1. What is the CPS Scheme?
Since 1991, the CPS Scheme has been administered by SPRING Singapore as the Safety Authority by
Ministry of Trade and Industry (MTI) under the Consumer Protection (Safety Requirements) Regulations
2002.
One of the roles of the Safety Authority under the Regulations is to ensure compliance by the industry
on the registration of 45 categories of Controlled Goods.
2. What are Controlled Goods?
These goods are electrical, electronic and gas appliances and accessories that are designated as
Controlled Goods under the Consumer Protection (Safety Requirements) Regulations. A list of
Controlled Goods can be found at www.spring.gov.sg/safety under ‘About the CPS Scheme’. Controlled
Goods are required to meet specified safety standards before they are given the SAFETY Mark and
allowed to be sold in Singapore.
3. How do I register the Controlled Goods?
a) Register as a Registered Supplier (RS) with SPRING Singapore
Go to CPS e-services at http://www.spring.gov.sg/qualitystandards/cps/cps/pages/eservices.aspx.
Fill in the e-form and submit your application to us. Once your application has been processed, a
Notification of the Registered Supplier's Code (RS Code) and a digital copy of different sizes of the
SAFETY Mark logo will be sent to your company.
b) Submit an application to a Conformity Assessment Body (CAB) for certifying the Controlled
Goods
More information on the application to be submitted to the CAB can be found in Chapter 9 of the
'Consumer Protection (Safety Requirements) Registration Scheme Information Booklet'. The booklet
is available at www.spring.gov.sg/safety under ‘About the CPS Scheme’.
Upon successful application, a Certificate of Conformity (CoC) will be issued to you.
The CAB will help you to register the Controlled Goods online. Once the Controlled Good is
registered, an Acknowledgement Receipt for Certificate of Conformity will be issued to you.
After you receive the acknowledgement receipt, you can start to use the SAFETY Mark together with
the Registration Number and supply, trade or advertise the Controlled Goods.
4. Where can I find the contact information of the Conformity Assessment Bodies (CABs)?
Please download a copy of the ‘Singapore Consumer Protection (Safety Requirements) Registration
Scheme Information Booklet‘. This is available at www.spring.gov.sg/safety under ‘About the CPS
Scheme’. Refer to Appendix Y in the booklet for a list of CABs and contact details.
5. I can’t complete my RS Registration on your website. What should I do next?
Our e-services work better on Internet Explorer. If you are still having problems with our CPS eservices, you can submit a hardcopy application using Form RS 01 and submit it to us together with
the ACRA business registration certificate/BizFile.

6. How should I display the SAFETY Mark?
Information on displaying the SAFETY Mark can be found in Appendix N and O of the ‘Singapore
Consumer Protection (Safety Requirements) Registration Scheme Information Booklet’. This is
available at www.spring.gov.sg/safety under ‘About the CPS Scheme’.
7. What is the validity period of the registration and how can it be renewed?
The registration of Controlled Goods is valid for three years or the period of validity of the CoC,
whichever is lesser, and may be renewed. To extend the validity, suppliers may approach the CAB
who issued their CoC to have the Controlled Goods re-certified. The company will obtain a new CoC
after recertification.
8. What would happen to retailers carrying Controlled Goods without the SAFETY Mark?
The maximum penalty for infringement is $10,000 fine and/or 2 years imprisonment.
9. Does SPRING perform testing?
SPRING does not perform any testing as SPRING is not a testing laboratory.

10. I bought an electrical product (one of the Controlled Goods) that does not come with a SAFETY
Mark. What should I do? Can SPRING help me with compensation?
There are 45 categories of Controlled Goods that require registration with SPRING and to be affixed
with the SAFETY Mark. Please e-mail [email protected] with product information including (a)
product name, (b) brand and model number and (c) name and location of the shop where the
product was purchased, for our investigation.
Compensation and warranties fall under the purview of Consumer Association of Singapore (CASE),
which is committed to protect the interests of consumers.
Alternatively, you may seek recourse with the Small Claims Tribunal which provides a platform to
resolve small claims between consumers and suppliers.

11. What type of test report is accepted for the CPS Scheme?
We accept test reports issued by our Recognised Testing Laboratories (RTLs) and Conformity
Assessment Bodies (Local or Foreign MRA-Testing). Alternatively, test reports accompanied with CB
Test Certificate under IECEE CB Scheme are acceptable.
