I. ITEMS FOR DISCUSSION
1. (ID # 9614) Local Law – LEGISLATORS TUBIOLO AND TESTA: ProposedProhibiting the sale and possession of synthetic drugs:
A proposed "LOCAL LAW" amending the Laws of Westchester County to prohibit the sale and
possession of synthetic drugs.
Chair Perez opened the meeting. Leg. Boykin stated that we are here to discuss Items
9614/9849 - legislation to Ban the sale of synthetic drugs. Over the past few weeks we
have heard testimony from the Departments of Consumer Protection, Public Safety, Health
and Labs & Research. We have seen what New York City has done.
There were several amendments made including the latest which added a number 9 to
section. 536.01 adding to the definition. Leg. Perez discussed some of the other changes
that have been made.
Mr. Gardiner of the Law Dept. was asked if the language was okay and he responded that
he didn't have any further changes to add. Leg. Tubiolo and Leg. Testa who sponsored the
legislation thanked the Committees members for all the help and suggestions and hoped
that this legislation would aid in saving lives. Leg. Perez and Williams also made comments
concerning the legislation and hoped that it would be effective in controlling the use of these
dangerous drugs.
With a motion by Legislator Williams, and seconded by Legislator Burrows, the item was
approved with a vote of 8 -0.

synthetic drugs:
A Resolution to set a Public Hearing on "A LOCAL LAW amending the Laws of Westchester

With a motion by Legislator Williams, and seconded by Legislator Burrows, the item was
approved with a vote of 8 -0.

the Legislation Committee during discussions of the 2017 Joint State Legislative Package.
Leg. Perez asked the members to review these letters and contact staff as to whether you
