CONSENT AGM AGENDA
1. Parading of the Tipstaff: Sgt at Arms Ottawa Division, Dan Carroll, parading of the
Tipstaff into the AGM boardroom followed by the National Veterans’ Association Board of
Directors.
2. CALL TO ORDER @ 08:30hrs President Cal Small to call meeting to order.
3. National Anthem of Canada – Lead by Garth Hampson, RCMPVA Ottawa Division.
4. Memorial Page (National Secretary)
Secretary Geddes advises that the Memorial Page will be on display and the list will not be read
out due to the numbers of those who have passed on this past year. Recent notices will be
added as noted below and read to those in attendance. ADDITIONS: Verbal update.
Moment of Silence: Salutatory Opening and recital of the Binyon Prayer – by Chaplain, Pierre
Belanger, RCMPVA Ottawa Division. All Rise. (Members to say in unison at end of prayer (We will
remember them). Saluatory Opening and Binyon Prayer attached at end of Agenda.
5. Opening of Meeting
Cal Small, National President to open the meeting and welcome the entire Veterans’ in
attendance, Division Delegates and Board of Governors. (NO SELF INTRODUCTION).
a) Introduction of Special Guests: Phillip Carr, FBI Veteran/RCMPVA Honorary
Member.
b) Note: Commissioner Paulson will address the AGM later this morning (1000AM).
c) Reading of Notice of Meeting
National Secretary Alex Geddes to read the AGM notice. President/Delegate will be asked to
reread the Notice of this AGM in French.
d) Housekeeping remarks: Ottawa Division, AGM Host Chair, Bill Lenton to address the
AGM on procedures for the upcoming events.
e) Examination and report of the Credentials Committee and explanation of
Voting Procedures (National Secretary/Executive Director) to advise the AGM of the Voting
procedures for election of candidates for Nomination and voting on Resolutions.

6. Reports: Officers of the Association: (previously circulated to all Governors, Division
Presidents and Secretaries). The Division Delegates and the members in attendance are to be
advised by President Small that all the Annual Reports were completed and distributed to all
Governors, Presidents and Secretaries: (Limit questions on clarifications within the reports
only).

(Operating) Fund, the Reserve Fund and the Association’s Benefit Trust Fund as tabled. Motion by

COFFEE BREAK: Scheduled for 10:00 – 10:20hrs. (Confederation 1/11 Level 4 Foyer)
Subject to change depending on arrival of the Commissioner RCMP.
New Business –
a) Resolutions: Secretary to refresh the membership on the Voting procedures that were
mentioned earlier for all the Resolutions and others items for voting. The scrutineers will
collect the votes for each Resolution. ** (RESOLUTIONS WILL BE PRESENTED IN
FOLLOWING ORDER).
**The Resolutions are noted hereunder : (Previously distributed)
1. Resolution #1: Board of Directors: (CNFP) - Articles of Continuance
2. Resolution #2: Board of Directors : (CNFP) – Bylaws
3. Resolution #3: Kingston Region Division : BOD expenses attending AGMs.
4. Resolution Changes to Life Membership AMG 2013. After the motion to accept this resolution was
introduced by Director, Bob McKee and seconded by Dave LeBlanc, it was debated and discussed at length.
In conclusion Dennis Roughley, President, Georgian Bay Division made a Motion to TABLE this resolution
until the next AGM. THIS MOTION IS TO BE WITHDRAWN.

13. Nomination and Election of Association Officers: Past President Tim Hoban, Chair of
the Nominating Committee to update attendees on the procedures on the election of the
President, Vice President, Treasurer and three Directors.

Election by one vote: President, Dave LeBlanc, Al Rivard, VP, Directors: Rosemary Bowman, Bill Maxwell
and Peter Sorensen.
14. Installation of Association Officers:
President: President, Cal Small to induct New President, Dave LeBlanc. New President
inducts VP and three Directors.
15. Good of the Association:
i) Items from the Floor for Discussion
ii) Presentation of Certificates/Awards: (Past President Cal Small.)
(iii) Recognition of Octogenarians * (Photo with National President / V/Pres) (Just prior to
FORMAL DINNER Saturday evening).
16. Closing Remarks by National President LeBlanc and motion is made to officially
adjourn the meeting at conclusion of the recessing of the Tipstaff.
ii) Recessing of the Tipstaff: National President, Dave LeBlanc will call on Sgt at Arms, Dan
Carroll, Ottawa Division to recess the Tipstaff. The Tipstaff will be presented to Line
Carbonneau, President, Quebec Division, as instructed by President, Graham Muir, Ottawa
Division. President Line Carbonneau, Quebec Division will then present the Tipstaff to the Sgt
at Arms, Gaston Desormeaux, Quebec Division and the Tipstaff will be paraded out followed
by the National Executive RCMP VA.
ADJOURNMENT:
Meeting is now adjourned at approx., 16:00hrs.
Order of Dress AGM: The National Board (Delegates, BOD and Governors) are expected to wear their Red or
Blue Blazers at the Opening Ceremony, Annual General Meeting. At the Church Parade either blazer (large
medals) and AGM Dinner their Red or Blue Blazers and Miniature Medals, tuxedo shirt and bow tie if available.
Medals may be worn, which are appropriate to the occasion.
No medals are to be worn during the Annual General Meeting itself.
Note: Miniature medals at the AGM Dinner and large medals at the Church Parade.
All other RCMP Veterans the Red or Blue Blazer is suggested for the Opening Ceremony and Church Service with
upgrade to tuxedo shirt and bow tie, if available, for the AGM Dinner.
The Dress for all other Events or Functions is casual but neat.
Breaks: Breaks will be taken as and when necessary during the day.

MOMENT of SILENCE:
Salutary Opening - RCMPVA Ottawa Division Chaplain, Pierre Belanger.
Before we proceed with the business of this meeting, let us pause for a moment to remember those members of the Force, The
Royal Canadian Mounted Police, who laid down their lives while serving their Sovereign and Country. Their sacrifice will
ever inspire us to carry on to the end and that their interests and the interests of those who survive and need our aid may be
assured of assistance, and that the Country in which we live and for which they died may ever be worthy of the sacrifice they
made. During our observation in silence we will remember our Comrades in the Force and those of our Veteran’s Association
and families who have passed on since we last gathered together. Let us pause . . . . . .
