Ahoy Folks!!! Well it has been another busy Month. We hosted the Big Cat Poker Run, had a great
Cruise-in from the San Rafael Yacht Club, a Cruise Out to Sportsman and our successful Casino Night
where everyone had a great time. We also had a surprise Open House on 8/8 which brought over 100
people into the club on a Monday Night. Thanks Steve Simmons and crew for putting on a great event
and looking forward to seeing more of them.
Coming up, we have Seafood Festival on 9/10-11, with San Joaquin and Marina West Yacht Clubs
cruising in. There will be a Tri-Tip Dinner at the Club Saturday for $15.00 so come on down and enjoy
Dinner with your fellow boaters. We have several Cruise Ins throughout the month and a Cruise Out
to Discovery Bay on 9/16-18. Thanks everyone for doing such a great job and really pitching in, for that
is what makes the club a better place.

Thank you all who came to the club last month to support our PYC Casino Night fundraiser – having fun and
making money to support our club is a win-win for everyone. And now on to Fall 2016 at the Jewel of the Delta!!
Seafood Festival Weekend is not only a special event for the city of Pittsburg, but a great opportunity to
showcase our club and the fun folks who belong to it. So don your favorite Seafood Wear and stop on in for a
weekend of fun and frolic. From our signature Bloody Mary Bar with Breakfast
(Com. Ben and VCom. MJ cooking breakfast on Sunday) to a Tri-Tip dinner with all the fixins’ so tasty it’ll make
your momma cry!
And this is just the beginning! Our fun-loving Volunteer Bartenders have been “in the Locker Room” cookin’ up a
game plan for some Fun, Food, and Football this Fall. They’re calling it “Game Night and Grub ”.

Our August cruise out to Sportsmen was so much fun. It was a delight, they cooked for us all weekend
and we played games, We had a couple of RV's as well. So happy to see some of our members that
came in for Saturday night dinner. (see all the pics next month)

We've had some serious illnesses lately. George Iaconis was in the hospital several weeks from which he is recooperating from. It's nice to see him back at the club & he is looking better than ever.
Ed Stetson has been very ill. He has had two long bouts in St. Joseph's Hospital in Stockton. He is now home
& "Nurse Bonnie" is administering a bacteria drip twice a day & driving "Mr. Daisy" to the doctor very often.
Kalli Graham (many of you know her from her work with PDC to fight WesPac & doing an amazing job
cleaning the PYC windows). She recently had a significant health scare & was in the ER for stroke-like
symptoms. She was admitted to ICU & was treated for a complex migraine, ( also known as a "hemiplegic
migraine") that causes partial temporary paralysis, seizures & bouts of aphasia ( loss of speech function).

General Meeting Minutes

The August general meeting was called to order by Commodore Ben Blair at 8:00 PM. The PYC officers led the
Pledge of Allegiance.
ROLL CALL: All officers present with the exception of Shirley Acosta and Sherry Flatter, who were excused. All
directors present with the exception of Lynn Fogleman, also excused.
APPROVAL OF MINUTES: Will Casey made a motion to approve the July minutes as printed in the Yeoman.
Motion Seconded by Margo Miyamoto, motion passed minutes approved.
Commodore-Ben Blair: Thanks to Steve Simmons and Al Camacho, who organized an awesome and well attended
PYC Open House BBQ on Monday August 8. George Iaconis added those working behind the scenes included:
Mike and Adele Mirata, Ralph Tocci, Richard Dillon, Dave Fogleman, Ellen Del Carlo and Rich Cervantes.
Steve Simmons added: This group effort was successful because of personal phone calls and personal reach out
from members to their friends who invited other friends. Steve Simmons and John Salazar will create a master list
of those members and guests who attended the BBQ and will work with the Membership Committee Chair, Jan
Iaconis on keeping in contact with these guests.

membership for the remainder of 2016. Motion seconded by Steve Simmons, motion passed. Jan Iaconis reported
the Make-a-Wish fundraiser will be October 1 at Bridge Marina YC, $30. Joan Marsh announced PYC-E is
holding a special meeting with PYC shareholders (board of directors) and with Mr. Ward, the CPA who worked
up the original PYCE bylaws, on September 6 at 5PM. All PYC members are welcome to be a part of the audience.
Good of the Order: Frank Teiche thanked everyone who has participated and volunteered to help the club.
Susan Burkitt reminded everyone that a special catering license needs to be requested ten days prior to a special
event for outside members, such as the Open House BBQ.

R.B.O.C. Report

As I write this report the Legislature has nearly completed this Legislative Session, and
we don’t anticipate any surprises …. but then, one can never tell!! In early August there
was “word on the street” that the State Department of Parks and Recreation was
considering a possibility of eliminating the Boating & Waterways Division and
merging it’s functions and responsibilities into other existing Divisions within the
Department! Of course our paranoia took us off the charts like you can hardly believe!
Well, fortunately, this was not being considered by the Parks Dept. leadership, but
they have been, and continue to have “in house” discussion, and have had two public
sessions on how they can more efficiently and effectively carry out their overall
responsibilities. At a public session recently held in Sacramento, RBOC clearly
expressed our concern that the leadership, transparency, accountability and
effectiveness of the Division of Boating and Waterways not be diminished in any way!
We pointed out that the State’s 4 million recreational boating enthusiasts, the tens of
millions of fuel tax and registration fee dollars we pay to the state each year, and the
several billion dollar impact the boating community has in the state’s economy, deserve
a policy leader with the stature and authority of the current Deputy Director,
managing a division with effective and efficient programs and services that provide
value to the recreational boating public.
Also at this session, we provided fifteen, very specific questions for them to consider
as they further study any re-organization ideas. In response to these questions, the
Director addressed many of the questions directly with assurances that they would
consider our concerns and that we would be included in further discussions. If it is any
comfort, we were also specifically advised that no legislative actions were anticipated
or necessary to accomplish what the department leadership was considering in this
effort. That does give us some degree of comfort! Stay tuned!!

The August Delegates Dinner was held at Sacramento Yacht Club on the 2nd. PYC was represented by
Jack & Mary Lee Michael. The meeting was dedicated to presenting the Scholarship for 2016.
The following scholarships were presented:
Worldwide Boaters Safety Group – Presented by Barry Paulson, Norman- Spencer Agency

Dylan Meade representing Richmond and San Francisco Yacht Clubs.
Dylan is an avid sailor and will be attending The University of Hawaii studying
Environmental Design.
The Andy Desin Memorial Scholarship sponsored and presented by S/C Liz Allison.

Wilson Lautner representing Petaluma Yacht Club.
Wilson is also an active sailor and will be attending Chico State University studying
Musical Recording Arts.
The Estella McGrath Memorial Scholarship Sponsored by Sherry Flatter,

Monica has been very active in environmental issues and has volunteered in New
Zealand and Australia restoring natural habitat and helping implement sustainable
farming practices. She is attending San Diego State University majoring in
Sustainability.
The William “Bill” Flatter Memorial Scholarship sponsored by Sherry Flatter, presented by
Roger Beebe.
Presented to: Kelsey Tostenson representing Tiburon and Richmond Yacht Clubs.
Kelsey is another active sailor. Very active in her yacht club’s junior sailing programs.
She will be attending the “California Maritime Academy” studying Marine
Transportation.

WATCH OUT FOR THE BIG GUYS!
If you’re boating in waters where there are large oceangoing vessels, here’s a piece of sound advice: As soon as
you see a big ship, do whatever you can—immediately—to get out of the way.
When recreation boats meet commercial ships, the former usually have more control. Large ships
have difficulty stopping, lose steerage at slow speeds and often cannot maneuver for fear of
running aground.
First, the legalities: Whatever your previous impressions, the rules of the road do not give you the right of way
over oceangoing vessels, even if you’re on a sailboat. Unless you are out in ocean waters, big ships are likely to be
confined to a narrow shipping channel, and they cannot leave it without running aground. Coast Guard
navigation rules require that you take steps to avoid them.
There’s also the matter of visibility. Even on clear days, there’s no guarantee that the crew of a large vessel will
be able to see you, let alone steer around you. Oceangoing vessels usually are so tall and their bridges are placed
so far aft that the helmsman has a blind-spot for at least a quarter of a mile ahead. Many radar sets won’t even
pick up fiberglass boats, except as tiny, indistinct blips. And the crew may not be monitoring the radar screen
that closely. At night, your running lights may be difficult to see.
HOW LARGE SHIPS OPERATE Big ships also travel a lot more quickly than most boaters expect. While
merchant vessels may seem slow and lumbering, they usually travel at between 13 and 18 knots even in coastal or
inland shipping channels. That means the ship that seems miles away could be right off your bow in minutes.
Slow-moving sailboats and trawlers may find it difficult to escape if they wait too long. Even if you’re on a fast
boat, if your engine fails while you’re in the middle of a shipping channel, you’re in potentially serious trouble.
New Coast Guard figures show there were 86 accidents in the U.S. in 2006 that were due to engine failure—
nine of them fatal.
There’s also the idea that getting too close to a big ship can itself be dangerous. Bow waves, propeller wash or
wakes can rock your boat severely; draw you into the ship or—worse yet—into the propellers.
HOW YOU SHOULD OPERATE One major safety measure is to make sure your boat is visible. Carry a radar
reflector if you can—as high on your boat as you can place it—to enlarge the blip that the big ship sees on its
radar. It won’t guarantee that you’ll be spotted, but it certainly will improve the chances. If you’re going to be on
the water at night, be sure your running lights work and aren’t hidden by sails or equipment such as dinghies.
Also, do what you can to be aware of approaching ships. At a minimum, you should maintain a constant
lookout, especially at night, and make sure you look up and down the channel carefully to see whether big ships
are coming. Even if it looks as though they’re far away, they can be upon you in a matter of minutes.
Stay out of the shipping lanes unless you really need to cross them. If you have to follow the shipping channel,
stay to the side and be aware of how much room you have outside the channel without running aground
yourself. Also be aware of the tides. In some areas, large ships time arrivals and departures to tidal action, in
order to facilitate the draft of their vessels. In San Francisco Bay “Vessel Traffic Control” operates much
like “Air Traffic Control” for aircraft. If you need to talk to the captain or pilot by radio, call on Channel
13, the frequency reserved for “bridge-to-bridge” communications, or conversations between you and the
big ship’s crew.

PYC BYLAWS
ARTICLE V – ELECTION OF OFFICERS
Section 2 Nomination of Officers and Directors shall be as follows:
In the month of March, the Commodore shall appoint a Nominating Committee consisting of five (5)
regular members, subject to approval of the Board of Directors.
The report of the Nominating Committee shall be published in the Yeoman prior to the regular Club
meeting in September, subject to the approval of the Board of Directors.
Nominations from the floor will be accepted at the September meeting.
Section 3 Nominating Committee
The Nominating Committee shall consist of five (5) members in good standing including the Chair.
Recommendations for candidates must have the consensus of at least three (3) of the five (5)
Committee members…………….
The nominating Committee shall submit its report to the Board of Directors at their August meeting.
(Parliamentarian op)
The report could not be accepted by the Board due to the lack of 5 members, thus not
providing a consensus for the candidates. The appointments were not done timely and only 3
were appointed by the Commodore. Due to this deficiency, the report cannot be accepted by
the Board of Directors, nor published in the September Yeoman.
To mitigate the Committee’s inability to complete its report; a solution has been presented by

Bridge Marina Yacht Club
Is hosting the 30th. Annual Make-A-Wish - Delta Cruise Day Eventon” Saturday, October 1, 2016.”
Pittsburg Yacht Club,
Will be joining with us this year after hosting for the past 2 years.
All of the P.I.C.Y.A. Yacht Clubs are invited to attend and or to donate.
Our Cruise Day will start at about 8:00AM, with juice, coffee or tea & a pastry, followed by cruise
passenger registration. Then comes the boarding on the assigned yachts for a 2-hour cruise on our
beautiful Delta. You will return to the beautiful Bridge Marina Yacht Club, where your afternoon will
proceed with live music, dancing. Enjoy a cocktail from our full service lounge. You will be able to
enjoy the best view on the Delta, while you look over the large assortment of items for auction. There
will be both a silent & live auction to follow.
*Bid on a Condo for one week stay on Hawaii for 2017* or
for beautiful jewelry Donated by” Lauryn Jewelers “of Antioch, + more.
Hungry? Enjoy the mid-day luncheon cooked by our
“Chef Julia Powers”
with Tri-tip & Chicken, salads, side dishes garlic bread & desserts.
Ticket price per person:
$30.00 for the ”Day pass - without the cruise. (Starts at 12: noon)
$50.00” Cruise pass” - includes the 2-hour Delta cruise & all day admission.

September Cruise Out to Discovery Bay Yacht Club

Friday, September 16, 2016 Depart Pittsburg. Meet on the water outside the Pittsburg Marina
breakwater at Noon (low tide at 9:43 am in Pittsburg) (monitor channel 72).
Friday Hosted margarita reception in the bilge room (5 - 6 pm).
Dinner at 6 pm (menu TBD, cost $16) and dance at the Discovery Bay Yacht Club.
Saturday Appetizer potluck at 12 Noon. Shuffleboard and pool tournament at 2 pm (1st prize to
winning team). Potluck BBQ at 6 pm (bring your own meat and a side dish to share). All activities in the
bilge room.
Sunday: Breakfast on your own. Depart for home ports.
Activities: Dancing (Friday night), bike riding, fishing, pool table, bocce ball and shuffleboard.
