PART I.—RECOMMENDATIONS.
RECOMMENDATION I.—Maternal Mortality : Nutrition.
Your Committee have considered paragraph (iv) of the Report
of the Public Health (Executive) Sub-Committee of 8th November,
1937 (appearing in the Appendix to this Report), and approve the
recommendation therein contained. The recommendation envisages an
increase in the amount of milk to be supplied to expectant and nursing
mothers so that two pints shall be available instead of only one pint
as at present, and the supply, in addition, of adexolin tablets. A
variation of the scale for maternity assistance is also proposed, having
the effect of entitling a larger number than at present of expectant and
nursing mothers to receive the increased issues both free of charge and
at half cost.
Resolved to RECOMMEND :
That the Council approve and adopt the Recommendation contained
in paragraph (iv) of the Report of the Public Health (Executive)
Sub-Committee of 8th November, 1937, relating to the amend­
ment . of the scheme of assistance for expectant and nursing
mothers.
On the motion of Councillor Forbes, the Council Resolved:
1248. That Recommendation I of the Report of the Public
Health Committee of 10th November, 1937, be
approved and adopted.
RECOMMENDATION II.—City of London Maternity Hospital :
Remuneration of Consultant.
Your Committee have considered a suggestion that the services of
Dr. Christie Brown, the Consultant Gynaecologist for the Consultant
Ante-natal Clinic, in connection with patients from the Clinic admitted
under his care to the City of London Maternity Hospital should be
recognised.

At present Dr. Christie Brown attends such patients at the Hospital

and operates, when necessary, without remuneration. All cases referred

'"committee! from the Clinic to the Hospital are, of course, abnormal, and require a
considerable amount of time to be devoted to them. During the present
year approximately 37 such cases have already been attended by Dr.
Christie Brown, and your Committee recommend that an annual payment
should be made in consideration of this service and that an expression
of the Council's appreciation of his work should at the same time be
conveyed to Dr. Christie Brown.
Your Committee have also considered a request that the Medical
Registrar of the City of London Maternity Hospital should be recognised
as deputy to Dr. Christie Brown, and recommend accordingly.
Resolved to RECOMMEND :
(a) That the Council approve the making of an annual payment
to Dr. Christie Brown in consideration of his services in respect
of patients from the Consultant Ante-Natal Clinic, admitted
under his care to the City of London Maternity Hospital, and
express to Dr. Christie Brown their thanks for the services
he has in the past rendered to mothers in the District.
(b) That for the year 1937 such payment be the sum of £105.
(c) That the Medical Registrar of the City of London Maternity
Hospital be recognised by the Council as deputy to Dr. Christie
Brown in respect of the services referred to in paragraph (a)
above.
On the motion of Councillor Forbes, the Council Resolved :
1249. That Recommendation II of the Report of the Public
Health Committee of 10th November, 1937, be
approved and adopted.
RECOMMENDATION III.—Maternity Hospital Accommodation.
Your Committee now learn that the Minister of Health is unable
to accede to the Council's request that consent should not be given to
the borrowing of money by Middlesex County Council for the purchase
of Bushey Heath Clinic.
Your Committee have, therefore, felt it to be desirable that a
further protest to the Minister should be made immediately, and have
accordingly instructed the Clerk of the Council to communicate again
with the Minister of Health urging the reconsideration of the matter and
requesting the Minister to receive a deputation, consisting of Councillors
Cridford, Ellis and Forbes, thereon.
Your Committee have also directed that copies of the original
formal representation of the Council and of relevant correspondence be
forwarded to the Members of Parliament for the Harrow and Hendon
Divisions respectively and to Major C. R. Atlee, M.P., and Mr. H. C.
Charleton, M.P. (being Members resident in the District), with a request
for their assistance in the matter, and that copies of the documents be
also forwarded to the Prime Minister.
As the circumstances clearly necessitated the taking of immediate
action, your Committee have now to ask the Council to confirm the
action taken.

Resolved :
(a) That the Report of the Public Health (Executive) Sub-Com­
mittee of 8th November, 1937 (appearing as an Appendix to
this Report) be received.
(b) That the Report, so far as it requires confirmation and is not
otherwise dealt with in this Report, be confirmed, with the
exception of the recommendation contained in paragraph (ii)
thereof.
3. INFANT WELFARE CENTRES: PERAMBULATOR SHELTERS.
Resolved :
That the recommendation of the Public Health (Executive) SubCommittee contained in paragraph (ii) of the Report of 8th
November, 1937, be referred back for further consideration ;
that the Authorities of the Church Halls at Streatfield Road,
Imperial Drive and Love Lane, Pinner, be asked as to whether
they would agree to the erection of a shelter of a more tem­
porary type, and that the Surveyor be requested to submit
details as to the erection of cheaper structures.
4. MATERNITY AND CHILD WELFARE SERVICES.
The Report of the Medical Officer of Health for the month of October,
1937, was submitted. The Report showed that during the month
270 births were notified, 2,368 visits were made to infants by Health
Visitors and 107 visits to expectant mothers.
5.
TREATMENT SERVICES.
180 cases were dealt with under the Council's scheme of treatment
service during the month of October, 1937, and during the month 41 free
and 12 half-price milk grants were issued and 300 grants were renewed.

(«) That the changing of the Ante-natal and Infant Welfare sessions
at Northolt Road from Friday to Tuesday, in the morning and
afternoon respectively, be approved.
(b) That the Report of the Medical Officer of Health upon the
heating arrangements at Streatfield Road Centre and Imperial
Drive Centre be received.
(c) That, for the time being, no action be taken to establish an
Infant Welfare Centre at Hatch End.
7.
COUNCIL OF CHILD WELFARE NURSERY SCHOOL.
Resolved :
That the Council of Child Welfare be granted the services of a
health visitor from 9.30 a.m. to 10.30 a.m. daily, for the purpose
of attending to minor ailments of, and inspecting, the children
at the Nursery School, for the sum of £40 per annum being a
proportionate amount of the health visitor's salary.
8.
MATERNITY AND CHILD WELFARE : TREATMENT SERVICES.
Resolved :
That consideration of a suggestion to amend the scheme of treatment
services to enable persons within a certain income limit to use
the various services at cost price be referred to the Public
Health (Executive) Sub-Committee for consideration and report.
9.
MIDWIFERY SERVICE.
(a) Attendance of Midwives on Operation Cases.
Resolved :
That, where midwives in the service of the Council, whilst acting
as maternity nurse, also render nursing services in cases of
circumcision an additional charge of 10s. 6d. per case be made.
(b) Laundry Charges.
Resolved
That the Council's midwives be authorised themselves to arrange
for the laundering of uniforms, that the cost thereof be
re-imbursed at the rate of 2s. 6d. per week, payable
quarterly ; and that the Council's conditions of service be
amended accordingly.
10. CITY OF LONDON MATERNITY HOSPITAL.
Resolved :
That an increase from £4 4s. to £4 14s. 6d. per week in the charge
for patients admitted to the City of London Maternity Hospital
be agreed.

NATIONAL BIRTH CONTROL ASSOCIATION.
Resolved :
That no action be taken upon the invitation now submitted from
the National Birth Control Association to appoint a repre­
sentative of the Council to the Association.
13.
MIDWIVES ACT, 1936 : COMPENSATION TO MIDWIVES REQUIRED
TO CEASE PRACTICE.
Resolved :
(a) That Middlesex County Council be informed that the Council
agree to the giving jointly by the County Council, the Hendon
Town Council and the District Council, of a direction under
Section 5 (2) of the Midwives Act, 1936, to Mrs. Gertrude Ellen
Sarell (No. 74,138), and to such direction requiring the sur­
render by Mrs. Sarell of her Certificate to the County Council.
(b) That the Clerk of the Council be authorised to approve the
form of the direction and to sign the same on behalf of the
Council.
14.
RAYNERS LANE ISOLATION HOSPITAL : COOKING STOVE.
Resolved :
That the existing gas cooker at the Rayners Lane Isolation Hospital
be replaced by two " Guest-house " cookers, at a quarterly
rental of £2 19s. 6d., and that the Clerk of the Council be
authorised to sign any necessary agreement with the Gas Light
& Coke Co., for the hire of the stoves.
15.
ISOLATION HOSPITAL : CHRISTMAS ARRANGEMENTS.
Resolved :
That, as in previous years, a sum of 7/6 per head be spent upon the
provision of Christmas fare for those in residence at the Isolation
Hospitals at Christmas, 1937, and that a sum not exceeding
£5 be allowed for Christmas entertainment at the Hospitals.
16.
HANDBOOK ON HEALTH SERVICES.
Resolved :
That the offer of E. J. Burrow & Co. Ltd., to supply 5,000 free copies
of a handbook on local health services, be accepted, but that

it be intimated to the Company that the Committee are of
opinion that their quotation of £6 6s. Od. per thousand for
additional copies is excessive.

17. NATIONAL CAMPAIGN ADVERTISING THE HEALTH SERVICES.
The Medical Officer of Health reported as to the cost of hiring a
projector and the services of an operator for films in connection with
the National Campaign Advertising the Health Services.
Resolved :
That the Committee agree to consider applications from local
organisations for grants towards the cost of health film displays
arranged by such organisations.
HARROW URBAN (MIDDLE ROAD) HOUSING CONFIRMATION ORDER,
1937 : HARROW URBAN (GREENFORD ROAD) HOUSING CON­
FIRMATION ORDER, 1937.
The Clerk of the Council reported confirmation by the Minister of
Health of the Harrow (Middle Road) Clearance Order, 1937, and the
Harrow (Greenford Road) Clearance Order, 1937, respectively. Both
Orders become operative on 17th December, 1937.

HOUSING ACT, 1936, SECTION 11 : DEMOLITION ORDERS.
The Committee considered the condition of the under-mentioned
dwelling houses, in respect of which statutory notices under Section 11
of the Housing Act, 1936, had been served, namely :—
(a) Nos. 57, 59 and 61, Greenford Road, Harrow.
(b) No. 99, Greenford Road, Harrow.
(c) No. 101, Greenford Road, Harrow.
(d) Nos. 112 and 114, Greenford Road, Harrow.

The Committee interviewed Mrs. R. Hampton in regard to No. 101,
Greenford Road.
Resolved .
(a) That, pursuant to section 11 of the Housing Act, 1936, Demo­
lition Orders under the Common Seal of the Council be made in
respect of the under-mentioned houses, requiring them to be
vacated within 28 days from the date upon which the Orders
become operative, and demolished within six weeks after the
expiration of that period, or, if the houses are not vacated
before the expiration of that period, within six weeks after
the date on which they are vacated, namely :—

(b) That consideration of the question of making Demolition Orders

Resolved:
That the Minutes of the last meeting of the Sub-Committee, having
been circulated, be confirmed and signed.
(ii)
INFANT WELFARE CENTRES : PERAMBULATOR SHELTERS.
Your Sub-Committee have considered designs prepared by the
Surveyor for the erection of perambulator shelters at the Baptist Church
Hall, Streatfield Road, and the Methodist Church Hall, Love Lane,
Pinner. The shelters in each case would accommodate 40 perambulators
and are estimated to cost approximately £100 each. In view of the fact
that the Church Halls are only being used as clinic premises temporarily,
your Sub-Committee consider that this expenditure would not be war­
ranted and that the complaints would to a great extent be met if a
number of loose covers were provided.
Resolved to RECOMMEND :
That, as an experiment, one dozen loose waterproof covers be
purchased for issue at the Streatfield Road Centre.
(iii)
CO-ORDINATION OF SERVICES : NKW BUILDING PROPOSALS.
Your Sub-Committee have considered the plans provisionally
approved by the General Purposes Committee for buildings with accom­
modation for combined services on the following sites, namely :—
(1) Marsh Road and Cecil Park, Pinner.
(2) Malvern Avenue and Alexandra Avenue, South Harrow.
(3) Honeypot Lane, Stanmore.
Your Sub-Committee are of opinion that the accommodation pro­
posed to be provided in the buildings for Maternity and Child Welfare
services will be adequate.
Resolved to RECOMMEND :
That, so far as the accommodation proposed to be provided in the
buildings for maternity and child welfare services is concerned,
the plans now submitted be approved.
(iv)
MATERNAL MORTALITY : NUTRITION.
Your Sub-Committee have considered the Report of the Medical
Officer of Health upon Ministry of Health Circular 1622, relative to the
recommendations made in the report on Maternal Mortality which was
presented to Parliament in April, 1937, and in connection therewith
have reviewed the whole of the existing arrangements for the supply of
milk, etc., to expectant and nursing mothers. Your Sub-Committee
are of opinion (a) that additional nourishment can best be supplied by
the increase of trie amount of milk granted from one to two pints a day
and by the issue in addition of Adexolin Tablets ; (b) that both nursing
and expectant mothers should be granted the additional nourishment
referred to in the preceding paragraph, and (c) that the scale for mater-

The cost of increasing the milk grant and making the additional
issue of Adexolin to both nursing and expectant mothers under the
suggested extended scale is estimated to amount to approximately £200
for the remainder of the current year or to approximately £1,400 for a
full year. In order that any overspending caused by the adoption of
the proposal should be as small as possible, the Sub-Committee consider
that the amended scheme should, in the first place, apply only to
expectant mothers and to nursing mothers whose children are born
between the 1st December, 1937, and 1st April, 1938, upon which latter
date it is suggested that the scheme should come into full operation.
Resolved to RECOMMEND :
(a) That the scheme of assistance to expectant and nursing mothers
be amended as follows :—
(1) Two pints of milk daily and Adexolin to be issued
instead of one pint of milk only per day as at present.
(2) Free issues to be made to persons within the income
limits specified in columns (a) and (b) of the scale set
out above, and half price issues to persons within the
income limits of columns (c) and (d), instead of free
issues in respect of column (a) and half price issues
in respect of column (b) as at present.
(b) That, in the case of expectant mothers, the foregoing proposals
be brought into effect as from 1st December, 1937, and in the
case of nursing mothers, as from the 1st April, 1938, except
that nursing mothers whose children are born between 1st
December, 1937, and 1st April, 1938, shall continue to receive
the issue made to them as expectant mothers.

IV)
PREVENTION OF BLINDNESS.
Your Sub-Committee have considered the matters arising out of
the Ministry of Health Circular No. 1621 on the subject of prevention
of blindness. The majority of the recommendations contained in the
Circular are already covered by the existing services, and the only
suggestion which your Sub-Committee consider should be adopted is
that the Medical Officer in charge of an isolation hospital should be
empowered to call in an ophthalmologist to advise on and treat cases
of infectious disease requiring specialist's advice.
Resolved to RECOMMEND :
That the Medical Officer of Health be authorised to obtain the
services of an ophthalmologist in any cases at the isolation
hospitals which in his opinion require specialist treatment.
