Highlights of the approach:
• 
1 specific target group = 1 theory of change
• 
A number of pre-defined yet dynamic sets of characteristics /
indicators to describe target groups, the needs related to
them, and proven change
• 
„Proven“ = the system is open for any evidence while
educating the users (i.e. what can be counted as good
enough evidence)
Implementation:
•  For social enterprises and all other social purpose
organisations in Estonia
•  Ambition: a system recognized by state institutions and used at
least nation-wide
