Report of Superintendent of Schools.
At the first meeting of the school board, N. S. Baker
was chosen chairman and C. R. Tupper Secretary and Superintendent. Shortly after our organization, N. S.Baker died,
and by the new law, which took effect Apr. 27, it was
necessary for me to resign from the board. The two vacancies were filled by the appointment of T. W. Baldwin and J.
Edw. Knight.
The schools in town for the past year have been very
successful. Good work has been done in every school. We
have retained as far as possible the old teachers, who, being
acquainted with the course of instruction and the pupils,
have been fully prepared at the beginning of each term to
take up the work in the manner in which it should be done,

without wasting time in getting familiar with the qualifications of the pupils and what they were expected to teach.
At the beginning of the winter term, Miss Mary E. Carlisle was promoted from the West Intermediate to the Second
Grammar to fill the place made vacant by the resignation of
Miss Annie A. Huff, and Miss Anna B. Kendrick was elected
for the Intermediate School.
We were sorry to lose Miss Huff as she had been in this
room for several terms, doing excellent work, but the present
teachers have, and I think will in the future if retained, keep
these schools up to the high standard to which they were
brought by the former teachers.
In No. 8, Miss Maude E. Hodgdon taught the spring
term and Annie A. Reed, fall and winter. Good work was
done under both teachers.
In the High School. Clarence E. Michels was retained
for the spring term and F. W. Blair for fall and winter. Miss
Kate L. Reed has been assistant throughout the year. W e
feel that we were fortunate in securing such good instructors
for this school.
The attendance in all the schools during the year has
been unusually good.
Our Truant Officers are men who are willing to do their
full duty, and their work has been done faithfully. Pupils
have not been allowed to drop out during the last week or
two of school, as is too often done.
Course of Study.
The courses of study which we adopted for our High
School I think will prove satisfactory. As soon as the class
is through with the old three years course, the workings of
the new course will be seen and understood.
We thought best when adopting the four years course to
s who were in the school to contiuue with the

three years course and graduate from that. The last class
in that course will graduate in June, then the only courses
in our school will be the ones recommended by State Superintendent Stetson, with slight changes as given at the close
of this report.
On account of the crowded condition of our Primary
rooms, I have had the pupils do their last term's work of this
grade in the Intermediate rooms, so all pupils who go into
the upper rooms at the beginning of next term are to spend
another term on multiplication and other primary work.
I find there is a tendency to send children to the Primary
school too young. I have been obliged to send children
home and inform their parents that we could not have them
in school, and have notified the teachers to send home any
child under five years of age, that caused any disturbance in
the schools or caused the teachers unnecessary work.
There seems to be a misunderstanding among parents
about the age of pupils allowed to attend school. Chapter
162 of the Public Laws of 1893 reads as follows: "That the
age of pupils allowed to attend the public schools of this
State, be and hereby is fixed between the ages of five and
twenty-one years of age."
. Notwithstanding the law and the fact that several children under school age have been sent home, twenty-two have
been registered in our schools during the past year, who are
but four years of age.
I would recommend that hereafter tuition be charged
for all children in our schools not allowed by law to attend.
This method I think would keep our Primary schools from
being overcrowded, and no changes in the course of study
will be necessary.
We have procured Language Lesson charts for the Intermediate rooms, and have made the course of study for this-

grade to include lessons from these charts.

Ungraded Schools.
In our ungraded schools we are giving the same number
of weeks of school as in the village schools, but this does not
give pupils equal advantages with those in our graded
schools.
Tn the West Harbor school we have about filty pupils of
all ages from 5 to. 16 inclusive and are teaching all studies
from the alphabet to algebra. The Primary and First Grammar as well as all intermediate grades are represented. All
work that is done in five of our graded schools,, we are trying
to do in this one and1 the result is not satisfactory. The
school room is very large and at a. small expense could be
divided and made into two rooms. I. would recommend that
it be divided lengthwise, making one room about 17x36, the
other about 13x36. With a few seats .added, each room
would) accommodate 32 pupils.
On account of changes in the school laws and methods of
keeping accounts, it is necessary to open a separate account
far apparatus, appliances and supplies. Qne hundred dollars
should be appropriated for such purposes and pur appropriation for schools can be made one hundred dollars, less.
The insurance on High. School building expires this
month., The appropriation for insurance should be with that
lor repairs. We shall probably use $100 for repairs, about
$90 for insurance. As this account is now overdrawn I think
.$240 should be appropriated.

Report of Night Watchman.
To the Inhabitants of Boothbay
Harbor:
I wish to make the following report of the work for thethird year of my duties as watchman. While attending to all
calls for the special care of steamers, vessels and other property at the wharves, I have patrolled the streets and attended
to my regular duties to the best of my ability in a faithful
manner.
During the year there have been two alarms for fire to •
which I answered for duty. I have found six stores unlocked
and reported the fact to the keepers. I have had thirtynine men in the lockup, most of whom were tramps or suspicious characters which I released in the morning upon the
promise that they would leave town which they did.
I have attended to the trimming and lighting of the street
lamps and to all calls for constable duty in the interest of
peace and order.

layed out by the Selectmen beginning at the South end of
Highway now leading to Bayville and ending at the wharf
in Bayville village on the shore of Linekens Bay. Damage
awarded $1.00 (one dollar) estimated cost of building same
$25.00.
ART. 52. To see if the town will vote to raise $15.00 to
buy a pung for use of Engine Company.
ART. 53. To see if the town will vote to buy fifteen street
lights to be placed from David Elwell's Corner to West
Harbor Dam and raise money for same.
ART. 54. To see if the town will authorize the Water
Commissioners to lay a surface pipe from the Main near
W. M. Sawyer's Store to the end of McFarland's Point,
providing the revenue will guarantee such an outlay.
ART. 55. To see what action the town will take in relation
to help for Southport Bridge under conditions of vote of
1896.
The Selectmen hereby give notice that they will meet at
Pythian Opera House on Monday, March 7, A. D. 1898 at
8 o'clock in tne forenoon for the purpose of correcting the list
of voters.
