Instructions for Completing Application
This memo is in reference to meeting requirements for a Commercial Turtle Permit as provided for by
regulation 391-4-16. Attached is a copy of the regulation's provisions and requirements and an application form
which you must complete and return to the Special Permit Unit in Social Circle. The following information must be
provided fully for each item on the form:

Complete Application,
Provide name, address (including county), directions, and phone number of facility or business (if any).
For turtle farming only: List species and numbers of turtles currently maintained at farm.
For turtle farming only: Describe the turtle farming facility, including the area contained in enclosures and the
ratio of water to land area. Describe construction, including building materials. Attach a diagram or plan of
ponds, buildings, etc.
Enclose a check, money order, or credit card information for $55 (residents) or $505 (non-residents), payable to
Georgia Department of Natural Resources.
If you are exporting turtles, an Import/Export Permit application must be submitted for each individual
shipment.
March 31, of each year, even if you decide not to renew your Commercial Turtle permit, you are required to
forward an activity report by mail to Special Permit unit, and forward an electronic copy to
[email protected] or mail in at 116 Rum Creek Drive, Forsyth GA 31029 .
Turtle farms are subject to inspection by Department of Natural Resources personnel prior to approval of a
permit for any commercial turtle activity and at any reasonable time thereafter.
Required Fishing Licenses are purchased at 2065 U.S. Hwy 278 S.E., Social Circle Ga 30025
For Commercial Turtle Permits, Special Permit Unit is now located across the street (Hwy 278) from the Department of
Natural Resources building/ WRCC /Licensing Unit. at 2070 U.S.Hwy 278, Social Circle, GA
*If coming in person to purchase your licenses, please go to the Licensing Unit at 2065 U.S. Hwy 278, Social Circle to
purchase your Fishing license, then proceed across the street to purchase Turtle license If paying by cash, please make sure to
have the exact amount for your license. Law Enforcement / Special permit unit does not keep change.
*Enclose a check, money order, or credit card information for $55.00 for Resident and $505.00 for Non Resident
payable to Georgia Department of Natural Resources. (All fees include the cost of the license plus a $5 transaction fee)
* Our Business hours are from 8:00 am to 4:00 pm Monday thru Friday, Please call before coming to make sure
someone is in the office to process your permit.

27-4-91. Lawful devices generally
(a) Except as otherwise provided by law or regulation, it shall be unlawful for any person
engaged in commercial fresh-water fishing in this state to use any gear other than trotlines,
baskets in accordance with Code Section 27-4-92, t u r t l e traps, or shad nets in accordance
with Code Section 27-4-71, to which have been attached a tag bearing the name, address,
and commercial fishing license number of t he person using any such gear.
(b) For purposes of subsection (a) o f t h i s Code section, "trotlines" means one line which has
more than 50 hooks in any combination or a combination of lines with more than 50 hooks
in use by one person. The lines must be marked with visible buoys and must be attended
regularly and removed after the completed fishing t r i p . The lines must be submerged at
least three feet below the surface of t h e water. I t shall be unlawful to keep any game fish,
except flathead catfish, channel catfish, American shad, and hickory shad, taken with such
lines.
(c) For purposes of subsection (a) of this Code section, t u r t l e traps must be constructed of
netting and shaped as hoop nets. The traps must also have one open muzzle or throat at
least 32 inches wide with a ring ten inches in diameter made into t h e rear of t he t r a p to
permit fish to escape. Notwithstanding any other provision to t he contrary, it shall be
unlawful to use such traps in the Chattahoochee River and its impoundments lying between
Georgia and Alabama. I t shall also be unlawful to retain any game fish taken in such traps
in any of the waters of this state.
