In accordance with the stipulations of the Bi-Sc Procurement Directive 60-70, Annex B, the following information is provided on an Invitation for International Bidding (IFIB) that this Headquarters has the intention to release: IFIB Reference: ACT-SACT-11-31 Title of IFIB: Contract Support: Support to Development of NNEC Strategic Framework: Operational Expert and Tool Developer Requirement: HQ SACT is seeking contract support for the identification, description and (if required) development of new ways for NATO and the Nations to employ network enabled capabilities; to support the instantiation of NNEC-enabled capabilities through the use of technologies, plus the population, development and operation of associated tools and to support the communication of the NNEC Strategic Framework to the NNEC stakeholder communities, including (but not limited ) to NATO nations and commands, boards, working groups, communities of interest and industry and to support the promotion and development of activities in compliance with the framework while providing effective educational and training material. Provide support to the development, implementation, population and operation of NNEC Strategic Framework tools, such as the NNEC Roadmap, NNEC criteria database, NNEC Maturity levels database, etc. including the design and execution of test cases and the population and exploitation of NNEC tools. Provide support to the identification, definition and development of communities of interest, and establishment of mechanisms for regular information exchange. Support to the organization and execution of meetings, conferences and workshops to provide guidance on how NNEC could be established and employed. Recommend and support the implementation of operational improvements to NNEC tools and their contents at the light of stakeholders’ feedback and internal expertise.
