Statements
Mission
The West Haven Child Development Center believes that the family unit is the strongest influence in the life of
the young child. Our program is designed to support the family by providing the child with a warm, secure, and
educationally stimulating environment. These needs are met by the use of qualified staff specially trained in
early care and education in an accredited program.
Background
In the fall of 1977 the Office of Grants-In-Aid submitted an application to the State Department of Human
Resources for funding to establish the first public child development center in the city. The application requested
funding for one hundred (100) pre-school children, but due to lack of space and funding, the program was
funded to service thirty (30) children, which were housed temporarily at the Forest Elementary School for a
period of one (1) year. Meanwhile the city of West Haven applied for and received a federal grant of 1,000,000
dollars for the renovation of the Noble Community Center into a multi-purpose center. The center has grown
through the years and now serves 173 children. In the fall of 1998 a grant was submitted to the State
Department of Social Services for 8 infant-toddler slots. The grant was approved and the slots were added, and
a resource room was renovated to host the infants.
In the spring of 1999 a needs analysis was conducted to identify which population would be better serviced
through the use of DSS funds. The results showed a dire need for infant-toddler care a sliding fee basis. The
board then converted preschools slots to infant -toddler slots. The changed created a total of 24 infant toddler
slots. Also in 1999 the City was designated as a priority needs district. The center then became eligible for
school readiness funds. The preschool slots were then added back under this funding. Today the center is still
the only provider of infant-toddler care in the City offering a sliding scale. The total number of children has
grown to 32 infant/toddler and 145 preschoolers. The executive director holds a doctorate in child studies, the
educational coordinator holds a blended early childhood certification, the education consultant holds a master in
early childhood education, the social worker holds a masters in social work and a full-time nurse was added to
the team. All of these professionals allow us to work with students in the various fields from our local
universities. Enriching the services we can offer to families and children. The center has been Nationally
accredited since 1991 and recently received 10 out of 10 as a score in all categories. The center strives to
provide services at an exemplary level and has most recently been recognized by First Lady Michelle Obama
for our efforts. One of only twelve early care and education programs in the nation to receive this recognition. In
2015, we were recognized again by First Lady Michelle Obama and this time we were one of only 9 programs
nationally and the only one in the northeast. In the fall of 2015, the center partnered with United Way to offer the
first Early Head Start program in West Haven. This was done to meet the needs of the community for high
quality, low cost infant/toodler care and education.

Impact
Our program promotes a higher level of learning for children, parents, teachers and the community utilizing a
comprehensive model of emerging practices across social, emotional, cognitive, and health domains. In 2016
we were the only program in CT to be recognized as a "Promising Practice," in medical home implementation. A
very unique distinction considering we are not a medical practice or clinic but the award recognized our efforts
to meet the needs of children and families through the use of a variety of support services. There are only two
programs in the country to be so recognized by the American Academy of Pediatrics. In addition in 2016 we
were the only team chosen to represent CT for a medical home and early childhood partnership grant to
address the effects of toxic stress on children, families and those that work with them. Previously, in 2015 we
received national recognition from First Lady Michelle Obama and the Center for Disease Control for our work to
address childhood obesity. We were only 1 of 9 programs selected in the nation and the only one in the
Northeast. We were also recognized by the CT Office of Early Childhood for meeting the new teacher
qualifications for early care and education. As a result of meeting these qualifications teachers starting salaries
were raised to $40,000. An additional $95,000 was secured in grant funding to upgrade preschool classrooms
and we recently partnered with the United Way of New Haven to add an Early Head Start program to serve
more infants and toddlers. A grant was secured toward start up funds to develop online early childhood courses.
The first offering had 1 student, the second had 5 students and the third one, that is currently running, has 19
students enrolled! There is definitely a need for this type of coursework for the early childhood community.In
February of 2015 we were awarded a 20,000 grant from the International Association of New Haven (IANH) to
partner with the Public Library and the West Haven Community House to offer programming to our diverse
community.We hope to further strengthen existing community partnerships and collaborations while developing
new ones.
Needs
1.The program's most pressing needs continue to be professional development of teachers. The State of CT
and National Association of the Education of Young Children is requiring 100 percent of teachers to be
specifically trained with a Bachelors degree in Child Studies or ECE and not just a related field with early
childhood credits by 2020. We reached the 50% requirement for 2015 but we have further to go to reach the
100%. by 2020. Additionally teachers who have been with us over a long term period are retiring. There is
quite a demand for qualified new teaching staff members and we need to keep our salaries and professional
development competitive to attract these new teachers.
2.Upgrades to the physical space and upgrades to our technology infrastructure.
3.Support from local foundations to build our financial base and garner more national funding sources are
needed now more than ever since CT is closing the Care for Kids Child care subsidy program for new families
as of August 1, 2016. Many of our families relied on this program to help subsidize their weekly fees. It will
greatly impact our funding.
CEO Statement
Our program is unique in that we take a holistic approach to early care and education. Staff members include an
executive director with a doctorate in child studies and an administrative and supervisory certification issued
through the State Dept of Ed. A full time social worker with an MSW, a full time educational coordinator with a
blended early childhood certification, an educational consultant with a master degree in early childhood
education and a full time pediatric nurse. The services provided include behavioral consultation for children;
parent workshops on various subjects; exemplary early childhood curriculum; play therapy group with Clifford
Beers Clinic; nutrition consultation for families and a new partnership with Shoprite to offer cooking classes
onsite to parents and children. Partnerships with several local universities have been formed to enhance the
services the center offers.
The Center has received National Recognition for quality programming through the National Association for the
Education of Young Children Accreditation process, receiving scores of three tens out of ten and scores of 10+
out of 10 on the remaining 7 strands for meeting emerging criteria over and above the standard criteria
assessed. First Lady Michelle Obama rewarded our efforts to prevent obesity in young children at the “Weight of
the Nation,” conference in Washington, DC, one of only 12 programs in the nation to receive this recognition.

The Center recently came in 4 in a national challenge campaign through the Child Hood Obesity Challenge
sponsored by the American Journal of Preventive Medicine. The work that has been taken place at the center
has also been internationally recognized, at the “Third Internationally Congress on Early Childhood Education,”
in Adana, Turkey. The Early Childhood Round Table at Oxford Univerisity, Oxford, England and at the Royal
College of Nursing at the University of Edinburg, Scotland.

Board Chair Statement
I have had a long standing relationship with the West Haven Child Development, beginning when my son
attended preschool here. I was so impressed for the program that I have remained as a board member for
several years. I am accountant by profession and it is clear that this is a well run, fiscally stable program. The
management team is creative, hard working and strategic thinkers. I am pleased to be associated with such an
organization that provides wonderful programming to the children and families in my City.

Programs
West Haven Child Development Center
Description
Our program is designed to support the family by providing the child
with a warm, secure, and educationally stimulating environment while the
parents are at work. It provides a positive setting for children to learn to
play, create, and explore with other children their own age. The Infant and
Toddler Program has a separate curriculum which includes physical,
emotional/social, cognitive and creative development. In this program, we
use a Primary Caregiver System to help foster the growth of a special
bond between the child and his/her caregiver.
As the Center’s name states, this is a place that not only provides
parents with needed child care but also works with the parents in helping
to promote each child’s growth and development. The aim is to develop
each child as an individual, while at the same time instilling in them the
basic rules and values.
The West Haven Child Development Center will be open from 7:30 a.m.
to 5:30 p.m., Monday through Friday.

Examples of Program Success
Recognized nationally by First Lady Michelle Obama for our Let's Move"
and our initiatives to address childhood obesity. One of only 12 programs
in the Nation to receive this honor.
Three of our head teachers will be among the first in the State of CT to
receive the new ECTC Early Childhood Teacher Credential at the
Bachelor level in the Spring of 2013, this will be a requirement for all head
teachers by 2020.
The Center was chosen to work with the Rudd Center at Yale, receiving a
child care nutrition grant to study the impact of changing the requirements
for the National Adult and Child Nutrition Program meal requirements.
Served over 1500 children and families in our 35 year history, in the
community, in a program that has been nationally accredited since 1991.
This has a huge impact on the families in our community being able to
work.

The West Haven Child Development Center is still the only program in West Haven to offer care for
infant/toddlers on a sliding scale. Our Center serves 173 children and has a waiting list of over 100. More than
50% of families earn below the state median income and are single-parent households.
The challenge that we face constantly is an ever changing economy and funding base. The importance of
Early Care and Childhood Education is talked about and researched has shown it is indeed a factor in the
school readiness, but money is usually given to expand services to new children and not to raise quality for
children already in care. Mandates are put in place without funding to back them. The teaching staff is required
to receive a bachelor degree (which we highly support), but no funding is in place to raise the salaries.
An opportunity we have is to pursue and write more grants at the federal level. The center is positioned near
several universities including Quinnipiac, University of New Haven, Fairfield, Sacred Heart and Post University.
Yale University including the Yale Nursing School presents an excellent opportunity to foster collaborations on
grants. The center serves as a placement site for 4 nursing students enrolled in a community health course
each summer.

Experience
Dr. Patrice Farquharson is well known for her expertise in early care and education. She has been the
Executive Director of the West Haven Child Development Center for 38 years. During her tenure she has
secured several million dollars in grant revenues to support the excellent multiservice program. Dr.
Farquharson is also an Associate Professor at Post University in Waterbury, CT. where she developed the very
first degree program online in early childhood education. She has received many awards and accolades for her
efforts to improve the lives of children and families. She has collaborated on many clinical and research projects
with her colleagues in nursing. Her areas of research focus on issues in early child development including
literacy, international adoption, and effects of violence. Patrice has presented at many interdisciplinary
conferences on these topics. She was one of the first administrators to formally recognize the importance of
providing quality nursing on site in her center and has had a PNP consultant for over twenty years and through
grant funding was able to add full time nurse to the administrative team.
Patrice had the opportunity to present her research with the center's education consultant Gayle van Dijk at the
International Early Childhood Congress held in Adana, Turkey. This was particularly an enriching experience as
West Haven and subsequently the Child Development has a large Turkish population. The parents were
extremely pleased that they had visited their country and became familiar with their culture.
Patrice has since presented in Finland, Spain , Oxford University, England and most recently at the Royal
College of Nursing,University of Edinburgh, Scotland. These presentations were funded in part by Post
University. Patrice, and 5 teachers presented the their work, addressing childhood obesity at the National
Association for the Education of Young Children's (NAEYC) national conference in November 2015.

Lisa Baglini

Experience/Biography
Lisa Baglini is the Infant/Toddler Team Leader at the West Haven Child
Development Center. She has a Bachelor of Arts Degree from Southern
Connecticut State University in Psychology and she just received her
Early Childhood Special Education (Birth to 5 Years) Certification from
Charter Oak State College. Lisa has been at the Center for ten years- first
she worked part-time in the infant/toddler program, then full time in the
infant/toddler and pre-school programs. She has also completed fieldwork
in a Kindergarten classroom. In her free time, Lisa enjoys cheerleading
and zumba. During the summer, she co-teaches a cheerleading camp for
children ages 5-12. Last year at the Center, Lisa helped pilot a Zumba
program for staff and parents.

Patrick has been the Social Worker at the Center for 13 years. He
currently holds a Master's degree in Social Work. He started as a Social
Work intern for his bachelor's program at Southern CT State University
and was then hired as the Social Worker. Patrick also teaches as an
adjunct at Post University. He truly enjoys working with young children
and their families and has enjoyed his time at the Center immensely.

Patricia (Penny) Beauchemin RN

Penny Beauchemin has a Bachelor of Science in Nursing degree from
College of Mount St Joseph in Cincinnati, Ohio. She is a Nationally
Certified School Nurse and has 43 years of nursing experience. She has
worked as a home care nurse, primarily with infants, children, and new
mothers, for well over 20 years. She has also worked in the Stratford and
Westport school systems with children from preschool through high school
and in New York State with adolescents with mental health issues. For
three years she also worked as an assistant teacher and on the Board of
Directors for the Lordship Cooperative Preschool in Stratford, CT.

The challenges are always meeting the demand for high quality affordable early care and education and
balancing that with being able to pay"worthy wages," to the staff and teaching staff to remain competitive. We

strive to provide excellent comprehensive programming and each year grants need to be secured to meet this
goal. The executive director writes the grants and it continues to take up much of her time. Professional
development is something that the center has invested in for several years. It shows in the qualifications of the
staff and the highly satisfied parents. Not many funders like to invest in professional development. Although it
was highlighted as very important at a recent Community Foundation sponsored event. Also the center has
been fiscally responsible and maintains a small fund for emergencies. While this is seen as a plus for our
financials it also serves as a detriment to funding sources when they want to know why we need the funds.
We collaborate with many and have written grants with other agencies within our community, we take
advantage of the many resources that are available through the community. We still need to find a source of
income that will support our current programs. We recently developed online training that has been approved for
college credit. We train our own staff so that they may meet the State mandatory qualification and have
partnered with our local Adult Ed to advertise the courses. Each time we take a step forward the State and
National economy greatly effects are resources. Most recently the care for kids child care subsidy program is
closing its application process for new families as of August 1, 2016. We rely on this income from families to
provide services.We need to secure funding to development two more courses and fund the fee for the college
credit review. We need to maintain our accreditation, meet the needs of families and children and recruit and
retain qualified staff members.
