I believe that the Social Services Legislation Amendment (no jab, no pay) Bill 2015 discriminates against Australian
people’s freedom of choice to make informed decisions regarding the health and well-being of their children.
Forcing parents to immunise their children by withholding government payments gives no consideration to the rights
of the parents to make decisions regarding the health of their child or to the individual medical conditions of the
child. I strongly believe that parents, with the advice of their doctors, should make decisions about their children’s
medical care — not politicians. Parents should not be coerced into vaccination by the government providing them
with financial benefits they would not otherwise receive.
The explanatory memorandum for the no jab, no pay bill states “the purpose of this bill is to encourage parents to
immunise their children. The changes will reinforce the importance of immunisation and protecting public health.”
Yet our children face the possibility of death or serious long-term adverse effects from mandated vaccines that
aren’t necessary or that have very limited benefits. Hepatitis B is spread through unsafe sex and other activities
where blood or body fluids are exchanged. Unless the mother is Hepatitis B positive at the time of the child’s birth
can you explain to me how it could be necessary to give a Hepatitis B immunisation to a newborn baby? Following is
a list of adverse reactions to the MMR vaccination provide by the pharmaceutical company, and these are the ones
that they admit. How can this possibly be considered safe to inject this into a small child? How does this list of
adverse reactions fit in with the bills conclusion “this bill is compatible with human rights because it advances the
protection of the right to physical health”?? There is nothing healthy about this, it is just frightening.
ADVERSE REACTIONS: The following adverse reactions are listed in decreasing order of severity,
without regard to causality, within each body system category and have been reported during clinical trials,
with use of the marketed vaccine, or with use of monovalent or bivalent vaccine containing measles,
mumps, or rubella:
Body as a Whole Panniculitis; atypical measles; fever; syncope; headache; dizziness; malaise; irritability.
Cardiovascular System Vasculitis. Digestive System Pancreatitis; diarrhea; vomiting; parotitis; nausea. 7
Endocrine System Diabetes mellitus. Hemic and Lymphatic System Thrombocytopenia (see WARNINGS,
Thrombocytopenia); purpura; regional lymphadenopathy; leukocytosis. Immune System Anaphylaxis and
anaphylactoid reactions have been reported as well as related phenomena such as angioneurotic edema
(including peripheral or facial edema) and bronchial spasm in individuals with or without an allergic history.
Musculoskeletal System Arthritis; arthralgia; myalgia. Arthralgia and/or arthritis (usually transient and
rarely chronic), and polyneuritis are features of infection with wild-type rubella and vary in frequency and
severity with age and sex, being greatest in adult females and least in prepubertal children. This type of
involvement as well as myalgia and paresthesia, have also been reported following administration of
MERUVAX II. Chronic arthritis has been associated with wild-type rubella infection and has been related to
persistent virus and/or viral antigen isolated from body tissues. encephalomyelitis (ADEM); transverse
myelitis; febrile convulsions; afebrile convulsions or seizures; ataxia; polyneuritis; polyneuropathy; ocular
palsies; paresthesia.Respiratory System Pneumonia; pneumonitis (see CONTRAINDICATIONS); sore
throat; cough; rhinitis. Skin Stevens-Johnson syndrome; erythema multiforme; urticaria; rash; measles-like
rash; pruritis. Local reactions including burning/stinging at injection site; wheal and flare; redness
(erythema); swelling; induration; tenderness; vesiculation at injection site. Special Senses — Ear Nerve
deafness; otitis media. Special Senses — Eye Retinitis; optic neuritis; papillitis; retrobulbar neuritis;
conjunctivitis. Urogenital System Epididymitis; orchitis. Other Death from various, and in some cases
unknown, causes has been reported rarely following vaccination with measles, mumps, and rubella vaccines;
however, a causal relationship has not been established in healthy individuals (see CONTRAINDICATIONS).
The memorandum then goes on to state ”this bill is expected to produce savings of $508.3 million.” How
will the bill produce these savings if it is in effect going to fufill its function of “the purpose of this bill is to
encourage parents to immunise their children.”? The bill will only produce these savings because it is

expected that people are still going to make the same informed decision and not immunise their children.
They will then suffer financial hardship by not receiving the government payments this bill removes from
them. Is this not purely revenue raising then, not about the peoples health and well being at all, that it
already assumed that this money will be saved?
It has been stated that the Australian democracy has at its heart, the following core defining values:





freedom of election and being elected;
freedom of assembly and political participation;
freedom of speech, expression and religious belief;
rule of law; and
other basic human rights.
As a democracy isn’t it our basic human right to make informed decisions regarding our children’s
health and wellbeing without financial coercion or fear of discrimination? Australian parents need to be
free to make their own decisions regarding their children’s health based on their own family situation,
their own research and their own doctors’ advice, not a politician’s opinion, or a senate bills revenue
raising objectives.
Please reconsider the social services legislation amendment (no jab, no pay) bill.
