One of the most obvious reasons for selecting a water line for replacement
is the history of breaks on a particular water line. A water line, that is continually
having problems, uses up manpower, time, and resources that can be used in
other areas. Another issue is the inconvenience and constant interruption to
service for water customers.
Age of water lines
If all things are equal between two water lines, an older water line should
be replaced prior to a line that is newer. The older line poses a higher chance of a
catastrophic failure.
Population density
Consideration needs to be given to the number of customers affected by a
deteriorating water line. A water line that has more customers on it will rank
higher than one with fewer. Replacement of a higher service line will have a
greater impact on customer service.
Economic development
If the city shows a proactive approach to economic development by
addressing the infrastructure in an area that can attract businesses, potential
developers could see this as a positive for investing in our community.
Cost analysis
For the most part, any water line replacement will cost approximately the
same for the same length of pipe depending on the size and location to the street.
If a water line replacement is, for the most part, located in yards, more could be
accomplished compared to a line in which the street will need to be repaired
afterwards.
Grant and funding opportunities
A water line may be found eligible for grants or funding and to qualify may
have to be done within a certain timeframe. Anything that will reduce the cost
will be considered.
