RECOMMENDATION:
Receive a report on the recommendations made by the staff of the California
Transportation Commission for Cycle 3 of the Active Transportation Program.
DISCUSSION:
In April, the California Transportation Commission announced the call for projects for Cycle 3 of the State’s
Active Transportation Program. Cycle 3 includes funding for Fiscal Years 2019/20 and 2020/21. Overall,
there is approximately $263 million available statewide with $131.5 million available per year. The total
funding available for projects from Santa Barbara County is $158 million or $79 million per year from the
Statewide and Small Urban/Rural categories. The CTC received 456 applications for Cycle 3 funding
requesting $976.8 million. By comparison, for Cycle 2 covering FYs 16/17, 17/18, and 18/19, there was
$359 million available, or about $120 million per year. The CTC received 617 applications requesting $1
billion.
Applications for Cycle 3 of the Active Transportation Program were due to Caltrans by June 15. There were
a total of 10 applications submitted from our county requesting $35 million in funding. The summary of
applications submitted is included in the attached spreadsheet. In Cycle 2, there were 13 application
submitted from Santa Barbara County requesting $21.8 million.
The CTC staff recommends that 40 projects be funded from the Statewide program and 10 applications
be funded from the Small Urban/Rural component. From our region, four projects are recommended for
full funding. The four projects are in the following table.

The $14.7 million recommended for projects from our region is the largest amount of ATP funding our
region will receive from any ATP cycle.
The CTC is scheduled to adopt the Statewide and Small Urban/Rural components at their December 7/8
meeting in Riverside.
Once applications are approved by the CTC, SBCAG staff will prepare and execute an amendment to the
2017 FTIP in early 2017.

lane, 100 feet wide road with no traffic controls.

La Patera Lane Sidewalk Infill and
Bike Lanes
Project will construct 3,540 feet of Class II Bike Lanes and 1,945 feet of sidewalk on S. La Patera. The project
will remove gaps and barriers to travel. Pedestrians currently pull their luggage in the streets due to a lack of
sidewalks and cyclists compete with vehicles and pedestrians for space.

Roundabouts
The overall project will extend Ekwill Street across the southern portion of Old Town Goleta from Kellogg
Avenue to Fairview Avenue. Improvements include Class II bike lanes, a Class I bikepath, sidewalks and
roundabouts at Pine and Hollister Ave/Hwy 217 Interchange. Roadway improvements (two lane road) have
separate funding.

Pedestrian Improvements include installation of sidewalk, curb ramps and re-striping of crosswalks along
Guadalupe St. and near elementary school and traffic calming along Guadalupe St. to increase visibility of

at 5th St.

Construct 2.6 miles of Class I (multiuse) path along Las Positas and Modoc Roads for bicyclists, runners, and
pedestrians of all ages and abilities. The Project provides key connections to local and regional destinations,
schools (La Cumbre Junior High, SBCC, and UCSB), parks, and the beach.
Construct new bike lanes along Cota and Ortega Streets; install Green Lanes on Cota and Haley Streets; Bike
Boulevard on Alisos Street; sidewalk infill; three enhanced school crosswalks. The Project connects a low
income neighborhood to four schools, downtown, parks, library, social services, community center, City Hall
and Farmers Market.
Design and construct a 3.8 mile bike boulevard through Santa Barbara’s Westside neighborhood to Downtown
and the Eastside connecting to schools, employment areas, recreation, and public facilities. The Project is
located along Chino, Micheltorena, Castillo, Sola, Salsipuedes, Anapamu, and Nopal Streets.
The Solvang School Sidewalk Project includes the installation of sidewalk and ADA compliant access ramps at
key locations surrounding Solvang School where no sidewalks or access ramps currently exist. The Project
also includes minor grading, and striping for two new crosswalks. The Project is located along the streets
surrounding Solvang Elementary School including Laurel Avenue, Elm Avenue, Fourth Place, Fifth Street, and
Fir Avenue.
Construct curb extensions with ADA ramps at 3 intersections in a downtown corridor. New sidewalk with ADA
ramps and crosswalk improvements are proposed to create complete, accessible and seamless pedestrian
facilities. The project complements curb extensions, ADA ramps and other SR2S projects (sidewalks with
ADA ramps) previously constructed.
Fill a gap in the California Coastal Trail by constructing a 10-foot wide and 4,500 foot long shared-use trail at
the very southern end of Santa Barbara County. The trail will connect a Class I bikeway immediately adjacent
in Ventura County to the Class II bike lanes in Carpinteria.
