Do you have any comments on the draft Conditions for new A levels and
AS qualifications in modern foreign languages (French, German and Spanish)?

Naturally it makes sense to apply the same restraints to MFL as to other subject
groupings.
The comment at 1.3 raises more questions than it answers, by suggesting that there
could well be an intention, somewhere down the line.

Do you have any comments on the draft conditions, requirements and
guidance on assessment for new A levels and AS qualifications in modern
foreign languages (French, German and Spanish)?

In noting that currently the ABs have different approaches to vocabulary lists and
seeking to harmonise them, it is slightly strange to suggest that then the ABs are “not
precluded from publishing” but also “not required to publish” vocabulary lists.
The restriction on the use of candidates’ own texts makes sense.
The requirement to translate both out of and into the MFL is welcomed, as before.

As this is the portion of the assessment where it is less easy to ensure total objectivity,
the constraints proposed all make sense.
It may, however, be difficult for centres to guarantee total consistency in the way that
the assessment is carried out with each candidate, so external supervision by the AO
is preferable.

Do you have any views on our proposed approach to the recording of nonexam assessments for new A levels and AS qualifications in modern foreign
languages (French, German and Spanish)?

There should be no difference between the merits of a candidate whether recording is
audio-only or audio-visual. There is, however, merit in the suggestion that an audiovisual recording is more likely to deter potential malpractice.

Do you have any comments on the draft conditions on access to dictionaries
for new A levels and AS qualifications in modern foreign languages (French,
German and Spanish)?

Continuity with GCSE in terms of the non-use of dictionaries is appropriate. It makes
sense to forbid the use of them during the ‘preparation time’ prior to an assessment,
since to use a dictionary would give a natural advantage to those who have a greater
facility in finding their way around such a volume.

for new A levels and AS qualifications in modern foreign languages (French,
German and Spanish)?

As previously observed, the new proposals lend rigour and credibility to this subject
area. A candidate is going to be required to demonstrate a more thorough and
comprehensive understanding of the language(s) and will develop a deeper
understanding of each language in its social context.

It has to be assumed that under ‘disability’, consideration has been given to
candidates who may be blind or partially sighted, deaf or partial hearing, or who has
dyspraxia, dyslexia, aphasia or autistic spectrum characteristics.

resulting from these proposals on persons who share a protected
