Regional Portrait
Africa: poor infrastructure, lack of funds and
knowledgeable resources
LAC: lack of knowledgeable resources
and infrastructures needs improvement
NA: Safety Management Systems
APAC: lack of funding in infrastructures and lack
of knowledgeable resources
Europe: EASA certification and enhancement of
operational safety procedures in smaller airports
Moving forward
Africa
• EASA and ICAO initiatives to cover most of
Central and West Africa over the next 4 years
•
SATP to increase pool of assessors and reduce
costs for Host Airports

• Get higher participation rate from European
Airports to join as APEX Partners
Common findings
Observations regarding Local Runway Safety Team (LRST)
•
Many difficulties noted in many regions, however
challenges differs
•
Lack of implementation of LRST
•
Kept at High level discussions
•
Misconception on the level of participation and topics
that should be treated
•
Regulator’s level of involvement may complicate
discussions
•
Ownership or leadership of the committee may be
questionable
Narrowing it down
• Lack of Safety Management Systems (SMS)
implementation
• Lack of data
• No Hazard Risk Management processes
• Lack of involvement of operational competent parties
• A need for a consolidation of various committees
• No clear Safety Objectives
• No Airport Hazard Registry
APEX Contribution
• Safety and the new APEX Task Force
• Share findings and trends monitoring
• Identify areas in need of regulation
improvements
• Global Training
• SATP, Phase I and Phase II
• Tailoring of post APEX training
• Awarding training to Host Airports through
DNA Fund
• ICAO
• Participation in the ICAO Runway Safety
Programme
• Certification workshops in LAC Region
• Providing data to the ICAO
• Providing data to the Airport Safety
