DetailingthepersonsandbodieswhowereconsultedabouttheproposedRodeNeighbourhoodPlan; II. Outlininghowthesepersonsandbodieswereconsulted; III. Providingasummaryofthemainissuesandconcernsraised; IV. Reviewinghowtheseissuesandconcernshavebeenconsideredand,whererelevant,addressedintheproposed NeighbourhoodDevelopmentPlan. TheConsultationProcessembarkeduponinRodehashadtheaimofensuringthat,duringtheextensive5yearprocessof development,theRodeNeighbourhoodPlanteamiskeptfullyupdatedonandcognisantoftheviewsandprioritiesoflocal residents,businesses,andkeylocalstakeholders. Theteamhasensuredthatvillage-wideconsultationshavetakenplaceateverystageoftheNeighbourhoodPlanningprocess, includinginthesettingofthekeyprioritiesfortheRodeNeighbourhoodPlan. ThroughouttheprocessofproducingtheRodeNeighbourhoodPlanaseriesofconsultationshavebeenundertakenincluding I. 3village-widesurveys,allofwhichachievedimpressivelyhighresponserates II. 5verywell-attendedpublicmeetings III. Focusgroupsamongstgroupslesslikelyeithertobeabletoattendortobevocalatpublicmeetings IV. One-to-oneinterviewswiththeelderlyfrail V. One-to-oneinterviewwithlandowners.Follow-updiscussionshavebeenheldwithlandownerswhoexpressedaninterestin developingtheirland. 2 4. Avarietyofmediaweredeployedtocommunicatewiththewholevillagecommunityoverthe5-yearperiod. Theleadcommunicationchanneltooktheformofdoordropstoeveryhomewithinthevillageasthiswasthemosteffectiveway ofensuringeveryhomereceivedtheinformationonthevariousstagesoftheNeighbourhoodPlan.Thevillagesizeandlayout madethiseasytoaccomplish,especiallyasthereisanestablishedteamofvolunteerpeoplewhoregularlyprovidethatserviceand thevillageisthereforeusedtothisformofcommunication.Itisawell-provenmediachannelinRode.Howeverregularupdates werealsopostedonRode’sveryactiveVillageFacebook(withits750+members),updatesandarticlesappearedregularlyinThe Link,whichisRodeVillage’sverylivelyMonthlymagazine(readbyanestimatedtwothirdsofthevillage). Additionally,anexistingRodeVillagewebsitewasutilisedintheearlystageoftheevolutionofthePlanbeforeanewRodeParish websitewasestablishedintimetohostthedraftNeighbourhoodPlan. Meetingswereadvertisedwithpostersinthelocalpostofficeandvillagestoreandontelegraphpolesthroughoutthevillage. ThehighresponsestosurveysandlargeattendancesatNeighbourhoodPlanpublicmeetingsbeartestimonytotheeffectivenessof thesemethodsofinformationdistribution. Theprocessofpublicconsultationhasbeenanevolvingone. Qualitativetechniquesincludingfocusgroupsandin-depthinterviewswereusedtohelpexploreandidentifyissues.Thisprocess resultedinrecognitionthattheRodeNeighbourhoodPlanshouldfocusondevelopinghousingdesignedtomeetthehousingneeds ofthevillage.Latersurveytechniqueswereemployedtoquantifythehousingneedsandinvestigatethecommunity’sviewson preferredlocation(aswellascommissioningasiteappraisalbyexpertconsultants). 5. 6. Quarter32011:AHOUSEHOLD-BASEDVILLAGE-WIDESURVEYOFPREFERREDSITESFORDEVELOPMENTAND FORPROTECTION. a. CommentsweremadeaspartoftheprocessforaParishPlan;thisParishPlanwastobesupercededbyaNeighbourhoodPlan. b. Thissurveyachieveda40%responserate(exceptionallyhighforapostalsurvey). c. Villagers’viewson17differentsitesinandaroundRodewereobtained.(Seebelowwiththemapsenttohouseholdsofthesites underconsideration.) 6 d. TheproposalatMerfieldhassupportinprinciple(Policy2). JULY/AUGUST2012:FOCUSGROUPS 3. a. Thesewereconductedbyanexperiencedresearcheramongst: i. YoungerAdults(18-25) ii. SmallBusinessOwners iii. Olderandlongtimeresidents(60+) iv. MothersWithPreSchoolAgedChildren b. ALLGROUPS TheoverallconsensusintheseGroupswasthattheydidnotseemuchneedforanymorelargescalehousebuildingintheVillage, especiallygiventhe50+housesbuiltontheBrewerysitewhichwerecompletedin2003/4plustheproposalfor44housesat ChurchFarm. Therewasageneralaccordonmostissuesexcepttheyoungeradultgroupwaslessvocalontheneedfor‘senior’housingandalot moreangst-riddenoveravailable‘affordable’housingnearlyalwaysgoingtopeoplefromoutsidethevillage.Howeverallgroups expressedconcernsabout‘affordable’housinggoingtopeoplefromoutsidethevillage. c. YOUNGERADULTS(18-25)ONHOUSING i. Couldnotexpecttoaffordtobuyanynew‘market-priced’housesintheforeseeablefutureandsawanybuiltgoingto ‘outsiders’ 10 ii. SawsocialhousingasameansofstayingintheVillagebutsaidexperiencehadshownthatevenwhenVillagersgiven ‘priority’mostsocialhousesinRodeendedupgoingto‘outsiders’(asalsowouldmostmarkethousing) iii. Essentialthatsocialhousingshouldbeproperlyintegratedinanynewhousingscheme,somethingtheyfelthadn’thappened intheRodeOldBrewerydevelopment. iv. Theavailabilityofon-streetparkingwasamajorprobleminmulticarhouseholdsasthisagegroupinaruralvillageneededto haveandoftendidhavetheirowncars. v. Strongbeliefexpressedthat‘outsiders’wouldnot‘fitin’norcontributetothelifeoftheVillage. vi. ConcernedthatpeopleontheproposedChurchFarmsitewouldnotbecomeorfeelpartoftheVillage. vii. ThisagegroupwhohadallbeenbroughtupintheVillageexpressedanimositytowardsoutsiderswhoprovedreluctanttoget involvedasthiswouldchangethecharacterofthevillageinwhichtheywerebroughtup.TheywantedRodetomaintainthe uniquecommunityfeelingthattheyfeltwassoveryspecialinthevillage. d. SMALLBUSINESSOWNERSONHOUSING (Businessownerssaidtheywerereluctanttosayanythinginpublicmeetingsasitmightcauseoffencetotheircustomers). i. Generallybusinessesdidnotseemorehousesbringingmuchbenefittotheiroperations.Itwasstatedtherewereplentyof businessopportunitiesalreadyintheVillagereadytobeseized.NonVillage-focussedbusinessesstatedthatifRodebecame overdeveloped,theyandtheirbusinesseswouldrelocateelsewhere. ii. Somevillage-focusedbusinessesstressednewhomesbuiltontheperimeteroftheVillagewouldnotcontributeanythingto theprosperity(orsociallife)ofthevillageandwouldaggravatetheparkingprobleminthecentreofthevillage(andbythe school). iii. Thelackofparkingforsupplyvehicles,staffandforcustomersneartothebusinesspremisesisamajorproblemformany businessesinthevillage. iv. Needforsupplyofsmallerhomesandsocialhousingforyoungandoldbutonlyforlocalvillagepeople. v. Socialhousingshouldbeintegratedwithindevelopments.Concernwasexpressedthatsocialhousingwouldbringinproblem householdsfromurbanareas,notusedtovillagelife. vi. GiventherecentexperienceattheOldBrewery,itwasfeltthatanynewmarketorsocialhouseswerelikelytogoto outsiders,nottovillagers. vii. NoneedformorebusinesspremisesinRodeastherewassaidtobeaglutwithina5-mileradius. viii. NolongerfeltRodeisanagriculturalvillageassofewvillagersemployedtowork‘ontheland’. 11 e. OLDERANDLONGTIMERESIDENTS i. Brown’sGroundfelttobethevitallungsoftheVillageandmustbeprotected. ii. PreferredtoseeanymajordevelopmentsontheperimeteroftheVillageandtokeepthevillagecentreasitis(afterallthe majordevelopmentonthecentrally-locatedOldBrewerysite). iii. ConcernoveranypossiblemoveofthebusinessesfromChurchFarmtoParkgateLane,turningthisuniquelyscenicspotwith vistasacrosstheMendipsintoaneyesoreasbadasChurchFarm. iv. Socialhousingshouldbefullyintegratedandprioritisedforlocalresidents,especiallyasmonthlyrentsof£700for ‘affordable’marketrentedhousesweretoomuch. v. Importanttoconsiderfutureprovisionofsomeshelteredand/orassistedhousing(includingbungalows). f. MOTHERSWITHYOUNGPRESCHOOLCHILDREN i. A2-bedhouseinRodeis‘thesamepriceasa4bedinTrowbridge’.Butwellworthitas‘thisplaceissospecial’. ii. RisknowwithanyfurthermajordevelopmentisthatRodeisonthevergeoflosingitscharacter,itscohesionandbecoming ‘asoullessdormitoryvillage’. iii. Wrongsortofhousesisbeingbuiltwhicharenotaffordableforresidentsoronperimetersitesfarfromthecentreonsites liketheSportsmanwhichis‘anestatestrugglingtobecomepartofRode’. iv. NarrowandovergrownpavementsonChurchLanemakeithardertolinktothetopendofthevillage. v. LowerStreethasbeentransformedbyrefurbishmentofhousingstock.Senseofcommunitybecomingwellestablished.But centreofRodeisnowatcapacity. vi. SocialhousingneedstobefullyintegratedandnotinblocksasontheOldBrewerysite. FormerpublicsectorhousinglikeTheMeadhavebeenlargelysoldoff.Manyhouseshavebeensubsequentlyextendedand greatlyimprovedand,asaresult,havebecomeexpensiveandsubstantialhomesandnotforthoseseeking‘affordable’ markethousingorsocialhousing. vii. Oldpeople’sbungalowsontheMeadhaveoftenbeensoldtoyoungcouplesandhavebecome‘starterhomes’andsoareno longeravailabletotheolderpeopleforwhichtheywereoriginallyintended. 12 HOWWERETHESERESULTSREFLECTEDINTHENEIGHBOURHOODPLAN:- Qualitativeresearchistheretoidentifyandunderstandissuesthatcanthenbeinvestigatedthroughquantitativeresearchtoassess howstronglyandhowwidelytheviewsexpressedarerepresentativeofthewidergroup. Notablyissuescametotheforeabouthousingforolderpeople,theneedtointegratesocialhousing,theneedforbungalowsfor olderpeople,theproblemsofparkingandtheneedtoprotectthegreenlungsofthevillage,mostnotablyBrownsGround. Theseissueswerelaterexploredthroughquantitativestudies. 4. MAY-AUGUST2012IN-DEPTHINTERVIEWSWITHTHEELDERLYFRAIL. a. Aseriesof15interviewswereheldtalkingtoelderlypeopleinordertoheartheirviewsonthevillage,astheywereunlikely tobeabletoattendanyofthepublicmeetings. b. Allsaidthatthevillagewassmallerwhentheymovedherebutithadmoreshops. c. Only1personwouldlikemorepeopleandhousesinthevillage-hegrewupinLondon!Mostwantednottoomuchbuilding becauseofinfrastructure,trafficandfloodingproblems. d. ItwasfeltthattheOldBrewerydevelopmentwascramped,toomanyhousesandnotwelldesigned. e. TheyallwishedtocontinuelivinginRode. f. Somefeltthevillageisaworseplacetolivenow.Thecharacterofthevillageisspoiltwithtoomuchtrafficandtheydonot knowsomanypeopleherenow. "Itisnotsofriendlynow-newpeopledon'tmixandsomedon'tjoininwithvillagelife." "Withmorebuildingthevillagewillbecometoourbanisedandadormitoryvillage." 13 HOWWERETHESERESULTSREFLECTEDINTHENEIGHBOURHOODPLAN: Thesein-depthinterviewsraisedissuesthatweresubsequentlyexploredviaquantitativesurveys. TheyspecificallyinformedthedesigncriteriaforelderlyhousinginPolicy3. 5. OCTOBER2012:AVOTER-BASEDVILLAGE-WIDESURVEYTOASSESSVILLAGEVIEWSONAWIDERANGEOF VILLAGEISSUESINCLUDINGHOUSING. a. Theaimofthissurveywas i. ToquantifytheviewsandopinionsofRoderesidentsonissuesaffectingthefutureoftheVillagethathadarisenin thefocusgroups ii. ToproduceclearevidenceofthewishesofRoderesidentswhichwillgivefocustothedevelopmentoftheRode NeighbourhoodPlan. iii. ThiswasasurveyofindividualvotersinRodewitheachquestionnairepersonallyaddressedanddeliveredtoevery houseinthevillage.Therespondentwasaskedtoprovidetheircontactdetailssothiswasavailableifneededfor verificationpurposes. iv. Theresponsewasremarkablewitha48%responseratebeingachieved.Some400surveycompletedquestionnaires werereceived. b. Keyfindings: i. More‘affordable’starterhomeswasseenasthetoppriority ii. Housingprovisionforolderresidentswasidentifiedasawidelyrecognisedhighpriorityforthevillage,significantly higherthanwassocialhousing. 14 iii. Anysocialhousingthatisbuiltshouldbeprioritisedfor‘localpeople’with86%supportingthis. iv. Additionallyalargemajorityofresidents(73%)thoughtitisimportantforsocialhousinginRodetobeintegratedwith ‘market’housingandnotbuiltinisolation. v. Athirdofpeoplesaidtheypersonallyfoundparkingtheircaronthestreetwasaproblem,howevertwothirdssaid parkedcarsonthestreetsinRodewasaproblem. 82%usedacartogettowork,whichisathirdhigherthanthenationalaverage,emphasisingtheessentialnatureof carswithinruralcommunitieswhencomparedwithmarkettownsthereforeparkingprovisioninruralvillagesneeds toreflectthis. vi. NearlyhalfofallrespondentssaidtheybelongedtoaRode-basedClub,whichindicatestheremarkableand extremelyhighlevelofcommunityinvolvementwithinRodeVillage. HOWWERETHESERESULTSREFLECTEDINTHENEIGHBOURHOODPLAN: Policiesonhousingfortheelderly,socialhousingandonparkingprovisionhavebeenincludedintheNeighbourhoodPlanto reflectthecommunity’sviews. 15 6. NOVEMBER2013:VILLAGE-WIDEHOUSINGNEEDSSURVEY (DESIGNEDANDORGANISEDINCONJUNCTIONWITH‘COMMUNITYCOUNCILFORSOMERSET’ANDMENDIP DISTRICTCOUNCIL) a. GiventhenatureofnecessarilyprobingpersonalquestionsasrequiredinaHousingNeedsSurvey,itwasimportantforthis surveytobeseentobehandledbyanindependentcompanyawayfromthevillagesorespondentscouldfeelconfident abouttheconfidentialityoftheinformationtheywereaskedtogive.HenceweworkedwiththeCommunityCouncilof Somerset(CCS)andallrespondentssentbyposttheircompletedquestionnairesdirectlytotheTauntonofficesofCCSwhere theresultsweredatacapturedandtabulated. b. TheRodeNeighbourhoodPlanteamworkedwithCCSandalsowithMendipDistrictCouncilHousingDepartmentinthe designofthequestionnaire.Itwasalengthyprocessandtheresultantquestionnairewaslong. c. Afterdiscussion,CCSrecommendedahousehold-basedsurveywithasmallprizeincentivebeingofferedtoencourage response. 16 d. Despitethelengthofthesurveyandtheintrusivenatureofthequestions,this12-pagesurveywithover50questions achievedanimpressive37%responserate,allthemoreremarkablegiventhiswasRode'sthirdvillage-widesurveyinthe previousthreeyears. HousingNeedsSurveysoftenachieveaverylowresponse.Afewyearsearlier,oneinRodeorganisedbyMendipDistrict Councilachievedlessthan10%response. e. TheresultswereanalysedbyCCSwhopreparedawrittenreport: i. OvertwothirdsofresponsesdidnotseeanyneedforanymorehousesthanthetargetnumbersetforRodeinthe MendipLocalPlan2006-2029. ii. TheVillage’sclearwish(75%)wasfornomorelargehousingdevelopmentslikeChurchFarm.Anyfuturelimited housingneedsshouldbemetbyconvertingexistingbuildingsandbuildingonindividualplots. iii. Ifanynewhouseswerebeingbuiltthentheyshouldbemedium(2/3bed)familyhomes,chieflylowercosthomesfor purchasewithsomeaffordablehomesfor‘local’peopletorent. iv. Thehousingtypewheregreatestneedwasidentifiedwasforspeciallydesignedhomes,includingbungalows,for olderpeople. Mostwantingthistypeofaccommodationexpectedtobeabletobuythesespeciallydesignedhomes,averysmall numbersought‘socialhousing’provisionof‘senior’housing. v. Overallonly9respondentssaidtheywereinterestedinanyformofsocialhousing,suchaneedcouldintheorybe morethansatisfiedbythe11affordablehousesnowplannedforChurchFarm. 17 HOWWERETHESERESULTSREFLECTEDINTHENEIGHBOURHOODPLAN: TheHousingNeedsSurveyprovidedanindicationoftherelativescaleofdemandforbothhousingfortheelderlyandsocial housingandthatthenumbersofhousesprojectedintheMendipLocalPlanwouldbeadequateoverthePlanperiod. Socialhousingneedcouldbeaccommodatedwithinthisplannedhousingnumberbutthereisaneedforamodestnumberof housingunitstobuy,specificallydesignedfortheelderly. Resultsshowedaverystrongantipathytoanyfurtherlargeestatedevelopments. 7. MARCH2015:CONSULTATIONONARANGEOF4DIFFERENTSITESFORPOSSIBLEDEVELOPMENTFOR HOUSINGFORSENIORSINRODE. 18 a. AbookletwasdeliveredtoeveryhouseholdinRodeinvitingelectorstoreviewthefoursitesthateachofthefour landownershadputforward. b. EachschemehadbeeninvitedtoaddressthequantifiedneedintheVillageformoreaccommodationovertimeforhousing specificallydesignedforolderresidents. 19 c. AnopendaymeetingforvillagerstoreviewandconsiderthevariousschemestookplaceonSundayMarch22nd2015. Over250villagersattendedit.Thiswasaremarkableturnout.ThePlanningDirectorofMendipalsoattended. d. Eachofthedevelopmentsiteswasrepresentedeitherbythelandownerortheagent. e. Nearly400writtenresponsesweresubsequentlyreceivedwhichrepresents44%ofallregisteredRodeelectors. f. KEYRESULTSWERE: i. Overhalfoftheresponseswereagainstmorehousing. ii. 43%wouldagreetomorehousingbutonlyiftherewassignificantcommunitybenefitsuchashousingfor‘seniors’. iii. Lessthan3%thoughtRodeneededmorehousingdevelopments. iv. Allthesiteswererejectedbutsomemoresothanothers. v. TheBarbara’sField/BrownsGroundproposalfora60-bednursinghomealongwith25-39houseswasmoststrongly rejectedasbeingtotallydisproportionatetotheneedsofthevillageasidentifiedintheHousingNeedsSurveyin Rode.80%wereopposedandonly12%supportedthisscheme. vi. TheVillagerswereagainstanylarge-scaledevelopmentson‘greenfield’sites. vii.
