Even if the property to be temporarily supplied does not have an Earth Loop Impedance (ELI) low enough to operate a 30mA RCD, this equipment can be still used since the main earth connection is provided through the earth core of the Restore cable. This equipment detects loss of neutral between itself and the source of power, reverse polarity and excessive voltage between neutral and earth. Installation and removal of RESTORE shall comply with the utility’s Distribution Safety Rules and Operational Practice Manual, as manufacturer Kelman have defined a sequence of test steps which may be in excess of your requirment. The equipment The equipment consists of: 1. A Trip and Control box (referred to as the TRIP box, seen on the left above). 2. A 25m cable with a dummy load and tails with ferrule terminations. 3. At RE-SUPPLIED (originally DEAD) PROPERTY (B) 3. Removal of Restore Equipment 7 7 8 1. Installation 1. At the property where mains supply is LIVE (LIVE PROPERTY) (A) in diagram. 1.1. Confirm supply is present, and polarity is correct at the service cut-out. 2. At the property where the mains supply is DEAD (DEAD PROPERTY (B) in diagram). 2.1. Switch off the customer’s main switch. 2.2. Withdraw the service fuse. 2.3. Confirm there is no supply at the service cut-out. 2.4. If not, this may be due to cable fault conditions. Confirm that both the neutral and earth connection(s) are not live (absence of supply). 2.5. Disconnect and remove the encapsulated block or meter loops from outgoing terminals of service cut-out and line terminals of the meter. 2.6. If necessary, re-site the meter to provide access for the connection of RESTORE to the meter terminals. 2.7. Insert insulated plugs in to the exposed outgoing terminals of the service cut-out. 2.8. Insert the fuse carrier (with the fuse cartridge removed) and seal by the approved method. 1 2.9. Using safe means (eg insulating gloves) disconnect the service cable earth from the installation earth connection and insulate it. 2.10. Feed cable through chosen point of entry to the property. 2.11. Connect RESTORE cable earth connection to the installation earth terminal, leaving intact any other earth bonding that may exist. 2.12. Connect RESTORE cable to the live and neutral ingoing terminals of the meter, observing correct polarity. 2.13. Seal the meter terminal cover. 2.14. Secure the dummy load and route the cable in an unobtrusive # position. 2.15. Run the cable back to the supply property. 2.16. If outdoor service cabinets are involved, cut a slot in the base of the door(s) for cable access. NB: Control measures must be put in place to minimise the risk to the public. 2 3. At Live Property (A) 3.1. Inform the customer. Carry out the installation procedure so that the customer experiences the minimum of disruption. The customer should experience only one outage at the start and end of the procedure. 3.2. Switch off the customer’s main switch and remove the fuse from the service cut-out. 3.3. Remove the meter terminal cover and confirm that no supply is available at both line and load sides of meter. 3.4. If necessary, re-site the meter to provide access to outgoing terminals of the service cut-out and meter. 3.5. Where necessary, install extended meter loops (tails or singles) between the service cut-out and meter and refit meter terminal cover. 3.6. Connect RESTORE Trip box (see diagram) earth to installation earth, leaving intact all bonding connections. A new connecting block may be required to facilitate this connection. 3.7. Connect RESTORE Trip box Line & Neutral to spare outgoing terminals of the cut-out. (If no spare terminal exists it may be necessary to fit a temporary terminal block arrangement above the service cut-out.) 3.8. Fit grommets to the service cut-out to prevent access to the live terminals. 3.9. 3 Mount Trip box in an unobtrusive position. 3.10. Refit service fuse carrier complete with fuse. 3.11. Test for correct operation of RESTORE Continuity Monitor : Operation is correct if RESTORE Trip box switch will not close when the extension lead is not connected. 3.12. Remove service fuse carrier. 3.13. Connect RESTORE Trip box to the Extension Lead using the connectors. 3.14. Refit the service fuse. 3.15. Close the customer’s main switch and confirm correct polarity at a socket outlet. 3.16. Switch ON the RESTORE 3.17. Test the RCD for correct operation by pressing the test button. 3.18. Leave the RESTORE switch in the OFF position. 3.19. Remove the service fuse, and secure, to ensure that it cannot be replaced. 3.20. Screen live terminals. 4. At Dead Property (B) 4.1. Assess whether the cable earth should be disconnected, due to a possibility of it being live due to fault conditions. 4 4.2. To prove that the RCD will operate correctly, bond a temporary test short between the load side NEUTRAL terminal of the meter and customer’s main earth. 4.3. Fit the meter cover. 5. At Live Property (A) 5.1. Insert service fuse. 5.2. Switch ON the RESTORE. The RCD should trip immediately. If this does not happen then the earth loop impedance must be too high and the RCD will not operate due to a faulty connection. 5.3. Remove service fuse. 5.4. Screen live terminals. Any faulty connection must be located and corrected. 6. At Dead Property (B) 6.1. Disconnect the temporary test short. 6.2. Fit the meter cover. 7. At Live Property (A) 7.1. 5 Insert the service fuse. 7.2. Switch ON the RESTORE. 7.3. Close the RESTORE switch. 7.4. Seal RESTORE and all other utility equipment by an approved method. 8. At Live Property (B) 8.1. Close the customer’s main switch. 8.2. Check for correct polarity at a socket outlet on the customer’s premises. 8.3. Seal all utility equipment by an approved method. 8.4. Customer Service : Provide both customers with a 24 hour contact number to use if any issues arise. 6 Removal Inform Customers that supply will be interrupted. 1. At LIVE PROPERTY (A) 1.1. Switch off RESTORE by pressing the TEST button on the Trip Box . 1.2. Remove the service fuse. 1.3. Disconnect the Trip Box from the cut-out and the installation earth, leaving all earth connections and bonding in its original state. 1.4. If necessary, return the meter to its original position. 1.5. Replace the encapsulated block or original meter tails. 1.6. Check the supply polarity at service cut out. 1.7. Insert the service fuse. 1.8. Check supply polarity at a socket outlet. 1.9. plug. Seal all utility equipment by an approved method. NB Ensure any exposed terminal knockout is fitted with a terminal 2. At RE-SUPPLIED (originally DEAD) PROPERTY (B) 2.1. 7 Remove meter cover and check that the supply is DEAD. 2.2. Disconnect the RESTORE cable from the meter. 2.3. If necessary, return the meter to its original position. 2.4. Replace the encapsulated block or original meter tails. 2.5. Reconnect the installation earth to the cable earth leaving all earth connections and bonding in its original state. 2.6. Check that the incoming supply is the correct polarity. 2.7. Insert the service fuse. 2.8. Check the polarity at a socket outlet. 2.9. If everything is in correct order, seal all utility equipment by an approved method. 3. Removal of RESTORE equipment. 3.1. Remove all RESTORE equipment from site ensuring that all protective caps (where provided) are fitted to the connectors. 3.2.
