New horizons for Europe –
A European Studies perspective
on European space policy
In its issue 2/Vol. 28, the journal Space Policy has published a
special issue on space policy in European Studies, which was
edited by Thomas Hoerber ([email protected]).
This special issue is the result of two international workshops
initiated and organised by Thomas Hoerber from the EU-Asia
Institute at the Paris campus of ESSCA School of Management. It
gathers a range of papers by young and more established
researchers, which examines the contribution space policy can make to the European integration process.
Authors discuss how space policy is perceived and implemented by various European institutions, including the often
ignored European Parliament, and the purposes for which these engage in space policy making. They debate how far
European space activity is or could be an element of European identity.
Besides these classical European Studies questions, they also examine specific areas such as the troubled Galileo
project, the related issue of creating a viable space industrial policy for Europe and the role of military space on a
continent supposedly committed to the peaceful uses of outer space.
The special issue is complemented by independent contributions from noted experts like Bertrand de Montluc, who
writes on the state of play of governance of European space policy. It will be of particular interest to all those working
in the field of European integration and governance issues and to anyone else who wants to understand the growing
importance of space to European social, industrial and military policy.
