Meeting regarding the management of Dylan Voller

Tanya Blakemore (Senior Caseworker Youth Detention)
John Fattore (General Manager Youth Detention)
Michael Yaxley (Deputy General Manager Youth Detention)

Tanya explained that the management team at Don Dale Centre were seriously considering
transferring Dylan to Don Dale Centre (DDC) in order to manage him within the environment
at DDC.

George expressed concern that Dylan's behaviour may not change at DOC and he would be

Anthony is of the opinion that Dylan's behaviour may grow worse.

Derek stated that Forensic Mental Health were at the Centre now assessing Dylan. Taiwo
from FMH have expressed to Derek that Dylan should be on medication.

Tanya stated that medication maybe good however expressed her disappointment that last
time FMH said this they did not follow through with providing medication for Dylan.

Derek expressed concern that Dylan threatens other detainees, especially Detainee.
and that it is a safety concern and another issue for them to deal with in Alice Springs.

John stated that at DDC they would be better equipped to manage Dylan's behaviours as
DDC is a large facility, more staff and access to resources.

All persons agreed that we don't want to move Dylan just based on his request to do so or
because he is not getting along with others. The transfer is based on this being in the best
interest of Dylan.

John raised the issue of education and Dylan missing some education due to his behaviours
and being at risk. DOC to put in a submission for extra education staff to work with Dylan. If
the submission doesn't get up then may need assistance from DCF.

George said that DCF have spoken to Education before and he does not think DCF would be
able to assist financially however DCF can speak with Education and do a presentation in
order to advocate for resources for Dylan.

Transfer would be in about 6 weeks.
•
Tanya to follow up with FMH to get in writing that they believe should be on medication.
•
John stated that if Dylan's behaviour improves and he is compliant with medication then he
would ok Dylan to remain at Alice Springs. If not then Dylan would be transferred to DOC
and Corrections would make improvements to the Alice Springs facility whilst Dylan was in
Darwin. Dylan could be transferred back to Alice Springs at a later date.

John stated that Dylan should be able to be transferred via plane.

Tanya to follow up with FMH to get in writing that they believe should be on medication.
Tanya to forward this onto DCF.

John and Michael to follow up building works at DOC to house Dylan in appropriate
accommodation/environment.
•
Tanya to work with Lisa Coon (Principal at DOC Education Unit) to write a submission to
Education Department for extra resources for Dylan.

George to have discussions with Department of Education regarding extra resources for
Dylan.
