Dear Lincoln County Voter:
This Voters’ Pamphlet is provided to give you, the voter, additional
information on candidates and measures. You will not vote on every
office in this pamphlet. Your ballot will contain only those issues for
which you are eligible to vote—based on where you live and your
party affiliation. Each candidate had the opportunity to submit a
picture and statement regarding his/her candidacy.
This Primary Election will be held completely by mail. Your ballot will
arrive in the mail on or near April 30th. After voting your ballot, you
may drop it in the mail or deposit it at one of our drop sites listed on
page 21-2 in this pamphlet. And, for your convenience,
Official Drive-up Ballot Drop Boxes are now available in
Lincoln City, Newport, and Waldport. See page 21-3 for directions.

Drive-up ballot drop boxes are now available at the Lincoln County Courthouse in Newport, the
Lincoln City City Hall in Lincoln City, and the Waldport City Hall in Waldport.
These drive-up ballot boxes will be available 24 hours a day, 7 days a week from April 7th
through 8:00pm on May 17th.
Newport:
Lincoln County Courthouse – located in rear parking lot at the east end of the second row of
parking.
Go west on West Olive Street to 4-way stop by the jail.
Turn left onto SW Nye Street.
Turn left into second entrance to courthouse rear parking lot.
Go all the way to the end of the row and you will see the ballot box on the left side. (It is marked
“Official Ballot Drop Site.”)

Lincoln City:
Lincoln City City Hall – located in the lower parking lot under the City Hall.
Turn west at the stop light by the City Hall. (across from Burger King).
Enter the one-way entrance to the parking lot under the building.
The ballot box is near the elevators next to the water payment box and the book and video
drops.

Twelve years ago, you gave me the honor of serving you.
I’m proud of my record in delivering efficient, effective quality services to you and you can count on me to continue that
leadership on your behalf.
We made it through the worst economic downturn in recent
memory. We tightened our belts and lived within our means. We
partnered with our employees to introduce a high-deductible
health plan that saves us nearly one million dollars a year and
we keep looking for ways to do business more effectively.
BILL HALL: A Record of Results
My efforts have been instrumental in starting Drug Court, Mental Health Court, Project Homeless Connect, the Community
Land Trust, bringing Veterans Administration doctors to Newport and Lincoln City, securing supportive housing, transitional
housing and a federal Drug Free Communities Grant. I’ve been
able to bring partners and resources together that have saved
money, increased public safety and improved lives.
BILL HALL: A Record of Caring
I’m committed to serving every citizen, but am particularly
proud to be known as a voice for those who too often have
no voice—children, seniors, those living in poverty, those with
mental illness. Former Vice President Hubert Humphrey once
said the moral test of government is how it treats those in the
shadows of life. I hope I’ve helped bring light to those in the
shadows.
Much has been accomplished, and yet a lot remains to be
done. I’m asking for your vote so I can continue working on your
behalf.
Educational Background:
Linn - Benton community college.
Prior Governmental Experience: Lincoln County school district
budget committee, Lincoln County Road Department supervisor
for 18 years; Lincoln County voting constituent.
Volunteer work: Lincoln County school District; Children’s advocacy Center; Lincoln County fair.
These are just a few goals I would like to achieve:
Improve the Veterans health clinic; make it more responsive to
call ins for treatment and less about annual visits to stay qualified for coverage.
Job creation is the best way to deal with the homeless and affordable housing issues in Lincoln County.
I will not increase taxes or fees without referring it to the voters.
Ensure the community is supported by its local government.
Build working relationships with local businesses and contractors to create jobs.
Create better methods of informing and involving citizens in
local government.
For example; Lincoln County’s homeless and affordable
housing issues were undermined by the Board of Commissioners decision to purchase two occupied apartment buildings for
parolees and displace those Newport families currently living in
the apartment buildings. This is the type of issues that should
have had public input.
Transparent government; we should create an online chat
forum and conduct County Commission meetings at night as
most local government entities already do to improve constituent access.
Find out why a portion of the private timber tax is not given to
the county to offset low timber property taxes as was originally
intended.
Expand on buy local program through utilization, not just verbal
endorsement.
If elected, I would serve only two terms. Lincoln County was a
great place for my wife Denise and I to work and raise our three
children, Tom Jr., Sarah and Alex. It would be an honor to serve
and work with the citizens of Lincoln County.

Resumption of Fluoridation of City of Newport Water
Supply
QUESTION: Shall the City of Newport resume fluoridation of
the city water supply?
SUMMARY: The City of Newport supplies water to city
residents and businesses. In the past, the City of Newport
fluoridated the city water supply. Currently, the city water supply
is not being fluoridated.
This measure requires the City of Newport to resume
fluoridation of the city water supply. The measure requires
fluoridation at state and federal recommended levels. The
measure is a referral of Ordinance No. 2088, adopted by the
City Council on February 1, 2016. The date for resumption
of fluoridation of the city water supply will be established by
resolution of the City Council. Fluoridation products used in
the city water supply must meet NSF International standards.
The measure requires recordkeeping and testing of the city
water supply in accordance with state and federal standards.
The measure also requires the city to conduct tests for
fluoridation levels in the city water supply in accordance with
state and federal requirements. Preliminary cost estimates are
approximately $300,000 for implementation. Initial estimates
for operations are $18,000 annually. Costs are paid through
water rates in the city budget.
Explanatory Statement
On June 25, 1962, the City of Newport adopted Resolution No.
1165-A which authorized and directed the fluoridation of the city
water supply.
Resolution No. 1165-A was adopted following a vote on November
8, 1960, by the electors on a ballot measure containing the following
question: “Shall the Common Council of the City of Newport add
fluorine to the public water supply, under the supervision of the
Oregon State Board of Health?” The measure passed.
After the election of November 8, 1960, a citizen’s measure was
placed on the ballot for May 18, 1962, with the following question:
“Shall the Charter of the City of Newport be amended to prohibit
fluoridation of the city’s public water supply by adding fluorine or
fluoride compound thereto?” The measure failed.
During the week of August 26 – 31, 2005, fluoridation was
suspended due to the overflow of the recycle pond into Big Creek.
Thereafter, because of physical limitations of the chemical room,
staff suspended fluoridation of the city water supply until such
time as appropriate changes could be made to the chemical room.
When the new water treatment plant was designed, and budgetary
constraints were encountered, the fluoridation equipment was
eliminated without any specific action being taken by Council.
In January 2015, members of the Lincoln County Public Health
Advisory Committee met with members of the city staff regarding
resumption of fluoridation of the city water supply.
Following the initiation of these discussions, the City Council held
a series of public meetings and public hearings on the topic of
fluoridation of the city water supply. The City Council determined
that it is in the best interests of the city and its residents to refer
to the electors the question of whether an ordinance directing

the resumption of fluoridation of the city water supply should be
approved.
Preliminary cost estimates to resume fluoridation of the city water
supply are approximately $300,000 for implementation. Initial
estimates for operations are $18,000 annually. Costs are paid

Ordinance No. 2088 will become effective, if passed by the vote
of the electors, upon certification of the election by the Lincoln
County Clerk.

The evidence on the safety and effectiveness of water
fluoridation is overwhelming. Every major public health and
medical organization, and well over 2000 studies and peerreviewed papers, support the benefits and safety of water
fluoridation in preventing unnecessary tooth decay. This
includes the American Dental Association, the American
Academy of Pediatrics, the Centers for Disease Control and
Prevention, and the past five US Surgeon Generals.
We recommend a YES VOTE on measure 21-164. The best and
most widely tested science support community water fluoridation.
The following statements refute common arguments against
water fluoridation.
Kids throughout the country, and right here in Newport, suffer
unnecessarily from painful oral health problems. And so do
older adults. Optimal water fluoridation is the first line of defense
in a lifetime of fewer cavities for young, old, rich and poor.
Fluoride is a mineral that exists naturally in water supplies,
even in the ocean. In the 1930’s and ‘40’s, American
researchers discovered there was an ideal level for fluoride
that would help to prevent tooth decay. This is why so many
communities add a little more fluoride to their water as do
our neighbor cities to the east on Highway #20, Philomath,
Corvallis, Albany and Sweet Home. The City of Albany has
had 50 years of continuous community water fluoridation.
And close to Newport in the Willamette Valley, Monmouth,
Independence, Salem and Keizer also have fluoridation. Other
coastal cities who fluoridate their water are Florence and Coos
Bay to our south, and to our north the City of Astoria.
1.Fluoridation of community water in the US is not declining.
Over 75% of community water systems fluoridate water with
more than 210 million US residents receiving this benefit.
2.Fluoride occurs naturally in water at various levels, including
in the ocean.
3.Severe white spotting or streaking of teeth (fluorosis) is
virtually non-existent in the US when water is fluoridated to
the recommended amount. Moderate fluorosis may occur
when children swallow toothpaste containing fluoride which
is much higher in fluoride content.
4.Linking fluoride in water with lower IQ refers to studies done
in China, Mongolia and Iran where water sources have extremely high fluoride levels, 10 times or more those recommended in the US The research quality was poor, and the
Harvard scientists who reviewed the study did not support
anti-fluoridation claims.
5.No credible scientific research shows water fluoridated at
the recommended amount to cause thyroid disease, bone
cancer, kidney or heart disease.
We heartily recommend Newport resume fluoridation of its city
water. Fluoridation is a public health measure that benefits
everyone.
6.Quality control tests performed on fluoride additives found
unwanted contaminants, if any, at levels far below recommended safety.
Vote Yes!! Resume Newport’s Fluoridation of City Water.
7.The Oregon Supreme Court found community water fluoridation to be constitutional.

Vote YES on 21-164. We are proud that in 1962 Newport residents
voted “Yes” to begin fluoridation of Newport’s water supply. Their
vote reduced by 25% the risk that they, their children and their
grandchildren would get dental cavities. We want to continue that
legacy. Currently over forty communities in Oregon fluoridate their
water systems. The Oregon Dental Association and the Oregon
Health Authority support water fluoridation. We recommend
Newport join this group of healthy communities – resume community water fluoridation in Newport.
Fluoridation of community water reduces decay by strengthening
tooth enamel. Adding fluoride to water in small recommended
amounts is a proven, scientific way to prevent tooth decay. Water
is “fluoridated” when a public water system adjusts the fluoride
to a level known to prevent tooth decay. Fluoridation of Newport’s water was stopped in 2005 by a Newport
city employee. Over the last 10 years the lack of fluoridation has
likely caused some children and adults needless pain, expense
and suffering. In 2014 visits to Lincoln County hospital emergency
rooms for non-trauma dental pain cost $110,000. Newport’s school
age children miss an estimated cumulative 863 school days a
year because of dental problems. In 2012, 51% of children 6-9
years old, 73% of 8th graders, and 78% of 11th graders in Lincoln
County had dental cavities. You can change this situation – VOTE
YES on 21-164, resume Fluoridation!

Adding fluoride to water benefits everyone. In fact, as more and
more communities have added fluoride to water supplies, our nation has seen a significant reduction in cavities and other dental
problems. For example, the average number of decayed, filled or
missing teeth among 12-year-olds in the US fell 68 percent between 1966 and 1994. Recent scientific studies confirm this earlier
data. “Children’s teeth are healthier than ever, but pediatricians
around the country are still seeing kids, especially those from
low-income areas, with high levels of decay,” said Mary Brown,
MD, FAAP, an Oregon pediatrician and past board member of the
American Academy of Pediatrics. “Expanding fluoridation would
really help improve children’s oral health. It’s such an effective
strategy because it doesn’t require families to spend extra money

We are dental professionals working in your community. We
want you to know the facts about community water fluoridation.
Fluoridation of water systems in the United States has been the
accepted public health practice for seventy years. In Newport,
following two citizen votes, the city adjusted its water supply to
recommended levels of fluoride from 1962 to 2005. In 2005 the
city stopped fluoridation with minimal public notice and no actions to revoke prior resolutions supporting fluoridation.
We want you to know the facts. More than 100 organizations
support community water fluoridation. Among the organizations are respected medical, dental and public health groups

We support the regulated RESUMPTION of water fluoridation
in Newport’s municipal water system for the following reasons:

•It requires no change in a person’s behavior to impart
benefits
•The return on investment estimate is $38 saved for
every $1 spent on fluoridation

It strengthens primary teeth
•It aids in the development of cavity resistant adult teeth

•It aids seniors, a group that may lack dental insurance,
by increasing protection of exposed root surfaces

to our water.
Clean Water Newport is the all-volunteer organization leading the campaign against adding fluoridation chemicals to our
drinking water.
We represent people from all walks of life – laypersons, medical
professionals, teachers, students, business owners, non-profit
workers, Democrats, Republicans, Independents, retirees, stayat-home moms and dads and many more .

Fluoride is a drug, as defined and regulated by the FDA.
Please preserve the right of every citizen to have a CHOICE on
whether to ingest fluoride drugs. NO ONE should be forced to
put a drug in their body they don’t want.
•Fluoridation chemicals have little or no effectiveness in
preventing tooth decay. Even the CDC admitted fluoride
works mainly topically, and World Health Organization
data clearly shows that fluoridated and non-fluoridated
nations have virtually the same cavity rates.
•We have effective alternatives. Every low-income child in
Newport is eligible for free professional dental care through
Newport Public Schools and Head Start, and every
low-income child and adult is eligible through the Oregon
Health Plan at Advantage Dental. These can include basic
dental supplies, dental sealants and varnish.
•A National Academy of Sciences report and other top
researchers found fluoride interferes with brain functions,
causes fluorosis, is an endocrine disruptor and lowers
thyroid function. It can also increase the risk of diabetes,
kidney disease and bone fractures.
•Fluoridation chemicals in drinking water are hazardous
waste by-products that may contain lead and arsenic. EPA
determined there are NO safe levels of lead and arsenic.
•Fluoridation chemicals are an enormous waste of ratepayers’ money, costing an estimated $300,000 for installation
and $18,000 annually for chemicals. 99% literally goes
down the drain through toilets, showers, fish processing,
gardens, etc.
•Low income families use more infant formula. Mixed
with fluoridated water, it has about 100 times the level of
fluoride considered safe. Low income families can’t afford
filters or bottled water to avoid fluoridation. They have no
choice but to use tap water.
The vast majority of countries, cities, health and medical organizations worldwide DON’T endorse fluoridation
because of health, cost and ethical concerns.

Opposes Fluoridation
I’m the former head of Preventive Dentistry at the University of
Toronto. In addition to being a dentist, I’m a scientist who has
spent decades studying the effects of fluoride on teeth and bones.
I was one of 12 scientists in North America chosen to serve on
the National Academy of Science’s committee that produced
the 2006 report Fluoride in Drinking Water. Taking three years
to complete, it’s considered the most comprehensive work ever
done on the toxicity of fluoride.
I was trained in traditional dentistry, and for many years accepted the prevailing opinion of the establishment in Canada
and the US that water fluoridation is effective and safe.
I was mistaken.
As I intensively studied the literature and performed my own
research, the evidence clearly demonstrated that fluoridation
is more harmful than beneficial. In 1999, I publicly changed my
position.
In doing so, I joined the vast majority of governments and experts throughout the world that DO NOT endorse fluoridation.
Why do so many dentists and others in the US and Canada
support it? I can’t speak for any individual, but I believe most
haven’t reviewed the literature, especially on health risks. And if
you speak out against fluoridation, you risk being criticized and
shunned by your peers. I know many dentists and
physicians who oppose it but won’t take a public stance.
In Canada, citizens all over the country, reviewing much of the
same science I did, are opposing it. In just the last 10 years, the
percent of Canadians drinking fluoridated water has dropped
from 60% to about 33%. Small towns and large cities, including
Quebec City, QE, Windsor, ON and Calgary, AL, have voted to
ban fluoridation.
For the sake of your health and your children’s health, I urge all
citizens of Newport to vote no on Measure 21-164.

Former EPA Senior Scientist Opposes Fluoridation
My name is Dr William Hirzy. As a chemist, I’ve been involved in
environmental and health risk assessment for 38 years. In the
EPA as a senior scientist, I thoroughly evaluated the supposed
benefits of fluoride and the developing science on its toxicity.
There is no doubt in my mind that fluoridation’s major health
risks far outweigh any minimal benefits. The EPA Headquarters scientists’ union concurred, voting in 1997 to officially
oppose water fluoridation.
The largest study on fluoridation’s effectiveness was performed
by the US National Institute of Dental Research in 1990. It failed
to show a statistically significant reduction in cavities (less than
one cavity per child), the hallmark of a conclusive epidemiology study. The CDC now acknowledges that fluoride’s effect on
preventing cavities is mainly topical, not from swallowing.
Last year, the Cochrane Collaboration, an independent organization considered the gold standard of evaluating effectiveness, found virtually no quality studies supporting fluoridation.
Moreover, when comparing nations that fluoridate to those that
don’t, World Health Organization data found virtually no difference in cavity rates.
As determined by the National Academy of Science’s landmark
2006 study, Fluoride in Drinking Water, there are several health
risks of fluoride, including endocrine disruption, hypothyroidism,
fluorosis, diabetes and kidney disease.
One that was particularly disturbing was the NAS’s finding that
“fluorides have the ability to interfere with the functions
of the brain.” Its preliminary review cited studies showing
that fluoride could lower IQ in children and emphasized more
research needed to be done.
Following up, a Harvard University 2013 meta-analysis (Choi et
al) found that in 26 out of 27 studies comparing fluoridated and
non-fluoridated villages, children drinking fluoridated water had
an average IQ of seven points less. The quality of the studies
varied, but this consistency demonstrated clearly that fluoride
can NOT be confirmed safe for our children’s brains.
I strongly urge you to vote NO on fluoridation.

A Physician’s Opposition to Fluoridation
Erin Brockovich Opposes Fluoridation
I oppose fluoridation from two perspectives: as a naturopathic
physician and as a hypothyroid patient.
My life’s work has been about making people aware of Safe
Drinking Water and harmful chemical exposures.
Hypothyroidism (low thyroid) affects over 4% of the US population: 400 residents in Newport. Common symptoms are fatigue,
weight gain, depression, and muscle/ joint pain.
After a great deal of research and personal thought, I am opposed to the continued policy and practice of drinking water
fluoridation.
Prior to moving to Newport, while living in unfluoridated
Portland, my thyroid blood tests were normal. However, in 2004,
after drinking the fluoridated water in Newport for two years, I
started showing symptoms and was diagnosed with hypothyroidism, using standard blood tests.
As a mother and grandmother, I am concerned about families
in drinking water fluoridated communities. Using fluoridated
drinking water from their tap to mix infant milk formula… is but
just one example. I am concerned that the National Research
Council of the National Academy of Sciences (Fluoride in
Drinking Water – 2006) has designated kidney patients, children, diabetics and seniors as “susceptible subpopulations”
that are especially vulnerable to harm from ingested fluorides.
How can we in good conscience give susceptible persons an
uncontrolled amount of fluorides in water?
My story is anecdotal, but there is a significant wealth of scientific data showing that fluoride increases hypothyroidism. The
landmark 2006 report by the National Academy of Sciences,
Fluoride in Drinking Water, states unequivocally that fluoride
lowers thyroid function. In the decade after, 10 more studies
showing this link were published. Last year, a major study of
most of the population of England found that people living in
fluoridated areas had 30% - 60% higher rates of hypothyroidism, even factoring out other possible causes.
Like any hypothyroid patient, the last thing I want in my water is
a drug that lowers my thyroid function even more.
Professionally, I have many patients with hypothyroidism.
Prescription hormones treatments can help. However, with
fluoridated water, the proper dose can vary, depending on how
much fluoridated water is consumed. It is very difficult to keep
in balance.
In addition, about 1% of all people have adverse reactions to
fluoride, and may be afflicted with rashes, headaches, muscle
aches, dizziness and fogginess. It’s imperative that they have
unfluoridated water.
Water fluoridation takes away people’s freedom to choose what
they take into their bodies. Low income families may not have the
financial means to avoid over dosing with their drinking water.
The use of the public drinking water system to dispense any
substance to achieve a medical result is fundamentally wrong.
I stand squarely with the volunteers of Clean Water Newport
who are working so hard to prevent adding fluoridation chemicals to Newport’s drinking water.

Chiropractic Physician’s Personal Story
I grew up poor in central Wisconsin where our water supply was
fluoridated. My mother was told it would help prevent cavities. In
the first 20 years of my life, even though I had excellent personal
dental habits, I acquired 11 cavities while drinking fluoridated
water! Of course, my experience is anecdotal, but the best
scientific studies measuring thousands of people also show that
fluoridation is minimally effective, if at all.
I went to graduate school and was approached by my new dentist
to exchange my old white fillings for mercury fillings. He was the
doctor, so of course I complied. Two months later I was diagnosed
with mercury poisoning from the dental work, which caused my
hypothyroidism. I finally took the time to investigate the substances
I was putting in and on my body.
Honestly, fluoridated water never crossed my mind. How could
something that was in my drinking water be harmful to me? I
have very serious reactions to fluoride - I cannot think straight
and get dizzy and nauseous, which lasts for days depending on
the amount I ingested.
I have to purchase fluoride-free toothpaste and pay out of pocket
to go to a dentist that uses biocompatible products. I cannot go
out to eat in a community that fluoridates because they wash
their produce, make rice/pasta and clean the dinnerware in the
fluoridated water. I have had to purchase an expensive water filter
for travel away from the Oregon coast.
One of the main selling points on moving to this area was that
they did not fluoridate the water. Unfortunately, I am not a rare
case. Statistically, 4.6% of the US population has hypothyroidism.
We need a choice about what is in our water.
I am fervently against putting fluoridation chemicals in the water
supply, especially when they can cause physical harm to so
many people.
Please join me in voting NO on Measure 21-164.

Whatever chemical that would be used to fluoridate Newport’s
water, you should know that it:
•Is a toxic industrial byproduct from phosphate
fertilizer manufacturing
•May contain lead, arsenic and other harmful
by-products
•The EPA has determined that there are NO safe
levels of lead and arsenic
The claim that fluoridation would add a “natural” mineral to
Newport’s water is grossly misleading. There’s nothing natural
about a hazardous waste byproduct from the phosphate fertilizer industry. And even though fluoride can be found naturally
in the ground doesn’t mean it’s harmless. So can lead and
arsenic.
If you use fluoridated toothpaste, please read the label carefully. For children under six, it says that they should use a
pea-sized amount and “if more than used for brushing is accidentally swallowed, get medical help or contact a Poison
Control Center right away.” This or similar wording, required
by the FDA, shows how toxic fluoride itself can be.
Recent scientific evidence points to even greater harm from
consuming fluoride than previously thought. Last year, the
US Public Health Service lowered its guidelines for fluoride
concentration in water from 0.7 – 1.2 parts per million (ppm) to
only 0.7 ppm because fluorosis rates in children had skyrocketed in the US. Fluorosis is a disease of tooth enamel caused
by too much swallowed fluoride.
We now know that fluoride works primarily topically, not by
being swallowed, so there isn’t even a meaningful benefit from
drinking fluoridated water.
OCA supports effective solutions that address the root causes
of dental health problems, such as improved diets that limit
processed foods and sugar-laden drinks.
We urge a NO vote on fluoridation.

I developed chemical sensitivity in my 20’s and have had a
30-year struggle to live a normal life.
We are local, state and national chiropractors united in opposition to water fluoridation.
I have hypothyroidism and extreme reaction to chemicals that I
inhale, ingest or get on my skin. I can’t speak intelligibly, get an
immediate migraine and my skin flushes for days. I am out of
commission and cannot work.
Chiropractors represent a healthcare system whose purpose is
to restore and optimize the innate recuperative powers of the
human body. Accordingly, we share the value of clean, pure
drinking water with Newport residents.
Adverse reactions such as mine to fluoride such as that used in
water fluoridation chemicals (which can also contain lead and
arsenic) affect about 1% of the population.
I moved to the Oregon coast in 2006 because I saw that
Newport didn’t fluoridate their water. It was one less thing I was
going to have to worry about. I have so many things that I can’t
do, drinking water should not be one of them!
We consider it inappropriate to deliver a pharmacologic treatment through fluoridation chemicals in drinking water. There is
no dosage control, and no allowance made for a person’s size,
water intake, health issues, or additional fluoride intake from
dental products, other pharmaceuticals, and pesticide residues
in foods and beverages. Fluoridation violates the principles of
informed consent and patient centered care.
I don’t have the money to buy an expensive fluoridated water
filtration system for my house. I am against water fluoridation
and will be voting NO on measure 21-164. No government agency, nor the companies that sell these fluorosilicates with their co-contaminants, are responsible for their
purity, efficacy, or safety.

Food & Water Watch: Fluoridation is the Wrong Choice for
Newport
Clean Water Newport: Know the Facts
Food & Water Watch is a national non-profit organization that
advocates for common sense policies protecting access to
safe, clean, affordable drinking water and food. We believe
everyone has the right to clean and safe water. We have
hundreds of supporters in the Newport area.
Food & Water Watch is speaking out against the
fluoridation of Newport’s drinking water because:
•Fluoridation takes away people’s choice. We respect
every person’s right to decide whether or not they consume
fluoride. As defined and regulated by the FDA, fluoride is a
drug. If people want to swallow it, they have that right. But
they DON’T have the right to force it on those who don’t
want to consume it through the drinking water.
Even our doctors can’t force us to take drugs we don’t want
to take – this is taking away our right of informed consent.
This is OUR water and should be OUR choice.
•There are health risks from fluoridation chemicals.
Families have very good reasons for wanting to avoid
fluoridated water, which has been linked to fluorosis,
hypothyroidism, endocrine disruption and effects on the
brain.
•Fluoridation hurts low-income families. Expensive
filters and bottled water, which can cost thousands of
dollars, leave low-income families with NO choice and
no chance of avoiding fluoridated water. Even for those
families who could afford alternatives, it simply isn’t fair
to force them to spend so much of their income to avoid
fluoride.
•There are more effective, safer ways to lower cavity
rates. These include better nutrition, cutting down on
processed foods and soft drinks, good home dental
habits such as regular brushing and flossing, and regular
professional dental care.
Newport is fortunate in that all low-income children are eligible
for free professional dental care through Head Start, the public
schools and the Oregon Health Plan at Advantage Dental.
Please vote NO on Measure 21-164.
There has been much misinformation on fluoridation. Clean
Water Newport wants to ensure all voters know the truth.
Claim: Fluoride isn’t a drug
Response: Of course it is, as defined AND regulated by the
FDA. Look at your tube of toothpaste and read the warning label
for ingestion by young children – that’s required by the FDA,
which also requires a prescription for fluoride tablets or drops.
Claim: Fluoride is “natural” (i.e. good or safe)
Response: Lead and arsenic are natural too. That doesn’t
mean they’re safe. And there’s nothing natural about fluorosilicic
acid, the chemical that’s a hazardous waste by-product of the
phosphate fertilizer industry used by nearly all fluoridating cities.
It’s a matter of public record that it can contain lead and arsenic,
for which the EPA has determined that there are NO safe levels.
Claim: Fluoride is a “nutrient.”
Response: A nutrient is a substance required for growth,
development and normal physiologic functions. Unlike real
nutrients like vitamin D, calcium and iodine, you’ll never find
fluoride in a multi-vitamin or in the nutrition section of any
store. The FDA, Institute of Medicine and National Academy of
Sciences have all concluded fluoride isn’t a nutrient.
The EPA has classified fluoride as a toxin, and like most toxins,
the higher the dose, the greater the harm. If it’s in the water,
you can’t control the dose. If you can’t control the dose, you
can’t control the harm.
Moreover, we also ingest fluoride through processed foods,
drinks, soups and pesticide residues, adding greatly to the toxic
load in our bodies.
Leaded gasoline, asbestos, DDT, DES and cigarettes were
once accepted as safe by the US government and medical
organizations 60 years ago. As scientific evidence on their
serious harm mounted, they were banned or restricted.
This is precisely the situation with fluoridation today – it’s only a
matter of time.

While we all consider whether we should add fluoridation
chemicals to our clean water supply, the real problem goes
unaddressed. Poor diet and lack of personal care are huge
factors that lead to tooth decay not only in children, but in
adults as well.
We had a child in 2015 and were unable to breast feed him
exclusively because he was born tongue tied. Even after we
fixed it, my wife was unable to produce enough milk for him
so we had to supplement with formula. We researched all of
the companies and ingredients carefully and decided we could
make our own formula with less additives and allergens. We
ended up raising his weight from the 4th percentile to the 94th
percentile after supplementing with our homemade formula. We
never even considered our water source.
So a “yes” vote on adding fluoridation chemicals to our water
will make the problem go away? This is absurd. It wouldn’t
be surprising if many of the children with excessive tooth decay
even drink much water in a day. Sure sugar is one cause
of tooth decay but many other foods including foods high in
carbohydrates and processed foods in general are all culprits.
More importantly, the longer one waits to brush the food
remnants out of their mouth, the more susceptible they are to
tooth decay. This isn’t rocket science.
Unless homes or businesses install expensive reverse-osmosis
filter systems, the water they serve and food they cook will also
have fluoridation chemicals in it (these aren’t naturally occurring
chemicals either and it is not pharmaceutical grade Fluoride).
Water fluoridation isn’t an exact science as claimed, otherwise
40% of teens in the USA wouldn’t have dental fluorosis from over
exposure to fluoridation chemicals; prompting the CDC to cut
it’s recommended level almost in half from 1.2 mg/l to .7 mg/l in
2015 after over 60 years of recommending 1.2 mg/l to be safe.
There are many people who experience negative effects from
ingesting fluoridation chemicals. There are many people who
don’t want fluoridation chemicals in their water or environment.
Then there are many people who won’t even know it’s in there.
Look through this section at all the local names against it.
These people should not be subjected to finding water at their
own means.
The current trend going on nation and worldwide is to remove
fluoridation chemicals from water. Please don’t subject our
community and visitors to fluoridation chemicals.

After hearing about the possibility of fluoridation chemicals
being added to Newport’s water, I discovered some pretty
alarming facts about fluoridation in relation to babies. The
CDC recommends an infant have no more than 8 micrograms
which is .008 milligrams per liter (mg/l). At the proposed rate of
.7 mg/l, that would mean an infant fed formula from tap water
for 1 day would receive 700 micrograms!! Fluoride intake by
an infant who is exclusively breast fed is generally less than 2
micrograms per day.
Adults excrete 50% of any fluorides ingested; infants can only
excrete 10-15%. Their blood brain barrier is also not complete;
leaving their brains exposed to accumulation as well.

The pro fluoridation people mean well, they really do! This
is not the most effective or ethical approach though as this is
not a blanket problem nor is it desired by 100% of the people.
Forgotten in this debate are the millions of visitors we have
annually. They don’t have a say nor will they necessarily know
about potential exposure when coming to visit.
What freedoms do we really have if we aren’t free to control
what goes into our bodies? I respect the effort and intention
to help children; please respect our freedom to choose and
protect those with no voice.

SUMMARY: Since 2007, Lincoln County has levied a voter
approved 9% tax on transient lodging. It is paid by tourists,
business travelers and other visitors. Currently, a portion of
the tax revenues are dedicated to tourism promotion, economic
development, support for the Oregon Coast Aquarium and

Explanatory Statement

Improvement Fund. That funding is intended to support the
redevelopment of the fairgrounds, recently renamed the County
Commons, including the addition of a new exhibition hall of about
25,000 square feet.
This measure would enact Ordinance # 485 to increase the
County transient room tax an additional 1%, from 9% to 10%,
effective July 1, 2016. The new tax revenue would be dedicated to
increase support for the redevelopment of the fairgrounds (County
Commons), and also be available for operations of the facilities
at that location. It could also be used to support similar facilities
throughout the County.
It is estimated that this tax increase would generate approximately
$176,000 in revenue per year.

IT’S MORE THAN FAIR! VOTE YES ON 21-165 TO IMPROVE
THE LINCOLN COUNTY COMMONS -- the home of the
Lincoln County Fair.
The Lincoln County Commons (Fairgrounds), home of the
Lincoln County Fair, has suffered from decades of neglect.
You have an opportunity to set in motion immediate steps to
restore this vital asset by voting YES on Measure 21-165. The
enhanced Commons will be a central meeting place for youth
development, cultural attractions and community development.
One of the most exciting aspects of the new Commons is the
emphasis on things for young people -- Lincoln County youth
and visitors to Lincoln County.
Measure 21-165 raises the room tax by one percent on lodging
properties outside of the incorporated cities of Lincoln County.
That means the average visitor will pay about a dollar more per
night. This is only the second time in 25 years that voters have
been asked to increase this tax, and the new rate will still be
competitive with other coastal communities.
Without any impact to local property tax payers, we’ll be able
to improve the infrastructure and structures at the Commons.
Included in these improvements will be electrical, plumbing,
sewer and internet services. All of these improvements will
undergird a new exhibit hall which will serve the Lincoln County
Fair, Festivals, 4-H, Winter Farmer’s Market, sportsmen’s
shows, home shows, gem and mineral shows, animal shows,
arts and craft shows, concerts, sporting events, emergency
preparedness, large meetings and conferences and a host of
other activities that will enrich county life both culturally and
economically. ECONorthwest, a respected economic research
firm, reported that a new exhibit hall can generate muchneeded economic activity annually.
A new and improved fairgrounds will become our new Lincoln
County Commons.
This is a plan to make the entire Commons property a vital
destination for residents and visitors alike.

QUESTION: Shall County form Siletz Area Enhanced Law

SUMMARY: At the request of the City of Siletz, Siletz Tribe and
surrounding community, Lincoln County initiated formation of
the Siletz Area Enhanced Law Enforcement Service District
and adoption of a permanent District tax rate levy, both subject
to voter approval in a single vote. The intent of this measure is
to provide the District with enhanced law enforcement services
through the Lincoln County Sheriff’s Office. Supplemental
funding is to be provided by the Siletz Tribe under contract
with the District. The District formation was approved by the
Siletz City Council. The District boundaries are the same as the
existing boundaries of the Siletz Rural Fire Protection District.
Approval of this measure authorizes formation of Siletz Area
Enhanced Law Enforcement Service District and adopts a
permanent District rate levy of $1.31 per $1,000 of assessed
value beginning Fiscal Year (FY) 2016-17. A “yes” vote forms
the District and establishes the District tax rate levy. A “no”
vote will reject both the District formation and the establishment of the tax rate levy.
A group from the Siletz Community, consisting of the representatives
from the City of Siletz, the Siletz Tribe and other residents of the
unincorporated areas within the boundaries of the current Siletz
Rural Fire Protection District approached the Lincoln County Board
of Commissioners seeking additional law enforcement services for
their community.
The mechanism for providing those services is the formation of a
county service district under law. The proposed district would be
named the Siletz Area Enhanced Law Enforcement Service District
(District). Its boundaries would be the same as those existing for
the Siletz Rural Fire Protection District at the time of initiation of the
formation process. Under law, the District would be governed by
the Lincoln County Board of Commissioners as an entity separate
from the County. All funds raised by the District would be dedicated
to the District until expended as allowed by law.
The enhanced law enforcement services would be provided by the
Lincoln County Sheriff’s Office under the direction of the elected
Lincoln County Sheriff. As proposed, the District anticipates
providing 80 hours of enhanced services per week. To accomplish
this, the formation of the District would also include establishment of
a permanent District tax rate levy of $1.31 per $1,000 of assessed
value. This will pay for ½ of the projected costs of the services.
The other half would be provided through a contract with the Siletz
Tribe. The District has the authority to enter into binding contracts
with the Tribe.
This measure asks voters to approve establishment of the Siletz
Area Enhanced Law Enforcement Service District and a permanent
District rate levy of $1.31 per thousand dollars of assessed value
dedicated for enhanced law enforcement purposes. A “yes” vote
both approves the formation and the levy. A “no” vote rejects both
the formation and the levy.

Petitioners initiated formation of the Southwest Lincoln County
Water People’s Utility District (PUD) to convert the existing
Southwest Lincoln County Water District (Water District) to a
PUD. The PUD boundaries will be exactly the same as the Water
District boundaries. The intent is to dissolve the Water District
after formation of the PUD and transfer of all assets and liabilities
to the new entity. A five member Board of Directors of the PUD
would be elected from qualified persons within the PUD to govern
the new entity.

I urge all voters to vote “NO” on the water district proposition
21-167.
The Southwest Lincoln County Water District is proposing to
convert from a Water District to a People’s Utility District that
provides water service.
Water rates will continually rise to meet the financial needs of
the potential Public Utility District (PUD). The Water District
of Southwest Lincoln County (SWLCWD) resident currently
pays base water rates 50% higher than residents of the City of
Waldport Water District (CWWD). The SWLCWD has favorable
rates for larger users only.
Transparent to Customers/Constituents
This change will be transparent to the customers/constituents
of the District. The District will have exactly the same
boundaries and will continue to deliver exactly the same
water. As far as customers/constituents of the Water District
are concerned this is a change in name only. The high level of
quality water furnished will not be affected.
Reduced Costs
The single most important benefit of being a PUD rather
than a Water District is the reduction in costs going forward.
Particularly a reduction in the cost of replacing, expanding and
upgrading the District’s aging infrastructure.
More Local Control/Less Red Tape
Another benefit of the PUD form of organization is that there
is less statutory and agency regulation at the state level for
PUDs than for water districts. This increased local control and
decreased regulatory red tape leads to more efficiency and a
better ability for the District to serve its customers/constituents.

Under Oregon law, a PUD can’t receive any portion of your
property taxes. This is an important revenue source. Whether a
major repair or new extension, the only funding source will have
to be ratepayers. Any added costs will insure increased water
rates year after year.
The ratepayers of the SWLCWD will lose independence and
control over decisions once another district joins the PUD. The
stated goal of the PUD sponsors is to have the CWWD join the
PUD. Resident’s only hope is that a PUD will make the right
decisions or force litigation.
A water district will operate in the best interests of the
ratepayers. Why subject ratepayers to a PUD?
The SWLCWD is needed to maintain a separate entity to
focus on specific district needs and negotiate with the City of
Waldport as new growth forces decisions as to which entity can
best meet the specific needs of new customers. If one district
has prohibitive costs to provide service, it can be worked out
between the water districts. A PUD complicates the decisionmaking.
PUDs are exempt from many Oregon Water District regulations
currently in place. Supporters of the PUD point out that a PUD
needn’t pay a living wage to its employees. Should we balance
the books by short-changing experienced employees? In my
experience, deregulation seems to insure future problems.
Presently only five water PUDs exist in Oregon. SWLCWD
has operated well for years. Why experiment with a successful
water system?
Vote “NO” on proposition 21-167. A risk you don’t have to take.

Measure 21-168 Central Oregon Coast Fire and Rescue District

of Directors has determined that they must ask the voters of the
District for a five year Local Option Tax in the amount of $1.27 per
$1,000 of assessed value for continued operations. Revenue from
this tax will provide personnel costs, fuel and other vehicle costs,
equipment maintenance, small equipment replacement, financing
costs and other expenses.

This measure may cause property taxes to increase more
than three percent.
SUMMARY: Approval of this measure would subject tax assessable property in the Central Oregon Coast Fire and Rescue
District to additional property taxation for five years in the amount
of one dollar and twenty-seven cents per $1000 assessed property value (tax years 2016-2017 through 2020-2021).
It is estimated that this measure would raise approximately
$439,384 in tax revenues for 2016-2017, $452,566 in tax
revenues for 2017-2018, $466,142 in tax revenues for 20182019, $480,126 in tax revenues for 2019-2020, and $494,530
in tax revenues for 2020-2021.
Revenues would be used by the Central Oregon Coast Fire
and Rescue District to fund its fire, rescue, and Emergency
Medical Services operations.
Explanatory Statement
The Central Oregon Coast Fire and Rescue District (COCF&RD)
is the governmental agency that levies taxes to support, and
supervises Central Oregon Coast Fire. COCF&RD services the
City of Waldport, part of the area around it, and the narrow corridor
eastward and a short way up Five Rivers Road. COCF&RD provides
fire protection services, emergency rescue services including water
rescue, and emergency services for its patrons and visitors. About
90% of COCF&RD’s revenue comes from property taxes.
Several years back, Tidewater Rural Fire Protection District merged
with COCF&RD due to issues with funding. When this happened,
a combined tax rate was established that was much lower than
the original COCF&RD rate, and was much less than had been
anticipated. COCF&RD attempted to increase their revenue from
billing for emergency medical service to make up the shortfall, but
over the years that revenue stream has been slowly losing ground
against operational costs rising at 8 to 10% per year. In addition,
increased requirements mandated Paramedic-level medical
care, necessitating the hiring of additional personnel. Also, as
experienced by most all other small Fire Departments, a shortage
of volunteers also necessitated additional hiring. Personnel costs
are expensive, and COCF&RD accordingly cut back on equipment
upgrades and other expenses, but the problem did not get any better.
Today, COCF&RD is faced with the dire situation of being unable
to continue to provide emergency service to its patrons without
additional revenue. Without this new tax, COCF&RD will need to
drastically reduce services.
COCF&RD’s permanent tax levy for operations is $0.8209 per
$1,000 of assessed value, in the bottom third of all Rural Fire
Protection Districts in Oregon, including those that do not provide
ambulance service. COCF&RD does already have one Local
Option tax in place, with a rate of $0.25 per $1,000, but that is a
ten year levy only for the purchase of major equipment. The money
from that can not be used for operational expenses. The Board
