APOLOGIES FOR ABSENCE – Cllr Philip Hawkes, Cllr Judith Farr, District Councillors Felton & Mills who are at a UDC meeting and the Clerk, Greg King who is ill. ABSENT MEMBERS (NO APOLOGY RECEIVED) – None 2. DECLARATIONS OF INTEREST Cllrs Howard and Cant declared a pecuniary interest in item 17 Grant request for the OFMH 3. PUBLIC QUESTIONS There were no questions from the members of the public present 4.` . 5. COUNTY COUNCILLORS’ REPORT – Cllr Simon Walsh reported on the following - Primary school places opened for 2017 -2018 it is internet based and Switch Energy suppliers the scheme will do all the work for residents who sign up to it so making it easier. .DISTRICT COUNCILLORS’ REPORT There were no District Councillors present but an emailed report was circulated prior to the meeting 6. MINUTES OF THE MEETING - The minutes of the meeting held on 10th November 2016 were therefore signed as true records of the meeting 7. Chairman – Stebbing Parish Council 12th January 2017 1175 7.2.1 – Letter from D Howland and Son regarding an inaccuracy on the Village map Cllr Goodwin read out the following statement from the parish Council in response to the letter – “A letter dated 23rd October 2016 was received from D Howland and Son regarding an inaccuracy on one side of the new Village map. The exit point of footpath 41 onto Church End / Brookend Road is incorrectly shown as going through Church Farm instead of between Church Farm and Priors Hall as shown on the latest version of the definitive map as supplied to the Parish Council by the Public Rights of Way office at Essex County Council on 8th November 2016. It has now been agreed between the Parish Council and D Howland and Son that the existing maps will not be amended, but that the Parish Council will put in writing that on one side of the Village Map this exit point is not as per the definitive map mentioned above and that Cllr Martin will work with D Howland and Son to improve the signage of the footpath. It has also been agreed that prior to any re-print of the Village Map, D Howland and Son will be given the opportunity to confirm the accuracy of the entry / exit point of footpath 41.” 8. Proposed by Cllr Merifield Seconded by Cllr Cant – All agreed 8.2 JOINT PARISHES MEETING – Cllr Kingdom gave a verbal report as follows -There are at present 2 appeals in about land at Rayne one for 1500 dwellings at Brook Farm and another one about to come in. BDC is supposed to be reporting on the 15/12 but has decided to withdraw the new settlements from this meeting. The Joint Parishes have decided to hold back their letter until such time as the new settlements are brought forward for approval at a future meeting. 8.3 PLAYING FIELD / EQUIPMENT COMMITTEE As per report at Appendix A 8.4 HIGHWAYS AND STREET LIGHTING COMMITTEE – As per report at Appendix B 8.5 STEBBING GREEN COMMITTEE Cllr Cant reported that she had walked the green and has asked Ben to ensure that the cleared area is ready for hedge planting that is going to take pace in January PROPOSAL:- That Stebbing Parish Council agree to spend £600 on work to the Ash Trees bordering Stebbing Green and Woodside. This being 50% of the cost of the works, the other 50% being borne by Woodside Proposed by Cllr Cant Seconded by Cllr Kingdom. All agreed bar Cllr Howard who voted against 9. AIRCRAFT NOISE Nothing further to report 16. MINIBUS Cllr Goodwin reported that there was now a new minibus committee of 5 people. They are due to meet with Adrian who currently runs the minibus on Monday 12th December. PROPOSAL: That Stebbing Parish Council agree to give the Stebbing Minibus a grant of £500.00 towards its running costs for 2017 Proposed by Cllr Goodwin Seconded by Cllr Kingdom – All agreed 17. GRANT REQUEST FROM OFMH Cllrs Howard and Cant left the meeting having declared an interest in this item PROPOSAL:- That Stebbing Parish Council agree to a grant of £313.04 being given to the Old Friends Meeting House to pay their insurance Proposed by Cllr Goodwin Seconded by Cllr Kingdom – All agreed Cllrs Howard and Cant re-joined the meeting 18. Chairman – Stebbing Parish Council 12th January 2017 1180 Cllr Merifirld reported that herself along with Cllrs Goodwin, Kingdon, Cant and Martin had a meeting with Cllr Rolfe the leader of the council about the LDP amongst other things The Save Our Stebbing banners had arrived and the the posters and flyers would be going out / distributed to as many people as possible to put up. The articles were in Stebbing Scene and hopefully that will reach more of the community and get them to be involved 19. GRANT APPLICATION FORM PROPOSAL: That Stebbing Parish Council agree to the revised wording of the grant application request form. Proposed by Cllr Goodwin Seconded by Cllr Martin – All agreed 20. ITEMS FOR NEXT PARISH COUNCIL MEETING – Cllr Howard introduced the idea of the Spring Clean 3rd – 5th March. The Great British Spring Clean organised by the Keep Britain Tidy charity. 21. French will carry out essential hedge maintenance and its removal as weather conditions allow. FYFC – Matches booked for 12 & 13 November were cancelled. Dogs fouling field – It is appalling that this remains a ‘regular’ at meetings but sadly, despite many and varied attempts to persuade dog owners of their responsibility, we consistently fail. It is a sad reflection on our community that some residents can be so lazy and selfish as to deliberately endanger the health of their neighbours’ children by exposing them to diseases such as toxocariasis which can cause blindness. Jackie Kingdom 2016 1 December APPENDIX B Stebbing Parish Council Highways & Street Lighting Committee Monthly report December 2016 Speed trials:- We have received the results of the speed trials which seem to show, what we know, that most people are exceeding the speed limit through the village. The only site causing some concern to Highways, however, was between Brookfields and the pumping station with a daily average of 34.9mph and an 85%ile of 40.5mph (which, I believe, means that 85% were doing an average of 40.5mph). The site near Stebbing Park showed an average of 30.9 with an 85%ile of 35.1mph. The site Just past the defective bridge showed an average of 27.7mph with an 85%ile of 32mph and the site in Warehouse Road showed an average of 33.8mph with an 85%ile of 39mph. Considering that we asked for them to be done in term time, which they weren’t, and other factors perhaps it is not surprising that the results are as low as they are. Flooding at Bran End:- Cllr. Walsh has been chasing this but we are still awaiting the investigation into the cause of the road flooding at Bran End. Protected Verge at the Downs:– The autumn cut and tree work has been done. Street Lights:– The street lights have been changed to LED versions from Bran End down to Stebbing Park plus two in the High Street where the existing bulbs had blown. Finger Post at Bran End:- We are still waiting for a response from Essex Highways about repairs to the finger post at Bran End. Signed.................................................... Chairman – Stebbing Parish Council 12th January 2017 1182 Brian Martin 30th November 2016 APPENDIX C Stebbing Parish Council Footpaths Monthly report December 2016 Fence posts are back up at top of Brick Kiln Lane / Clay Lane but not the wire and it looks as if one post has been knocked over. Byway 46-31:- Still no work appears to have been done on this byway. Last week the burnt out van on Byway 46-31 at Badcocks Farm was still there Byway 46-42 Clay Lane:- The bottom 2/3 has been faced back by the adjacent landowner. There were some branches left on the byway and the potholes are getting deeper. FP46-24 (along the stream from the Stebbing Brook bridge towards Mill Lane) The entrance beside the bridge onto the footpath has been bad all the time we have lived here but at least people who were not so nimble could get round the end of the fence. Now that the footpath has been enclosed the only access is via the sloping steps and the railings. Essex Highways are aware of the condition of this entrance but now we need to push harder for a resolution. Brian Martin 30th November 2016 APPENDIX D Neighbourhood Plan for Stebbing The Steering Group met on 28 November. Cllrs Cant & Kingdom attended on behalf of Stebbing Parish Council. No members of the public attended. Landscape Sensitivity & Capacity Appraisal: The work is now with Landscape Partnership and will be completed early next Year. 2nd Questionnaire The second, more detailed questionnaire is being finalised and will be delivered and collected by hand to each household in village during the New Year.
