RULES AND REGULATIONS
OF TAYLORSVILLE YOUTH BASEBALL MAJORS

1.
Taylorsville Youth Baseball abides by the Affiliated Program Rules with the following exception:

Taylorsville Youth Baseball abides by Utah State No Smoking Laws.
2.1 No Smoking is allowed on the fields or in the dugouts during games or practices. No Smoking is
allowed within 50 feet of the Baseball Complex at any time.
3.
A Protest Committee will include the 3 of the 5 Vice Presidents. When there is a protest in the Majors, the
Majors VP will not be on the committee. When there is a protest in AAA the AAA VP will not be on the
committee, etc. When there is a protest in Babe Ruth, the Babe Ruth VP will not be on the committee.
When there is a protest in AA, the AA VP will not be on the committee.

Home team is listed second on the schedule.

Home team dugout on third base side.

Home team is responsible for picking up the Official Scorebook at the snack shack. If you are the first
game of the night turn over the Official book to the next Home team who will then return to the Official
Scorebook to snack bar after their game. IT will verify pitching daily and post-standings sheet for every
division once a week. Coaches will be responsible for reviewing the Official Scorebook prior to signing
and will call in pitching to their VP who will then contact IT. The Official scorebook will be the ultimate
determination for pitching eligibility. The Official scorebook will be the ultimate determination for

7.
The first in/first out rule shall be applied to all rain outs. In other words, the oldest game rained out will be
played on the first available rain out date. NO EXCEPTIONS.
8.
Pitching/Scorekeeping Majors:
8.1 Pitching violation results in an automatic forfeiture of the game involved.
8.2 Each coach is responsible to find a suitable scorekeeper(s) for every game. The home team will be
the official scorebook. Both teams will keep score.
8.3 After each game, both home and visitor teams MUST have both coaches sign scorebook and verify
innings pitched for each pitcher of the game.
8.4 In the Major League, if a team plays only 2 games in a calendar week, a team may use 12 year old
pitchers for a maximum of 8 innings; as long as all teams play only 2 games that calendar, and a
maximum of 12 innings when there is three games as long as all teams play three games. No
individual pitcher can pitch in excess of 6 innings per week. One pitch constitutes an inning. One
pitch will constitute one inning for that player. The rest rules will apply. Two innings or less no rest
required. Two+ innings equals 2 calendar days of rest. Each pitcher shall receive 6 possible innings
to pitch each Monday but rest rules must be followed as per Cal Ripken Rules.
9.
Play up rules:
9.1 Players with exceptional ability will be allowed to "play up" in an older age-group league, with the
exception of All-Stars. Barring exceptional circumstances and approval of the Board, players may
not play down from the league required by their age.
9.2 Secondary AllThis means there are
no more players to fill the roster in the appropriate age group.

Maximum Number of Players:
10.1 Major League teams will consist of a minimum 11 players and maximum of 12. At the end of draft,
coaches will be expected to have picked either 11 or 12 players rostered. If you leave the draft with
11 rostered you must have 11- no more no less. If you leave the draft with 12 rostered you must
have 12 no more no less.
10.2 Each Major team must carry a minimum of two 10 year olds (any lower age group cannot fulfill the
age group minimum of a higher age group) and three 11 year olds, and three 12 year olds. You
cannot carry more than 6 players of one age group. Any team carrying 6 players, in any one age
group must roster a team of 12 players.

Majors Coach will have a list of AAA players who were at tryouts and will be allowed to contact a
player on the list to fill in for a one-game situation. The coach will inform the Player Agent as soon
as possible of the Player used

Once said player has played ¼ of the regular schedule Major Season games, he will be a permanent
Rostered player.
Majors tryout rules/draft consist of the following:
11.1 Any player wishing to be drafted to Majors team must attend tryouts. If they choose not to attend,
their name will be put in a hat for selection by a Triple A team.
11.2 If
11.3 Any 9 year old wishing to be eligible for a Majors team must attend Double A (if new to the league)

teams will draw for first and second pick. Third round will son, brother, grandson options.
11.8 No trades.
12.
Eligibility:
12.1 Any player that abandons Taylorsville Youth Baseball to play solely for another Baseball
laws.
12.2 If any player drops from a Majors team and returns to Triple AAA with only playing half or less of
said season, said player will be eligible to go back to a Majors team the next year if drafted by a new
Majors Coach but will not ever be eligible to be a coac
the season on a Majors team and then goes to Triple AAA said player must stay in Triple AAA for
one season before he is eligible to return to a Majors team. (The executive board reserves the right
to review each player on a case by case basis).
13.
Game Rules:
13.1 If time permits, games will have six innings. If not, no new inning after 1:45. Any new inning that
starts after 1:45 has expired will be played with the international tie breaker rule. If time allows
game will play a 7th inning to break a tie.
13.2 All Majors games will be played at 70 foot bases and follow all 70 Foot Cal Ripken Rules.
13.3 Games have 5 minutes to begin after game scheduled time. Running clock starts at scheduled Game
time, as long as Official is on time.
13.4 No games will end in a tie. If time/light permits international tie breaker rule will be played out. If
not then prior to the next game between the two teams they will finish tie game with international tie
breaker innings.
13.5 The game ends when a team is ahead by 10 or more runs after four (4) innings.
13.6 The game ends when a team is ahead by 10 or more runs after five (5) innings.
13.7 When the ball is five feet off the base there is a mandatory slide or avoid (potentially dangerous
contact) at 2nd, 3rd, and especially home plate. Umpire shall have discretion in all cases.
13.8 Catcher is allowed to block home as long as the ball is within five feet of home plate, as determined
by Umpire.
13.9 Any Majors teams can bat 10 players with free substitution. Every player must play at least two
defensive innings and have one at-bat. If unable to comply due time constraints the player must start
next game.

14.
Trophies:
14.1 If there are two or more teams tied for first, 1st and 2nd will be determined by season head-to-head
record. In the event that head-to-head is even, a one game play off will accord with winner awarded
1st place, and the play off looser awarded 2nd place.
14.2 If there are two or more teams tied for 2nd place, 2nd and 3rd will be determined by season head-tohead record. In the event head-to-head record is even, a one game playoff will accord with winner
awarded 2nd place. If it division consisted of more than 7 teams, playoff looser will be awarded 3rd
place.
15.
All-Stars:
15.1 Coaches for All-Stars are chosen by season winning standings:
15.2 The President and Player Agent shall record the number of votes cast for each player. Or The
President and Player agent or VP of that division or another division will verify all votes and report
out who the all star players are for the initial 8 members of the all star team. At that time the AllStar manager can fill his team up to 15.
15.3 1st place team has first All-Star team pick down through 6th place. Then each Assistant Coach will
have the opportunity to pick an All-Star team 1st place down through 6th place.
15.4 Head coach cannot pass a team down.
15.5 All-Star are not announced at Closing Ceremonies.
15.6 Any boy wishing to be eligible for All-Stars must have played in half of his eligible games.
15.7 Coaches vote on the top 12 from each age group. The top 8 voted players become the All-Star team.
At that point, the All-Star manager picks the remaining 4 to 7 players.
If there is a tie between two or more players for the 8th spot, it is the Head mangers choice to take all
the players or call for a revote on the tied players for the 8 th spot.
15.8 Any player who makes an All-Star team cannot participate in a tournament with another league (i.e.
Super league team) that would conflict with All-Stars, until the All-Star team has gone as far as they
can (i.e. State, regional, etc). Once they are done with All-Star tournaments they can play with
whoever they like.
15.9 All-Star fees include Tournament fees, T-Shirts, hat, patch. For each player and up to 3 coaches.
All-Star fees will be determined on a year to year basis by the Executive Board. Any and all travel
expenses will not be covered by League funds.
15.10 No majors All Star Coaches can pull up players from Triple AAA to fill an All-Star team.

15.12 Any player who declines to play the A All Star team will not be eligible to play with a secondary All
Star team.
16.
As of 2013 Majors will retire the Yankee uniform in honor of Edo Rottini. No team in the Majors from this
season forward will be allowed to pick the Yankees for their uniform.
