Parks, Recreation and Conservation Advisory Committee Meeting Minutes
Tuesday, July 5, 2016
This PRCAC meeting was called to order on Tuesday, July 5, 2016 at 6:30 pm.

Roll Call
Present: Cadelyn Guastaferri, Kim O’Brien, Larry Puleo, Dick Rynearson
Absent: Rich Gadus, Scott Clark, Keith Smith
Approval of Meeting Minutes:
MOTION: To approve the June 7, 2016 minutes. Motion moved by Ms. O’Brien and seconded by Mr.
Rynearson. Upon voice vote, motion carried.
Old Business:
3v3 Live Update:
Ms. Hatch explained the 3v3 Live tournament was approaching on July 23, 2016. The Parks and
Recreation Department were working diligently to draw any final teams in. The total registration, as of a
few weeks ago was approximately 10 teams. She said they would have Little Cheeser, an Ice Cream
Truck, possibly Jump Palace, and swag bags available at the events. Ms. O’Brien asked if anyone else had
come forward with discount offers and Ms. Hatch said not at this time. Ms. Hatch then added that the
department was in need of soccer referees and if anyone knew any to contact the department.
Ms. Guastaferri asked if it was a one day event and Ms. Hatch confirmed. She believed it would end
around 3:00 pm. Ms. O’Brien asked if the department needed help purchasing anything and Ms. Hatch
felt they were set.
Skate Park Update:
Ms. Hatch said they began putting the skate park equipment together. She said they started last week and
it was a work in progress.
Play Ground Equipment:
Ms. Hatch said the majority of the equipment had been installed. She said it would be up and working
before the 3v3 Live event.
Capital Improvements To Do List:
Ms. Hatch indicated that the summer was winding down and she was unsure if they would be able to
accomplish everything on their Capital Improvements List for 2016. She then listed some of the items that
had not been completed were the pavilion roof and shade sails at Thomas Heritage Park. Ms. Hatch
explained there were several trees and limbs that came down at City Park that needed to be professionally
removed. It was an unforeseen expense and may have blown the remainder of the budget. She then
explained they also had to remove water from the “to do list” at Thomas Heritage Park due to EPA and
cost of the project. Aside from those items she felt they would complete everything else.

Mr. Puleo said the Thomas Heritage Fishing Pond looked very nice and Ms. Hatch said they were on a
maintenance plan and it made a huge improvement. She add they had planned to fix the rails that were
damaged very soon. Mr. Puleo asked if they were damaged from vandalism and Ms. Hatch confirmed.
Ms. Hatch added that the police have increased their presence at the parks and hoped for no further issues.
She added that there was an adult that set up camp in that area and felt the police had evicted him from the
park.
Mr. Puleo asked if the pond had been stocked with anything aside from bluegill and Ms. Hatch said they
added bass in the spring.
Ms. Guastaferri asked if there would still be an opportunity for water at Thomas Heritage Park in the
future and Ms. Hatch said she was going to speak with Bill Miller, the Service Director about putting in
City Water. She said he would compile an estimate and they could go from there.
Mr. Rynearson asked if there was still talk about putting trees in the Dog Park area and Ms. Hatch said
she had not looked into it at this time. She also added there would not be away to get a truck in that area at
this time. Ms. O’Brien, mentioned that to make tree implantation successful they would need access to
water and having water bags filled was very expensive. Mr. Rynearson asked about transplanting trees
from the other parks and Ms. Hatch said it was not recommended by our Service Department.
Ms. Hatch then spoke about the SR 303 barn and informed the committee members that she was in touch
with an individual that would take down the barn and sell the wood as reclaimed wood. Whatever funds
they received from the barn she hoped could be used in the parks. Ms. Guastaferri asked if there was a
historical significance to the barn and Ms. Hatch did not believe so. She explained it would take a lot
more funds to restore it.
2017 Capital Improvement Wish List:
Ms. Hatch told the committee it was time to submit the 2017 budget. Ms. Hatch said she was looking to
add additional parking areas and wanted to have the current gravel parking areas paved at City Park, along
with the parking area at Thomas Heritage Park. She also wanted to include paving the walking trails
around City Park so people could walk on pavement instead of gravel. She added she would also like to
see Thomas Heritage paved as well.
Ms. O’Brien asked if the budget would include additional personnel because the summer months the
grounds workers were stretched so thin. Ms. Hatch said she was going to try and restructure the way they
brought in seasonal workers to try and alleviated some of those issues. She then added the City would
have a new HR director and felt that person could help with those timelines better than in the past.
Mr. Puleo asked if there were plans to do designated “no parking” areas at City Park and Ms. Hatch said
they would take care of those issues by putting cables up and Ms. Hatch said there were already “no
parking” signs in place, but unfortunately people do not pay attention to them. She also said she had
planned to put compost on the soccer field, so she really wanted to keep people off of it.
Mr. Rynearson asked if the cell tower at Thomas Heritage Park was operational and Ms. Hatch said she
believed it was. He then inquired if income was being generated to the parks and if it would increase the
2017 budget. Ms. Hatch said she would look into it with the Finance Department.
