Introduction
Enhanced Vocational Education and Training (EVENT)
Project, funded jointly by the Government of NEpal
(GON) and World Bank (WB), has been started with
the aim of expanding the supply of skilled and
employable labor by increasing access to quality training
programs, and by strengthening the technical and
vocational educationa dn training system in Nepal. As
per the agreement signed between the GON and WB,
the project will be implemented from July 2011 to
October 2015. The project focuses on increasing access
to technical education and vocational training (TEVT)
programs for the disadvantaged youths-especially those
who are poor, living in lagging regions, females, Dalits,
marginalized Janajatis and people with disability through
targeting and other inclusive processes.
Objective
The main objective of the project is to expand the supply
of skilled and employable labor by increasing the access
to quality training programs and by strengthening the
technical
and vocational education and training system in Nepal.
Project Beneficiaries
The project has the following four components:
Component 1: Strengthening TEVT Regulatory
Activities and Capacity Building: The component
will support for the following actiities:
Capacity building of Council for Technical Education
and Vocational Traiing's (CTEVT) regulatory
activities including quality assurance, strengthening
of examination systems and Training Management
Information System (TMIS);
Support to strenghtening NSTB including the
development of skills testing materials and the
introduction of mobile platforms for skills
assessment.
Training of 1500 trainers and 100 master trainers;
Revision of TSLC and Diploma curricula.
Component 2: Strengthening Technical Education:
Under this component the project will provide:
Matching grants and performance grants: Matching
grants will be provided to public and community
institution in the ration 2:1, and performance grants
will be provided to community, public and private
institutions. The project will support 30 TSLC and
Diploma providers and community colleges, and 8
annex schools. All the institutions supported under
the project will be competitively selected using
eligibility and selection criteria.
Fee subsidy and stipend: The project will provide
fee subsidy and stipends to 4000 targeted students
styudying at Diploma and TSLC programs.
Support to strengthen institutional management
capacity: The project will provide management
support, including knowledge transfer and capacity
building, through a management consulting firm to
a selected number of institutions.
Components 3: Supporting Short-Term Vocational
Training and Recognition of Prior Learning: The
project will support for short-term training and
recognition of prior learning:
Short-term-training: The project will support for
short-term training through both public and private
training providers in two modalities: (a) a coucherbased financing mechanism for training in three
urban centers for 10,000 trainees, and (b) a resultsbased financing mechanism for training in 15 to 25
districts as the training venue for 37,500 trainees.
Under the project, special emphasis will be put on
making short-term training and employment
accessible to young women in particular, and also
to the disavantaged population groups such as Dalits,
disadvantaged Janajatis and the treinees fro mlagging
regions and poor families.
Recognition of prior learning: The project will
subsidize skills testing of informally acquired skills.
The project will provide NSTB with funds to meet
the direct costs of skills testing for a total of 17,000
youth during the project period.
Component 4: Project Management, Monitoring and
Evaluation: This component has the following two subcompoments:
Project Management: Under the overall guidance
from the Ministry of Education (MOE), the Project
Secretariat (PS) works as the main implementing
agency of the project. MOLT/DOL and CTEVT
including National Skill Testing Board (NSTB) and
Training Institute for Technical Instruction (TITI),
TSLC/iploma level training providing private, public
and annex institutions as well as short-term training
providers are the main implementing partners of
the project. The Coordination Committee (CC)
chaired by the Minister for Education provides the
overall policy guidelines and the Project
Implementation Committee (PIC), chaired by the
secretary of MOE, makes various implementation
decisions and provides supports for project
implementation. The Technical Advisory Committee
(TAC) provides support and advice to PS on technical
matters. A Technical Team (TT) at the Secretariat
will be contracted to provide support to the
Secretariat in managing the project and building the
necessary capacities of participating institution.
Monitoring and Evaluation: Major activities under
this sub-component are as follows: (i) Regular and
periodic monitoring and evaluation of project
activities: The Project Secretariat will establish
mechanisms for overall project reporting and ensure
that timely, sufficient, and reasonably complete and
accurate information on project inputs, outputs and
outcomes are collected, analyzed and disseminated.

The Project is funded jointly by GON and IDA. Total
cost of the project is estimated to be US $ 60.9 million,
which includes US $ 50 million from IDA contribution,
US $ 5.5 million from GON and US $ 5.4 million from
local sources, Disbursement under the component one
and three will be sed on the stated results.

Project Financing
S.No.
Project Monitoring and Evalution (M & E) will be
guided by the Results Framework developed for the
project. This framework specifies the indicators that
will be monitored, their base-line and target values,
frequency of monitoring, sources of data and instruments
through which data will be collected. The progress and
achievement of project will be monitored and assessed
through the following monitoring and evaluation
activities: (a) routine monitoring bny the Secretariat,
(b) monitoring through regular/periodic reviews,
(c) mid-term review, (c) overall project evaluation and
implementation completion review in the end of project,
and (e) various impact evaluations. Apart from the
outcome level indicators, a set of specific, relevant and
measurable intermediate outcome indicators will also
be monitored. The Secretariat will be aided by its
Technical Team to conduct M & E activities and will
be out-source specific M & E tasks. To ensure that all
entities participating in the project will carry out their
designated M & E tasks, orientation and capacity building
workshops will be arranged.

activities whenever needed. (ii) Labour Market
Information System (LMIS): The project will also provide
