On Diplomatic Ranks in Ukraine

The Law sets diplomatic ranks in Ukraine, defines the
procedure for their conferment and deprivation.
Diplomatic rank is a special title, which is given to the
public servants in compliance with this Law.
The following diplomatic ranks shall be established in
Ukraine:

Ambassador Extraordinary and Plenipotentiary;
envoy extraordinary and plenipotentiary of the
first class;
envoy extraordinary and plenipotentiary of the
second class;
adviser of the first class;
adviser of the second class;
first secretary of the first class;
first secretary of the second class;
second secretary of the first class;
second secretary of the second class;
third secretary;
attachй.
Diplomatic ranks from Ambassador Extraordinary and
Plenipotentiary to attachй shall be equal to the ranks of
public servants from the first to the elevenths rank
respectively. Diplomatic employee who is conferred
diplomatic rank upon his/her application may do diplomatic
service until s/he is 65 years old.
Diplomatic ranks shall be conferred by the Minister of
Foreign Affairs of Ukraine to the persons who are public
servants pursuant to the Law of Ukraine “On Public service”
and do public service, which principles, tasks and functions
conform to diplomatic service in Ukraine and are defined by
the Law of Ukraine “On Diplomatic Service”.
Diplomatic rank shall be conferred according to the post,
which the public servant occupies. Diplomatic ranks shall
not be conferred to administrative technical employees.
Ranks to administrative technical employees shall be
conferred in the cases and according to the procedure
provided for by the Law of Ukraine “On Public service”.
The person who is taken to the diplomatic service for the
first time shall be designated for the post set for the
diplomatic rank with subsequent conferment of diplomatic
rank according to the post occupied.
As a rule, diplomatic ranks shall be conferred to the
persons up to 60 years old. Regular diplomatic rank outside
the post occupied may be conferred to the diplomatic
employee for thorough service in case of retirement
(resignation due to health condition).
The rank corresponding to the diplomatic post shall be
conferred to the public servant appointed for the post of
Ambassador Extraordinary and Plenipotentiary, Permanent
representative of Ukraine in international organization
within a year.
The following terms of holding diplomatic ranks by the
diplomatic representatives shall be set for:

attachй, third secretary, second secretary of the
second class, second secretary of the first class,
first secretary of the second class - two years;
first secretary of the first class, adviser of the
second class - three years.
Adviser of the first class, envoy extraordinary and
plenipotentiary of the second class, envoy extraordinary and
plenipotentiary of the first class, Ambassador Extraordinary
and Plenipotentiary shall hold diplomatic ranks without time
limit.
The public servant, who was conferred diplomatic rank, shall
hold it life-long and may be deprived of diplomatic rank
only under the sentence of court and in case of termination
of Ukrainian citizenship.
