XXIII ILLES BALEARS
CLASSICS REGATTA
16 - 19 AUGUST 2017
The XXIII Regatta Illes Balears Classics will be
held on the waters of the Bay of Palma
(Majorca) between 16th and 19th August 2017.
The event is organized by the Club de MarMallorca (CDM) and the Real Federación Española de Vela (RFEV) with the collaboration of
the Federación Balear de Vela (FBV) and the
support of the Real Asociación Nacional de
Cruceros (RANC).
The regatta is valid for the Classic and Vintage
Yachts Spanish Championship and for the VIII
Classics Mare Nostrum Trophy.
1. RULES
1.1. The race will be governed according to the following
rules:
a) The Word Sailing (WS) 2017- 2020 Racing Rules of Sailing
(RRS).
b) CIM Rules and RANC prescriptions for Classic and Vintage
boats and for Spirit of Tradition yachts.
c) The WS Offshore Special Regulations for Offshore Races.
d) The International Rules Preventing Collisions at Sea.
e) The Offshore Technical Regulations 2017 of the RFEV.
f) Specific rules of participating classes.
1.2. Art. 19 CIM will be applied, except for infractions to RRS
Part 2.
1.3. Art. 20 CIM will be not applied.
1.4. In the case of conflict between this Notice of Race and
the Sailing Instructions, the Sailing Instructions shall
prevail.
1.5. In the case of conflict between Spanish and English text
of this Notice, the Spanish text will prevail.
2. ADVERTISEMENT
2.1. WS Regulation 20 will be applied.
2.2. According to WS Regulation 20.4, participants will
display advertisement of the sponsor if required by the Sailing Instructions. The advertisement items will be supplied
by the sponsor.
3. ELEGIBILITY
3.1. Competitors shall meet the requirements of the WS Regulation 19.
3.2. CIM Rules 16.3. will be applied.
3.3. Spanish crew members and foreign crew members with
legal residence in Spain shall hold the Spanish Federation
License authorized for 2017.
4. PARTICIPANTS
4.1. The regatta will be held for the following Classes:
a) Vintage yachts, launched before 31st December 1949.
b) Classic yachts, launched between 1st January 1950 and
31st December 1975.
c) Spirit of Tradition yachts, thus defined by the CIM, with
valid certificate.
Either way, to be admitted in this Class, the yachts must delivered the approval by the CIM Technical Committee (directly or through a National Association) as foreseen by the CIM
Rules 2014- 2017.
d) RI Classics (not scoring for the Spanish Championship
and the Classics Mare Nostrum Trophy). Boats complying the
conditions indicated in the 2017 Rules and the 2017 Regatta
Organitation Rules of the RANC. To be accepted in this class,
the yachts must present the approval of RANC.
e) Big Class yachts (over 23,00 m. LOA)
f) International Class 15 M JI
g) Latin sail (“bots” and “llauds”)
h) Dragon Class (yachts launched before 1991)
i) Presence Class: Vintage and Classic Boats older than 50
years who wish to be attending the regatta without racing.
4.2. A minimum of three confirmed entries will be necessary
in each class (except Presence Class) to sail the regatta (Art.
17 CIM will be applied).
5. ENTRIES
5.1. The Entry Forms, duly completed, must be addressed to:

5.2. Optionally, entries may be made online at:

5.3. Entry forms must be accompanied by following documents:
a) Special insurance for yachts participating in races, forseen for the current Spanish legislation (RD 62/ 2008, 25th
January and RD 607/ 1999, 16th April) or similar for foreign
yachts. (Valid third-party liability insurance for a minimum of
300.000 Euros for Dragon and Lateen-sail Classes).
b) Copy of the CIM Measurement Certificate 2017 or Class
Card (not applied for the Presence Class).
c) RI Certificate 2017 and approval of the CIM Technical Committee or RANC, for Spirit of Tradition yachts.
d) RI Certificate 2017 and approval for RANC, for RI Classic
yachts.
e) Sail Declaration Form (Rule CIM 15.5.) (not applicable for
Lateen- sail Class, Dragon Class and Presence Class).
f) List of crew members with passport or Spanish ID Card
and contact information.
g) Spanish Federation License 2017 authorized for Spanish
crews or with legal residence in Spain (see 3.3.).
5.4. Entry deadline will be 4th August 2017, at 1800.
5.5. Entries will not be confirmed (see 4.2) until all documents required in 5.3. have been delivered.
5.6. In any case, the Organizing Committee retains the right
to postpone this deadline but not after 15th August 2017 at
noon.
5.7. Entry fees will be as follows:
a) For all participants, 175,00 Euro.
b) Participants of last edition, 135,00 Euro.
c) Local yachts, 75,00 Euro.
d) Dragon Class, 50,00 Euro
e) Latin sail Class, exempted.

f) Boats normally mooring at the Club de Mar-Mallorca
(CDM), exempted.
g) Entries made before 1st May 2017, discount of 50%
h) Entries accepted after 4th August 2017, surcharge of 25%

5.8. Any case, the number of admitted entries will be
subject to the availability of moorings of the Club, which
will be assigned taking in account the order of entry
and the antiquity of the yachts.

6.2. A maximum of two races will be sailed each day (three
for 15 M JI Class)
6.3. On Saturday, 19th August 2017, any warning signal will
be hoisted after 1500.
6.4. To award the Regatta prizes in each Class, one valid scored race shall be necessary.
7. COURSES
7.1. The event will be type C (Art. 18 CIM).
7.2. Courses will be established in the Bay of Palma, as
defined at the Sailing Instructions.
8. INSPECTIONS AND MEASURING
8.1. The Race Committee and the Technical Committee may
carry out safety and measuring controls at any time.
9. SCORING
9.1. The scoring system established at RRS A4.1 will be
applied. Separate scoring for each race shall be established.
10. CLASSIFICATIONS
10.1. Separate classification for each Class or Group shall be
established.
11. SAFETY
11.1. The event is considered to be Category 4, in accordance
with the WS Offshore Special Regulations.
11.2. Classic, Vintage or monotype yachts, whose original design
doesn’t include stanchions, are allowed to use it for this regatta.
11.3. All competing boats must be equipped with an operational
fixed VHF transceiver equipped to operate at least the 16 channel and other channel frequencies as set for the regatta.
11.4. The owner or skipper of each boat shall be responsible to
comply with the legal rules for handling, navigability and safety
of the boat.
11.5. The CMM could provide insurances of Civil Liability covering for damages to third parties.

12.2. The final programme will be announced at the Sailing

13. TROPHIES
13.1. The following trophies will be delivered:
a) Trophies to the winners of each one of the participant Classes
or Divisions.
b) Special Club de Mar Trophy to the overall winner of the regatta. This Trophy will remain at the Club and the winner will receive a smaller reproduction. A plate with the name of the winner
will be set at the Trophy.
c) “Pedro Cardona” Trophy, to the overall winner of Lateen Sail.
d) “Sea Legends” Trophy awarded to the boat that best represents the spirit of classic sailing, granted by a jury of experts especially designated for this purpose
13.2 The Sailing Instruction will indicate the rules to apply for
award the Club de Mar Trophy and the Pedro Cardona Trophy.

13.3. Other trophies will be indicated at the Sailing Instructions or on the Official Notice Board (ONB).
13.4. Assistants to the prize-giving ceremony are required to
wear club or crew uniform.
13.5. Non- attendance to the prizegiving ceremony will be
understood as withdrawal of the
correspondent trophy.
RECORD
14.1. Moorings in Club de Mar-Mallorca (CDM) will be provided free of charge, from August 12th to 20th, both included.
14.2. The participants that confirm her entry in at least another regatta of the Classics Mare Nostrum Trophy 2017, will
have special conditions for moorings between August 1st
and 25th.
14.3. In any case, moorings will be assigned in order to the
availability of the club and taking in account the order of entries and the antiquity of the boats (see 5.11).

14. MOORINGS
15. IMAGE RIGHTS
15.1. The image rights are held exclusively by the Organizer
Club of the Illes Balears Classics Regatta..
15.2. Any advertising actions other than those instigated by
the Organizing Club are prohibited and may not be generated by any of the participants or any person, organization
and/or elements directly or indirectly linked to the organization, person, product, service, brand or idea in any way
that differs from that established in ISAF Regulation 20.
Non-compliance with these Instructions will result in the
automatic disqualification from the regatta of the responsible boat for the unauthorised action with no right to reimbursement of the regatta entry fee.
16. LIABILITY
16.1. The Organizing Committee or any person or entity involved in the organization of the
event does not accept any responsibility for loss, damage,
injury or inconvenience that may
affect people or property both on land and sea, as a consequence of participating in the
courses included in this Notice of Race.
16.2. All boats competing in the race do so at their own risk
and responsibility.
Attention is drawn to Fundamental Rule 4 DECISION TO
RACE, from RRS Part 1 and Rule 26 CIM LIABILITY.
17. CLUB RULES
All participants and their guests will be considered as invited by the Board and members of the Club.
The Club hopes that the participants respect always the internal rules, specially the relatives to the use of the social
building and prizegiving ceremony.
Non- accomplishment of the established rules may suppose
the immediate exclusion of the boat and crew and, if decided by the Club Board, the non- admission of the entry to
next editions of the regatta.
