blk of N Rensselaer St, (10/5, 12:46 AM).
An officer was traveling S/B in the 1800 block of N. Rensselaer Street directly behind the listed
vehicle. The officer paced the vehicle traveling 30 mph in a posted 20 mph zone and also
observed the license plate lights of the vehicle were not functioning. The officer activated his
emergency lights and curbed the vehicle in the 1700 block of N. Rensselaer Street. The driver
(ID by own admission) was advised of the infractions the officer observed. A BMV inquiry
showed the driver's driving privileges are Suspended Prior in Indiana. The driver was advised
she would be charged with DWS Prior and issued a citation for the same. The driver was
released on a PR Bond and her vehicle was released to a licensed driver.
> 16GR08362 HARASSMENT, 600 Blk of N Wiggs St, (10/5, 9:44 AM).
The SRO officer assigned to Griffith Public Schools, was contacted via Facebook by the
complainant, who requested assistance with a situation involving her daughter, who is a fifteen
Page 8 of 25 year old student at Griffith High School. The complainant requested that the officer speak with
her daughter regarding her daughter's ex-boyfriend, who will not stop texting the daughter and
had to be chased from the residence of the daughter's best friend earlier this week. The officer
spoke with the complainant's daughter, who advised that her ex-boyfriend also began texting a
male student at Griffith High School who she is now pursuing a relationship with. She stated
that her ex-boyfriend told the male student that if he was not interested, that he should
convince her to return to her relationship with him. The complainant's daughter requested that
the ex-boyfriend be directed not to contact her or anyone she is associated with anymore. The
officer spoke with the ex-boyfriend on 10-6-16. He seemed slightly agitated on the phone and
the situation had to be explained several times. The ex-boyfriend advised he still planned to
attend Griffith sports events and he was directed to stay away from the complainant's daughter
if they are both in attendance. He was also directed not to have any indirect contact with her,
or to go her residence or the residence of any of her friends. The ex-boyfriend stated that he
understood. The officer advised him that the situation would be documented.
> 16GR08363 DISTURBANCE, 1000 of E Ridge Rd, (10/5, 10:23 AM).
Officers were dispatched to J-Mart in response to a reported robbery in progress. While units
were en-route dispatch informed officers that it was a disturbance and not a robbery. Upon
arrival the reporting officer met with the store owner and witness. The owner stated that a 5'8
early 30's black male with a short hair cut wearing a grey shirt and a 5'8 black larger black
female with 2 young kids (preschool age) attempted to shoplift from his store. When he
confronted them they began knocking things off of shelves. The owner then stated he called
911 and when he did, the group ran out of the store toward the south portion of the Mansard
apartment complex. The owner stated that nothing was taken and no merchandise was
broken. He stated if he sees them come in his store again he will immediately call for the
police. Officers searched the area but were unable to locate anyone matching the given
descriptions. Scene was cleared with officer unable to locate the unknown suspects.
> 16GR08365 RECOVERED STOLEN PROPERTY, 600 Blk of E Main St, (10/5, 10:38 AM).
While on patrol, in the License Plate Recognition equipped patrol car, an officer was traveling
E/B Main in the 600 E Block, when the LPR system alerted the officer to a vehicle bearing a
stolen license plate, which was parked at 611 E. Main Street. Upon investigation, the officer
confirmed the stolen license plate status when running the plate number through his in-car
computer. The officer checked the vehicle, which was unoccupied. The officer ran the VIN,
which came back showing a different vehicle. Officers attempted contact with anyone at the
listed business, with negative results. The stolen plate was confirmed through Dispatch. The
license plate was taken off the vehicle and entered into evidence, and the vehicle was
impounded by Double T. Once at Griffith PD, the officer contacted the registered owner of the
vehicle who advised that she sold the car approximately 2 weeks ago to someone in
Hammond. At the time of this report, she was attempting to find the bill of sale to give the
officer the subject’s name.
> 16GR08366 FIGHT, 1800 Blk of N Arbogast St, (10/5, 11:22 AM).
A patrol unit was requested to meet with the SRO officer at 600 N. Wiggs Street (Griffith High
School) in regards to a fight that had occurred in the 1800 Block of N. Arbogast Street, around
5:50 PM on 10/04/2016. Upon arrival the officer met with the SRO officer and school
Page 9 of 25 administrators who showed the officer a video taken by listed Juvenile #1, yesterday showing
Juvenile #2 and Juvenile #3 fighting outside of 1819 N. Arbogast Street. They informed the
officer that the video was brought to their attention by Juvenile #1 during a separate incident
involving Juvenile #1 and Juvenile #4 today in school. The video showed Juvenile #2 and
Juvenile #3 fighting. Juvenile #2 and Juvenile #3 were observed throwing punches, grabbing
and wrestling each other. At the end of the video (which is attached to the case file) you see
Juvenile #3 slams Juvenile #2 to the ground and then continue to hit her in the head with a
closed fist, while holding her hair. At this time another unknown juvenile stepped in and
separated the two juvenile females and the fight ended. The reporting officer spoke with the
mother of Juvenile #2, who stated she knew the fight had happened because she arrived at
the end of the fight. The mother stated a light skinned black Griffith police officer was also on
scene telling the kids to go home. The mother stated that she had not seen the video but was
under the impression her daughter was jumped by a group of kids. The reporting officer
informed the mother that her daughter. Juvenile #2, was going to be charged with Disorderly
Conduct for her active involvement in the fight as well as Juvenile #3. She stated she
understood. The reporting officer attempted 4 times throughout his shift to make contact with
Juvenile #3 and her mother, but he was unable to make contact. A phone message was left
with Juvenile #3's mother on the listed phone number for her, to contact the officer in regards
to this incident. The officer also attempted to make contact with the Lake County Juvenile
Probation Department where Juvenile #3 is believed to be on probation through. A message
was left but no contact could be made at that time. On 10/6/16 at 3:40 PM the officer made
contact with Juvenile #3’s mother over the phone and she stated she had not heard about any
fight her daughter was in. The mother stated she would be available to speak with the officer
on Monday 10/10/16.
> 16GR08368 NARCOTICS INVESTIGATION, 100 Blk of N Ernest St, (10/5, 11:58 AM).
Officers and Prompt EMS responded to the 100 block of N Ernest Street in reference to an
unresponsive female believed to be overdosing on heroin. A Detective arrived on-scene and
was met at the front door to the residence by the patient's father. The father was asked where
the female was and he replied "downstairs". The Detective told the patient’s father to take him
to the patient. The Detective was lead through the living room and kitchen to a staircase. He
was lead down the stairs to an open semi finished basement. The Detective observed the
female, later identified from previous contacts and her Indiana ID Card, lying on a couch. The
Detective observed the female for signs of life and observed very shallow breathing and a
capped hypodermic needle between her legs. The Detective shouted her name and shook her
right shoulder. The female sat up very quickly and was highly disorientated. As the female
stood up a small jeweler style baggie fell from her torso area on to the floor containing three
white pills. The female then attempted to grab multiple items on the table. It should be noted all
said items were within an arms length of the female. The Detective restrained the female by
grasping her wrists and walking her back to the stairway and up the stairs where medics were
just arriving. The Detective ordered the female to sit down on a chair in the kitchen as she was
evaluated by Prompt EMS personnel and the K-9 officer arrived on scene at about the same
time. The Detective then went back downstairs and secured the hypodermic needle, spoon
with brown/white powder like substance (suspected heroin), and the small baggie containing 3
Xanax pills. The items were collected as evidence due to them being in plain view when the
Detective arrived and began to tend to the female. The Detective seized the female's cell
Page 10 of 25 phone as potential evidence. The Detective returned to the main level and was told the female
denied medical treatment. Officers advised the female that she was under arrest and placed
her into custody based upon the evidence located. The female then became violent and
pushed officers to the side in an effort to get to a bedroom on the main level. Officers were
able to restrain and handcuff the female in the presence of the medics as well as her father.
The female kicked back at both officers and refused to walk and continually pulled away and
failed to adhere to orders given by officers as well as pleas from her father. Officers ordered
the female to stop resisting, shouting and yelling many times over and over to no avail.
Ultimately the Detective retrieved a set of flex cuffs from the rear of a squad car and used them
on the female's ankles, due to her constant kicking and potentially injuring officers and or
herself in any further struggles. At this point the female demanded to go to the hospital and
claimed pain in her back. Prompt EMS personnel advised they would not transport the female
without an escort. The Detective followed Prompt EMS to Munster Community. It should be
noted that the female’s father was present during the whole ordeal and told the female
numerous times to get along with the officers and to stop resisting. The father advised the
female to stop continuously and advised her to comply with orders. The father told his
daughter the officers only were doing their jobs and due to her fighting, forced officers to
restrain her. The female vehemently disagreed and made continual claims against officers
during the whole ordeal. Prompt Medics were also witnesses during the event. Once at
Munster Community Hospital, staff indicated her stay may be lengthy & due to staffing, no
officer could remain with the female. The female was advised by the Detective that she would
be charged with Possession of a Hypodermic, 2 counts of Possession of a Controlled
Substance (heroin & pills), and Resisting Law Enforcement. The Detective advised the female
that her phone was taken as evidence. The female advised she understood in the presence of
medical staff and Prompt EMS members. Handcuffs and flex cuffs were removed at this point.
The female indicated to staff she does not have prescriptions for Xanax nor for the use of
hypodermic syringes. The Detective transported all said evidence to Griffith PD and logged it.
The Detective utilized a NIK field test kit to test the suspected heroin and it yielded a "positive"
result. The Detective conducted a check of the female's name in Courtview and located a guilty
plea to Possession of a Hypodermic Needle in 45D12-1605-F6-00092. Charges were
forwarded to the Lake County Prosecutor's Office for consideration: Possession of a Schedule
I substance (Heroin), Possession of a Schedule IV substance (Xanax), Possession of a
Hypodermic Needle, Disorderly Conduct, and Resisting Law Enforcement.
> 16GR08373 FORGERY, 200 Blk of E Ridge Rd, (10/5, 12:13 PM).
An officer responded to Taco Bell in reference to counterfeit money being passed. The officer
spoke with an employee who advised sometime last night several counterfeit bills were passed
at the drive-thru window. The employee advised three twenty dollar bills and one hundred
dollar bill was passed. The employee advised she has video of a male white subject passing
one of the twenty dollar bill’s (ML41290848I) at approximately 12:15 AM on 10-05-2016. The
officer advised the employee he would return on his next shift and retrieve a copy of the video.
The officer logged the bills into evidence per department policy.
> 16GR08370 DISTURBANCE, 900 Blk of N Indiana St, (10/5, 12:33 PM).
The on-duty Public Works Supervisor contacted an officer via cell phone and advised the
following: While he and his crew were digging for a new fire hydrant in the 900 block of N.
Page 11 of 25 Indiana Street, an older model late 80's foreign vehicle, black with silver on the bottom, drove
N/B Indiana Street from 45th Street at an extremely high rate of speed. Public Works
employees advised they yelled at this vehicle to "slow down". Shortly thereafter, this same
vehicle came back S/B and stopped at the stop sign at 45th Street. A M/B who was in the
passenger seat, got out of the vehicle and took his shirt off, as if he wanted to fight the Public
Works employees. The subject then got back in the vehicle and departed into 45th Street, after
seeing one of the employees on his cell phone. Area was checked for this vehicle with
negative results. Employees were advised to call back should the subject and vehicle return.
> 16GR08375 DOMESTIC BATTERY w/o weapon, 100 Blk of N Broad St, (10/5, 12:50 PM).
A complainant came into Griffith PD and relayed the following information: Yesterday evening
(10/5/2016), she and her now ex-boyfriend were having dinner at her apartment. She advised
that her boyfriend was not able to find his phone in the apartment, and kept accusing her of
taking it. The complainant advised that she eventually placed her left hand over his mouth,
because she was tired of him yelling about his cell phone. The complainant advised that her
boyfriend bit her on her left hand, and began pushing her around, eventually pushing her to the
ground. She advised she is not completely sure what transpired, and didn't notice injuries on
her until she woke up this morning. The complainant had a scratch and cut on her forehead
near her hair-line, & some bruises on her arms and legs. The complainant did point out that
she does bruise easily. She further advised her landlord changed the lock on the apartment
door this morning, and that her now ex-boyfriend is not on the lease at her apartment. She
stated he is at work, and most likely will not be back. In speaking with the complainant, she
stated to the officer numerous times that she does not want her ex-boyfriend arrested for this,
and simply wanted to document what had happened last night. The complainant advised she
has her ex-boyfriend's belongings all together for him to pick up and will want a police escort
when that time comes. The officer explained to the complainant that a police report will be on
file, and how to pursue criminal charges against her ex-boyfriend should she wish to do so in
the future. She was also advised to contact police should further problems arise.
> 16GR08378 SUSPICIOUS PERSON, 1500 Blk of N Arbogast St, (10/5, 3:23 PM).
Officers were dispatched in response to a 911 call about a scary clown on a motorcycle that
the juvenile complainant believed may be there to get her. Upon arrival the officer searched
the area and found utility works at Colfax and Ridge who stated a clown on a motorcycle was
last seen going eastbound on Ridge into Gary towards Burr Street. The officer continued to
search the area but could not locate a clown on a motorcycle. At this time the officer spoke
with the juvenile complainant who stated the clown did not attempt to come near her, she was
just scared because she has heard that there are some clowns out who are trying to take kids.
The juvenile thanked the officer for the help and went back inside to her apartment.
> 16GR08384 AGENCY ASSISTANCE, 1600 Blk of E Elm St, (10/5, 6:42 PM).
An officer responded to a vehicle vs pole crash with injury. Upon arrival, the driver was already
out of vehicle. The officer stood by while Lake County units arrived to take over the scene. The
officer provided traffic control for some time and then cleared shortly after.

Officers responded for male #1 taking the complainant's cell phone. Upon arrival, officers
located male #1 on the cell phone directly in front of the building. He advised his mother, the
complainant, had allowed him to use the phone and he had no intention of taking it. Officers
noticed male #1 to be sweating profusely. The reporting officer spoke with the complainant
who appeared heavily intoxicated. Her breath had a strong odor of an unknown intoxicating
beverage and her speech was slowed and slurred. She could barely stand on her own without
using support and her eyes were extremely bloodshot. The complainant advised that male #1
had been staying with her and she is well aware that he smokes marijuana inside the
apartment. She advised male #1 called a subject by the name of male #2 using her cell phone
while they were inside the apartment. The complainant stated male #2 arrived shortly after to
deliver some cigarettes. She advised after male #2 cleared, male #1 became irate over
something and departed while taking her phone. She advised she was tired of male #1's
behavior and knew that he might be purchasing drugs. The complainant stated male #1
recently started smoking crack cocaine and his behavior was becoming unpredictable. She did
not request to pursue the matter and only wish for her cell phone back and for male #1 to leave
the premises. Officers spoke with male #1 for some time and were able to convince him to
seek help for his drug problem and current withdrawals. Male #1 agreed to get help and
officers requested Prompt Medics on scene for a self committal. Shortly after, male #1 was
transported to St. Margaret's Hospital in Dyer for evaluation. Officers cleared.
> 16GR08395 SUSPICIOUS PERSON, 900 Blk of N Arbogast St, (10/6, 7:20 AM).
Officers responded in reference to a suspicious male wearing grey pants and a white t-shirt,
walking through people's backyards. Upon arrival, officers located the subject in the 1000 block
of Glenwood. The subject identified himself as male #1. He stated that he was just walking
home. Male #1 admitted to walking through people’s yards to get home faster. Officers advised
him not to walk through people’s yards because it is trespassing. Male #1 stated he
understood and would stay on the sidewalk for the rest of the way home. Officers cleared.
> 16GR08399 DISTURBANCE, 200 Blk of N Griffith Blvd, (10/6, 9:08 AM).
An officer was dispatched to the YMCA to speak with an employee (#1) about an incident
which happened last night and that she was made aware of this morning. The employee stated
that around 5:00 PM subject #1 came into the building and began to get verbally aggressive
with listed Juvenile #2 about an incident that occurred between Juvenile #2 and Juvenile #1
(his daughter). Subject #1 was told by his daughter that Juvenile #2 had hit her in the face with
his school lanyard, a ball and then aggressively put his hands on her. Juvenile #1 also stated
that multiple juveniles in the after school program had been picking on her. Employee (#2) , the
YMCA employee, who works the after school program stated that he never observed Juvenile
#2 or any other juveniles in the program picking on or being physically aggressive with
Juvenile #1. Employee #2 stated that the group was playing dodge ball when Juvenile #2 hit
Juvenile #1 in the head with a foam ball. Juvenile #2 immediately apologized for it but Juvenile
#1 started crying and walked away. Employee #2 stated that subject #1 came into the gym and
began yelling (cursing) at Juvenile #2, about not putting his hands on his daughter. After he
was finished he turned and left. Employee #1 and the YMCA are concerned that this may
happen again and at this time they wanted the officer to issue subject #1 a trespass warning.
The officer then made contact with subject #1 who stated that they have been dealing with an
Page 13 of 25 ongoing issue with the kids picking on his daughter. They have made many complaints to the
staff about it and it seems like nothing is being done to stop it. Subject #1 then stated he
knows that yelling at the kids was not the best decision but he was tired of his daughter crying
because she feels bullied. Subject #1 also stated that he attempted to stay composed and just
wanted to let the kids to know that they are not allowed to touch his daughter, though he was
very firm with his voice. Subject #1 was informed that the YMCA wished for him to be issued a
trespass warning and he stated he understood the ramifications of violating it. Scene was
cleared without further incident.
> 16GR08403 TRAFFIC VIOLATION, 200 Blk of E Ridge Rd, (10/6, 10:48 AM).
While on patrol, utilizing the Vigilant License Plate Recognition (LPR) System, an officer was
notified that the registered owner of the vehicle was a Habitual Traffic Offender. The officer
turned around and caught up with the vehicle in the 200 block of E. Ridge Rd. The officer
observed the vehicle make a right turn into the EZ Pawn parking lot without signaling. The
officer conducted a traffic stop on the vehicle as it parked. While calling in the traffic stop, the
officer observed through the tinted windows shadows of two people switching seats. The
officer approached the vehicle and contacted a male who was sitting in the driver seat & asked
why they switched seats. The male stated because the driver who was in the passenger seat,
did not have a license. The officer collected identifications from the male, the driver and the
back seat passenger. A computer check was ran on all three subjects and the following was
determined. The driver’s driving privileges were HTV and he was arrested without incident.
The backseat passenger was wanted on a terror warrant issued by an agency in Minnesota.
After the warrant was confirmed he was arrested without incident. The male currently holds a
valid Indiana Driver's License and he took possession of the vehicle. The officer transported
the driver and the back seat passenger to the police station for processing. After processing,
both subjects were transported to the LCJ by another officer.
> 16GR08407 SUSPICIOUS INCIDENT, 600 Blk of S Broad St, (10/6, 1:32 PM).
Officers were dispatched to South Park in reference to a complaint of 2 males and a female in
the park appearing to rip telephone wire off of poles. Upon arrival the officer made contact with
male #1, male #2 and female #3. The three were observed pulling wire out of conduit which
was tied to a tree. Male #1 stated that he received the wire from his father but was trying to
clean it up to so he could get more money for it at the scrap yard. Male #1 had a small bundle
of the wire and conduit in his dad's PT Cruiser and showed it to officers. They were advised by
officers to not do what they were doing in the park. Prior to officers clearing the scene, the
group cleaned up the mess made and left the area.
> 16GR08408 TRAFFIC VIOLATION, 200 Blk of E Ridge Rd, (10/6, 1:57 PM).
While on patrol, utilizing the Vigilant License Plate Recognition (LPR) System, an officer was
notified that the registered owner of the vehicle was Suspended Prior The officer pulled behind
the vehicle and confirmed the plate. The officer observed the vehicle make a right turn into the
EZ Pawn parking lot without signaling 250 Ft prior to turning. The officer conducted a traffic
stop on the vehicle and contacted the driver and lone occupant. The officer advised the driver
of the reason for being stopped and she admitted her license was suspended. The officer ran
records check on the driver and confirmed her Driving Privileges Were Suspended Prior. The
Page 14 of 25 officer impounded the driver's vehicle and released her on scene without incident. Double T
Towing arrived on scene and removed the vehicle without incident.
> 16GR08409 FRAUD, 100 Blk of N Broad St, (10/6, 2:49 PM).
On todays date 10/6/16, a complainant came into the Griffith Police Department to report that
she had fallen victim to a phone scam. At 12:11 PM she received a phone call from +52-3485246 (Mike Smith) stating they were the U.S. Grants Department and she qualified for a U.S.
Federal Grant of $9,000.00. At this time they transferred her to 1-844-204-8530 Ext. 117 and
she began speaking with a male who stated his name was Eric Johnson. Johnson informed
her she needed to take a $250.00 iTunes card to the nearest Western Union and that the
government was teaming with iTunes to make these grants accessible to people. At this time
Johnson stayed on the line and the complainant went to the nearest Walgreens and purchased
the listed $250.00 iTunes card. Johnson then requested the numbers off of the back of the
iTunes card so he could use it to transfer the money ($9,000 plus the $250) to her. The
complainant then gave him the numbers, and Johnson then requested $500.00 more as a
good will holding fee. Johnson then told the complainant that she should call him back after
she gets the other $500.00. During this time the complainant felt like something was wrong.
She called the number back and spoke to a Sally who had a strong foreign dialect. Sally stated
Johnson was out to lunch and she would have him call the complainant back. The complainant
then called iTunes and informed them she believes she was just involved in a scam with an
iTunes card she had just purchased. They stated she needed a police report before they could
determine what could be done, so the complainant came to the Griffith Police Department to
make a report. At this time the complainant requested this report for informational purposes.
> 16GR08415 THEFT, 100 Blk of N Broad St, (10/6, 4:29 PM).
A complainant came into the Griffith Police Department to make a report in regards to an
Amazon package that was supposed to be delivered by the U.S. Postal Service, but either was
never delivered to her or was taken from her front door. On Sunday 10/02/2016, The
complainant stated she was expecting a package from Amazon but one was never delivered.
She made contact with the Postal Service and they said that they only deliver Amazon
packages on Tuesday's and Sunday's. They then stated that they never leave it at a door
without permission. The complainant has not received her package from Amazon but the
Postal Service stated it has been delivered. The complainant needs a report so she can
contact Amazon in regards to the incident in hopes they will replace the item.
> 16GR08419 SPECIAL DETAIL, 1500 Blk of N Glenwood St, (10/6, 7:19 PM).
An officer conducted a high presence patrol of the area around 1500 N. Glenwood in reference
to reports of gang signs being thrown and a group of known subjects that are often involved in
suspicious activities and disturbances.
> 16GR08421 TRAFFIC VIOLATION, 1500 Blk of N Cline Ave, (10/6, 9:37 PM).
While utilizing the Vigilant License Plate Reader System (LPR), an officer was notified that the
registered owner of a Chevrolet Trailblazer bearing 402NLA had her Indiana Driving Privileges
Suspended through Indiana. The officer observed the driver to match the owner’s description
and affected a traffic stop at 1500 N. Cline Avenue. Additionally the officer noticed no license
plate light operating prior to activating his emergency lights. The driver was discovered to have
Page 15 of 25 a Suspended Prior Driver's License by a records check. The driver was warned for her
equipment violation and arrested for DWS Prior. The driver was released from the scene on a
Personal Recognizance Bond. Ridgeway Towing was summoned to tow the vehicle for
safekeeping.
> 16GR08422 LOST PROPERTY OR STOLEN, 1200 Blk of E Ridge Rd, (10/6, 10:59 PM).
An officer responded to Luke Gas Station in reference to a complainant stating her cell phone
was stolen sometime today when she was working. The complainant stated she believes she
dropped her cell phone while inside the women's bathroom sometime around 8:00 pm and
09:30 pm on todays date. She stated once she realized her phone was missing she started
looking for it, however was unable to locate it. The complainant informed the officer she used a
find my phone application and was alerted, her phone was at 3700 block of N. Colfax Street.
Officers went to listed address and found it to be a bad address. The complainant was
informed of the bad address and was advised if her phone is turned back on to notify police of
its location. The complainant described the phone as a white Samsung Galaxy Note 4,
encased in a blue and gray phone case.
> 16GR08424 DAMAGED PROPERTY, Lafayette & Manor, (10/7, 8:04 AM).
A complainant notified an officer that she had just observed a brown in color sports car strike a
stop sign located at the northwest corner of Lafayette and Manor. The complainant advised
that she heard the collision and then watched the driver of the offending vehicle drive away
from the scene, parking approximately 100 feet north of the collision site. The officer, who was
in the immediate area, responded to the location and observed a brown in color two door
Acura, with front end damage, parked at the curb in the 1100 block of N. Lafayette Street. The
officer, in full-uniform, approached the residence and ultimately made contact with a young
adult female who identified herself. The female was questioned about the observations of the
complainant and she admitted to "taking the turn wide" and striking the sign. The female
further explained that she left her boyfriend’s home a few blocks away in the 1000 block of
Indiana and was driving in a very exhausted state. Although there was damage that appeared
to be fresh and related to the described collision, the female advised the reporting officer and a
second officer that the multiple points of front end damage to her car were pre-existing and the
result of her car sitting "low". Due to the minor damage caused to the sign and the female's
contention that her vehicle was not damaged in the accident, no crash report was completed.
The female was advised by the officer that she would be responsible to reimburse the Town of
Griffith any and all costs associated with the damage and repair of the stop sign. Griffith Public
Works employees who were working nearby responded to the scene and straightened the
damaged pole.
> 16GR08426 UNWANTED PARTY, 1800 Blk of N Mansard Blvd, (10/7, 9:41 AM).
An officer responded for a report of an unwanted party inside the apartment. Upon arrival, the
officer met with the complainant who stated that her ex-boyfriend attacked her when she got
out of the shower. The complainant stated her ex-boyfriend discovered test results for an
undisclosed medical condition while she was showering. The complainant stated after she
stepped out he punched her on the left side of the face and took her I-phone 6S. She stated
her ex-boyfriend then left in her 2015 Silver Chevrolet Malibu. She stated her car was a rental
car. The officer did not observe any marks or bruises on the complainant's face. She was very
Page 16 of 25 adamant on not pursuing any criminal charges against her ex-boyfriend. The complainant
stated she does not trust the system. The officer advised in great detail if her ex-boyfriend
were to damage her rental car she would most likely be held liable by the rental company if
she did not report the car as stolen. The complainant stated she understood and still did not
want to pursue anything. She stated she only wanted her ex-boyfriend trespassed from the
residence. She stated he was not on the lease. The complainant was unable to provide any
contact information for her ex-boyfriend. The officer advised the complainant to notify police
should he return to the apartment. The officer was unable to make contact with the ex
boyfriend to issue him a trespass warning. The officer cleared with no further incident.
> 16GR08433 ANIMAL CALL, 800 Blk of E 40th Pl, (10/7, 1:11 PM).
An officer responded in reference to an injured cat in the complainant's backyard. Upon arrival
she stated that a stray cat got into her fenced backyard and her dog attacked it. The stray cat
appeared to be paralyzed. A second officer brought a cage to the scene and removed it. The
cat was put down due to its extensive injuries.
> 16GR08437 DISTURBANCE, 500 Blk of E Glen Park Ave, (10/7, 2:26 PM).;
An officer responded to a report of a disturbance involving two females. Upon arrival, the
officer made contact with both female #1 and female #2. Female #1 stated that she attempted
to fold her clothes on the same folding table as female #2. Female #1 stated female #2
became rude and began cussing at her. Female #1 stated she began to cuss back. She stated
female #2 then picked up a plastic cup containing Pepsi and threw it in her face. Female #1
stated the plastic cup struck her in the face and some of the Pepsi got in her hair. While
speaking with female #1 the officer did not observe any sign of a liquid drink on her clothing,
face or hair. Female #2 provided the same account of events that female #1 provided. The
officer asked female #2 if she had thrown a drink in female #1's face. Female #2 stated, "Yes I
did, but it missed". The officer advised both parties that their behavior was unacceptable and if
they could not finish doing their laundry in peace they would have to leave or face arrest for
disorderly conduct, both parties stated they understood. The officer then spoke with the
employee present. She stated she did not observe the whole altercation and only heard them
yelling and cussing at each other. The employee stated she did not want to kick anyone out
but would, if they continued to misbehave. The officer stood by and observed female #2 depart
the laundromat a short time later. The officer was later contacted by female #1 who stated she
wished to pursue charges for battery against female #2. The officer again contacted the
employee who was present at the laundromat in order to ascertain if there was any security
footage. The employee stated she did not observe the altercation until after she heard the cup
landing on the ground. The employee stated she looked over and observed both female #1
and female #2 arguing. The employee stated she did not observe any liquid drink on female #1
and stated she then heard female #1 yell, "I'm calling the cops". The employee stated that they
do not have any surveillance footage inside the laundromat. The officer will not be filing any
charges for battery against female #2 due to lack of evidence at this time.
> 16GR08438 THEFT-AUTO, 2000 Blk of N Mansard Blvd, (10/7, 2:31 PM).
An officer responded in reference to a stolen vehicle. The complainant stated that his listed
vehicle was stolen from a parking space in front of the building sometime the previous night or
today. Nothing of evidentiary value was observed in the location where the vehicle was parked.
Page 17 of 25 He stated that he was up to date on his payments and there was a set of keys in the center
counsel of the vehicle. The officer checked the Vigilant LPR records and found that the
vehicle's plate was last scanned at 11:56 PM on 10/6/16 by a commercial source. There are
also no local records of the vehicle being repossessed. The vehicle was entered into
NCIC/IDACS as stolen by Dispatch.
> 16GR08442 DISTURBANCE, 1100 Blk of N Arbogast St, (10/7, 5:18 PM).
Officers responded in reference to a white male and female arguing in the street. Officers were
also advised the female was slapping the male. Upon arrival, contact was made with residents
female #1, male #2, and female #3 in the 1000 block of N. Arbogast Street. Female #1 advised
she and her boyfriend, male #5, argued on the way home from his house in Highland. Female
#1 stated her boyfriend parked in front of her house and both continued to argue. Female #1
stated she refused to exit her boyfriend's vehicle and he then put his hands around her neck
and shoved her. She stated she exited the vehicle and kicked his vehicle. Female #1 stated
her boyfriend advised he was going to get a baseball bat (from his trunk) and "smash" her
mother's Chevy Trailblazer which was parked in the driveway. Male #5 exited his vehicle and
female #1 stated she stepped in front of him to prevent him damaging her mother's vehicle.
Female #1 stated male #5 then punched her in the face with a closed fist. Female #1 stated
she hit male #5 back in self defense and he kicked the rear lift gate to female #1's mother's
Chevy. Male #5 departed the area while yelling he was going to call the Highland Police.
Female #1 advised her neighbor, across the street, witnessed the incident. Female #1
displayed a small abrasion to the front of her neck and a bleeding scratch just under her right
nostril. Female #1 declined any medical treatment and did not want to pursue the matter.
Female #1 was asked more that once if she wanted to pursue the matter and she stated, "No".
Female #1's mother (female #3) requested charges be filed against male #5 for denting her
vehicle with his foot. The officer observed a large dent on the lift gate to the listed Chevy with a
faint shoe print displayed to the right of the license plate. Contact was later made with witness
who resides across the street from female #1. The neighbor advised she observed male #5
push female #1 and she pushed him back. The neighbor stated male #5 then punched her in
the face and entered his vehicle. Female #1's boyfriend started to drive away then quickly
returned, exited his vehicle, and kicked the listed Chevy. The neighbor advised she heard male
#5 then yell "I'll be back for you tonight" and drove away in a grey vehicle. The officer will file
charges against male #5 for Criminal Mischief for the damage to the listed Chevy.
> 16GR08445 WANTED ON WARRANT, 300 Blk of W Ridge Rd, (10/7, 6:48 PM).
An officer was traveling W/B in the 300 block of W. Ridge Rd and observed the listed vehicle in
his rear view mirror traveling W/B directly behind him with a non-functioning headlight. The
vehicle entered the S/B turn lane at the intersection of N. Cline Avenue and W. Ridge Rd. The
vehicle turned S/B on Cline Avenue then W/B on Wirth Rd. The officer was directly behind the
vehicle and paced it traveling 30 mph in a posted 20 mph zone. The officer conducted a traffic
stop near the intersection of Wirth Rd and Kleinman Rd. The driver was found to have an
active Lake County Warrant. A second officer arrived on scene and the driver was placed into
handcuffs (double-locked and checked for tightness) and transported to the Lake County Jail.
The vehicle was released to a licensed driver.

An officer was traveling E/B in the 400 block of W. Ridge Rd directly behind a maroon 1992
Toyota Camry (bearing IN G519549). The officer observed the vehicle's registration had
expired on 08/28/16. The vehicle turned N/B into the K-Mart Plaza and was curbed in the
parking lot of White Castle (440 W. Ridge Rd). The officer approached the driver (ID by IN DL)
and informed him of the reason for the traffic stop. While speaking with the driver, the officer
detected a strong odor of raw marijuana emanating from the vehicle. The officer also observed
the driver's hands to be visibly shaking while retrieving his driver’s license from his wallet. The
officer asked the driver if there was any marijuana inside the vehicle and he stated that there
was none, however, he had just smoked prior to being pulled over. The officer requested the
K-9 officer and K-9 Gino to the scene, then advised the driver that a K-9 was on the way. The
driver then stated that he had not been truthful and stated that he had a "bag of weed" in his
pocket. The officer asked the driver if there were any other narcotics or weapons in the vehicle,
which he replied "No". The officer advised the driver to hand me the bag of marijuana and then
step out of the vehicle. The driver was patted down for weapons and asked to step to the rear
of the vehicle. The front seat passenger was advised to step out of the vehicle, where he was
then patted down for weapons and advised to step to the rear of the vehicle. Shortly after, the
K-9 officer and K-9 Gino arrived on scene and conducted an outer "sniff" of the vehicle. K-9
Gino alerted on the vehicle for narcotics he is trained to detect at the driver's door seam and
the trunk seam near the gas tank filler door. The K-9 officer then searched the vehicle incident
to K-9 Gino's alert, and located a black H&R .32 caliber revolver in the trunk. The cylinder of
the revolver was loaded with 4 of 6 possible rounds. The driver was asked if he possessed a
handgun permit and he replied "No". The driver stated that he found the handgun in an alley
and "kept it for protection". Dispatch confirmed that the driver does not possess a handgun
carry permit, and the gun was found not to be stolen. The driver was placed under arrest and
secured in handcuffs (double-locked and checked for tightness) and transported to Griffith PD
for booking. The vehicle was released to the passenger with the driver's permission. The small
amount of marijuana was disposed at Griffith PD. The driver was advised he was being
charged with Handgun no Permit and he was later released on a Personal Recognizance
Bond.
> 16GR08459 TRAFFIC VIOLATION, 1000 Blk of E Ridge Rd, (10/8, 1:03 PM).
An officer was on patrol utilizing the Vigilant License Plate Recognition (LPR) System. The
officer was notified that the owner of the listed vehicle had a driving privilege status that was
suspended (prior) through the State of Indiana. The officer observed the vehicle traveling
westbound in the 1000 block of E. Ridge Rd. The officer began following the vehicle and the
driver matched the description of the registered owner. A traffic stop was conducted on the
vehicle at N. Arbogast and Reyome Dr. The registered owner was confirmed to be the driver.
She was identified. A computer check confirmed that her Driving Privileges Were Suspended
with a Prior Conviction through the State of Indiana. The driver was charged with DWS/Prior.
The driver signed a Personal Recognizance Bond and was released at the scene. The vehicle
was not towed due to it being legally parked.
> 16GR08460 WANTED ON WARRANT, 200 Blk of E Ridge Rd, (10/8, 1:22 PM).
While utilizing the Vigilant License Plate Recognition (LPR) system, the officer was notified that
the owner of the listed vehicle had a driving privilege status that was Suspended (Prior)

Rd. The officer began following the vehicle and he observed the driver matched the description
of owner. A records check indicated the driver had an active warrant through Lake County for
FTA/DWS Prior. The officer conducted a traffic stop on the vehicle in the parking lot of K-Mart,
430 W Ridge Rd. The driver identified herself by her IN DL. The officer informed the driver of
the warrant. Central Dispatch confirmed the warrant. The officer placed the driver in handcuffs
(double locked). The driver allowed a second officer to legally park her vehicle in the parking
lot of 430 W. Ridge Rd. The officer transported the driver to the Lake County Jail.
> 16GR08462 SHOTS FIRED, 1200 Blk of Sawgrass Dr, (10/8, 2:41 PM).
An officer was dispatched in reference to gun shots being heard in the woods behind the
complainant's house. Upon his arrival, the officer stood by in the area and heard several gun
shots in the wooded area south of Avenue H and between S. Arbogast Street and S. Broad
Street. The officer attempted to locate the source, but was unsuccessful. The officer then met
with the complainant and advised him that the area where the shots are being heard does not
fall inside Griffith's town limits, therefore the town ordinances do not apply. The officer advised
him that should he continue to hear the gun shots and wished for officers to investigate to ask
for Lake County or DNR. The officer cleared without further incident.
> 16GR08471 TRAFFIC VIOLATION, Ridge Rd & Broad St, (10/8, 7:19 PM).
While on patrol an officer was traveling S/B on Broad Street from Ridge Rd. The officer
observed the listed 2003 Ford Escape traveling N/B on Broad in the inside lane with a burnt
out passenger side front headlight. The officer turned around and curbed the vehicle in the 200
Blk of W. Ridge Rd. Contact was made with the driver who was advised of the reason for the
stop and asked to present his driver’s license and vehicle registration. At this time, the driver
informed the officer that his license was suspended and provided the officer with an IN ID Card
which identified him. A records check through NCIC/IDACS showed that the driver was
Suspended (Infraction) on an expired Learners Permit. The driver admitted to the officer that
he has never had a driver’s license in any state. The record check also showed that the driver
had four active East Chicago warrants. ECPD was contacted and agreed to meet the officer at
the old Griffith Golf Center to take custody of the driver. The officer transported the driver to
that location where ECPD took custody of him without incident. The vehicle was released to
the passenger, who possessed a valid license. Charges of Driving Without Ever Being Issued
a License will be forwarded to the prosecutor.
> 16GR08470 TRAFFIC VIOLATION, 1200 Blk of E Ridge Rd, (10/8, 7:20 PM).
While on patrol, utilizing the Vigilant License Plate Recognition (LPR) system, an officer was
notified that the owner of the listed vehicle (silver 2010 Chevrolet HHR IN/Reg 956MLG) had a
driving privilege status that was suspended/prior through the State of Indiana. The vehicle was
traveling eastbound in the 1200 block of E. Ridge Rd. The officer began following the vehicle
and the driver matched the description of the registered owner. A traffic stop was conducted on
the vehicle at Ridge Rd & Calhoun Street (Aldi's). The registered owner was confirmed to be
the driver. She was identified by her Indiana ID Card. A computer check confirmed that her
Driving Privileges were Suspended With a Prior Conviction through the State of Indiana. The
driver was charged with DWS/Prior and released at the scene. The vehicle was left legally
parked at the location.

An officer was traveling E/B in the 600 block of E. Ridge Rd directly behind the listed vehicle.
The officer observed the driver throw a lit cigarette out of the driver window. He also observed
the registration was expired (05/11/2016). The officer activated his emergency lights and
curbed the vehicle in the Ridge Food Plaza (900 E. Ridge Rd). The driver (ID by own
admission) stated that he has never possessed a drivers license. A BMV Inquiry showed the
driver only possesses and IL ID Card. The driver was advised he would be charged with
Operation of Vehicle by Unlicensed Driver and receive a citation for the same. The vehicle was
released to a licensed driver.
> 16GR08473 WANTED PERSON, 100 Blk of E Elm St, (10/8, 8:39 PM).
Officers were dispatched in reference to a complainant advising of an unknown subject in his
backyard rummaging through items. Upon arrival, a male subject later identified, was located
seated in a lawn chair asleep. The male subject was awoken by officers and asked what he
was doing in the complainant’s backyard. The male subject, who was in an obvious state of
intoxication, stated he was "home". When asked where "home" was the male subject stated
Hammond, Indiana. Officers advised the male subject that he was in Griffith, IN. The male
subject was told that he was in the complainant's back yard, to which he did not reply. A
warrant check was completed which indicated the male subject had an active warrant through
the Monroe County Sheriff’s Department for probation violation. The warrant was confirmed by
dispatch and the male subject was transported to the Lake County Jail pending further
disposition of the warrant.
> 16GR08479 WANTED ON WARRANT, 300 Blk of E Ridge Rd, (10/8, 11:29 PM).
An officer was traveling E/B in the 300 block of E. Ridge Rd directly behind the listed vehicle.
The officer observed the vehicle travel left of center in 400 block of E. Ridge Rd and conducted
a traffic stop at 803 E. Ridge Rd (Bootleg Liquors). The driver was found to have an active
Lake County Warrant and to never have possessed a driver’s license. The Chevrolet Tahoe
which the driver was operating displayed Indiana Transport Plate 42410E. The officer, having
prior knowledge the vehicle has been operated, stopped and cited since 12/25/2012 with
various Indiana Transport Plates confiscated the plate. A BMV records check was completed
on the vin which indicated its temporary Georgia registration had expired on 04/16/2014. The
driver was placed in handcuffs (double-locked and checked for tightness) and transported
directly to the Lake County Jail. The driver was advised he would be charged with Operation of
Vehicle by Unlicensed Driver and issued a citation for the same. The vehicle was impounded
by Ridgeway after an officer conducted an inventory.
> 16GR08481 UNAUTHORIZED CONTROL OF VEHICLE, 600 Blk of N Elmer St, (10/9, 1:11
AM).
An officer was dispatched in reference to a report of unauthorized control. Upon arrival contact
was made with the complainant, who advised on 10/07/2016 her sister picked up her vehicle
(2013 Nissan Rouge) from her place of employment in Munster, Indiana. The complainant
stated her sister agreed to return the vehicle by 10/08/2016. The complainant stated since her
sister picked up the vehicle she has asked for an additional days use. The complainant
advised she told her sister that she wanted the vehicle returned by 10/08/2016, however her
Page 21 of 25 sister has ignored her request. The complainant requested the officer attempt to contact her
sister and request the vehicle be returned immediately. The complainant further advised she
did not wish her sister get in trouble and only wanted her vehicle returned like they agreed
upon. All attempts to contact the sister were unsuccessful. The complainant was advised of the
officer’s findings and instructed to call back if the sister neglects to return the vehicle by the
evening of 10/09/2016.
> 16GR08484 DUI, 800 Blk of W Ridge Rd, (10/9, 4:03 AM).
An officer was traveling W/B in the 800 block of W. Ridge Rd directly behind a white 2017
Lincoln MKZ (bearing IL N931543). The officer paced the vehicle traveling 45 mph in a posted
35 mph zone. The officer also observed the vehicle travel left of center 3 times between the
800 and 200 block of E. Ridge Rd. The vehicle then made a lane change from the inner lane to
outermost lane in the 200 block of W. Ridge Rd and failed to signal. The vehicle came to a
complete stop in the 400 block of W. Ridge Rd while in the turning lane to turn N/B on N. Cline
Avenue. The officer curbed the vehicle in the 1800 block of N. Cline Avenue. While speaking to
the driver, (ID by IL DL) the officer detected a strong odor of an unknown alcoholic beverage
emitting from the driver's vehicle. The officer asked the driver if he consumed any alcohol this
evening and he stated he "had a cup". While speaking to the driver, the officer observed his
eyes to be watery, bloodshot, and his pupils were contracted. His reaction was dulled and he
had trouble retrieving his driver’s license from his wallet. The officer asked the driver to step
out of the vehicle and he complied. The officer asked the driver if he would perform some
Standard Field Sobriety Tests (SFST'S) to which he stated he would. The driver failed or
refused all phases of the SFST’s. The officer asked the driver if he would submit to a Portable
Breath Test (PBT) and he refused. The officer read the driver the Indiana Implied Consent
Card and the driver advised he would not submit to a chemical test. The driver was then
secured in handcuffs (double-locked and checked for tightness) and transported to Griffith PD
for investigation of OWI. Once at Griffith PD, the driver was once again read the Indiana
Implied Consent Card and he refused to take the breath test. The officer, a Certified Intox
EC/IR II Operator, completed the Intox EC/IR-II test with the driver as a refusal. The driver was
placed into cell #1 pending transport to the Lake County Jail. The driver was advised he would
be charged with OWI, and OWI Endangerment. The listed vehicle was impounded by Double T
Towing after an officer conducted an inventory.
> 16GR08486 DUI, 1000 Blk of S Colfax St, (10/9, 7:02 AM).
An officer was traveling southbound in the 1000 block of S. Colfax when a blue GMC drove
past him traveling northbound at a high rate of speed. The officer used his rear radar to clock
the GMC at 85 mph in a 35 mph zone. The officer safely pulled a u-turn and attempted to get
behind the vehicle. The officer observed the vehicle turn eastbound onto Ridge Rd. He then
observed the vehicle turn northbound onto Burr Street. As the officer turned northbound onto
Burr Street he observed the vehicle crash head-on into a utility pole. The officer observed the
vehicle attempt to reverse, in which the officer placed his squad car directly behind the vehicle.
The vehicle was placed in park and a male, later identified, exited the driver's side of the
vehicle. The driver was the lone occupant in the vehicle. The officer asked the driver why he
was going to so fast, in which he stated he was racing his brother. The officer did not see any
other vehicles on N. Colfax. The officer asked the driver if he was injured at all, which he
responded "No". As the officer spoke with the driver he detected a faint odor of an unknown
Page 22 of 25 alcoholic beverage. The officer placed the driver in handcuffs and the officer noticed when
walking the driver to the rear of his squad car he was unsteady afoot. The officer also noticed
the driver's clothing was dirty and in disarray. The officer asked the driver if he has had
anything to drink, he stated he had some beers and stopped drinking at 5:00 AM this morning.
The driver was slurring his speech when he spoke. The officer read the driver the Indiana
Implied Consent, in which the driver refused. The officer transported the driver to the Griffith
PD. Prompt responded to the PD and examined the driver. The driver declined treatment and
signed a refusal. The officer completed a search warrant for the driver's blood. The officer
responded to Judge Villalpondo’s residence. Judge Villalpando signed the warrant. The officer
transported the driver to Munster Community Hospital. An ED Tech drew blood from the driver
at 8:56 AM. The blood was tested by a technician and the blood test was released to the
officer by a Lab Client at approximately 10:10 AM. The results read 111 Serum Ethanol (mg/dl)
which is converted into a .11 BAC. The driver was cleared by the ER doctors. The officer
informed the driver that he was being charged with an OWI and Reckless Driving. The officer
placed the driver in handcuffs (double locked), placed him in the back of his unit, transported
him to the Griffith PD, and placed him in cell #1. The driver is awaiting transport to the Griffith
PD. The Tech also collected two vials of blood from the driver that will be sent to the Indiana
State Department of Toxicology. The officer placed the two vials into the designated evidence
box, sealed it, and placed it in the evidence fridge at the Griffith PD. The vehicle was towed by
Ridgeway and NIPSCO was contacted in reference to the utility pole.
> 16GR08491 TRAFFIC VIOLATION, 1000 Blk of E Ridge Rd, (10/9, 10:33 AM).
An officer was on patrol utilizing Vigilant License Plate Reader, while sitting stationary at 1000
E. Ridge Road. A silver Chevrolet Malibu with the license plate 649MPH passed his location
going eastbound on Ridge Road. The registered owner of the vehicle alerted as being
suspended with a prior conviction. The officer began to follow the vehicle and observed the
driver of the vehicle matched the description given on her driver's license. The officer activated
his emergency lights and curbed the vehicle at 6000 W. Ridge Rd in Gary, IN. The officer
made contact with the driver and asked her to identify herself. The driver stated her name. The
officer then asked for her license and registration. The driver asked why she was being
stopped and the officer informed her that her license came back as suspended. The driver
became argumentive and stated the officer did not have a reason to run her license in the first
place and that she did not do anything wrong. The officer advised the driver that driving with a
suspended license is against the law in Indiana. The officer advised the driver that it is well
within in an officer’s right to run vehicle registrations and driver's licenses while engaging in
patrol duty. The driver then handed the officer her Indiana ID Card and vehicle registration.
The officer confirmed the driver's identity though her ID Card. The officer confirmed that the
driver’s license was Suspended through the State of Indiana with a Prior Conviction. The
officer issued the driver an Information Summons and advised her to find a valid driver. The
driver's vehicle was not towed from the scene due to being parked legally in a private lot.
> 16GR08501 THEFT, 100 Blk of N Broad St, (10/9, 6:45 PM).
An officer spoke with a complainant at the Griffith PD in reference to a theft report. The
complainant stated that on 10/06/16 at 7:10 am she left for work and returned home (1500
block of N. Glenwood) on the same date at 3:30 pm. The complainant stated that she found
her apartment door to be wide open, along with several other apartment doors. She stated she
Page 23 of 25 entered her bedroom to find $40 missing from atop her dresser. The complainant stated she
contacted Mansards and they advised a fire occurred in the building and all the doors were
opened to ensure nobody was in any apartments. The Mansards advised the complainant to
file a police report. The complainant was provided a case number and was advised a report
would be on file.
> 16GR08502 TRAFFIC VIOLATION, Ridge Rd & N Colfax St, (10/9, 7:23 PM).
An officer was patrolling in the area of Ridge Rd and N. Colfax Street where he observed a
silver passenger car traveling E/B at a high rate of speed. The officer began traveling E/B in an
attempt to catch up to the vehicle. He was stopped by a red light at the intersection of W.
Ridge Rd and Chase Street. While at the light, the listed vehicle traveled E/B thorough the red
light. The officer activated his emergency lights and curbed the vehicle at Ridge Rd and Grant
Street. The driver (ID by IN ID Card) stated that he has never had a driver’s license and this
was confirmed via a BMV Inquiry. The driver was advised he would be charged with Operation
of Vehicle by Unlicensed Driver and receive a citation for the same. Ridgeway was summoned
