2013 Help is given across the board, regardless of religious or ethnic background Protestant Aid dispenses every cent received from subscribers in grant aid Chairman’s Statement After five years of austerity in the country and with the Troika holding our hands, we have at last been left again to control our own destiny. There are now some indications that the country’s economy is slowly improving; this is reflected in the fact that borrowing costs have reduced and unemployment has fallen from a high of almost 15% to under 12%. However, this has not yet been reflected in a reduction in requests for our charity giving and our Charity Committee has had a continual demand for assistance in acute cases. On the income side, our private subscriptions have shown a drop of almost €100,000 on 2012 but this can be explained by special once-off donations including one of €80,000 from a Dutch source (through the good offices of Mr Graham Richards). The Department of Environment, Community & Local Government grant was again €150,000. This year, we were delighted to receive an additional special grant of €130,000 at the end of December from the Minister for Social Protection, with a specific request that this be spent on those with urgent needs. The total income of Protestant Aid was marginally down on 2012 but despite this, our charitable expenditure of €762,725 was up on 2012. The Archbishop’s Fund initiative finished in 2013, raising almost €100,000 which is being used to support special cases. We are happy to report that once again we have distributed in excess of €1 for every Euro received by way of donation. Sheltered Housing and Nursing Home Care facilities continue to provide essential care for our residents. At present, we are providing accommodation for over 200 people in our facilities at Brabazon, St John’s House and Pembroke Cottages. Direct staff numbers account for some 100 people and, in addition, a further 20 are engaged in the catering and cleaning facilities. On the personnel side, many changes have taken place. Dr Michael Webb was appointed to the Protestant Aid Board in June last; Mr Ian French retired in October from the St John’s House Committee and was replaced by Mr Tom Hogan, while Mr Bryan Burdett and Mr Albert Hempenstall retired in June last. Mrs Alanna Carter joined our staff at the end of 2013 to enable a smooth change over with the pending retirement of Mrs Denise King in June 2014. Denise, unfortunately, has had a serious illness and we continue to keep her in our prayers and wish her a return to good health so that she may enjoy her retirement after numerous years of dedicated service at Protestant Aid. Mr Geoff Scargill has just recently been appointed as Charitable Services Officer. Finally, I would like to pay my personal thanks and those of the Board to our Chief Executive, Mr Robin George, and his staff at Headquarters and at Brabazon and St John’s House for their dedication and commitment during the year. Arthur Vincent, Chairman Charitable Services Report Poverty still alive and kicking in Ireland Following recent improvements in our economy, one could be forgiven for thinking that all was now well and that poverty was a remnant of the past. Unfortunately nothing could be further from the truth. Deprivation still abounds in Ireland, resulting in poor nutrition, family stress and social exclusion. The effects of poverty are negative and serious. Children who grow up in poverty are more likely to suffer more frequent and severe health problems than children who grow up under better financial circumstances. They are also likely to miss school more often because of illness. Levels of stress in the family have also been shown to correlate with Ulster Connaught economic circumstances. Poverty impacts on every 6% 9% aspect of a person’s life. Munster 19% 37% Rest of Leinster 29% ALL GRANTS BY REGION Dublin The issue covers a broad spectrum of society in Ireland with many people working in low-paid employment, not earning enough to cover the basic cost of living for themselves and their families. Others are dependent on social welfare payments because they are elderly, unemployed, a lone parent or have a disability or long-term illness. Addiction One parent families €14,050 €63,184 Ill health €87,962 Other crises Unemployment / other €33,368 €228,511 GENERAL GRANTS BY NEED / VALUE There are many definitions of poverty but the common thread of all applications received by Protestant Aid is simply the overwhelming need of the applicants. Many struggling to educate their children, paying utility bills or attempting to cope with the financial burden of serious illness. As always, grants are assessed by the PA Charity committee who meet regularly to review and agree the specific cases. Thanks to this hard working and dedicated committee comprising Robert Neill, Robert Bell, David Gillespie, Glynis Good, Jean Miller, Mary Neill, Alison Young and the Chief Executive and Charitable Services Officer. We witnessed a very slight increase in giving during 2013 and we continue to receive a significant number of applications from people who could be termed ‘The New Poor’ - people who have worked hard and are bringing up families but though illness or unemployment find themselves in unexpected financial difficulty. From relative comfort, they can often find it challenging to provide even the most basic necessities for their families. Our annual grant from the Department of the Environment, Community and Local Government (€150,000 in 2013) makes a huge difference to our work and helps to provide resources during the critically busy Christmas period when the demands on our funds are at their highest. To describe this grant as essential would be an understatement. We thank the Department for this continued support and the difference it makes to those in need. We were also particularly delighted and appreciative at the generosity of the Minister for Social Protection, Joan Burton, who provided a once-off grant of €130,000 at the year end. This wonderful and unexpected surprise was fully discharged to over 450 families throughout the country in the form of Heating and Fuel Grants as well as General Emergency Grants. The difference it made cannot be overestimated. We continue to operate on a strictly nondenominational basis in the Republic of Ireland and all cases are handled with compassion and confidentiality, regardless of religious or ethnic background. The call on Protestant Aid is as acute as ever, with real need raising its head in every corner of our society. As a result, we need your continued support and are more than grateful for the generosity you have shown in previous years. Every euro received in donations is redistributed in charitable grants without one cent being used for overheads. Thank you so much for your continued help which is so vital to our work. On behalf of the Charity Committee, Robin George, Chief Executive Grandmother struggles to bring up grandson Problem: When his two siblings were placed into foster care following serious family issues, Mark (not his real name) went to live with his grandmother. Despite the extremely adverse circumstances that Mark experienced during his childhood, he has begun to thrive in care of his new environment. This has, however, put huge strain on the limited finances of the household as Mark’s grandmother does not receive financial assistance from any other source. Protestant Aid’s Response: PA was able to supply funds towards Mark’s education and maintenance, enabling him to win an educational scholarship and continue to live in a safe and happy atmosphere. Rent arrears due to chronic illness Problem: John’s world fell apart when he was diagnosed with leukaemia, necessitating many sessions of chemotherapy. He had worked full-time prior to his diagnosis and treatment but his illness has resulted in his inability to earn a living for the foreseeable future. As a result, he fell behind in his rent and was anxious that he would be evicted. He has no family to help him and the stress associated with his deteriorating financial situation was hampering his progress to recovery. Protestant Aid Grant Schemes The primary areas of support given by PA include: • General grants to alleviate poverty or distress • Annuities for the elderly • Allowances for coal/gas/electricity costs for the elderly • Second-level education fees and expenses grants to assist pupils to attend Protestant-managed schools Protestant Aid-administered Charities Charities administered under the Protestant Aid umbrella include: Protestant Aid’s Response: • The Brabazon Trust • St. John’s House On learning of this distressing situation, PA was able to contribute funds to assist with John’s rent arrears, helping him to move on in his recovery process. • Old Men’s Home Charity • Irish Distressed Ladies’ Fund • Church of Ireland Jubilee Fund • Irish Clergy Sons Education Society • Strand Trust Ltd (includes Pembroke Memorial Cottages Trust) Subscribers’ Generosity Thanks to the on-going support of loyal subscribers who consistently contribute so generously every year by cheque or standing order, Protestant Aid is able to distribute every euro it receives and that certainly motivates PA to help those less fortunate than ourselves. Under new legislation, introduced in January 2013, the PAYE reclaim system benefitting charities where donations are f250 or more has been significantly simplified. Now, the charity is allowed to claim tax rebates on all contributions by PAYE and Self Assessed tax payers. Those giving a gift of assets can do so without the imposition of Capital Gains Tax. Legacies In recent years, legacies have become an increasingly important contribution to PA’s funds and are an invaluable resource because they can be invested wisely for use in the future. They are entrusted to PA by those who have left provision in their wills for the continuity of PA’s work, so current subscribers are asked to consider Protestant Aid and its work when making out their Wills. “I wanted to drop you a note to express my gratitude to you and your organisation for your very generous grant. When my Rector handed me your envelope, I was overwhelmed. I sincerely cannot tell you what it means to us. To receive your cheque was simply an extraordinary demonstration of kindness and way beyond our dreams and hopes. I said I couldn’t express what it means to us, but please let me try. Today, we can buy food, something we haven’t been able to do for two weeks. We can pay to have our bins collected on Friday and the property tax collection date at the end of June no longer terrifies us. An ‘early bird’ dinner for my wife’s birthday now seems a possibility. These funds will be cherished, nurtured and called on when the sky is falling in but knowing that we can cope with unexpected crises gives us hope, some glimmer of light, some chance of living again.” Not enough money to feed her children Problem: Deserted wife Sheila found it impossible to feed and clothe her children adequately after paying for rent and all the utility bills associated with running her small home. As a loving mother, her frustration regularly turns to tears when even the family’s basic needs are beyond her reach. The Department has been a regular supporter of PA’s work since the mid-90s and its grants are always distributed without any deductions for overheads. Unemployment hits family’s ability to survive Problem: Malcolm was shocked when his employers had to close the company in which he had been employed for many years. The sudden loss of income plunged the family into financial distress, especially with two young children at expensive stages in their lives. Malcolm is attempting to use what limited resources the family has to try and start his own business. He has an astounding enterprising spirit but in the midst of this, his household bills continue to grow. Life is a constant struggle and Sheila is concerned daily about the health and nutrition of her young family. Protestant Aid’s Response: Protestant Aid’s Response: After reviewing this case, PA made funds available to this family, ensuring that their basic needs were met and relieving an increasingly stressful situation. PA made funding available that helped to encourage Malcolm on his way to self-sufficiency, thereby relieving much of the pressure associated with mounting bills. The Minister for Social Protection also sent €130,000 at the end of December, with a specific request that this be spent on those with urgent needs.
