WHAT IS
SABAY?
WORKERS
Workers Sabay – “happy
workers” in Khmer- is a
certification awarded to
hospitality businesses that
offer
decent
working
conditions
to
their
employees in compliance
with Cambodian Labour
Law. The Workers Sabay
scheme aims to enhance
the
reputation
and
business practices of the
hospitality industry in
terms of its labour law
compliance
whilst
encouraging tourists to
think ethically whilst on
holiday.
WHY IS THE WORKERS SABAY
SCHEME SO IMPORTANT?
Cambodia’s tourism industry is
currently booming with over 4.5
million international tourists in
2014 alone visiting the country.
As such, it is becoming
increasingly
important
to
promote
ethical
business
practices within the hospitality
industry,
and
ensure
all
Cambodians benefit from the
sector’s growth.
The Workers Sabay scheme
provides training and mentoring
on the Cambodian Labour Law to

HOSPITALITY SECTOR
employers in the hospitality
industry with the aim to certify
businesses as “Workers Sabay”,
in conjunction with the Ministry
of Tourism, once they meet a
minimum set of requirements.
Tourists
then
have
the
reassurance that, by visiting
certified establishments, they
are supporting businesses which
provide safe and healthy working
conditions to employees.
WHO IS ACTED? ACTED is a French

How can I support the Workers Sabay scheme and encourage ethical business practices?
There are any numbers of ways you can support the Workers Sabay scheme depending on the size of budget
available:
• 400 EUR could pay for educational outreach sessions to 300 employees on their labour rights
• 3,000 EUR could pay training of 5 batches of employer training on the Cambodian Labour Law
• 4,000 EUR could pay for the development of a communication campaign for the project
• 10,000 EUR could pay for the implementation of the project’s communication campaign on ethical tourism
• 330,000 EUR could pay for the project’s expansion to Siem Reap, the home of Angkor Wat
