Basic Principles

Parliamentary Procedure "Lingo"
Motion
A proposal or resolution by a member that the assembly take a certain
action or express a certain view. A motion is considered out of order if
it conflicts with the constitution or by-laws of the group.
Main Motion
A motion to introduce a principal subject, Only one main motion
may be considered at a time and must be disposed of before
another main motion may be considered.
Motion to Lay on the Table (or Tabling)
A motion to lay aside a pending question for an indefinite amount of time.
Motion to Take from the Table
A motion enabling the assembly to resume consideration of a previously
tabled item
Pofnt of Order
To object to a proceeding as being in conflict with the rules of procedure.
The chair must recognize the point.
Previous Questions
A motion to end debate, which requires the assembly to vote on the issue
at hand. The motion must be suspended, requires a 2/3 vote, and is not
debatable.
Friendly Amendment
A small change to an original motion. Those who made and seconded the
original motion must agree to the amendment.
Motion to Adjourn
A motion made at the conclusion of a business meeting or at the final
business session.
Majority Vote
More than half of the votes, or 50%+1
Quorum
The number of members required in the by-laws to hold a legal meeting.

Handling a Motion
Three steps by which a motion is brought before the group
1. A member makes a motion.
2. Another member seconds the motion.
3. The chair states the question on the motion.
Three Steps in the Consideration of a Motion
1. The members debate the motion (unless no member
claims the floor for that purpose).
2. The chair puts the question to a vote.
A. The chair restates the question.
B. The chair takes the vote:
"All in favor of the motion, say aye."
"Those opposed, say no."
A vote passes with a simple majority (except in cases of Suspending
the rules, previous question, limit or extended debate & amend a
previously adopted motion), which requires a 2/3 vote.
3. The chair announces the result of a vote. A complete announcement should
include:
A. Report on the voting itself, stating which side prevailed (and giving the
count if a count prevailed),
B. Declaration that the motion is adopted or lost
C. Statement indicating the effect of the vote or ordering its execution,
D. Where applicable, announcement of the next item of business or
stating the question of the next motion that consequently comes up for
a vote.

Code of Ethics for School Board Members
A school board member shall abide by the following Code of Ethics for School Board Members:
a. I will uphold and enforce all laws, rules and regulations of the State Board of Education, and court orders pertaining to
schools. Desired changes shall be brought about only through legal and ethical procedures.
b. I will make decisions in terms of the educational welfare of children and will seek to develop and maintain public schools
that meet the individual needs of all children regardless of their ability, race, creed, sex, or social standing.
c. I will confine my board action to policy making, planning, and appraisal, and I will help to frame policies and plans only
after the board has consulted those who will be affected by them.
d. I will carry out my responsibility, not to administer the schools, but together with my fellow board members, to see that
they are well run.
e. I will recognize ttiat authority rests with the board of education and will make no personal promises nor take any private
action that may compromise the board.
f. I will refuse to surrender my independent judgment to special interest or partisan political groups or to use the schools for
personal gain or for the gain of friends.
g. I will hold confidential all matters pertaining to the schools which, if disclosed, would needlessly injure individuals or the
schools. In all other matters, I will provide accurate information and, in concert with my fellow board members, interpret to
the staff the aspirations of the community for its school.
h. I will vote to appoint the best qualified personnel available after consideration of the recommendation of the chief
administrative officer.
i. I will support and protect school personnel in proper performance of their duties.
j. I will refer all complaints to the chief administrative officer and will act on the complaints at public meetings only after

INSTRUCTIONS FOR FILING DISCLOSURE STATEMENTS AND DEFINITIONS - 2012
Requirements concerning the filing of this form
are found in N.J.S.A. 1 8 A: 12-2 1 et seq.
INSTRUCTIONS
School officials who are required to complete annual disclosure statements as defined in the Definitions section below must
:ompiete both the PERSONAL/RELATIVE AND FINANCIAL DISCLOSURE STATEMENTS attached hereto. Please read all
instructions and definitions completely before filling in the requested information.
•
Timeline for filing: These statements must be filed by April 30th of each calendar year or within 30 days of assuming
office or position if you are newly elected or appointed. Failure to file a statement by the deadline may subject you to
disciplinary action up to and including removal pursuant to N.J.S.A. ISA: 12-25.
•
Complete all sections: The Personal/Relative Disclosure Statement includes information on the school official and
relatives, based on the definitions below and should be completed consistent with the 2012 calendar year. The Financial
Disclosure Statement is based on the preceding calendar year. 201 1. Fill in each line indicating not applicable with an
"N/A" if appropriate, except Section I, Item 1 of the Financial Disclosure Form. No section should remain completely
blank.

The certification as to both statements must be dated and signed in the space provided. Signatures must be original when
filed with your local Board Secretary or Charter School Designee.

Please remove this instruction page before returning the forms to the Board Secretary or Charter School Designee
to be filed with the Office of the Executive County Superintendent. Where possible, please try to use blue ink.
Once completed, the original of both sides must be filed with the Board Secretary or the Charter School Designee who shall
maintain a copy on file in the district or charter school and transmit the original to the Office of the Executive County
Superintendent for reference by the public and periodic audits by the School Ethics Commission. The Executive County
Superintendent shall maintain the original on file in the County Office.
DEFINITIONS
"Administrator1* means any officer, other than a board member, or employee of a local school district or charter school district
who:
(i)
holds a position which requires a certificate that authorizes the holder to serve as a school administrator,
principal, or school business administrator, or
(ii)
holds a position which does not require that the person hold any type of certificate, but is responsible for
making recommendations regarding hiring or the purchase or acquisition of any property or services by the
local school district; or
(iii)
holds a position which requires a certificate that authorizes the holder to serve as a supervisor and who is
responsible for making recommendations regarding hiring or the purchase or acquisition of any property or
services by the local school district;

"Board Member" means any person holding membership whether by election or appointment on any board of education other than
[he State Board of Education.
"Board of Trustees" means the public agent authorized by the State Board of Education to supervise and control a charter school.
"Business" means any corporation, partnership, firm, enterprise, franchise, association, trust, sole proprietorship, union, political
organization, or other legal entity, but shall not include a local school district or any other public entity.
"Income" for purposes of these rules shall be as defined by the Internal Revenue Service, except as otherwise provided in
N.J.S.A, 18A:12-26(a)(l) and also include loans that are not from lending institutions or family members.
"Interest" means the ownership or control of more than 10 % of the profits, assets, or stock of a business, but shall not include the
control of assets in a labor union.
"Local School District" means any local or regional school district established pursuant to Chapter 8 or Chapter 13 of Title 18A of
the New Jersey Statutes and any jointure commission, county vocational school, county special services district, education
services commission, educational research and demonstration center, environmental education center, and educational information
and resource center.
"Member of immediate family" means the spouse or dependent child of a school official residing in the same household.
"Relative" means the spouse, natural or adopted child, parent or sibling of a school official.
"School Official" means a board member, a member of the board of trustees of a charter school, an administrator of a local school
board or charter school or an employee or officer of the New Jersey School Boards Association, but not including any member of
the secretarial, clerical or maintenance of the Association.
"Spouse" means the person to whom the school official is legally married under New Jersey law and also includes a partner in a
civil union couple as established in NJ.S.A. 37:1-33.

within 30 days of election or appointment. According to the New Jersey Department of
Education's Criminal History Review Unit, board members elected to office April 17 must
undergo fingerprinting before May 17 to be in compliance with the law.

3. Complete the online registration form,

drop-down menu that will appear when you click the arrow next to "Job
Category."
4. After completing the registration form, submit the $10.00 registration fee (plus $1.00
convenience fee) via credit card to Official Payments Corp.
5. Finally, schedule your appointment for digital fingerprinting by following the link to
MorphoTrak. The MorphoTrak fee is $67.50 and must also be paid by credit card.
(NJDOE will not consider a board member to be in compliance with the
requirement unless he or she has been fingerprinted.)
Newly elected school board members encountering difficulty with the process should call the
NJDOE Criminal History Review Unit at (609) 292-0507.
If you previously submitted to a criminal background check...
School board members who underwent criminal background checks for employment in
another New Jersey school district after Feb. 21, 2003 will have their fingerprints on file.
However, they must complete an abbreviated online application process for a fee of $32.55.

Board Member Academy
Courses NJSBA's Board Member Academy is a unique certification program designed to deliver high-quality
training in all areas of school board responsibility. Courses cover a range of topics including general
boardsmanship. governance, leadership, labor, policy and school law matters.
Whenever possible, programs employ interactive learning techniques, such ns simulations and hands-on activities.
Credits earned lead to the designations of Certificated Board Member, Master Board Member, Certified Board
Leader and to Certificated Board awards.
Workshop and Exhibition Workshop, the major training conference for school officials, attracts board members,
administrators, school business officials, district staff and educators to a vast array of training opportunities.
Highlights of the event include general sessions with nationally prominent speakers! large group lecture sessions;
small group hands-on Action Labs; and vendors and organizations contributing to an exhibition of the latest
educational products, services and technologies.
Mandated Training
The state legislature requires that all school board members take mandated training in the 1st, 2nd and 3rd years
of their 1st term and the 1st year of subsequent terms. NJSBA has been designated as the official provider of this
training. To help board members fulfill this requirement, NJSBA offers regional training and web-based training
opportunities.
Web-Based/Computer-Based Training
To make learning more convenient, NJSBA offers a growing number of training programs through live webinars and
recorded web-based online training.
Local and Regional Training
NJSBA also offers training close to home through county school boards associations. Each county hosts events
throughout the year on topics of interest. In addition to providing training, county events afford board members
opportunities to network with local colleagues.
To help boards deal with critical issues and function effectively as a team, NJSBA also offers focused training at

FSRs work with boards on defining their roles and responsibilities, improving board/superintendent relations,
building teamwork and conflict management skills, and conducting board self-evaluations.

Retreats
FSRs can conduct intensive, personalized day or weekend training, using activities specifically designed to meet an
individual board's needs.
Topical Workshops
These specific programs address districts' identified needs in areas such as goal setting, ethics issues, referendum
campaigns, finance/budgeting, parent/community involvement, regionalization, board committees, parliamentary
procedure, ad hoc committee training, Sunshine Law issues, and other individual board issues/needs. Workshops
are shorter than retreats and are usually more limited in scope.

Mandated Training
The School District Accountability Act requires training for first-term school board members nncl charter .school
trustees in their first, second and third years of office, as well as for reappointed/re-elected members.
After school board members and charter school trustees take New Board Member Orientation (Governance 1)
during their first year of their first term in office, the following mandated Governance programs are required:
Governance II - Finance- Taken in the second full year of service during a board member's or charter school
trustee's first term in office
Governance III - Student Achievement: Taken in the third full year of service during a board member's or
charter school trustee's first term
Governance IV - Legal Update: Taken after re-election or reappointment to a subsequent term
The Oct. 25 mandated training is available to district board members with elections in both April and November, as
well as charter school trustees.
Fees In-person mandated training is free for school board members and dues-paying NJSBA charter schools, and
$150 per person for non-member charter schools.
The programs listed below are the only in-person mandated training programs offered during the 2012-2013 cycle.

Pre~registration, which is not included with the general Workshop registration, is needed to ensure smooth access
to programs. School board members and charter school trustees should ask their school business administrator to
register them by clicking on the links above.
Registration must be completed online using the business administrator user identification and password. All
registrations for mandated training must be complete by Oct. 10, 2012. After that date, members will be required to
register on-site.
