(1) COMMUNITY BROADBAND: “LAST MILE BROADBAND SERVICE PROVIDERS MODELS”

Many factors affect the Last Mile business model, including geographic location, household density, population
demographics, number and types of area businesses, proximity to upstream networks, and – last but not least
– politics. As a result, there is no “one-size fits all” model that community leaders can turn to as a
solution. Private sector service providers compete to serve densely populated, affluent communities, but is the
private sector model the best community broadband solution for the long-term? Is municipal broadband a
good fit for all communities, or would a partnership or cooperative make more sense for some? This panel
examines types of last mile service models and the relative risks and benefits of each.

Today's communications systems have migrated from voice to video to high speed data. Plant infrastructure
has evolved from copper to coax to wireless to fiber, providing incredible speed and complexity! Network
configuration now travels at light speed. So, how do you keep track of your network – let alone diagnose,
troubleshoot and document where it is designed or even who is operating over it. As this technology far out
paces the old, out dated auto CAD mapping and Excel spreadsheet systems, new systems require an intelligent
and sophisticated operator-driven “toolbox of applications” that keep abreast of technology changes. This
session discusses the need for benchmarks and state-of-the-art asset management systems.

and philosophies will be reviewed to provide a better understanding of processes and methods, risk, rewards
and control issues.
