In addition to lost opportunities
 Every youngster dropping permanently out of
education and working life will cost society at
least one million euros before reaching
retirement.
 On an annual basis, every drop-out costs
society at least 28 000 euros.
40000 x 28000 = 1 120 000 euros/year
2013 Social Guarantee Program
 An educational guarantee, which guarantees
every school-leaver a place in the upper
secondary school, in vocational education and
training, in apprenticeship training, in a youth
workshop, in rehabilitation or by other means.
 The aim for the government is that by the end of
this decade over 90 per cent of the 20-to-24year-olds will have post-compulsory
qualifications.
Employment
 Every young person under 25 years old and
recently graduated people under 30 years old
will be offered a job, on-the-job training, a period
in a workshop or rehabilitation within three
months of becoming unemployed.

 Increasing youth apprenticeship -> More awareness and better
counseling.
 A hub and entrepreneurship program. -> Learning workplace and
business skills.
Curriculum and Pedagogy
 Integrating on-the-job learning to all studies.
 Increase contextual learning opportunities.
 Flexible study/work paths and recognition of all learning. -> young
entrepreneur program, working in a co-operative, small business
coaching, apprenticeship options, etc.
 Teacher and counselor training -> Supporting special needs
students, project based learning, mobile learning, serious games
and entrepreneurial teaching methods.
