1.0 INF RULES OF NETBALL
1.1 All Fixtures will be played under current INF Rules in force in Scotland at the time, except where specific rules apply for this competition (detailed below).
2.0 MATCH REGULATIONS –

2.1
Durations of matches are as follows:
Under 13 4 quarters of 10 minutes
Under 15 4 quarters of 12 minutes
Under 17 4 quarters of 15 minutes
2.2 All matches will have intervals of 2 minutes at quarter and three-quarter time, and 3 minutes at half time.

In the Interest of ensuring all players are exposed to a great netball experience. Netball Scotland recommend Fair Play.

By half-time if a team is ahead by 20 goals or more of their opposition, the two coaches must come together and discuss the efficacy of continuing with the game in the same manner as the first
half. Netball Scotland expect that coaches are willing to make squad changes, use players out of position, or indeed look to mix the two teams to play together and learn from one another. Teams will use the official match record sheet to detail at what point this rule was enforced in the game and what the score was at this point. Full match sheet procedure is detailed in Rule 3.0.
For season 2016-2017 Netball Scotland is appealing to our netball coach’s common sense and them giving recognition to the age categories they are developing; to confirm Fair Play is a recommendation for season 2016-2017.
However, if three or more reports are received via the Enquiries and Concerns Procedure, throughout 2016-17, over all age categories. Netball Scotland will look to install this as a RULE for season 2017-18.
2.4 For First Round group stage games do not need to be won outright at full time. Games will be recorded as a win, loss or draw according to the competition regulations document (see rule 3.3)

From the Knock-out stage onwards games MUST be won outright by one team.

If the score is a draw at full time, the umpires will blow the whistle for full time as usual.
There will be a 2 minute interval during which time teams can make substitutions and team changes.
The centre pass will be taken by the team due the next centre pass.
Play will consist of two periods of 5 minutes, with a 1 minute interval between (with substitutions and team changes allowed).
If still a draw following the 10 minutes of extra time, a visual signal shall be used to indicate that play will continue until one team has a two (2) goal advantage.
2.6 All matches must be played indoors. Match surface must be a minimum of 70ft x 40ft. Goalposts shall be vertical and 3.05m (10 feet) high.

There is no allotted injury time in Scottish Youth Cup games.
2.8
If an extraordinary circumstance occurs during a game, the umpires should stop the game and both coaches should agree if it is too dangerous for the game to continue (e.g a leak on the hall roof).
Under this circumstance the game will be recognised as abandoned.

However, in the event of an injury, time should be stopped, the injured player should be removed from the court and a substitute put on with play continuing as soon as possible after the bib change.
In the event of a serious injury or accident, common sense must prevail, the use of the ‘Umpire time out’ should be used to stop the game in the main interests of the safety of the child.
If the game is abandoned at any time, teams should complete the match record sheet to indicate at which point the match was stopped and what the score was at this point.
If a game is played over half way before it is abandoned the score at the point of abandonment will stand.
If the game is abandoned before half time, if time permits, the game should be rescheduled. If time does not permit, teams should immediately alert the Competitions Advisory Group by following
the Enquiries and Concerns Procedure.

3.0 OFFICIAL MATCH RECORD SHEETS
3.1 Both teams are required to complete all the relevant fields of Netball Scotland’s official match record sheet for every match, including the names of all players and indicating which players have taken to court in that match.
3.2 The official match record sheet must be signed and printed by both team coaches/managers at the end of the match. 3.3 By signing the match record sheet teams are agreeing to the result of the match. Results will not be recorded by Netball Scotland without both teams signing in Recognition.

The home team is responsible for returning the signed match record sheet to Netball Scotland within 2 days of the game being played. 3.5
If there is an extraordinary circumstance in where a team does not agree with the score or circumstances of how the game was played on the day, then that team should not sign the match sheet and use
the ‘comments’ section to detail their reasoning.

Teams who do not return the official match record sheet to Netball Scotland may be subject to a penalty or fine (at the discretion of CompAG). If the disputing team is not the home team then they should follow up their disagreement via the Enquiries and Concerns Protocol, details in the ‘Enquiries and Concerns Procedure Document’, within 24 hours, for the CompAG to action.

4.0 UMPIRE AND OFFICIALS REQUIREMENTS
4.1 Two official scorers (one from each team) must sit together and should liaise with the umpires at the end of each quarter to confirm the score.

All teams are expected to provide an umpire for each match at the following levels:
Under 13 Minimum Level C
Under 15 Minimum Level C
Under 17 Minimum Level B
4.3 Netball Scotland regret that they are not in a position to allocate umpires to matches or to assist with sourcing an umpire for Youth Cup matches. Netball Scotland’s recommendation would be to utilise the ‘Team White’ Facebook page for all umpiring requests.
4.4 Netball Scotland will supply appropriate umpires for National Finals Day matches at the end of each season.
4.5 Any decision made by an acting umpire is final and must be given without appeal.

5.0 HEALTH AND SAFETY REQUIREMENTS
5.1 Suitable sports footwear must be worn. They shall be of lightweight material with suitable gripped soles - spiked soles are not allowed.
5.2 No item of jewellery, except a wedding right and/or medical alert bracelet, shall be worn. If either or both are worn, each shall be taped.
5.3 Fingernails shall be short and smooth. Umpires should check all players’ nails before the start of each match.
5.4 Pregnant players or umpires may not take part in competition beyond the 12th week of pregnancy.
5.5 In the event of an injury or accident during the game common sense should prevail.
