ABOUT THE PRESENTERS:
James Powers is a partner with Clark Baird Smith LLP, concentrating his practice in labor and employment law. Jim's
practice includes representing management in the defense of federal and state employment-related charges and lawsuits, as
well as in grievance and interest arbitration proceedings. Jim also regularly counsels employers concerning ADA, workers
compensation and Illinois public safety employee leave and benefits laws. In addition, Jim has served as chief negotiator
in collective bargaining negotiations with unions such as the Teamsters, Operating Engineers, Laborers, AFSCME and
MAP. Jim serves also serves as co-editor of the IPELRA newsletter.
Chad Legel is President and Chief Operations Officer of I/O Solutions, Inc., a Chicago-based human resources consulting
firm that specializes in public safety testing and assessment. He has overseen I/O Solutions’ test development and
consulting divisions since 2002 and has worked with the most notable police and fire agencies in the nation to develop and
validate selection systems. Mr. Legel routinely provides training for public safety agencies on selection best-practices and
legal defensibility. Mr. Legel led the test development efforts that were the focus of the US Supreme Court case Ricci v.
DeStefano, in which the Supreme Court required the City of New Haven to use the results of an I/O Solutions testing
process due to its high level of validity.
Mr. Legel has a Master of Science degree in Industrial/Organizational
Psychology. He has provided personnel selection training for the Commission for the Accreditation of Law Enforcement
Agencies, International Personnel Management Association, the International Personnel Assessment Council, and state
labor relations associations. Mr. Legel also founded the Police and Fire Testing Summit which serves as an annual forum
to discuss testing and assessment issues facing public safety agencies. He is an active member of the Society for Industrial
Organizational Psychologists and the International Personnel Assessment Council. His areas of expertise include
assessment center development, physical ability testing, psychometric theory and legal issues related to personnel
selection.
