NHS Highland (NHSH) is one of the fourteen NHSScotland territorial Boards. Geographically, it is the largest Health Board, covering an area of 32,500 km², serving a population of 350,000 people. With 49% of
Northern Highland, and 52% of Argyll and Bute¶s population living in µrural¶areas respectively, making it one of the largest and most sparsely populated Health Boards in the UK. There is one district general
hospital in the area, Raigmore Hospital, and three rural general hospitals, Caithness General Hospital, Belford Hospital and Lorn and Isles Hospital. NHSH has undergone health and social care integration and is
currently the only Board that has care homes.

2(a) How is climate change governed in the body?
Provide a summary of the roles performed by the body¶s governance bodies and members in relation to climate change. If any of the body¶s activities in relation to climate
change sit outside its own governance arrangements (in relation to, for example, land use, adaptation, transport, business travel, waste, information and communication
technology, procurement or behaviour change), identify these activities and the governance arrangements.
The Carbon Management and Sustainability Group (CMSG) was previously chaired by a non-executive director, this director has retired from the Board, and due to a change
in Governance Standards, non-executives are no longer allowed to Chair individual groups. NHS Highland is looking to appoint a new Executive Director as Chair of this
group at the start of next year. This group reports directly to the Senior Management Team, and the Senior Management Team reports to the Board. A number of sub-groups
will report to the CMSG including the Waste Management Group, the Travel Group and the Energy Group. NHSH are currently reviewing the reporting structures, these will be
confirmed on the appointment of a new Executive Chair to the CMSG.
2(b) How is climate change action managed and embedded by the body?
Provide a summary of how decision-making in relation to climate change action by the body is managed and how responsibility is allocated to the body¶s senior staff,
departmental heads etc. If any such decision-making sits outside the body¶s own governance arrangements (in relation to, for example, land use, adaptation, transport,
business travel, waste, information and communication technology, procurement or behaviour change), identify how this is managed and how responsibility is allocated
outside the body (JPEG, PNG, PDF, DOC)
The Carbon Management and Sustainability Group (CMSG) meets quarterly to drive and monitor progress on actions contained within the Sustainable Development Action
Plan (SDAP). The key areas of action include the six topic areas of the Good Corporate Citizen Assessment Model (GCCAM), travel, procurement, facilities management,
workforce, community engagement and buildings.
NHS Highland has now completed the Climate Change Assessment Tool twice, and is making progressing the resultant CCAT report.
NHS Highland is working with HFS Sustainability Managers to develop a Climate Change Risk Assessment Tool, which will be used to identify Climate Change risks and
gaps, and from the risk assessment will come the Climate Change Adaptation Plan.
NHS Highland is currently developing its Corporate Greencode Environmental Management System with a draft legal register complete with the final register looking to be
complete for the end of January 2017 and the aspects register to be complete end of June 2017.

Caithness General Hospital Wick now part of district heating scheme implemented by Ignis, reducing use of heavy oil.
NHSH implemented the use of WARP-it software system enabling the reuse of furniture, stationary, and electrical equipment with an initial target of £12000 of cost avoidance for the
first year - actual cost avoidance within the first year to date October 2016 is £35000. NHSH have now extended the use of Warp-it and have partnered with Highland Council and
National Services Scotland, and are hoping to extend the system with University of Highland and Islands within the next year.
NHSH have introduced 6 electric vehicles for use of community nursing teams, two in Inverness, two in Fort William and two in Caithness. NHSH Estates Team have recently trialled
an electric van and are awaiting a performance report.
NHSH/Public Health Office Redesign project looking to reduce number of administrative buildings by 50% with a 50% reduction in number of desks and providing more informal
working settings, working from home options with a resultant saving in carbon from both less travel and less cost in terms of heating and lighting and renting of buildings, as well as
raising awareness of energy efficiency and climate change issues amongst NHSH workforce.
Intention to increase recycling from 38% throughout The Board to 65% by working closely with newly appointed resource and waste management company.

PART 4: ADAPTATION
4(a) Has the body assessed current and future climate-related risks?
If yes, provide a reference or link to any such risk assessment(s).
NHSH is one of three pilot Boards involved in the development of a template for Boards to undertake a climate change risk assessment. Several workshops have taken place with
Adaptation Scotland, Historic Environment Scotland, Aberdeen City Council and Scottish Water. The final workshop is scheduled for 1 February 2017, after which the draft
template will be finalised, approval sought from Scottish Facilities Group with implementation of Climate Change Risk Assessment - Climate Change Gap analysis - leading to
Climate Change Adaptation Plan by 2017.
4(b) What arrangements does the body have in place to manage climate-related risks?

Include details of work to increase awareness of the need to adapt to climate change and build the capacity of staff and stakeholders to assess risk and implement action.
Flood risk assessments have been completed for 13 key sites within Highland and flood mitigation plans will be developed. Adaptation to climate change has been considered
within NHSH¶s PAMS document and is the subject of the Annual Report of the Director of Public Health NHS Highland 2014. NHSH also contributed to the creation of a handbook
for Argyll communities along with Strathclyde Police, Strathclyde Fire and Rescue, HM Coastguard, Scottish Government, British Red Cross, WRVS, Argyll Voluntary Action,
Scottish Power and Scottish Southern Energy. The handbook 'A Guide to Helping Your Community Prepare an Emergency Plan' wa issued to all 54 community councils in Argyll
(see http://www.argyll-bute.gov.uk/community-resilience).
