Revised: February 2014 INTRAMURAL 5v5 BASKETBALL RULES San Francisco State University Campus Recreation Department Intramural Sports E-mail: [email protected] The team captain is expected to read and familiarize themselves with the SF State Intramural Sports Handbook and is responsible to inform their team of all rules listed here and within the handbook. The SF State Campus Recreation Department/Intramural Sports Program reserves the right to implement and/or revise any rules without prior notice to protect the integrity of the leagues, ensure fairness of competition, and for the safety of participants. GAME AND PLAYER EQUIPMENT 1. The IM Program will furnish the game ball, but not for warm ups. 2. Only court or tennis shoes are allowed. 3. A player may not wear anything which could be dangerous to another player (e.g. jewelry, rings, watches, etc.) Only stud earrings are permitted. Knee braces are permissible provided all metal is covered by protective padding. 4. Hard casts of any kind are not allowed. TEAM COMPOSITION 1. Teams may carry a maximum of 10 players on their roster. 2. You have up to the fourth week of league games to finalize your official team roster. 3. Each basketball participant may only compete for one team in the league. 4. Current SF State intercollegiate basketball players, listed on the team roster for that current academic year, are not permitted to play in the intramural basketball league. 5. Club players must play in Division A Leagues. No more than two club players can play on any intramural team. THE GAME 1. The game shall be played by two teams of five players. 2. Each team must have no less than four players to officially start the game. 3. The game will begin with a jump ball at Center Court. All jump balls will alternate from the start of the game. 4. Teams listed first on the schedule will be considered the HOME team and wear WHITE/GREY T-shirts. Teams listed second will be considered the VISITORS and wear DARK T-shirts. 5. A five minute grace period will be given for late arriving teams. After 5 min. the game will be considered a forfeit, 0.0 sportsmanship points will be given to that team, and it will be counted as a loss. 6. SF State ID cards are REQUIRED at the beginning of every game prior to a participant playing on the court. You must have your SF State ID card to play. NO EXCEPTIONS! 7. ALL COED TEAMS MUST HAVE TWO WOMEN ON THE COURT AT ALL TIMES. 8. After the half time period teams will trade sides with each other. SCORING & TIMING (General/Regular Season) 1. A shot is made and scored when a live ball enters the basket from above and remains in or passes through the hoop. 2. All shots scored shall be awarded two points, except in co-rec leagues. In co-rec leagues a woman scoring a basket is worth four points. 3. 3-point shots will be awarded if the player’s feet are behind the line. Shots taken by women will still be awarded 4 points. 4. The game will consist of two, 15-minute running clock halves. The clock will only stop during a dead ball within the last 2 minutes of the game; and only if the score spread is 10 points or under. Over a 10 point lead and the clock will continue to run. 5. There will be a maximum of a 3-minute halftime. 6. Each team is allowed one 1-minute time out per half with no carry over to the next half. 7. If the score is tied after regulation play, the game will go on the record as a tie during regular season play. 8. At no time may anyone other than the team captain talk to the scorekeeper or officials for inquiry. All players not on the court must remain away from the scorer’s table. FOULS AND PENALTIES 1. In all jump ball situations, the ball will alternate possession from the initial start of the game and be checked in from the sidelines. Revised: February 2014 2. 3. 4. 5. 6. 7. The back of the backboard is considered out of bounds. The top and sides of the backboard are not. If the ball touches the black band above the hoop, it is also considered out of bounds. During regular season games free throw shots will be awarded, and the player being fouled will receive the ball at the foul line. Player will receive 2 free throws, with 10 seconds per free throw. 1 point will be awarded per free throw for both men and women. Personal fouls – Each player is allowed a maximum of five personal fouls. A player shall not hold, push, charge, trip, nor impede the progress of an opponent by extended arm, shoulder, hip, or knee or by bending the body into other than normal position; or use any other rough tactics. Penalty: Offender is charged with one foul and if it is his/her fifth personal foul, or if it is flagrant, he/she is ejected from the game. An ejected player is suspended at that time indefinitely from all IM competition pending a meeting with the Intramural Coordinator, who will determine the appropriate period of suspension. Team fouls – Team fouls will be counted during the regular season. Offensive Fouls, however, do not count as Team Fouls. On the 7th Team Foul in one half the opposing team will shoot One and One Bonus shots. If the first free throw shot is made, a second attempt will be awarded. If the first free throw is missed, the ball is live. On the 10th Team Foul, the opposing team will be awarded Double Bonus shots, where two free throws will be awarded automatically. Team Fouls will be reset at the start of each half. Technical fouls – Any player in a game that receives a technical foul will be required to discontinue playing in the game and must leave the facility. He/She will be suspended from playing in the team's next scheduled game, including playoffs. At that time, the suspended player is banned indefinitely from participation in all further IM competitions pending a meeting with the Intramural Coordinator, who will determine the appropriate period of suspension. Any team earning 2 technical fouls accumulated within a single game will result in an automatic forfeit by the team. Technical fouls can include, but are not limited to: a. swearing b. trash talking c. pushing d. intentional shoving e. disrespectfully addressing an official, or scorekeeper. The IM staff has the authority, at any time, to recommend that a player/team not be allowed to continue participating within a game or league. FREE THROWS 1. Personal fouls shall be charged against the offending player. 2. Personal fouls shall be taken out-of-bounds by the offended team at the nearest out-of-bounds spot except under the following conditions when they occur within the key: a. Against a player in the act of shooting (2 throws if shot is missed. If attempted shot is made, only 1 shot is awarded). b. Technical foul (2 throws). c. Intentional foul (2 throws). d. Flagrant foul (2 throws). 3. On a make, 1 point will be awarded. On a missed shot, the opposing team will take the ball out of bounds and play will continue. UNIFORMS 1. Player jerseys will be provided for teams by the IM program. 2. Players can make their own jerseys. They must be of the same color, and numbers must be clearly written on the back. SUBSTITUTIONS 1. All players must check in with the scorer’s table before entering the game. 2. Players may only sub in during a dead ball and must wait for a signal from the game official. SPORTSMANSHIP RATING & PLAYOFFS 1. All teams are given a sportsmanship rating at the end of every game (0-4.0). 2. If a team forfeits, they will be given a 0 rating in sportsmanship. If a team captain knows his/her team will be forfeiting a game ahead of time, the team should notify the intramural sports office. Teams that notify the intramural sports office via email by 12:00noon on the day of their game will be given a 2.0 sportsmanship rating for their forfeited game. [An email must be sent by 12:00noon to [email protected]] 3. The overall sportsmanship average(SPA) will determine whether or not a team is eligible for playoffs. A team with a total sportsmanship average(SPA) at the end of the season below a 2.7 will not be eligible to participate in playoffs. 4. All teams with a sportsmanship average(SPA) above 2.7 are eligible for playoffs, which will be held in a tournament format. Regular season records will determine tournament seeds. 5. In the event of a foul, free throw shots will be awarded to the person that got fouled. Revised: February 2014 6. 7. During playoff games, personal fouls will count against the team as Team Fouls. During playoff games, in the event of a tie following the 2nd half a 2-minute stopped clock period will be played. Each team receives one timeout for the over time. If no winner has been decided after the 2-minute over-time period, then the players that were on the court at the end of the game will be eligible to shoot free throws in a shoot-out type situation. The Visiting Team will take the 1st free throw. One player will shoot. If they make the free throw, the Home Team will shoot next and have to match the made shot. If the Home Team misses, the game is over and the Visitors Team wins. If the Visitors miss their first shot, and the Home Team makes theirs, the game is over and the Home Team wins. If both players make or miss the free throw, different players shall shoot the next set of free throws and so on until one team makes and the other misses their free throw. If all 5 of the players that were on the court at the end of the game make or miss the free throws, then other roster players may come on the floor to shoot. All players must stand at half court while the free throws are being taken. ZERO TOLERANCE POLICY There is ZERO TOLERANCE towards all violent and/or threatening behavior in all SF State Intramural Leagues. Players and/or spectators involved in any behavior which could potentially cause harm or injury to another player, ie: body checking, throwing punches, tripping, excessive taunting, verbal or physical abuse, and other malicious acts will be severely dealt with. In addition, talking to a game official is strictly prohibited and trash talking, arguing, or harassing a Campus Recreation employee will not be tolerated. Individuals choosing to engage in such behavior will be banned from future participation within the SF State Intramural Program forever, and a report will be filed with the University Police Department, possibly resulting in assault charges being filed against the individual.
