retired after a career as an

professor

Washington State University,
teaching Business Law.
Richard L. “Dick” Mayer of
the Kiwanis Club of Greater
Federal Way, Washington was
elected to serve as Governorelect 2003-2004. Dick served
as Lt. Governor of Division 32
during 2001-02. The members
of his class of Lt. Governors
also elected him to serve as
President of the class during
that same year. During the
current year (2002-03), Dick
has served the PNW District
as Chair of two committees –
Risk Management and Zone
Conference Planning. He is
retired after a career with G.E.
Capital Credit.
Delegates also approved,
by a vote of 292 to 82, an
amendment to the District
Bylaws which will increase
District Dues by five dollars
per capita, effective October 1,
2003. This increases the dues
from the current $25.00 to
$30.00. The Bylaws amendment also provides for automatic $1.00 per year increases
in the per capita District dues
for the next five years, beginning October, 1, 2004. The
amendment also provides a
mechanism whereby the
automatic $1.00 increase is
null and void in any year
where the previous October 1
District membership figure
exceeds 15,000 Kiwanians.
The current District membership is approximately 13,000
members.

Sunnyside, Washington, was
the Keynote Speaker at the
Governor’s Banquet. Dr.
Dunbar, who has logged more
than fifty days in space, held
the audience absolutely
spellbound for well over an
hour as she presented an
audio-visual program that
contained highlights of her
five Shuttle missions.

Washington University, was
the speaker at Friday’s
Kickoff Luncheon. Following
Governor Sylvester’s theme
of “Commitment Counts,”
she spoke convincingly of
the need to make a commitment in one’s endeavors and
the rewards that commitment
brings.

SUBMISSION POLICY: Many clubs have sent
us photos for the club notes page and have
later been disappointed when they not been
used. The following explains our needs and
requirements:
1. Space is limited and not every picture
submitted can be used.
2. We prefer action shots of Kiwanians “in
action” performing community service. We try
to avoid what are known in the newspaper
business as “grin & grip” photos. These are
defined as two or more people looking at the
camera while shaking hands or presenting an
award.
3. We can not use photos clipped from
newspapers at all. The quality just does not
reproduce well. We must have original B&W or
color photos to scan from.
4. Pictures may be sent to us as an
e-mail attachment if they are scanned at
original size, are scanned in gray scale at a
resolution of at least 170 dpi and are submitted
as a TIFF file.
5. Pictures will not be returned. Please do
not send us your only copy if you will need
it later.

In my final article as your Pacific
Northwest District Governor, I have
too much to be thankful for to address
it all here. Kiwanians of this District
have made this year one of the most
rewarding experiences I have had in
Kiwanis. The people I have met, the
places I have gone, and the commitments to service I have seen have
enriched my life forever. If I had to
pick one day or one event, it would be
the love you showed Doris and I at the
Yakima Convention. We can only say,
thank you.
The administrative duties of
Governor could not have been
accomplished without the help and
support of the District staff. I have
come to realize and fully appreciate
the dedication and commitment to
excellence of our staff. Their support
has been invaluable to me and a great
asset to this District.
Reflecting back on this year, we set
our goals high and will not likely reach
them all. But, what really counts is the
difference Kiwanians have made in the
lives of others. Above all else, you have
“Succeeded in Service.” We can only
continue to succeed as we continue to
grow, and we must grow to serve.
I encourage all clubs to make
recruitment and retention a year-long
process. We cannot rely on one or two
membership drives per year. At the
close of each meeting, all members
should be encouraged to bring guest to
the next meeting. If that guest is not
interested in Kiwanis, we have at least
introduced Kiwanis to another
member of our community. If their
experience at a club meeting was
informative and fun, they will tell
others. It is simply a good public
relation tool to expose the community
to your Kiwanis club!
If some members have dropped out
of your club, I recommend an exit
interview be conducted to find out
why they left. You might be surprised,
and you might also learn something
that your club leadership did not
realize. Sometimes it can be a very
simple fix that is needed to retain
members. You may find that temporary circumstances are affecting the
member and that the club may be able
to help. Sometimes, a temporary leave
of absence may be an option in lieu of
dropping membership completely.
As our team prepares to pass the
baton to our successors, we all have a
key role to play in assuring a smooth
transition and finishing our year. In
addition to assisting the new club officers, one of the main jobs of the club
President is to see that the annual
report is timely filed. Many clubs have
also completed the criteria for awards.
But, if club leaders do not submit
the necessary paperwork, those
accomplishments may go unrecognized by others. I believe recognizing
achievements help inspire others to
achieve. We also learn from the
successes of others. I would encourage
each club President and Secretary to
review all awards, patches, and honors
your club might be entitled to – and
then take the necessary actions to
submit them for consideration.
If you have a large club or need a job
to get a new member involved, you
might consider a new club position of
Web Page Reviewer. As the District
and Kiwanis International relies more
on internet communications, having a
member assigned to routinely review
the web pages and report that
information to the club might be a
valuable assignment. Due to the need
to run International and District as
economically as possible, more and
more critical information will become
available only through web posting. It
will take a systematic approach or a
specific person to keep the club
informed and updated.
During 2003-2004, I will continue to
serve on the Board of Trustees, the
Executive Committee and the Finance
Committee. I also wish to thank the
2003-2004 Board of Trustees for
adopting the Kiwanis Family Against
Drunk Driving Campaign (KFADD),
our 2002-2003 Governor’s and Kiwanis
Family Project, as a ongoing and
continuing service program of the
Pacific Northwest District. Governor
Louise has asked me to chair the
KFADD Committee during 2003-2004
and I am pleased to accept.
I will be meeting with the MADD
State Chapters very soon to see how
we can further the cause to reduce the
loss of lives and the impact of drinking
and driving incidents. I am looking
for volunteers who will join our 20032004 team. If you have an interest
in working on our committee, would
you please send me an e-mail at
[email protected].
At this time, we plan to continue the
basic format that we used during the
2002-2003 year. This includes: the
distribution of Red Ribbons, programs
to educate club members, projects and
activities to promote saving lives,
coordination with local MADD
chapters and other organizations,
promotion of the wearing of KFADD
pins by all K-Family members,
commitment
signatures
of
students/clubs/community members,
the club patch recognition program,
and monthly newsletters to share our
activities. We are also looking for new
ideas and initiatives to help move this
campaign to the next level.
Thanks to all of you who participated in KFADD during 2002-2003 and I
especially wish to thank Dave Foote
for chairing a great kick-off year!
We encourage all clubs to submit their
applications for club patches for
2002-2003 before the October 15, 2003
deadline. Clubs meeting the criteria
will be recognized at the Eugene
District Convention next August. I
would encourage all SOAP Advisors to
help see that our sponsored programs
submit their applications as well.
I also have the honor of serving as
the Honorary Chair for the District
Kiwanis/SIGN initiative. I recently
had an opportunity to tour the SIGN
facility and meet Dr. Lewis Zirkle. I
was very impressed with the technology and their commitment to restore
mobility and productive lives to
trauma victims. I am trying to put
together a Point of Contact Person in
each Division who will serve as the
Division or Club liaison. If you are
interested in serving in this capacity, I
need you to send me an e-mail, and I
will get you more information.
You can see why I am so excited
about this coming year! Besides
KFADD and SIGN service initiatives, I
will continue to work in the areas of
membership growth and new club
building. I have worked with many of
you this past year and I look forward
to continuing to work with you in the
future. There are many more of you
that I have not met or worked with
YET — but I am excited that we will
still have the opportunity to do so!
Governor Louise Regelin has her
2003-2004 team in place and our
2002-2003 team will be right by their
side to help move this District forward.
Let’s continue to do what this District
does best - Serve the Children of the
World!
Yakima Convention continued. . .
The Melvin B. Dennis Outstanding
Secretary Trophy was presented to
three long-time club secretaries: Dr. Jay
Rust of the Lynnwood, WA club; Bill
Martin of the Riverview, Wenatchee,
WA club; and Velma Crawford of the
Yakima, WA club. Between the three,
they have racked up over forty-two
years of service as club secretary!
Larry Plaisance of the McMinnville,
OR club and Joan Russell of the
Bandon-By-The- Sea, OR club were
chosen by Past Governor Gary to be
the recipients of the Lee Price
Outstanding District Chair Award for
their work with (respectively) the
Kiwanis Law Enforcement Camps and
Builders Clubs.
The most prestigious award of all –
the 2001-2002 Governor’s Cup was
presented during the Saturday
evening Governor’s Banquet. Past
Governor Gary honored Governor
Sylvester with the award for his work
as District New Club Building Chair
during 2001-2002. This was in recognition of the fact that Sylvester had taken
on, and performed well in, one of the
most challenging positions in the
district – at the same time that he was
serving as Governor-elect and preparing for his year as Governor! The word
“stunned” is not too strong to describe
the reaction of Governor Sylvester who
had been led to believe that he was
going to escort the winner from the
audience.
The convention was also attended
by Kiwanis International Trustee
Nelson Tucker from Northridge,
California and his wife, Elva. Tucker
will serve as International Board
Counselor to the District during the
2003-2004 administrative year.
The 87th Annual Pacific Northwest
District Convention will be held in
Eugene, Oregon the weekend of
August 12 -15, 2004. So make plans to
attend. We want you all to visit and

Get In Touch With Your Builders Club - Now!
School administration is usually available at the school by August. Call to
make an appointment with the principal to tighten up plans for Builders Clubs
beginning in September. Have those advertising flyers ready to go - place them
all around the school giving time and location for the first Builders Club meeting
- place them at good sites within your community. Now is the time to begin!
Also, arrange to have a Builders Club Board meeting as soon as the leadership
and both advisors can get together. Be proactive - be one or two jumps ahead of
the clock! Our sports teams are warming up now, and practicing - so should our
Builders Club leaders!

Dues And Membership Roster
The Membership Roster and dues invoice should be arriving early in
September! Act quickly and get your banner patch for being an Early Bird! There
is also another reason for being early to send in dues this year - member’s pins
are free if the dues and member’s roster is post marked before November 1st!
After that date, member’s pins will cost the club US $3.00 per pin.
KI Approves a Two-Phase Upgrade for Builders Club - 2003-2004!
“One of the major efforts over the past five years has been to bring parity [an
equivalent level of support] in materials and offerings among the SOAP groups.
K-Kids and Builders Club has benefitted from these efforts via the development
of the web sites, literature, member handbooks and cards, and materials for
sponsoring Kiwanis Clubs and faculty advisors. Some of the upgrades have
resulted from the addition of support staff, office reorganization, and improvements of member benefits. However, each of the above has placed a financial
drain on Kiwanis International.”
“To assure the continued support for K-Kids and Builders Club, a multi-phase
enhancement process has been approved to provide [a] Key Club/Circle K level
of support to the increasing needs of two rapidly growing programs - K-Kids and
Builders Club.”
“The first phase will be to upgrade the mailings, materials, and practices to
the local K-Kids and Builders Clubs. Those familiar with the workings of Key
Club have seen the improved packaging of their [printed matter] and “ there will
be similar enhancements which will be provided to K-Kids and Builders Clubs.”
The implementation begins October 1, 2003 with an increase of the annual
membership fee from US $1.00 to US $3.50.” Also, “the membership card will be
upgraded from paper to a plastic, credit card type, multi-year card.” The third
change will be for the membership pins. “The practice of providing member pins
will be greatly modified. The year tab will be removed from the member pin, and
Builders Club and K-Kids member pins will be provided only to clubs submitting 2003-2004 membership fees postmarked on or before November 1, 2003.
No “free” pins will be provided to those membership fees postmarked after that
date. “However, clubs may order member pins for $3.50 per pin from the
Kiwanis Family Store.”
The dues, pin and membership card information will be included with the
invoice and membership roster mailing to K-Kids and Builders Clubs and to
sponsoring Kiwanis clubs in August 2003.
Kiwanis International “anticipates the next phase of the enhancement efforts
[to] include the introduction of a “magazine” for K-Kids and Builders Club
members and advisors. Though the magazine initially will not rival the size and
number of the “other SOAP magazines for CKI and the Keynoter, K-Kids and
Builders Club members would receive a magazine three to four times a year. This
step would require a second increase in the membership fee for the two programs
- most likely to somewhere in the range of US $5.00.”

notice of dues increase or for the Builders Club the notice and the Membership
Roster Invoice and dues notice is not received in September, please contact

Interclubbing

PNW Past Governor
During a weekend retreat at Lake Wenatchee (the use of a summer home
donated to us by a non-Kiwanian) with PNW Circle K International officers I had
a rude awakening to the realities of being a Circle K Member. They are, as many
of you know, College students who are involved in community service and
leadership development as part of our Kiwanis Family. Of course money and
funding was a topic that came to the top of our discussion. I say this because each
retreat member kicked in $5 per person for food to last the weekend. Fruit drinks,
spaghetti, muffins, cookies and some other snacks that I didn’t recognize were
the order of the day. I did expect Top Ramen noodles but they were the normal
daily staples of these students and they were looking for a small menu change.
Getting back to the subject of Money. I found that funds for administrative
operations inside our District of Circle K were almost non-existent.
Circle K members are often the forgotten part of our family. They are young
adults with goals and visions. Often times working, going to school and being an
intricate part of our Sponsored Youth program. They could be the future
members of our clubs. Circle K members are workers. Yet they haven’t achieved
the financial support that our other sponsored youth programs have generated
in our District.
During this retreat an Idea came to light. Many of us in PNW Kiwanis
Organization have accumulated travel miles on different airline promotions. To
the surprise of many some have time limits on them and others have the ability
to donate or assign a certain amount of air miles to others. Each year it is a
struggle to raise administrative money to pay airfare to the Circle K International
Convention. Circle K has the same rules as we do about service money going
back to the community. There is a difference between us. Our Kiwanis clubs can
use our service funds to give to any of our sponsored youth programs. We do
have many Kiwanis Clubs who financially help Circle K clubs and members, but
when it comes to the cost of sending delegates to International convention it
often is more than these clubs can afford to give. Last year one of our Circle K
Members was elected as to the position of International Trustee.
So Operation Send them Back has arrived. We are looking for PNW Kiwanians
who will assign or donate air miles for the use of sending delegates to next years
Circle K International convention. It will be a first for our Circle K. At this
point only your name and contact information is all that is needed. This is an
experiment to see if we as Kiwanians can contribute more than money and
support College students who take the added responsibility of serving their
communities and represent us as young citizens and future leaders of Pacific
Northwest District of Kiwanis International.

The Time Is Now!

PNW District Governor, 2003-2004
At Yakima I asked, “If Not Me, Who? If Not Now, When?” The responses
have been “Me, I’ll help” and “Let’s do it this year”. This is a time of change
in the PNW. Please be a part of that change. You have entrusted me with the
leadership of this great District, and I thank you for your trust and confidence. I
will work hard. Thank you to Governor Sylvester Neal, the Lt. Governors, the
people serving as District Chairs, and all Kiwanians who have committed to
work to accomplish certain goals. Information about District Goals, the
Governor’s Project, my travel schedule, etc. may be found on the District
website. They will be updated regularly.
The Governor’s Project for 2003-04 implements the Vision of Kiwanis “Serving
the Children of the World”. As teacher, library trustee, and concerned Kiwanian, I
have chosen “Books, Reading & Literacy in the Pacific Northwest”. This
project encourages programs and materials to improve reading opportunities
and promote literacy, especially for children. Details are coming soon in the
“Inside the District” publication and also on the district website.
Items of action by your Governor for 2003-04 include: Focus on club members,
events and activities; continue our strategic planning process begun by
Governor Sylvester Neal; working on membership and club retention; visiting
division and club events; providing continuity of goals and programs from year
to year; collaborating with our SOAPs; encouraging membership diversity;
working on Int’l President Bob Moore’s 1+1+1 goal (1 new member, per month,
for 1 year); continue with SEE adopted by both Ito Torres and Bob Moore;
contributing to our Foundations and IDD; and while doing all this, having fun
traveling this great District to meet more great Kiwanians.
The Who is Us, The Time is Now. We are a Kiwanis community and being
Kiwanians is a very special thing indeed. This year provides opportunities —
let’s take advantage of them. I look forward to a year of hard and rewarding
work with many happy meetings with Kiwanians around the PNW and the
world. Thank you for electing me your 2003-04 PNW Governor.

Here we go–off on a running start into another exciting, fun and potentially
challenging Kiwanis year... Once club committees have been assigned, club
officers trained and club budgets approved (or about to be by the 15th), one more
accomplishment is very good for clubs to have achieved during this always
extremely busy Kiwanis month of October and that is: to schedule and chalk up
at least two or more interclubs during October. Upon achievement any future
potential difficulties interclubbing will be made easier to surmount because, once
accomplished, right there is the incentive to continue and/or even increase
interclubbing throughout the whole Kiwanis year by going for the ROUND
ROBIN award.
Before I go on, let me introduce my very able and worthy assistants for this
2003-2004 year. Victor Frazier of N.E. Spokane and Division 46 will be keeping
an eye out and an ear pealed as far north and south as he is able east of the
Cascades. Elizabeth Bennett of Bellingham and–2002-2003 Lt. Gov. Div. 18 takes
north of the Stillaguamish River as far as she can and Jerry Burkholder of
Woodburn, Div. 70, has as much of Oregon as he is able to manage. Hopefully
their contact information will be in our new P.N.W. District Directory. Otherwise
I can direct you to them. All three have had extensive experience and/or
involvement with interclubbing way above and beyond the call of duty.
Now this is a suggestion for a very few P.N.W. Kiwanians who just might need
it. If interclubbing is found to be in any way difficult for your club when the
holidays approach and the snow flies, please get to the most remote clubs in your
division in October—-saving your neighbors for when less time and/or less
favorable conditions (like bad weather) are expected. If even that plan is too
difficult to achieve during busy October, at least get to your Key Club and
closest Kiwanis neighbor so your club can get started off on the right track for the
ROUND ROBIN with at least the very minimum two INTERCLUBS in October.
(Better yet–always try for at least 5+!)
Here is a living example of the most tangible reason to INTERCLUB. There is
a long established club in my home division here, between the Cascades and
Lake Washington, who last Kiwanis year (2002-2003) complained to me that they
were having difficulty obtaining programs for their meetings. After giving that
club a couple of ideas, I pointed out that IF they interclubbed more by visiting the
rest of their/our division’s Kiwanis Club home meetings, they would find it
easier to get leads on programs. Also interclubbing seems to give clubs incentive
to get out to division council meetings. Why is that? My theory is: because at least
camaraderie and/or curiosity often encourages interclubbers to accompany their
president and/or a vice president and/or secretary there to see and visit with
whom-ever shows up from those clubs with whom they had recently
interclubbed. All of this can only help to strengthen clubs. Isolation is not any
better for a Kiwanis club than it is for a child or even a nation. So get out there
and see what other clubs are doing. First hand cross pollination of ideas is very
good for Kiwanis.
Please let me and/or my assistant District Chair closest to you know
as promptly as possible after any newsworthy interclubbing has been
accomplished. Surely the rest of our great P.N.W. District would be interested. For
example–has any interclubbing through cyberspace been accomplished as authorized by our P.N.W. District Board last administrative year? (See winter/spring
2003 P.N.W. District Board minutes.) Also if your division has an Interclub
Chair–as does Division 70–please someone let me know who he or she is. (See
June 2003 Builder.)
Your Lt. Governor has been issued the District Interclubbing Goals and
additional rational for interclubbing. Ask her or him for a copy or let me know–especially through cyberspace–and I will get a copy to you. (This is on our
P.N.W.District website under the “club” category.)
Sometime after every November 15th when the most recent past year’s
Round Robin forms are turned in and recorded we should know how much
interclubbing increased during that particular past adm. year. So let’s keep
building on this. Remember our Kiwanis motto: “We Build.”

about how being a member of the Kiwanis Family had

Distinguished Service Award by Past Governor Loren
Lee. The award, presented annually by the Past
Governor’s Committee, is one of the most prestigious
in the district and honors the Kiwanis Service of the
late Jack Delf – a Past International Vice President.

International President during 2004-2005.
INTERNATIONAL CONVENTION SUMMARY
More than 7,000 Kiwanians and guests attended the 88th annual International
Convention in Indianapolis, June 20-24. Hundreds of members took advantage of
the location to tour the World Headquarters of Kiwanis.
In addition to a full schedule of educational forums and workshops, 800
Kiwanians and guests attended an International Conference on Children to learn
more about children’s needs and how Kiwanis clubs can respond. A World of
Service Fair featured outstanding club and district service projects from around
the world.
The convention service project collected almost 10,000 new and gently used
children’s books to help schoolchildren around the world. Many brought books
to the convention; others donated gift certificates through a partnership with
Borders Books.
Many of the collected books were donated to children enrolled in Christel
House Learning Centers in Mexico, Venezuela, India, South Africa, and
Indianapolis. Books also will be provided to at-risk children in the Indiana
District through youth centers, homeless shelters, and centers for women and
children escaping domestic violence.
The House of Delegates elected Robert L. “Bob” Moore of Venice, Florida, as
International President. He first joined the International Board as a Trustee in
1994 and served as a Vice-President during the 1997-98 and 2000-01, as Vice
President/Treasurer in 2001-02, and President-Elect in 2002-03.
President-designate Bob is a 35-year member and past distinguished president
of the Kiwanis Club of Venice and served as Governor of the Florida District in
1991-92. He is an attorney and shareholder in the law firm Kanetsky, Moore,
& DeBoer, P.A. Bob and Jan Moore are parents of four sons and have five
grandchildren.
Case Van Kleef of Plover, Wisconsin, was elected President-Elect. Stephen K.
Siemens of Des Moines, Iowa, was chosen as Vice President/Treasurer from a
field of five candidates.
Newly elected International Trustees from Region I (U.S.) are Don Canaday,
Indiana; Mark Rabaut, Michigan; and Joel Lee Williams, Alabama. Also joining
the International Board are new Trustees Pierre Laliberté, Quebec (Region II,
Canada and the Caribbean) and Gunter Gasser, Austria (Region III, Europe).
The House of Delegates considered four proposed amendments. Delegates
approved an amendment to the International Constitution that raises annual
International dues from $27 to $42 per member.
Proponents of the dues increase stressed it will enable Kiwanis International to
balance its budget, eliminate debt, restore reserve funds, maintain priority
programs, improve services, and implement a strategic plan.
Delegates also adopted an amendment that directs the Board of Trustees to
adjust the dues of clubs in countries where the Gross National Income per
person is less than US$10,000.
An amendment to change club representation at district conventions was
defeated. Withdrawn for lack of a motion was a proposed amendment that
would have enabled Kiwanis International to offset operating costs by drawing
up to 15 percent of revenue from its fund-raising activities, third-party
agreements, and sale of database information.
Kiwanis International’s 2003 House of Delegates firmly underscored its
determination to finish the mission of virtually eliminating iodine deficiency
disorders (IDD) worldwide. The delegate body, gathered at the 88th Annual
International Convention in Indianapolis, Indiana, June 20-24, approved three
resolutions for the 2003-04 administrative year, one of which recommits the
Kiwanis family to fighting an ongoing battle against IDD.
Delegates also adopted three resolutions. The first resolution titled “113,000
Reasons to Complete Our Worldwide Service Project Pledge” commits the
Kiwanis family to complete its mission to virtually eliminate iodine deficiency
disorders (IDD). While more than 70 percent of the world’s households now have
access to iodized salt, 113,000 children are born daily who are still at risk of IDD.
By 2005, the Kiwanis family will raise an additional $3 million to protect its IDD
investment and complete the job.
A second resolution, titled “UNITED in Service,” supports the goals of 2003-04
International President Bob Moore. President-designate Bob will stay the course
set by his predecessor, 2002-03 International President Juan F. Torres Jr., MD, who
established three goals: “Succeed with Service, Excel with Membership, and
Educate Everyone.”
A third resolution, “Our Commitment to Young Children: Priority One,”
directs Kiwanis clubs to support Young Children: Priority One in 2003-04 by
addressing issues in four categories: safety and pediatric trauma, childcare and
development, maternal and infant health, and parent education and support.
Next year’s International Convention will be held in St. Louis, Missouri,
June 25-29, 2004.

AROUND THE DISTRICT
SALEM KIWANIS SUPPORT HONORARY JUNIOR MEMBER
The Salem Kiwanis Club has a young “Honorary Junior Member” who has
been an inspiration to many in the Pacific Northwest District. Her name is
Codi Frazier and she just turned 11 last July. She always wears her Kiwanis pin
and mentions that she is a member to virtually everyone she interacts with.
She is cared for by Salem Club member Loni Barrett. As Codi’s father was not
able to fully care for her after her mother died in 2002, Loni became Codi’s
legal guardian and full-time care giver. Loni, a relatively new Kiwanian, was
named as “Rookie of the Year” by the Salem club last September, just six
months after first joining the club!
As a result of bone cancer (osteosarcoma) discovered in her left knee in the
summer of 2000, Codi had a rotationplasty in February 2001. This is where the
surgeon removes the tumor by amputating the affected area. The foot is then
turned around and attached where the amputation was performed. This
allows the ankle to function in the place of a knee joint. Following the rotationplasty, it was thought that her cancer was in remission.
Last Fall, Cody was diagnosed with juvenile diabetes which further complicated her health care. Last Spring, as part of the standard routine before fitting
her with a new prosthetic leg, she was given a cancer-screening test at
Portland’s Shriner’s Hospital for Children. Unfortunately, it was discovered
that the cancer had returned and had now spread to her lungs.
Codi was then transferred to Doernbecher Children’s Hospital in Portland.
Unfortunately, her doctors, many of whom are a part of the Kiwanis
Doernbecher Children’s Cancer Program (KDCCP) have determined that her
cancer is inoperable. The cancer has recently moved into her left lung where
the tumor is pushing on her heart, trachea and other organs.
Codi has been an active part of the Salem Kiwanis Club for well over a year
and was made an “Honorary Junior Member” of the club in October 2002. She
earned this honor by attending many club meetings and also participating in
many of the club’s service projects. Among others, Cody helped out at the
annual pizza booth fundraiser at the Salem Art Fair and also spent a day at the
4-H camp with kids from the local homeless shelter. At the latter event, she
caught more fish than anyone else! More importantly, it was hot out and she
wore shorts. Through her candor about both her illness and her artificial limb,
she helped some of the homeless kids see that even people with homes can
have big obstacles in their lives.
Codi was also on the Salem Kiwanis Club’s Relay For Life team. She has
been on several interclubs and even attended a Division 70 Council Meeting.
Codi enthusiastically agreed to be featured in a new promotional video for the
Kiwanis Doernbecher Children’s Cancer Program (KDCCP). The video, funded by the clubs of Division 70, is expected to be completed in mid-November
and will be dedicated to Cody.
The Kiwanis Doernbecher Children’s Cancer Program (KDCCP) a 501(c)3
non-profit Kiwanis Foundation, was formed fifteen years ago by the late Gene
O’Brien, Past Kiwanis International Trustee. It is supported by the Kiwanis
Clubs of Oregon and Southwest Washington (Divisions 42 & 44). To date,
KDCCP has raised over one million dollars to benefit and fund the Kiwanis
Children’s Cancer Wing at Doernbecher Hospital.
Doernbecher is a member hospital of the Children’s Miracle Network and is
the only hospital in Oregon that provides stem cell (bone marrow) transplants
for children. Doernbecher cares for more than 40,000 children each year from
Oregon, SW Washington and surrounding states. Doernbecher cares for an
astounding 75% of Oregon’s juvenile oncology patients.

DIVISION 20 IS A WATERWORLD
PNW Div. 20 is unique in that all the seven Kiwanis Clubs which comprise it are
located on islands in upper Puget Sound. Three Anacortes clubs are based on Fidalgo
Island, Whidbey Island is home to the Oak Harbor and South Whidbey Clubs, while
the Orcas Club is at Eastsound on Orcas Island and the Friday Harbor Club is on San
Juan Island. The geography is insular and spectacular, but challenging when interclubbing is the program of the day. Anacortes Kiwanis Noon Club has an adjunct group
ANKRS, Anacortes Noon Kiwanis Rowing Society, which takes the lead on crossing the
waters between the Div. 20 clubs.

Governor Sylvester Neal visited eleven year old Codi Frazier, an “Honorary Junior
Member” of the Kiwanis Club of Salem, Oregon, on August 29th. He presented her
with his own Governor’s Pin and declared that she was “PNW Governor for The
Day.” Codi, has been fighting a three year battle with bone cancer and is currently being treated in the Kiwanis wing of the Doernbecher Children’s Hospital in
Portland, Oregon.

Latest in Interclub visits was Aug. 5, when five Kiwanians at the oars pulled out of
Anacortes in the early dark. at 5:05 AM. Crossing Rosario Straight, they threaded
Peavine Pass at mile 10 and turned north into Eastsound, where another 11 miles away
was lunch with Orcas Kiwanis Club. ANKRS departed Anacortes first and was trailed
by a flotilla of 5 later-leaving power and sailboats with Noon Club passengers bound
for the Interclub luncheon at the town of Eastsound.
ANKRS was formed some 6 years ago as an element of Anacortes Kiwanis Noon
Club. It was the idea of Herb Pearson, a former Div. 20 Lt. Gov. There are now 11
members, of which 3 are women. Rowing is an every Tue. and Thu. early morning
ritual with a post-row coffee critique on shore at 8:00 AM. The Aug. 5 trip was the ninth
long distance row they have accomplished.
The five in this latest row formed a well-seasoned and multi-talented crew with an
average age of 68. Professions, left behind in retirement, include that of electrical
engineer, college math professor, county building officer, architect and mortgage
broker. There are four oar positions and one coxswain. The coxswain, while sitting in
the aft position, has navigating responsibilities and enjoys a 30-minute rest off the
12-foot oars. This changes every 30 minutes as crew positions rotate. During a pause for
seat rotation, rowers take time-out to swig water and recharge with an energy snack.
Each coxswain sets the changing topics of conversation in turn. Those at the oars were
Herb Pearson, Jack Barnard, Hal Forsey, Jack Smith and Steve McLean.
Jack Barnard was the navigator for this trip. Planning is extensive and begins
usually 6 weeks ahead. Weather, tides, currents and potential ship and ferry traffic
needs to be factored in, he explains. The rowing gig is 21 feet long, but sits close to
the water and under usual ship radar. A “manual sound devise” is part of the boat’s
equipment. Good planning has meant good weather for all ANKRS inter island trips to
date. There has been one instance when the course was changed to the far side of an
island to miss fog on the primary course.
“We were in the pre-dawn dark when a spectacular sunrise exploded over Mt.
Baker,” said Pearson, “followed by a real ‘buttermilk sky’. These are sights uniquely
enjoyed at the slow pace of a rowing gig,” he added. During the journey, the rowers
saw all manner of sea life, eagles in the sky and wildlife on the nearby shore. Most
wake-producing powerboats stand clear and the few curious are waved off when the
gig’s coxswain raises an “intimidating Jolly Roger” flag.
Following luncheon with the Orcas club, the oars are stowed and gig is towed home
by one of the accompanying Anacortes Noon Club boats. The rowing crew is dispersed
among the powered vessels with talk about the next challenge, which Pearson says
could be to Victoria, on Canada’s Vancouver Island, a 28.8 mile international row.

Camp Kiwanis

PNW Governor-Elect 2003-2004
In 2002, the first 4 day camp for children with disabilities was held at Camp
Myrtlewood in Bridge, Oregon. This experience was the stepping stone to our
Southern Oregon Kiwanis clubs developing the Southern Oregon Camp Kiwanis
(S.O.C.K). With a major financial contribution from the Klamath Falls club and
financial contributions from the clubs of Coquille, Reedsport, Brandon and
Jacksonville, we were able to expand our vision and held the 2nd annual camp
outing from July 28th to July 31, 2003.
The Board of Directors consists of Wendy Millard, Dick Mayer, Dick Haines,
Robyn Johnson, Bob Eck and Dan Dreschel. Dick Haines is President and Robyn
Johnson is the Secretary/Treasurer. Wendy Millard is the Camp Director. The
camp staff came from many Kiwanian volunteers.
This year we enjoyed the fellowship of 9 campers and are looking forward to
expanding the number of campers each year. To do this, we are seeking
donations to help offset the cost of the camp and supplies.
The Mission statement reads: Southern Oregon Camp Kiwanis is dedicated to
providing a fun, accessible, affordable and safe camping experience for youth
and young adults with mobility impairments or physical disabilities.

WHITEHORSE CLUB ERECTS BORDER MONUMENT
Led by the Whitehorse, Yukon Territory club and club President Stan
Marinoske, Kiwanians from the AYN Division spent the July 4th weekend
building the first Peace Marker monument to be constructed on the
U.S./Canadian Border in over twenty years. They were joined by Governor
Sylvester Neal and an interclub from the Kiwanis Club of Oliver, British
Columbia.
Located on the Alaskan side of the border at the Skagway/Fraser border
crossing, the monument is a ten foot tall representation of a Inuksuk – the
classic Inuit stone figure.
Inuksuit (plural of Inuksuk) are among the most important objects created by
the Inuit – the first people to inhabit portions of Alaska, Arctic Canada and
Greenland. The term “Inuksuk” means “to act in the capacity of a human.” It is
an extension of the Inuit word “Inuk,” meaning “a human being.”
Designed by Whitehorse Kiwanian Rob Mason, a professional architect, the
monument features over 30 commemorative stones donated by other Pacific
Northwest Clubs in Alaska, British Columbia, Oregon, Washington and Idaho.
The Yukon stone, donated by the Whitehorse Club, is in the shape of the Yukon
Territory with the Kiwanis logo inscribed.
The four day project was several years and $10,000 in the making. It is
estimated that over 1,000 person-hours went into the project. Rick Kellow of
the Oliver Club was a major driving force in obtaining and transporting the
majority of stones donated by clubs in British Columbia, Oregon, Washington
and Idaho. AYN Lt. Governor Ray Dinger and Past Lt. Governors Tim McCarty
and Neal Gregory were instrumental in obtaining permission from the State of
Alaska to place the monument on the Alaskan side of the border.
As a border monument in the Northland, construction of the Inuksuk is
highly appropriate. The Inuksuit figures had many practical functions, being
employed as hunting and navigation aids as well as coordination points and
message centers. In addition to their earthly functions, certain Inuksuk like
figures had spiritual connotations and were objects of veneration. Even today, the
appearance of familiar Inuksuit on the Arctic landscape are a welcome sight to
the Inuit when far away from home.
So compelling was the desire of the Inuit to create Inuksuit, they appear not
only on the earthly landscape but in man Inuit legends and stories. They even
emerge from the movements of fingers playing a Inuit version of a Cat’s Cradle
like string game and in a winter-sky constellation.
Like all Peace Markers erected by Kiwanis on the border of Canada and the
United States, the inscription on the monument will read:
“THIS UNFORTIFIED BOUNDARY LINE BETWEEN THE DOMINION
OF CANADA AND THE UNITED STATES OF AMERICAN SHOULD
QUICKEN THE REMEMBRANCE OF MORE THAN A CENTURY OLD
FRIENDSHIP BETWEEN THESE TWO COUNTRIES. A LESSON OF
PEACE TO ALL NATIONS.”

Disaster Relief

On Thursday August 21 my family was evacuated from our home in Kelowna
due to the wild fire on Okanagan Mountain. After being evacuated for a week,
we were fortunate to return to our home. 68 families in our subdivision of
Crawford Estates were not so fortunate. To date 243 homes have been lost in this
fire, including the home of a Past President of the Kiwanis Club of Kelowna High
Noon. Other areas of BC have experienced a similar situation.
This experience has opened my eyes to the emotions and stress on people
when a natural disaster occurs. When a disaster happens in another part of the
world, my heart goes out to the people affected; however I never imagined the
extent to which they are impacted.
I have also experienced the support of our community coming together to help
each other – I have suggested to some that we must have a community of
Kiwanians when I see and experience the outpouring of help and support. The
community has come forward with substantial donations to the fire fund
through the Red Cross, Salvation Army and other local charities.
The need for immediate financial support was very evident when the evacuation was initiated. 30,000 citizens were evacuated, and they all needed lodging,
food, and in many cases clothing and transportation.
The Kiwanis Foundation of Canada administers a Natural Disaster Relief
Fund. The fund has provided support for Badger Newfoundland (flood);
Kamloops BC (wild fires); Red River Manitoba (floods); and Quebec (ice storm).
The Foundation has the ability to act very quickly when a need is identified and
a request is made. We need to build this fund to have the resources available to
provide support when needed.
I appeal to Kiwanis Clubs and Kiwanians in Canada to help replenish the
Disaster Relief Fund, and to build the fund resources so the Foundation will be
in a position to provide relief in Canada when a disaster happens. Individual
donations are tax deductible and a tax receipt will be issued. Please forward your

I sincerely hope your club and club members will seriously consider this
appeal. Thank you for your continued support to the Kiwanis Foundation of

Following the passage of the district dues increase at the District Convention
in Yakima, I would like to take this opportunity to thank those delegates who
attended our Question and Answer sessions that were held there prior to the
vote.
It was important to the members of the Finance Committee to make sure that
we were able to give you a fair and unvarnished idea of where the district is
financially and to be able to answer the questions that members had for us.
We felt that if we could present to you the measures we have taken each year
– to cut costs and hold down expenses, you would be in a better position to
evaluate the need for a dues increase.
With approval of the increase by the delegates, we have been able to avoid the
cutbacks that had been planned for reimbursement of Lt. Governor expenses. We
have also been able to more fairly remunerate our Sponsored Organization and
Program – especially the newer programs like K-Kids, Builders and Aktion Club.
Most importantly, we will be able to make adequate contributions to fund our
various Reserve accounts – contributions that could not have been made had the
dues increase proposal failed to win your approval.
As most of you know, these Reserve accounts are the district’s method of
putting money away in savings – both as a hedge against future, unforseen needs
and a way to fund future expenses, such as equipment purchases that are just too
large to be able to fund out of one years budget. Just as with your own families
savings, these Reserve accounts are critical to our financial well being
The dues increase approved at the convention provides for an immediate $5.00
per capita increase in dues, effective October 1, 2003. It also provides for annual
$1.00 increases for each of the next five years, beginning in October 2004. By
giving approval to the step increases, the delegates have given the district the
tools to deal with inflation and loss of members.
The amendment approved by the delegates also provides that these $1.00 step
increases will not take effect in any year in which the district membership climbs
above 15,000 Kiwanians. Quite simply, membership growth will help to spread
the cost of running the district out over a larger number of people and provide
both the clubs and the district with more revenue to carry out our mission.
Each member of the Finance Committee recognizes that this was a difficult
vote for many of you, particularly since we are all having to also deal with an
increase in International dues at the same time. I thank all of you who voted for
this proposal, and most especially, those who spoke in favor of it on the delegate
floor.
We pledge that both the Finance Committee and the District Office staff will
continue to monitor expenses and look for innovative ways to control costs while
providing a greater degree of service to clubs and their members.
We are always willing to consider any ideas that you, as members of the
district, have to increase the district’s efficiency, control costs and increase

district budget. You will find both budgets that were submitted to the 2003-2004
Board posted on our district website. They are contained within in the 2003-04

increase amendment for their vote of confidence in both the leadership of this
district and the future of Kiwanis in the Pacific Northwest.
