As a point of clarification, it should be understood that the Contract Documents govern all
aspects of the project. Informal discussions held during the Pre-Bid Conference, or over the
telephone are informational only. All official changes to the Contract Documents are made only
by addenda. The following changes and additional information are hereby made a part of the
Contract Documents:
CLARIFICATIONS
1. A mandatory Pre-Bid Conference was held on May 10, 2012 at 10:00 a.m. at the Public
Works Center Conference Room, 15 South Smith Street, Second Floor, Norwalk,
Connecticut. The purpose of the meeting was to review the key requirements of the
project and for bidding on the project. The pre-bid meeting was mandatory. Those
persons and respective companies in attendance are noted on the attached attendance
sheet (attached pages 5 of 34 to 7 of 34). A Pre-Bid Meeting Agenda was made available
to all in attendance, but this is not included as part of this Addendum.
SPECIFICATIONS
1. Contracting Requirements Appendix, Exhibit 2, Prevailing Wage Rates: ADD the
prevailing wage rate information consisting of 27 pages (attached pages 8 of 34 to 34 of
34).
2. Section 13441, Control Loop Descriptions, Paragraph 3.1, A.3: DELETE item b in its
entirety and REPLACE with
"b. Pump and Stormwater Station Screens: Screens and pop-up displays shall be
provided for station status monitoring and alarms as described in this section.
Create an individual graphical screen for each pump station and stormwater station.
Each station's SCADA screen will pictorially show the individual aspects of the
station. For example, a Duplex Can Station will show a representative picture of a
Can Station with the pumps shown underground in the can's vault. The wetwell
will be animated to rise and fall over its range of elevations and both pumps shall be
animated to show their run status (green running, red stopped, yellow faulted). The
status and alarms shall generally include the following:
1) Pump Run/Stop status, Runtime and Alarms
2) Wetwell Level and Alarms
3) Wetwell Historical Levels

The FCC license application will be handled by the Owner during the construction
phase of the project. The frequency will be in the 217-220 MHz range. The
Contractor will be notified of the selected frequency as soon as it is available."
4. Section 13455, Radio Communication Network, Paragraph 1.6, A.: ADD the following
immediately after item 4:
"5. General Contractor shall submit a letter, stamped and signed by a Professional
Structural Engineer registered in the State of Connecticut, verifying that
each individual building is capable of safely resisting the proposed live load from
the Non-Penetrating Roof Mount antenna system in addition to the design dead
loads and snow loads in accordance with the 2003 International Building Code
with all State of Connecticut Supplements."
5. Section 13455, Radio Communication Network, Paragraph 2.1, A.1.b.: DELETE the
sentence "Frequency range: UHF, 430 to 470 MHz." in its entirety and REPLACE with
the sentence "Frequency Range: VHF 217-220MHz."
6. Section 13455, Radio Communication Network, Paragraph 2.1, A.1.h.: DELETE the
sentence "Data Rates: Minimum of 9600 bps" in its entirety and REPLACE with the

SIGNIFICANT QUESTIONS AND ANSWERS DURING THE BIDDING PERIOD
1. Q: Is the contract time working days or calendar days?
A: The contract time is two hundred forty (240) calendar days starting from the Notice to
Proceed, as stated in the Special Notes, section 102-16, item 1. The word 'calendar
day' as used here is defined as a day of 24 hours measured from midnight to the next
midnight, including Saturdays, Sundays and all holidays.
2. Q: Is the mercury to be removed by the contractor?
A: It is the contractor's responsibility to remove and dispose of float switches containing
mercury in accordance with all applicable local and state laws, ordinances and code
requirements, as specified in the contract documents. Refer to Section 02050A,
Demolition.

All classifications that indicate a percentage of the fringe benefits must be calculated at the percentage rate

Apprentices duly registered under the Commissioner of Labor's regulations on "Work Training Standards
for Apprenticeship and Training Programs" Section 31-51-d-1 to 12, are allowed to be paid the appropriate
percentage of the prevailing journeymen hourly base and the full fringe benefit rate, providing the work site
ratio shall not be less than one full-time journeyperson instructing and supervising the work of each
apprentice in a specific trade.
The Prevailing wage rates applicable to this project are subject to annual adjustments
each July 1st for the duration of the project.
Each contractor shall pay the annual adjusted prevailing wage rate that is in effect
each July 1st, as posted by the Department of Labor.
It is the contractor's responsibility to obtain the annual adjusted prevailing wage rate
increases directly from the Department of Labor's website.
The annual adjustments will be posted on the Department of Labor's Web
page: www.ct.gov/dol
The Department of Labor will continue to issue the initial prevailing wage rate
schedule to the Contracting Agency for the project.
All subsequent annual adjustments will be posted on our Web Site for contractor
access.

All Person who perform work ON SITE must be paid prevailing wage for the

All classifications that indicate a percentage of the fringe benefits must be calculated at the percentage rate
times the "base hourly rate".
Apprentices duly registered under the Commissioner of Labor's regulations on "Work Training Standards
for Apprenticeship and Training Programs" Section 31-51-d-1 to 12, are allowed to be paid the appropriate
percentage of the prevailing journeymen hourly base and the full fringe benefit rate, providing the work site
ratio shall not be less than one full-time journeyperson instructing and supervising the work of each
apprentice in a specific trade.
~~Connecticut General Statute Section 31-55a: Annual Adjustments to wage rates by contractors doing
state work ~~
The Prevailing wage rates applicable to this project are subject to annual
adjustments each July 1st for the duration of the project.
Each contractor shall pay the annual adjusted prevailing wage rate that is in effect
each July 1st, as posted by the Department of Labor.
It is the contractor's responsibility to obtain the annual adjusted prevailing wage rate
increases directly from the Department of Labor's website.
The annual adjustments will be posted on the Department of Labor's Web
page: www.ct.gov/dol.
The Department of Labor will continue to issue the initial prevailing wage rate
schedule to the Contracting Agency for the project.
All subsequent annual adjustments will be posted on our Web Site for contractor
access.

Effective October 1, 2005 - Public Act 05-50: any person performing the work of any mechanic,
laborer, or worker shall be paid prevailing wage
All Person who perform work ON SITE must be paid prevailing wage for the
appropriate mechanic, laborer, or worker classification.
All certified payrolls must list the hours worked and wages paid to All Persons
who perform work ON SITE regardless of their ownership i.e.: (Owners,
Corporate Officers, LLC Members, Independent Contractors, et. al)
Reporting and payment of wages is required regardless of any contractual
relationship alleged to exist between the contractor and such person.
~~Unlisted classifications needed for work not included within the scope of the
classifications listed may be added after award only as provided in the labor
standards contract clause (29 CFR 5.5 (a) (1) (ii)).
