new coalition aimed at fighting
a Republican proposal on how
imports get taxed, a measure
they believe would harm their
businesses.
The National Retail Federation, along with the American
International Automobile Dealers Association, the National
Grocers Association and others
are joining forces to form Americans for Affordable Products,
which will run a campaign to
educate consumers and show
lawmakers that the so-called
Border Adjusted Tax plan would
lead to higher prices of as much
as 20 percent on everyday items
including clothing, food and even
gas. The diversified group, which
also includes such companies as
Nike, Best Buy, luxury conglomerate LVMH and Dollar General,
is trying to make their opposition heard even while Congress
and the president try to sort out
exactly what adjustments to put
forth.
Congressional Republicans
want to eliminate tax incentives
that encourage U.S. companies
to move overseas, sharply cut the
corporate tax rate to 20 percent
from 35 percent, and encourage
more factory output at home. But
opponents say the plan would
have a harmful rippling effect,
causing companies to even lay off
workers. The proposal — spearheaded by House GOP Speaker
Paul Ryan and Texas Rep. Kevin
Brady, the top Republican on
the House tax-writing committee — would constitute the most
sweeping reforms to corporate
taxes in at least three decades.

Donald Trump’s travel ban
is not only being debated
in the courts, it’s also being debated by the travel
industry.
Many analysts remain
bullish about prospects for
tourism, despite a strong
dollar that makes the U.S.
expensive for some international travelers. The U.S.
Commerce Department
predicts a record 78.6 million international visitors
will visit the U.S. in 2017.
Brand USA, which promotes travel to the U.S.,
said it has “not received
any data that shows any
tangible change in bookings
or cancellations by international travelers.”
But others worry that
Trump’s order banning
travelers from Iran, Iraq,
Libya, Somalia, Sudan,
Syria and Yemen may scare
off visitors from elsewhere.
An op-ed piece in the
Toronto Star newspaper
last week encouraged Canadians to “boycott vacations
to the U.S.” until Trump’s
term is over. “The Grand
Canyon will still be there,”
the piece said. “The Golden
Gate Bridge. Mount Rushmore. Disney World. They’ll
all be there. And with any
luck, the Statue of Liberty
will still be there too.”

People with disabilities finally get a way to save money

NEW YORK — Justin Bainbridge is 27 and works two
jobs, but he wasn’t allowed
to start saving money for his
future until a few months
ago.
Bainbridge has Down
syndrome, and like other
people with disabilities who
receive government benefits,
he can’t have more than
$2,000 in savings. If he does,
he would start to lose those
much-needed benefits. But
a new type of savings vehicle
is giving Bainbridge, and
others, a chance to save more
cash.
Known as ABLE accounts,
they let people with disabilities and their families save
up to $14,000 a year without
losing benefits. The accounts,
which were made possible by
a law signed two years ago,
are operated by individual
states and are similar to 529
college savings plans. So far,
16 states offer the plans and
about 10 more are expected
to do so this year. Most of the
states let non-residents sign
up. Each state has different
rules or maintenance fees,
with some charging as much
as $15 every three months.
Disability advocates say
the accounts are badly
needed, since people with
disabilities were forced to
spend extra money to avoid
losing benefits. With ABLE
accounts, money saved can
be used to buy anything that
helps the life of the person
with a disability, such as rent
payments, school tuition or
groceries.
“I’m saving for a new
couch,” says Bainbridge, who
shares a two-bedroom apartment in Omaha, Nebraska,
with a friend.
Since June, he has put
away more than $1,800 in
an Enable account, the ABLE
program run by Nebraska.
He makes about $5,200 a
year from his part-time jobs,
one folding towels at a gym
and another collecting movie
tickets at a theater. But
he still needs his monthly

Entrepreneurs fear health law changes

NEW YORK — Stay in
business for yourself or go
back to working for someone else?
That’s the choice some
small business owners and
freelancers are worried they
may have to make, depending on what changes Congress makes in the health
care law.
With Republicans working on legislation to repeal
and replace the Affordable Care Act, people who
traded a full-time job for
entrepreneurship are concerned that new insurance
policies may be too expensive or not available at all
— and possibly force them
to find new jobs that offer
cheaper and more comprehensive plans.
“From a safety and stability standpoint, I have to look
for a job now,” says Michael
Duffield, owner of Fruition,
a marketing business based
in Palm Springs, California,
that he started in 2011.
Duffield, who has high
blood pressure and a
pacemaker, buys individual
coverage that he’s happy
with on the state insurance
exchange. He’s worried that
under a new health care
law, coverage might cost
more than he can afford.

conditions, Duffield is anxious about what coverage
might look like in the future.
Health insurance is one of
several considerations when
people think about starting a business. For many,
leaving a job with a group
insurance plan, especially
one that their employers
contribute to, means they’ll
have to buy individual policies that are more expensive
and may cover less.
The ability to buy individ-
ual insurance on exchanges
in each state helped some
of Merredith Branscombe’s
clients decide to leave their
jobs for entrepreneurship.
“They felt like it emboldened them a bit. They had
a safety net,” says Branscombe, a consultant to small
businesses who’s based in
Boulder, Colorado.
The law also has made it
possible for new business
owners to attract employees when they couldn’t yet
afford to provide coverage,
Branscombe says.
While Branscombe is
concerned for her clients,
insurance is also a personal
issue. Her husband, who
has coverage through his
full-time job in the food industry, wants at some point
to start his own business. If
the couple can’t get affordable and adequate insurance, his dream may have to
stay on the back burner.
Members of the National
Association for the Self-Employed have been calling in
recent weeks, asking if the
advocacy group will reinstate the health insurance
plan it discontinued when
the ACA went into effect,
says Katie Vlietstra, the organization’s vice president
for government relations
and public affairs. So far,
the group has no plans to
revive its coverage.
It’s not known how many
freelancers and small business owners in the U.S. buy
individual health insurance,
but the number is likely well
into the millions — about 80
percent of the nation’s nearly 29 million small companies don’t have employees
and therefore don’t buy
group coverage. But some
of the nation’s largest small
business advocacy groups,
including the National
Federation of Independent
Business and the National
Small Business Association,
oppose the ACA at least in
part because of the costs of
complying with the law.

the cheapest way to make
goods. And with online
competition and shoppers
trained to find the best
deals, U.S. retailers haven’t
had the power to raise prices
on many goods for several
years.
“I’m losing sleep. I am
scared out of my mind,” said
Rick Woldenberg, CEO of
Learning Resources, which
has signed on to the coalition. It is a family-owned
company based in Vernon
Hills, Illinois, that makes
educational toys and employs 150 people in the U.S.
He estimates that under
the GOP plan his federal tax
rate would soar to 165 percent from 39.6 percent, he
would have to raise prices by
10 percent to 15 percent to
stay viable, and would have
to lay off employees.
Retail industry leaders
“describe it as an existential
threat,” said Stephen Lamar,
executive vice president at
the American Apparel &
Footwear Association, another member of the coalition.
“When they crunch the numbers, it really affects things
like solvency and profits.”
Lamar said companies
would likely have to pass
along higher prices to shoppers, who wouldn’t tolerate
it. Companies say they also
would have to try to squeeze
suppliers for more savings
and fear they might even
have to lay off workers or
close stores.
House GOP supporters
such as Ryan and Brady say
that would eliminate the
incentives for corporations
to use complex schemes to
shift their incomes to lowertax jurisdictions.
To ensure the tax is fo-
cused on U.S. sales only, it
would exclude a company’s
export sales. But the cost of
imported goods would be
taxed.
The tax could raise as
much as $1.2 trillion in revenue over the next decade,
which would help pay for
the steep tax cuts included
in the House GOP plan.
Proponents say if the plan
is enacted, the dollar will
increase in value by as much
as 25 percent, resulting in
cheaper imports and offsetting the impact. But many
economists and industry
executives worry the dollar
wouldn’t adjust, or certainly
not fast enough.
And Lamar said a shirt label saying “Made in China,”
doesn’t tell the whole story.
Seventy percent of the value
of the garment supports U.S
jobs in areas like design and
logistics, he said.

back in play last week by
proposing a 20 percent tax
on goods from Mexico and
“other countries we have a
trade deficit with” to pay for
a border wall.
“There’s a rush to get this
done in Congress. We want
to make sure our voices are
heard,” said David French,
chief lobbyist for the National Retail Federation,
which has been dispatching members to meet with
different levels of the new
administration as well as
lawmakers. Details of the
consumer campaign are still
being worked out, according to a spokeswoman at the
retail trade group.
A lot is at stake. Nearly all
such items that U.S. shoppers buy are either wholly

broader message that they’re
not welcome here.
“We are very concerned
from a perception perspective that the U.S. has an image
problem,” said Dixon. “New
York is hypersensitive to this.
We have 30 percent of all the
overseas travelers who come to
the U.S. Half of all the spending
on travel comes in the form of
international travel.”
Some data suggests a downturn in bookings in the days
after the ban was announced.
StudentUniverse.com, a site
geared to travelers ages 18-26,
said bookings from the United
Kingdom to the U.S. dropped 19
percent between Jan. 27 to Feb.
7 compared to the same period
last year. ForwardKeys, which
analyzes 16 million flight reservation transactions a day, said
bookings to the U.S. dropped
6.5 percent between Jan. 28
and Feb. 4 compared with the
same period in 2016.

Skift.com, said the ban, combined with the strong dollar,
gives international travelers
“another reason to shop elsewhere.”
Others, however, say demand
for U.S. vacations has never
been stronger. Intrepid Travel
expects to bring record numbers
of travelers to the U.S. in 2017.

Tony Daly, with Ranch Rider,
a British-based travel company,
said interest in riding and ranch
vacations in the American West
remains robust. While he’s seen
research suggesting some British travelers are reconsidering
U.S. trips, “that’s not the whole
story. The results also show
there are large numbers of U.K.
travelers who either agree with
or who are undecided based on
the recent (Trump) order.”
Madelyn Fitzpatrick, with the
Los Angeles branch of Hylink,
one of China’s largest digital advertising agencies, said Chinese
travelers are also not put off by
Trump, who she said is seen as
a celebrity president in China.
“America is a destination for
experiences and local cultural
exploration, so its politics do
not affect the traveler, unless we
begin to see dangers or threats,”
she said.
On Tuesday, the U.S. Travel
Association said revenue in the
U.S. related to international
travel returned to pre-9/11 levels just last year. “The U.S. lost a
significant amount of ground in
the international travel marketplace in the years after 9/11,
which our industry has come to
call ‘the Lost Decade,’” USTA
CEO Roger Dow said in a statement.
While everyone agrees that
counterterrorism and security
measures are essential, some
worry about a repeat of that
post-9/11 tourism decline.
USTA spokesman Jonathan
Grella said the Trump travel
ban has a “potential dangerous
ripple effect. ... People make
(travel) choices based on policies, based on protests of those
policies, based on fear. The
fallout could be wide-ranging.”

after 27 years,” she says.
For years, disability advocates have tried unsuccessfully to increase the $2,000
savings limit, which hasn’t
been changed in nearly three
decades.
“It kind of shackles you to
a life of poverty,” says Christopher Rodriguez, a senior
public policy adviser at the
National Disability Institute in
Washington.
The idea for ABLE accounts
came about a decade ago from
parents of kids with disabilities who were frustrated that
they could not easily save
money for their children.
One of those parents, Stephen Beck Jr., spent years
advocating and lobbying for
a law. Beck unexpectedly
passed away in 2014, just a
few weeks before President
Barack Obama signed it into
law. To honor Beck, the law
was named The Stephen Beck
Jr. Achieving a Better Life
Experience Act.
His widow, Catherine Beck,
is using an ABLE account
to put away money for their
17-year-old daughter Natalie,
who has Down syndrome and
wants to go to cosmetology
school to work at a nail salon.
The Becks were able to easily
save money for their eldest
daughter, who does not have a
disability. But for Natalie, they
had to create a special-needs
trust that required hiring a
pricey lawyer to set up.
“Her savings has not grown
like her sister’s has,” says
Catherine Beck, who lives in
Burke, Virginia.
To qualify for an ABLE
account, the account owner
must have had a disability before their 26th birthday. Anyone can put money in it, such
as family or friends. If the
account goes above $100,000,
the person with the disability
will lose monthly government
cash benefits until it drops
below that level again. Medicaid health benefits are never
affected, no matter how much
money is saved. Money can be
invested in index funds and
earnings are not taxed.
“For the first time a lot of individuals will be able to work,
save money and get some
growth out of it,” says Adam
Beck, director of MassMutual
Center For Special Needs at
The American College in Bryn
Mawr, Pennsylvania.
When the person with a
disability dies, Medicaid can
claim any leftover money as
payback for health care paid
after the ABLE account was
opened. Since each state has
different rules and fees, the
ABLE National Resource web-
site has a tool that compares
the programs.
Matthew Shapiro, who lives
in Richmond, Virginia, and
works to promote the state’s
ABLE program called ABLEnow, says finally being able
to have some savings helped
reduce his money worries.
The 26-year-old, who has
cerebral palsy, uses a power
wheelchair to get around and
unexpected repairs can be
costly. He travels sometimes
for his business, 6 Wheels
Consulting, which helps educate companies and organizations on disability issues.
“Being a person with a
disability is expensive,” says
Shapiro. “These accounts are
so much needed.”

HITCHED TO A MORTGAGE
Young couples are increasingly choosing to buy a home before they
get married. In 2015, almost 15 percent of all homebuyers ages 24 to
35 were unmarried couples, according to real estate information
company Zillow. That’s up from a share of 11 percent in 2005, the firm
said. The trend reflects the sharp rise in home prices in recent years as
the U.S. housing market
bounced back from the
downturn almost 10
years ago. At the same
time, the percentage of
homebuyers who are
single has been declining
in recent years. About 25
percent of all
homebuyers in 2015
were single, down from
28 percent 10 years
earlier, Zillow said.
BRINGING BUNNIES BACK
Three decades after the
Playboy Club closed in
New York, a new one
will debut this year a
few blocks from Times
Square. Playboy
Enterprises says the
club will have a lounge,
a restaurant, a game
room and, of course,
the Playboy Bunnies.
Other Playboy clubs are
already operating in
London, the Vietnamese capital of Hanoi and several places in India.
Another is set to open in the spring in Shanghai. Playboy founder Hugh
Hefner opened the first club in Chicago in 1960. He quickly expanded the
operation to 30 clubs around the world. The original clubs remained
popular and lucrative for years before faltering in the 1980s.
A BOOST FROM HOME PRICES
Rising home values helped lift homeowners out of negative equity in
2016. The share of U.S. homes in negative equity, or those worth less
than their mortgage debt, stood at 18.1 percent at the end of last year,
down from 21.5 percent a year earlier, according to Attom Data
Solutions. All told, about 10.2
million U.S. homes were in
negative equity at the end of
the year. When a home is in
negative equity, or what is
sometimes referred to as
having an underwater
mortgage, the homeowner
often can’t qualify for
mortgage refinancing and has
little recourse but to continue
making payments in hope
that the property eventually
regains its value.

of the many “sharing economy” apps that will connect you
with gigs. But you don’t have to

Start with a hobby
Pick a hobby or skill you
enjoy and you’re really good at
— two things that don’t always
go hand in hand, says Susie
Moore, a life coach and author

You can start a side gig that’s

Work in marketing? Consider

recently scored her first client
for her side hustle: teaching

Ackerman moved to New
York five years ago to pursue a

New York City Ballet after getting injured. Barre, a workout
method inspired by ballet, kept
dance part of her routine.
She got certified as a barre
instructor and teaches in her
free time. She also shares her

Quiz aims to help safeguard tax returns
Staff report
To help guard against
the growing threat of tax
fraud and identity theft,
the Kentucky Department
of Revenue has taken additional steps that enhance
the safety and security of
processing taxpayers’ individual income tax returns,
including an Identity Confirmation Quiz.
Some taxpayers will
receive letters from the
department asking the taxpayer to take a short online
Identity Confirmation Quiz
before their tax refund is
fully processed. The letter
will give specifics as to what
the taxpayer must do to
take the quiz.
“We have multiple internal procedures in place,
along with third party
techniques, that assist us in
preventing tax fraud,” said
Daniel P. Bork, commis-
sioner of the department.
“We encourage taxpayers
who receive this quiz letter
to quickly respond, which
will confirm their identities
so we can continue processing their returns.”
The identity confirmation
quiz will be available for 30
days from the date of the
letter at revenue.ky.gov/
quiz. Once a taxpayer successfully completes the
quiz, the department will
continue processing the
return. If the taxpayer fails
the quiz twice or does not
take the quiz, the department will require additional documentation such
as the hard copies of W2s
or 1099s.
The Identity Confirmation Quiz can be taken
online anytime at revenue.
ky.gov/quiz or by telephone at 502-892-3399,
during regular work hours
(Monday-Friday 7 a.m. to
4 p.m.) with an authorized
representative to help with
the process.
Receiving the Identity
Confirmation Quiz letter
does not mean the taxpayer has been a victim of
identity theft. It only means
the Department of Revenue
wishes to verify the identity
of the person filing before
issuing the refund.

yet filed a return, he or
she should contact the
Kentucky Department of
Revenue immediately by

on-going case management functions
for older individuals living within the

promotions/sales, and draw adjustments. Will need to put daily focus on
next day paper in order to adjust draws as needed to increase sales. Will
also be responsible for monthly circulation inventory and billing. Delivery
of down routes when every other position has been exhausted.
