Well it has been another busy Month. We hosted the Big Cat Poker Run, had a great Cruise-in from the San Rafael Yacht Club, a Cruise Out to Sportsman and our successful Casino Night where everyone had a great time. We also had a surprise Open House on 8/8 which brought over 100 people into the club on a Monday Night. Thanks Steve Simmons and crew for putting on a great event and looking forward to seeing more of them. Coming up, we have Seafood Festival on 9/10-11, with San Joaquin and Marina West Yacht Clubs cruising in. There will be a Tri-Tip Dinner at the Club Saturday for $15.00 so come on down and enjoy Dinner with your fellow boaters. We have several Cruise Ins throughout the month and a Cruise Out to Discovery Bay on 9/16-18. George Iaconis was in the hospital several weeks from which he is recooperating from. It's nice to see him back at the club & he is looking better than ever. Ed Stetson has been very ill. He has had two long bouts in St. Joseph's Hospital in Stockton. He is now home & "Nurse Bonnie" is administering a bacteria drip twice a day & driving "Mr. Daisy" to the doctor very often. Kalli Graham (many of you know her from her work with PDC to fight WesPac & doing an amazing job cleaning the PYC windows). She recently had a significant health scare & was in the ER for stroke-like symptoms. She was admitted to ICU & was treated for a complex migraine, ( also known as a "hemiplegic migraine") that causes partial temporary paralysis, seizures & bouts of aphasia ( loss of speech function). The August general meeting was called to order by Commodore Ben Blair at 8:00 PM. The PYC officers led the Pledge of Allegiance. ROLL CALL: All officers present with the exception of Shirley Acosta and Sherry Flatter, who were excused. All directors present with the exception of Lynn Fogleman, also excused. APPROVAL OF MINUTES: Will Casey made a motion to approve the July minutes as printed in the Yeoman. Motion Seconded by Margo Miyamoto, motion passed minutes approved. Commodore-Ben Blair: Thanks to Steve Simmons and Al Camacho, who organized an awesome and well attended PYC Open House BBQ on Monday August 8. Steve Simmons added: This group effort was successful because of personal phone calls and personal reach out from members to their friends who invited other friends. Report Jack Michael ~ 2013 President As I write this report the Legislature has nearly completed this Legislative Session, and we don’t anticipate any surprises …. but then, one can never tell!! In early August there was “word on the street” that the State Department of Parks and Recreation was considering a possibility of eliminating the Boating & Waterways Division and merging it’s functions and responsibilities into other existing Divisions within the Department! Of course our paranoia took us off the charts like you can hardly believe! Well, fortunately, this was not being considered by the Parks Dept. leadership, but they have been, and continue to have “in house” discussion, and have had two public sessions on how they can more efficiently and effectively carry out their overall responsibilities. At a public session recently held in Sacramento, RBOC clearly expressed our concern that the leadership, transparency, accountability and effectiveness of the Division of Boating and Waterways not be diminished in any way! We pointed out that the State’s 4 million recreational boating enthusiasts, the tens of millions of fuel tax and registration fee dollars we pay to the state each year, and the several billion dollar impact the boating community has in the state’s economy, deserve a policy leader with the stature and authority of the current Deputy Director, managing a division with effective and efficient programs and services that provide value to the recreational boating public. Also at this session, we provided fifteen, very specific questions for them to consider as they further study any re-organization ideas. In response to these questions, the Director addressed many of the questions directly with assurances that they would consider our concerns and that we would be included in further discussions. If it is any comfort, we were also specifically advised that no legislative actions were anticipated or necessary to accomplish what the department leadership was considering in this effort. If you’re boating in waters where there are large oceangoing vessels, here’s a piece of sound advice: As soon as you see a big ship, do whatever you can—immediately—to get out of the way. When recreation boats meet commercial ships, the former usually have more control. Large ships have difficulty stopping, lose steerage at slow speeds and often cannot maneuver for fear of running aground. First, the legalities: Whatever your previous impressions, the rules of the road do not give you the right of way over oceangoing vessels, even if you’re on a sailboat. Unless you are out in ocean waters, big ships are likely to be confined to a narrow shipping channel, and they cannot leave it without running aground. Coast Guard navigation rules require that you take steps to avoid them. There’s also the matter of visibility. Even on clear days, there’s no guarantee that the crew of a large vessel will be able to see you, let alone steer around you. Oceangoing vessels usually are so tall and their bridges are placed so far aft that the helmsman has a blind-spot for at least a quarter of a mile ahead. Many radar sets won’t even pick up fiberglass boats, except as tiny, indistinct blips. And the crew may not be monitoring the radar screen that closely. At night, your running lights may be difficult to see. HOW LARGE SHIPS OPERATE Big ships also travel a lot more quickly than most boaters expect. While merchant vessels may seem slow and lumbering, they usually travel at between 13 and 18 knots even in coastal or inland shipping channels. That means the ship that seems miles away could be right off your bow in minutes. Slow-moving sailboats and trawlers may find it difficult to escape if they wait too long. Even if you’re on a fast boat, if your engine fails while you’re in the middle of a shipping channel, you’re in potentially serious trouble. New Coast Guard figures show there were 86 accidents in the U.S. in 2006 that were due to engine failure— nine of them fatal. There’s also the idea that getting too close to a big ship can itself be dangerous. Bow waves, propeller wash or wakes can rock your boat severely; draw you into the ship or—worse yet—into the propellers. HOW YOU SHOULD OPERATE One major safety measure is to make sure your boat is visible. Carry a radar reflector if you can—as high on your boat as you can place it—to enlarge the blip that the big ship sees on its radar. It won’t guarantee that you’ll be spotted, but it certainly will improve the chances. If you’re going to be on the water at night, be sure your running lights work and aren’t hidden by sails or equipment such as dinghies. Also, do what you can to be aware of approaching ships. At a minimum, you should maintain a constant lookout, especially at night, and make sure you look up and down the channel carefully to see whether big ships are coming. Even if it looks as though they’re far away, they can be upon you in a matter of minutes. Stay out of the shipping lanes unless you really need to cross them. If you have to follow the shipping channel, stay to the side and be aware of how much room you have outside the channel without running aground yourself. Also be aware of the tides. In some areas, large ships time arrivals and departures to tidal action, in order to facilitate the draft of their vessels. In San Francisco Bay “Vessel Traffic Control” operates much like “Air Traffic Control” for aircraft. If you need to talk to the captain or pilot by radio, call on Channel 13, the frequency reserved for “bridge-to-bridge” communications, or conversations between you and the big ship’s crew. Page 12 Enjoy our electronic version of The Yeoman and more at www.pittsburgyc.com ; The Yeoman September 2016 2016 Officers & Directors Nomination & Election information PYC BYLAWS ARTICLE V – ELECTION OF OFFICERS Section 2 Nomination of Officers and Directors shall be as follows: In the month of March, the Commodore shall appoint a Nominating Committee consisting of five (5) regular members, subject to approval of the Board of Directors. The report of the Nominating Committee shall be published in the Yeoman prior to the regular Club meeting in September, subject to the approval of the Board of Directors. Nominations from the floor will be accepted at the September meeting. Section 3 Nominating Committee The Nominating Committee shall consist of five (5) members in good standing including the Chair. Recommendations for candidates must have the consensus of at least three (3) of the five (5) Committee members……………. The nominating Committee shall submit its report to the Board of Directors at their August meeting. (Parliamentarian op) The report could not be accepted by the Board due to the lack of 5 members, thus not providing a consensus for the candidates. The appointments were not done timely and only 3 were appointed by the Commodore. Due to this deficiency, the report cannot be accepted by the Board of Directors, nor published in the September Yeoman. To mitigate the Committee’s inability to complete its report; a solution has been presented by the Club’s Parliamentarian, Joan Marsh: BASED ON THE CLUB BYLAWS THAT PROVIDE FOR NOMINATIONS FROM THE FLOOR, ALL CANDIDATES MUST BE NOMINATED FROM THE FLOOR, AT THE SEPTEMBER GENERAL MEETING, SEPTEMBER 9, 2016. ++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++++ Provided by: Margie Huff -- Chair, Election Committee Voting will take place before the Meeting on October 14. Annual Make-A-Wish - Delta Cruise Day Eventon” Saturday, October 1, 2016.” Pittsburg Yacht Club, Will be joining with us this year after hosting for the past 2 years. All of the P.I.C.Y.A. Yacht Clubs are invited to attend and or to donate. Our Cruise Day will start at about 8:00AM, with juice, coffee or tea & a pastry, followed by cruise passenger registration. Then comes the boarding on the assigned yachts for a 2-hour cruise on our beautiful Delta. You will return to the beautiful Bridge Marina Yacht Club, where your afternoon will proceed with live music, dancing. Enjoy a cocktail from our full service lounge. You will be able to enjoy the best view on the Delta, while you look over the large assortment of items for auction.
