Guest Speaker: Terry McCarl
Al Densham introduced our guest speaker, Rotarian Terry McCarl to speak to us on his
opinion of "Obama: One Term President?". Al reminded Rotarians that Terry became
involved in politics in 1957 and in addition to his keen interest in politics was head of the
history department at Donevan Collegiate for years. Terry's vast experience and wealth of
knowledge in politics provides us with a great opportunity to hear his opinion on whether
Obama will be a One Term President.
Terry began his remarks by stating that historically, Americans do not tend to reject a one
term President standing for re-election. However, in analyzing if Americans are likely to
do so, it is helpful to adopt a comparative analysis to the times where Americans have
rejected a one-term President standing for re-election.
challenged by Ted Kennedy creating a division within the Democratic Party. And Jimmy
Carter faced a serious crisis with the Iran hostage situation that had a negative impact on
his ability to be re-elected. Although in Terry's opinion, Jimmy Carter was a thoughtful
President, he raised some of the difficult challenges Americans were facing at the time.
Reagan's approach was the opposite and obviously successful in appealing to the
American people. George Bush also faced a challenge in the Republican nomination in
2004 and the negativity raised during the nomination race created divisions within the
Republican Party and this negativity hurt Bush in his re-election. Terry pointed out that
any foreign affairs or economic crisis that a President has to face may also serve to have a
negative impact raising former President Herbert Hoover and the Great Depression as an
example.
With respect to Obama's chances of re-election, the candidate for the Republicans will of
course have a huge impact. In Terry's opinion, Mitt Romney, former Governor of
Massachusetts, would be the Republican candidate that could be the most challenging for
Obama. Romney is the son of George W. Romney, the former Governor of Michigan.
Romney is seen as a moderate having introduced Massachusetts health care reform
legislation similar to Obama's health care plan. Terry believes that Romney has a human
quality about him that Americans find appealing. Further, Romney is a Republican
candidate in a Democratic state which would also have wide spread appeal to mainstream
Americans. However, the movement of the Tea Party and the right wing of the Republican
Party, led by Governor of Texas, Rick Perry, do not like Romney's moderate position and
his health care initiatives. This opposition and division within the Republic Party may
have a negative impact on Romney's success. However, Terry believes, that Rick Perry is
too socially conservative for the American public having once again raised the
constitutionality of social security legislation which was determined constitutional years
ago by the Supreme Court. Terry is of the opinion that the independent voters,
representing the mainstream, will find the moderate Mitt Romney far more appealing.
Former Governor of Utah and US Ambassador to the People's Republic of China, Jon
Huntsman Jr. is also a candidate for the Republicans and may also have a chance at the
winning the Republican nomination. Terry thinks that both Romney and Huntsman
would capture the broad-based appeal of the American people for the Republicans.
Terry stated that during Obama's term, he has accepted responsibility for the economic
crisis and rising unemployment. His new American Job Plan involving payroll cuts and
job creation, if not passed by Congress which is now controlled by the Republicans, will
not be accepted well by the people. In addition, Obama is seen by the electorate as having
strength in finally capturing Bin Laden. And, Obama and his family are popular and well
liked by the electorate, facing no negative personal scandals to date.
Terry provided examples of Jimmy Carter and George Bush and some of the key factors
that contributed to their inability to be re-elected. For example, Jimmy Carter was

ROTARY WHEEL
A key factor, is that Obama does not face a serious challenge within the Democratic
Party such as the one previously mentioned that Jimmy Carter faced with Ted
Kennedy. If the Democratic Party remains strongly unified behind Obama, and
given the current political climate, Terry believes that Obama will be successful in
being re-elected as President in November 2012. A lively Q and A followed between
Tom Hodgson and Terry representing perspectives from various points of the
political spectrum that was interesting and enjoyed by all.
Aly Shariff thanked Terry for speaking to us and sharing his political knowledge
and insights into American politics and Obama's chances of re-election.
