F air Competition c o mplies in all respe c ts with the pertinent provi
sions o f Ti tle I of said A c t and that the requirements o f cla u ses ( 1 )
a n d ( 2 ) of s u bsection ( a ) o f Section 3 of the said Act have been met :

Article I states the purposes O f the Code
Article II sets forth various definitions
Article III provides a standard work w e ek o f 4 0 h ou rs wit h
certain exceptions
Article IV sets minimum wage scales
Article V prohibits the empl o yment o f persons under 1 6 year
of age in t h is ind u stry embodies the mandatory provisions of Sec
ti o n 7 ( a ) of the National Ind u stri al R e c overy Act , and contain
other provisions r el ating t o general labor conditions
Article VI establishes a standard basis o f cost accounting
Article VII constitutes a Code Auth o rity and gives it c ertain
powers
Article V III e tibla he a j oint Labor Board to consider and p ass
upon any alleged vi olations dispu te s or nonobservance o f t h e Labo r
Provisi o ns o f this Code
Article I X re gulates trade practices
Articl e X provides for t he modification of this Code in ac c ord

I rec o mmend that your Executive O rder specify that the n o rmal
work we ek of forty hours is not to be constr u ed as a minimum ; sug
gest to the Industry the desirability of reduci n g the work week belo w
forty hours when this can be done by agr ee ment between r ep r e en
t a t iv e of the employers and representatives of the employees ; a n d
empower the Labor Board whic h the Code sets u p to act as a n
age n c y in u sing its g o od Office s to effect pr o per adj u stments below
the maxim u m of forty ho u rs per week
The desire of the Graphic A rts Ind u stries to have the basic cod e
cover Photo Engraving has already been refe rred t o The present
cod e does not cover privately owned photo engraving establishments
( that is operated in c o nnection with com mercial ) rinting establish
ment and n o t making photo engravings fo r sale
Such privately
owned establishments are covered under the Graphic Arts Code
