Upon a motion by Member Mendoza, and seconded by Member Ennis, the Tulare County
Transportation Authority unanimously approved the Authority Consent Calendar Items IIIA through III-C.

AUTHORITY ACTION/DISCUSSION ITEMS
A. Information: Measure R Revenue Update December 2015
Ms. Davis stated that revenues received were $2,746,454 compared to last year of
$3,163,820 which reflected a decrease and she would be contacting her state contact to
determine why there is a decrease and report to the board next month. Ms. Davis stated
the year-to-date as provided on page 9 of the TCTA agenda is a reflection of a 3 percent
increase and last month’s report reflected a 7 percent increase which kept the revenues
at 3 percent over the year.
B. Action: Adoption of Resolution: FY 2016/17 Measure R Local Allocation Advance
to Eligible Member Agencies
Ms. Davis stated this is an annual allocation every year and there is a chart that is
reflective of the possible advance based on projection only.
Upon a motion by Member Worthley, and seconded by Member Mendoza, the Tulare
County Transportation Authority unanimously approved the FY 2016/17 Measure R
Local Allocation Advance to Eligible Member Agencies.
C. Action: Adoption of Resolution: 2014 Measure R Strategic Work Plan
Amendment No. 2
Ms. Davis stated the City of Woodlake has the Plaza project that is ready to move
forward and the expenditure plan includes $1,000,000 for the City of Woodlake
Transportation Mitigation Program and $500,000 for Tier 2 Bike/Pedestrian Project and
the city is prepared to go out to bid for the Woodlake Plaza project and they have
received other funding. Ms. Davis stated TCAG is recommending to include in the
Strategic Work plan $622,000 to move forward.

The Technical Advisory Committee was called to order by Mr. Kimball at 2:09 p.m. on
January 21, 2016.

Action: Approval of Audit Extension for Member Agencies
Ms. Davis reiterated this item is the same as the TCAG agenda for member agency audits
that are due December 31st each year and TCAG annually offers an audit extension to
March 31st.
IV.A
Information: Measure R Revenue Update December 2015
Ms. Davis stated that revenues received for December 2015 were much lower than what
they were for the prior year and she does not have an answer as to why but will find out.
Ms. Davis stated the report she received for December does not reflect October,
November and December as it is always a quarter behind. Ms. Davis stated TCAG is 3
percent over from the year prior for year to-date and last month TCAG was 7 percent
higher which cut into the percentage rate. Revenues have been received for January and
they are 3 percent higher over the same time last year.

Action: Adoption of Resolution: FY 2016/17 Measure R Local Allocation Advance
to Eligible Member Agencies
Ms. Davis stated this item is an annual allocation that is a projection of what funds may
be available on July 1st. Ms. Davis stated TCAG offers the member agencies the

opportunity to request the Measure R funding in advanced and pay back throughout the
year.
IV.C
Action: Adoption of Resolution: 2014 Measure R Strategic Work Plan Amendment
No. 2
Ms. Davis stated the Expenditure Plan currently includes $1,000,000 for the City of
Woodlake Transportation Mitigation Program and $500,000 for their Tier 2
Bike/Pedestrian projects. Ms. Davis stated the City of Woodlake has a project ready and
is requesting $622,000 for the City of Woodlake Plaza project which is ready to move
and TCAG wants to make sure funds are available to them. Ms. Davis stated TCAG is
requesting to amend the Strategic Work Plan.

Mr. Kimball stated that TCAG appreciates the opportunity to reward the cities/county for
their hard work and efforts to get projects completed at the Local Motion Awards and

Information: Measure R Revenue and City/County Regional Project Update for January 2016
BACKGROUND:
On November 7, 2006, the voters of Tulare County approved Measure R, imposing a ½-cent sales
tax for transportation within the incorporated and unincorporated area of Tulare County through
2037. The transportation sales tax funds are spent in accordance with the Expenditure Plan that
resulted from a joint effort among all the cities and the County of Tulare. The Expenditure Plan
reflects the transportation needs of the residents of Tulare County. The plan includes funding for
Regional Projects, Local Programs, Transit/Bike/Environmental Programs and Administration.

Measure R revenues began to be collected on April 1, 2007. Monthly Measure R advancements
are received by TCAG from the State Board of Equalization followed by quarterly clean-up
disbursements. In total TCAG receives eight advancements and four clean-up disbursements
through-out a fiscal year.
The Measure R 2014 Strategic Work Plan was approved by the Authority on September 15, 2014
with Resolution No. 2014-117. The Work Plan serves as a guide for the delivery of Measure R
projects in the upcoming five-year period.
DISCUSSION:
Status of Measure R Revenues
Fiscal Year 2015/16 - Measure R allocations have been received for January 2016 and requested
distribution made through January 2016. The allocation for the month of January is $2,313,200
compared to $2,164,500 last year for the same period. The year-to-date amount of $17,547,376
for FY 14/15 compared to $18,162,424 for FY 15/16 reflects an increase of 3.5 % increase
between fiscal years. See attached revenue chart covering fiscal year 2011/2012, 2012/2013,
2013/2014, 2014/2015 and 2015/2016 to date.

Regional Projects 1. Ave 416/El Monte Way From Road 56 to Road 80/Alta Avenue, Project No. SLPPFL‐5143(024)  Contractor: Papich Construction, Inc.(PCI)  Papich Const. was given Notice to Proceed March 10, 2014  SGI Construction Management (CM) Company providing CM, Inspection, SWPPP QSP and Materials Testing services; SGI awarded CM contract on December 10, 2013  Construction completion scheduled for October 2015  Design, Rights‐of‐Way and Construction cost $35,000,000, including Construction Phase cost of $22.730M consisting of $7.551M SLPP, $14.599 Measure R and $0.580M Local monies  Traver Canal Relocation completed June, 2014; associated Alta Irrigation District (AID) work ongoing.  Delayed (October, 2013 original completion commitment) AT&T Relocation work completed June 2014 (related PG&E, SCG and Comcast completed in late 2013); AT&T delay has caused Contractor to alter work plan to focus on Rd 72 to Alta/Rd 80 segment.  Active bird nests are no longer an issue and trees with inactive nests in them have been removed.  Substantial work between Rd 72 and Rd 80 was completed May 2015. Final lift of paving expected to be complete November, 2015.  Sound wall at Family Tree Farms was completed in June, 2015.  Storm drains under construction between SJVR and Rd 80 completed September 2015.  Sewer line between SJVR and Rd 80 was found to be too shallow to allow for earthwork activities and had to be replaced. Replacement completed September 2015.  Arkona Alley improvements completed November, 2015.  Work crews continue to work west of Rd 72 and on underground utility and road excavation activities. Anticipated completion of paving for Stage 1 is early February, 2016.  Stage 2 of the Box Culvert was completed December 2015.  The last City approved PCI Construction Schedule update was July, 2014 and does not account for private utilities delays and an updated completion date.  Previous SGI independent update of the PCI Construction Schedule projecting completion by June 2016. Progress Report on Regional Project:
2015-16 2nd Quarter
Visalia Road: Appraisals complete and submitted to R/W agent, offer packages
being prepared, expect to receive offer packages (with the exception of BMT)
today for City's and our review. Once these are approved by the City, they can be
sent out, and final negotiations will commence over the following weeks. I am still
working on the 95-percent PS&E, and have it mostly completed, with the
exception of the lift station. I hope to have to have these wrapped up and
submitted to the City Engineer soon. At this point, right of way is the critical
path.
Belmont Road: The school district is taking the right of way offer/deed to the
Board this week and the superintendent expects it to be approved. The private
developer (Kaweah Management) already signed the deed. The critical path on
this is the utility relocations. In speaking with Paul V. this morning, he said they
are working on it, and are currently in the process of performing the rights check
for cost liability. Once we receive the utility relocation plans, and street light plans
from SCE, we'll be ready to submit the right of way certification, and following
right of way certification, we'll prepare the E-76 construction authorization
request.

Visalia Road (Avenue 280) Improvements

c. Working on Utility coordination, relocations, and ROW and Easements. SCE pole
relocations on the west end of the project to commence upon receipt of the final two SCE
Overhang Easements.
d. SCE has received 4 out of 5 signed easement agreements, and is still working with the last
remaining property owner at the west end of the project.
e. Verizon, Charter Communications, and Comcast pole relocations commenced in October
2014, at the east end of the project. Comcast and Charter Communications will be
complete in February, and Verizon mid March 2015. All utility relocations on the east end
of the project are complete.
f. Quad Knopf has completed the cost estimates and bid packages for the project. The
project will now be bid as one job; however, construction will be in two phases.
Construction will start at the east end, due to the pending SCE easement for the west end.
g. The project is ready for bid upon approval and notification from the City and TCAG. The
east end will still need to be constructed first to allow SCE time to secure the final
easement on the west end of the job and relocate the power poles. It is estimated that
the west end of the project will not be ready for construction until early fall, due to the
power pole relocations.

Audits Year Ending June 30, 2015
BACKGROUND:
The year-ending June 30, 2015, Tulare County Transportation Authority (TCTA) and Member
Agency Audits were completed. The audited financial statements of the governmental activities
and the major funds of the Tulare County Transportation Authority (TCTA) as well as the
Member Agencies can be found at http://www.tcmeasurer/com under Reports, Financial
Statements, 2015. The audit was conducted in accordance with auditing standards generally
accepted in the United States of America and the standards applicable to financial audits
contained in Government Auditing Standards, issued by the Comptroller General of the United
States.
The TCTA audit by Brown Armstrong Certified Public Accounts did not identify any instances
of noncompliance or other matters that are required to be reported under Government Auditing
Standards.
DISCUSSION:
Member Agencies: The City of Lindsay, City of Farmersville, County of Tulare and the Tulare
County Transportation Authority did not have any material weaknesses for the year ended June
30, 2015. The City of Dinuba, City of Exeter, City of Porterville, City of Tulare and the City of
Visalia have not submitted a completed audit.
