Preface
Head Start and Early Head Start are federally funded comprehensive child development
programs that serve children, birth to age 5, from families that meet income eligibility
guidelines. They are child-focused programs that have the overall goal of increasing the school
readiness of young children.
Head Start is administered by the Head Start Bureau, Administration for Children and Families
(ACF) and the U.S. Department of Health and Human Services. Grants are awarded directly to
local public agencies, private non-profit and for-profit organizations, Indian Tribes, and school
systems for the purpose of operating Head Start programs at the local community level.
In Maryland, these funds support 25 Head Start, Early Head Start, and Home-based Head Start
Grantee Offices, with 19 Delegate Offices and 239 program sites. In total, these programs serve
10,234 children from income-eligible families. Head Start grantee and delegate agencies provide
a range of appropriate, individualized services in the areas of early education, health, nutrition,
and parent involvement.
The purpose of the Maryland Head Start State Collaboration Project is to influence the
development of multi-agency and public/private collaborative partnerships between Head Start
and other interested individuals and organizations. By working together with existing
statewide organizations and initiatives, the Collaboration Project supports the increased
availability of comprehensive early care and education services for low-income young children
and their families.
The Maryland Head Start State Collaboration Project and Maryland Family Network (MFN), a
long-standing advocate for early childhood care and education, have participated in a
collaborative project for several years. Since, 1988, MFN has published the Directory of Head
Start Programs in Maryland. LOCATE staff contact all Head Start programs in the state on an
annual basis to gather information on locations, hours of operations, and current capacities.
Additionally, the Directory contains a listing of Head Start Grantees and Delegate agencies in
all jurisdictions of Maryland, as well as a listing of all program sites. Wherever possible,
program directors’ names, email addresses and fax numbers have been included. The Directory
is current as of January 2015.
