Below is brief description of the conceptual plans and cost estimates. The descriptions below are intended to provide some background and rational for our recommendations and we look forward to discussing them in more detail at our next meeting. General The recommendations were generated based on the information obtained during our neighborhood walks and the general goals identified in the project goals memorandum. The existing drainage system was shown in the areas where no improvements are recommended. The existing drainage system features are screened so the proposed drainage system features stand out. We did not differentiate between asphalt or concrete paved gutter sections. We will discuss this in more detail at our next meeting. Where we show a proposed roadside ditch where an existing ditch is located, we are recommending the ditch be regraded and new driveway pipes be installed. Where a storm drainage pipe is recommended for improvement, the existing pipe size is shown below the estimated new size. Where a storm drainage pipe is new it is labeled as new below the estimated size. Storm drainage pipe sizes were estimated based on some rough assumptions of discharge and slope. The sizes did not account for cover and utility conflicts. The paved gutter is recommended The existing paved gutter along Converse Avenue and Converse Court requires some maintenance but is generally functioning properly. Additional catch basins were recommended to address spread concerns. Spread will be calculated during the preliminary design phase. We were unable to access this outfall. The paved gutter recommended on the east side only on Stansfield Drive because this will tie into the existing paved gutter and given the small amount of area, the spread will likely not require a storm drainage pipe. Paved gutter was not recommended on the west side because a ditch is required to drain the yards even if a paved gutter is installed. Storm drainage piping is required due to the size of the drainage area and limitations of the proposed ditch section providing the needed capacity. Roadside ditches are retained to drain the adjacent yards. Two locations were identified for potential stormwater management facilities. Outfall 1B (Outfall on Grooms Street) o Asphalt paved gutters recommended to be maintained on Hodge and Patton Streets. o Storm drainage pipe is required to collect roadway drainage via inlets throughout the drainage area. Storm pipe to mainly follow Cannon Street with collector systems off Patton, Higgins, and Grooms Streets. o Yard inlets provided in key locations where paved gutters will not allow yards to drain. Outfall 2 o o Outfall 3 o o o o Outfall 4 o o o Paved gutter was mainly recommended because of the close proximity of the residences to the street. Gutters to be sloped to middle of blocks for Higgins, Collins, and Clyde Streets to limit number of inlets. Storm drainage pipe recommended to be aligned down middle of blocks following natural grades. This alignment will require easements on private property. Paved gutter was mainly recommended because of the close proximity of the residences to the street. Storm drainage pipe is required to collect roadway drainage via inlets throughout the drainage area. Relocating the outfall from the 109 Grooms Street to the abandoned Gavin Street right-of-way is recommended to limit flooding to residences. A potential location was identified for a stormwater management facility. We were unable to identify the outfall beyond Grooms Street. A paved gutter is recommended on Stein Street to tie into existing standard curb and gutter and direct runoff to swale. The existing storm drainage pipes to Fleishman Street is recommended to be upsized and rerouted across the street to limit road flooding. Existing ditches are recommended to be improved to handle capacity. Storm drainage pipe is required at the high ends of Manos Street and Schmidt Street because of a lack of positive drainage paths and therefore the system was extended to their intersections with Mike Street. Paved gutter was recommended for consistency with the paved gutter needed to drain the streets to outfall 1. Recommending this outfall be relocated to outfall 4 location to avoid having to upsize the existing system running down Wheeling Street. New location for the outfall. Storm drainage piping is required due to the size of the drainage area and limitations of the proposed ditch section providing the needed capacity. The storm pipe system will also adequately convey runoff from the ends of Squirrel Street and Atwood Drive between the existing buildings. The system was extended was extended to the headwaters to maintain consistency. A potential location was identified for a stormwater management facility. Culvert added under gravel/sand road to provide drainage. Currently only 1 resident located off of the gravel/sand road. Paved gutters added to Squirrel Street and Atwood Drive to maintain consistency with outfall 4. There were no problems noted in this area. Please note that the recommended improvements were based on our understanding of what the City is looking to achieve. There are some improvements that were recommended to maintain consistency in the street section and not necessarily required to provide an adequate drainage system. In addition there are some areas that no improvements were recommended because there were no problems noted and disturbing the area may generate more issues than currently exist.
