Applicable to IBRD;IFC;IDA;MIGA;ICSID Issuer World Bank Group Human Resources Vice President, HRDVP; MIGA Executive Vice President and CEO, MIGEX; IFC Executive Vice President and CEO, CEXVP Sponsor Director, Strategy and Operations, HRDAO Page 1 of 5 SECTION I - PURPOSE AND APPLICATION 1.1 These Directives (Staff Rules) apply to staff members of the Bank, IFC, and MIGA as provided in each Rule. 1.2 This Directive (Staff Rule 1.01, "General Provisions") includes new and updated definitions as a result of the Global Mobility Support Framework Policy. This Rule was most recently amended on June 2, 2016. 1.3 This Rule applies to the Staff of the institutions of the World Bank Group. SECTION II - DEFINITIONS 2.01 Bolded terms in this Rule have the meaning ascribed to them Section III, "Scope" of this Rule. SECTION III - SCOPE 3.1 Except as otherwise provided in a Rule, in these Staff Rules the following definitions apply: a. Active service, active status, and active work status mean the service of a staff member holding an appointment provided for under Staff Rule 4.01, "Appointment," who is not assigned to leave without pay, external service without pay, or special leave. b. Bank Group means the Bank, IFC, and MIGA. c. Cost of Living Allowance (COLA) is a semi-monthly payment to eligible Staff Members on Extended Assignments, Temporary Assignments, or Cross Country Assignments in assignment locations where the cost of living is higher than in the originating locations. d. Daily Subsistence Allowance, or DSA, is the Daily Subsistence Allowance schedule published by GSD and updated periodically that defines a daily rate for subsistence intended to cover the cost of hotel accommodations, meals, tips, ground transportation, laundry, and other miscellaneous expenses. e. Department Director includes a manager at the level of department director. f. Dependent Child means an unmarried son or daughter of the staff member for whom the staff member and the staff member's spouse or domestic partner provide at least one-half of the child's financial support and who is under 19 years of age; or is handicapped; or is under age 25 and either: i. is a full-time student; or ii. has an income for the calendar year (from employment or other sources) of less than the amount specified in Annex A - Income of a Dependent Child to Staff Rule 6.02, "Dependency (Tax Equivalency) Allowances." In the case of a child who ceases to be a full-time student, the relevant income is that received after ceasing to be a full-time student. A dependent child also includes: the child of the staff member's spouse or domestic partner, provided that the child is resident in the staff member's household; and a legally adopted son or daughter of the staff member where a "bona fide" parental relationship exists as defined in Staff Rule 6.02, "Dependency (Tax Equivalency) Allowances," paragraph 3.02. g. Designated Official means: i. for the functions of a Manager, Human Resources Team, a Human Resources Business Partner, or a Human Resources Officer; ii. for the functions of Manager, IFC Human Resources Client Services Team, or a Human Resources Officer; iii. for the functions of the Manager, HR Operations, a Program Manager within HR Operations; Page 2 of 5 iv. for the functions of the Manager, Talent Acquisition, the Principal Recruitment Officer, a Recruitment Officer, or a Human Resources Analyst; or v. in the case of a staff member assigned to a country office, the head of the country office. h. Designated Supervisor means a person to whom a manager delegates responsibility for managing the performance of a staff member. The designated supervisor will also coordinate performance management where a staff member has multiple supervisory relationships. i. Domestic Partner, in the case of a staff member, means a person registered as such with the Bank Group who, with the staff member, meets the criteria sworn to in the affidavit annexed at Annex A. In the case of a domestic partner of a close relative referred to in Staff Rule 4.01, "Appointment," it means a person who, with a close relative, meets those criteria and could truthfully execute the affidavit at the time of appointment. j. Duty Station Area or Local Area, at Washington, DC, means the Washington-Baltimore Consolidated Metropolitan Statistical Area as defined from time to time by the United States Office of Management and Budget. At other duty stations, the duty station area will be determined by the head of that office. k. Expatriate Support means support afforded to staff and their families, where applicable, to enable staff to maintain links with their home countries while on Indefinite or Temporary Assignments. It includes, as applicable, Home Country Travel, Education Benefits or Mobility Premium. l. Extended Assignment means an assignment to a position subject to international recruitment commenced prior to January 1, 2016, in a duty station outside of headquarters for a period of more than 12 months. m. Health Services Physician means a physician who is a staff member assigned to the Health Services Department or a physician employed by the Bank Group on a contractual or fee-for-service basis. n. Home Country means the country of which the staff member is a citizen at the time of appointment, or if a staff member is a citizen of more than one country, the country of citizenship in which the staff member has resided most recently prior to appointment to the Bank Group, unless otherwise determined by the Manager, HR Operations, or his/her designee. For purposes of Staff Rule 6.13, "Home Country Travel," Staff Rule 6.14, "Education Benefits," and Staff Rule 7.02, "Benefits on Ending Employment," the following applies: In the case of a staff member's spouse or domestic partner, it means the country of which the spouse or domestic partner is a citizen. In the case of a staff member appointed on or after January 29, 1985, who is permanent resident of a country other than the country of citizenship, the home country means the country of which the staff member is a permanent resident. o. Home Duty Station refers to the duty station at which the staff member's salary and institutional benefits are based. p. Host Duty Station refers to the duty station where the staff member will be physically located for the duration of the assignment. q. Immediate Family means the staff member's spouse or domestic partner and dependent children resident in the staff member's household at the duty station. r. Indefinite Assignment is an assignment of at least one year with no specified number of years in the assignment memorandum. s. Locality Considerations means support afforded to staff and their families, where applicable, to mitigate certain local conditions of the assignment location. t. Manager means a person designated to administer the employment relationship whose position is division chief, equivalent to division chief, or higher. If there is no such person, manager means a person so designated. A manager whose position is equivalent to division chief is one whose immediate supervisor is a department director or above or whose position is so designated by the responsible vice president. In the case of a staff member assigned to a field office, the head of the field office may act as the manager. Page 3 of 5 u. Midpoint means the point in the salary scale broadly aligned with local labor market at the 75th percentile of salaries. Midpoints are published by the World Bank Group Human Resources Vice President, HRDVP, at the time of the annual salary review. v. Mobility Support means the programs and assistance provided by the World Bank Group to: (a) expatriate staff to assist them and their families to maintain their cultural, professional and personal links with their home countries, including the education of their dependent children; and (b) staff members required to relocate including the payment of travel expenses for staff members and their families. Depending on the type of assignment undertaken by the staff member, Mobility Support may include Relocation and Transportation Benefits, Ongoing Support, Locality Considerations, and Expatriate Support. w. Month means a calendar month and, where the application of a benefit depends upon the number of months, fifteen days or more will be treated as a full month and fewer than fifteen days will be disregarded. x. Net Pay or Net Income means net salary plus dependency (tax equivalency) allowance. y. Net Salary means net annual salary before deductions for the Staff Retirement Plan, insurance coverage, or other obligations of the staff member, and without additions, including but not limited to, payments for overtime and dependency (tax equivalency) allowance. z. Ongoing Support means support afforded to staff and their families, when applicable, during the assignment, as more specifically described in the Procedure, "Global Mobility Support for Temporary Assignments," and the Procedure, "Global Mobility Support for Indefinite Assignments." aa. Parent means a natural or adoptive mother or father. bb. Part-Time and Part-Time Work refer to an employment arrangement whereby the staff member is required to work less than the regular work schedule for full-time staff provided for in Staff Rule 5.08, "Reduced Work Schedule." cc. Permanent Resident means, in the case of staff members whose duty station is in the United States (U.S.), a person who holds U.S. permanent resident or refugee status, a person whose adjustment to U.S. permanent resident or refugee status has been approved by the U.S. authorities, or a person who has been admitted to the U.S. for the purpose of permanent residence. In the case of other duty stations, the determination as to whether the staff member will be treated as a permanent resident will be made by the Manager, HR Operations, or his/her designee, applying as closely as possible the standards used in the U.S. duty station. dd. Relocation and Transportation Benefits means support afforded to staff and their families, where applicable, relocating for an Indefinite, Temporary or Short Term Assignment. ee. Reviewing Manager means the Designated Supervisor's manager. ff. Senior Manager means a person whose position is department director, vice president, or equivalent, who is designated to decide on the staffing of positions within a department or vice presidential unit. A person whose position is equivalent to department director or vice president is one whose immediate supervisor is a vice president or the President. gg. Service means service in pay status as a staff member in an appointment to which the Rule applies. Service is continuous, notwithstanding assignment to another Bank Group organization or separation or another break in service, where the interruption of service is 30 calendar days or less, unless the prior service is in a Special Assignment appointment. hh. Short Term Assignment is an assignment from one World Bank Group organizational unit or work location to another: either (a) to satisfy Bank Group business needs; or (b) for instructional or career development purposes, for a period of more than 90 calendar days but no more than 12 months. An extension of up to 12 additional months may be granted by the responsible manager or his/her designee. ii. Staff Member means a person holding an appointment provided for in Staff Rule 4.01, "Appointment." jj. Supervisor means a person designated to administer the employment relationship whose position is Page 4 of 5 section chief or above or equivalent or, if there is no such person, a person so designated. A supervisor whose position is equivalent to section chief is one whose immediate supervisor is a division chief or above. In the case of country office staff, supervisor means the head of the country office where the staff member works. kk. Temporary Assignment means an assignment of between one and five years that requires temporary relocation. ll. Vice Presidential Unit means an organizational unit headed by a senior vice president or vice president or the following organizational units Operations Evaluation; IFC; and MIGA. Authority of IFC and MIGA Officials 3.2 Where these Rules provide that the Manager, HR Operations, is authorized or required to act or decide, the IFC Manager, Compensation and Policy Administration, may do so for IFC staff. SECTION IV - EXCEPTION None. SECTION V - WAIVER None. SECTION VI - OTHER PROVISIONS None. SECTION VII - TEMPORARY PROVISIONS None.
