V I I . - T H E ADMINISTRATIVE FAILURE

Such, th e n , is th e system to whose
preservation th e m ain etlo rts of B ritish
I ad m in istratio n have been directed. T he
| quality of these efforts h a s suffered
1 th ro u g h o u t from th e fact of th e pro
tuctorate. T h e B ritish cam e into the
B echuana country to keep the Boers
out, an d they have ever since been in
clined to suppose th a t in safeguarding
the B echuana peoples from outside
aggression—A frikaner on so u th and
east. G erm an on west—th eir duty has
been done. I t is, ol course, an arguable
po in t of view; b u t its results have
n o t been happy, eith er from the
B echuana sta n d p o in t or from th a t of
the E uropean settlers who were en
couraged to en ter the country arter
th e Boer W ar.
To th e latter it
has m ean t sim ple stag n atio n ; to the
form er th a t " tribal law and custom
should be in terfered w ith as little as
possible,” or, in o th er words, th a t no
system atic an d sustained a ttem p t to
•assist the in tern al life of th e tribes
need be m ade As we have seen, tribal
custom is n o t always so fine a thing,
or worthy of such august support; and,
in fact the m ere passivity of the
B ritish (combined with the operation
of extern al economic forces to which
little a ttem p t a t ad ap tatio n has been
made! h as led to a degeneration of
tribal rule.
Adm ittedly th ere are here, as every­
where. two sides to the case If the
predatory instin cts of th e Boer had
not been sh o rt headed in 1885, the
B cchuana m ight now be in worse
plight th a n they actually are. T he

valuable

' for education: they have established
' such m edical services as the country
could afford to pay for: and. very re; cently. they have established two good
hospitals and given some assist­
ance

the old trib al life is d isintegrating
under th eir hands, and so far they
have done n o thing eith er to rep air It
or to p u t a sub stitu te in its place. To
day the B echuana are probably poorer
and certainly less congenially governed
th a n a t any tim e during th e last 30
years- T he policy of simple protection
has m anifestly failed, and the B ritish
are faced with th e alternatives either
of pulling them selves together and
m aking a Job of governm ent, o r of
m aking room for o th er and perhaps
less benevolent suzerains.

ceipts from his area were trebled a t
the n ex t collection. O ther revealing
exam ples indicate th a t it h as not been
uncom m on for G overnm ent servants
nearly to double th e ir salaries by
m aking a selfish use of privileges; in
one or two instances " perquisites ”
have been pushed up to a figure
w hich h a s m ade a public scandal of
the delinquents’ disloyalty to Crown and
taxpayers. Such things become intelli­
gible when it is realised th a t u n til re­
cently officials who use th eir own cars
on business have draw n a m ileage
allowance of Is. 3d. a mile. T he rate
has since been reduced to Is. a mile
for the first 200 miles travelled in each
m onth, an d 8d. a mile th eieafter.
Even so, it should be quite easy for a
m an to replace his car o ut of his
m ileage allowance every 18 m onths or
so. For i.500 m iles of m otoring through
the territory over every kind of road,
I found th a t my own costs worked out
a t exactly 3d. a mile for petrol, oil,
and repairs. The m ethod of granting
mileage allowances is plainly open to
objection; when an officer cannot dis
charge his duties w ithout a car, it
would be preferable to pay him a
salary th a t enables him to ru n one,
and require him to meet his tran sp o rt
costs out Of th a t. T ravelling allow­
ances for officials nowadays absorb
some £9.000 a year, an addition of
m ore th an 20 per cent, to the aggre
gate salaries of the whole European
staff.
